All women and men empathetic to women's causes,
Over the last few months the spate of sexual harassments, rape and murder of women, especially women from the poor classes, whether children, young school or college going girls has tarnished the image of Saharanpur. In fact, because of the series of such attacks on women, Saharanpur has been 'declared' as an unsafe district for women of all ages. Neither the state government nor the administration or elected representatives of people - the MLAs and MPs have taken any concrete steps, they are least bothered about such serious issues. And because women so sexually traumatized belong mostly to poor families and to particular caste, civil society at large has remained inert to this burning issue. What is noteworthy is that such incidents have not only marred the rich secular progressive tradition of Saharanpur but also have been tearing away at the very inclusive social fabric of Uttar Pradesh at an alarmingly increasing rate. In fact matters have worsened so much on this front that even the Uttar Pradesh High Court has instructed al district level officials to form "watch dog" committees to help prevent the continuation of atrocities on women. Sadly however even this stricture has fallen on deaf ears. If our daughters are not safe even within school premises, then the school doors would get very distant for them. Who would want to send ones daughter to school after what happened at Chandena Nagal, where anti-socials exhibiting the crudest animalist instincts tore apart clothes and molested girls inside class rooms at Vaidic Inter College? This is a blotch on the heritage of the city, which has never witnessed such barbarity on women earlier. All political parties should have immediately come together to protest and taken stern steps against such heinous crimes. But that never happened. And how could it? The perpetrators of such crimes – the rapists and murderers are on the payroll of the political parties and enjoy their fullest political protection. Media only reports incidents of rape and murder of women , whereas the daily incidents of dowry related deaths and myriad other harassments faced by women have almost become too routine to warrant any special media attention. And let it be understood very clearly that such incidents of attacks on women – sexual harassment, molestation, rape and murder – are not happening out of the blue. There is a very well planned sinister design working in the background - put the fear of lives in women so that they do not have access to education and interaction with the wider world to develop themselves as capable individuals with a say of their own – that is the design.
The effect of such brutal attacks on women have been very negative on society at large. Incidents of gang rape of school going girls ( ref: list given below) has shaken the conscience of people at large. Unmistakably such attacks are happening with girls and women from the poorer sections of society – whether Dalit or poor Muslims. From the list of recent barbaric incidents ( as mentioned later), it is amply clear that the hoodlums and rapists are targeting school going girls between the age of 3 – 18 they are the target group. Areas and villages in and around where such incidents have occurred, people are afraid to send their daughters to schools and are even instructing women in general not to move alone in these areas. People have evidently lost faith in the government and administration. The alarming increase in incidents of sexual harassments and torture and murder has coincided with the coming to power of a new government in U.P. It is as if hooliganism has an official license now....!! The irony is that government, administration and media promote the necessity of education for girls and women but look the other way when such horrific incidents of sexual tortures are perpetrated on women. If the government and administration does not wake up immediately the situation will become explosive.
It is people at large and women in particular who have to come forward , unite and fight such organized heinous crimes . School and college going girls have to organize themselves and put pressure on the administration and government to carry out their constitutional responsibilities. This is precisely the reason why social organizations fighting on women's issues like Disha, Vikalp, Gyan- Ganga Siksha Samity and several others are teaming up to draw up an overall strategy to counter such "gender-terror" and teach such a lesson as would put a stop to such crimes against women. These organizations would also put adequate pressure on the government and administration. In this effort civil society also has to play an effective role. School and college going girls have to be encouraged to fight back with guidance and direction from teachers, parents and social organizations that should form Joint Action Committees and educate girls and women about their legal and constitutional rights. School administrations also have to come forward to strongly oppose and counter such organized attacks. Media should now also show its powers in exposing such crimes against women. Small towns/cities lack women journalists to focus on women related issues and college girls and women should be encouraged and guided to take up this profession. Social organizations should also come forward in all possible ways to help in the growth and development of increasing number of aware and conscious women journalists.
In the backdrop of this horrifying situation of unabated atrocities on women , , Vikalp Social Organization ,Gyan-Ganga Shiksha Samiti and Disha Social Organization and other like minded organizations are organizing a huge convention in Saharanpur city on 28th October, 2012. Affected families, eminent social personalities, women leaders and various organizations fighting on varied socio-political causes across the district and state have committed their active participation.
It is time to raise our combined voices of protest to such a crescendo that it drowns even the thought of such crimes from the minds of the organizers and perpetrators of such crimes on women. Our daughters and sisters have to be given back the right to live and breathe freely without fear and with dignity.
The convention is also homage to the eternal fighting spirit of Bharati ji – October 25th happens to be her birthday – an iron-willed lady who relentlessly fought for the cause of women through out her life and helped co create many social organizations fighting for women's rights forest and land rights in Saharanpur most backward area like "Ghad"

प्रिय बहनों व महिला मुद्दों पर संवेदनशील साथियो!
पिछले कुछ महीनों में महिलाओं के साथ खास तौर पर निचले वर्ग की लड़कियों, स्कूल, कालेज में पढ़ने वाली किशोरियों व बच्चियों के साथ होने वाली यौन हिंसा, बलात्कार व हत्या आदि की जघन्य घटनाएं जिस तरह से सामने आ रही हैं, उसने सहारनपुर की छवि को दागदार कर दिया है। इन तमाम घटनाओं के कारण सहारनपुर महिलाओं और छात्राओं के लिए असुरक्षित जिले के रूप में घोषित हो चुका है। जिसको लेकर न सरकार, न प्रशासन और ना ही जनप्रतिनिधियों द्वारा कोई ठोस कदम उठाए जा रहे हैं। लेकिन इन घटनाओं की शिकार लड़कियां व बच्चियां एक विशेष वर्ग से होने के कारण आम नागरिक समाज में भी संवेदनशीलता दिखाई नहीं दे रही है। गौरतलब है कि सहारनपुर ही नहीं पिछले कुछ माह में पूरे उत्तर प्रदेश में ऐसी घटनाओं की संख्या में भी बेहिसाब बढ़ोतरी हुई है। इन्हीं सब कारणों को देखते हुए व घटनाओं को संज्ञान में लेते हुए कुछ ही दिन पूर्व उच्च न्यायालय द्वारा भी हर जि़ले में महिलाओं पर हो रही हिंसाओं की रोक थाम के लिए जिलाधिकारियों को निगरानी समिति का गठन करने के आदेश दिए गए हैं। लेकिन विडंबना है कि इन निर्देशों पर भी कोई अमल नहीं हो रहा है। चन्देना नागल में जातिगत झगड़े में हमलावरों ने पाशविकता की सारी सीमाएं पार करते हुए यहां के स्थानीय वैदिक इंटर कालेज की छात्राओं को स्कूल के अंदर ही जिस तरह से कपडे-फाडे़ व बेइज्जत किया, यह तो शायद सहारनपुर के इतिहास में आज तक नहीं हुआ। स्कूल के अंदर ही अगर हमारी बेटियां सुरक्षित नहीं हंै, तो उनके लिए तो शिक्षा के दरवाज़े हमेशा के लिए बंद हो जाएंगे। इन हमलों को लेकर सभी राजनैतिक दलों को एक साथ आ कर सख्ती से इन घटनाओं को रोकने का प्रयास करना चाहिए था, लेकिन ऐसा भी नहीं हुआ। क्योंकि बलात्कारियों और हत्यारों को इन राजनैतिक दलों का तो संरक्षण प्राप्त होता है। ये तो केवल बलात्कार की घटनाए हैं, जो कि अखबारों में प्रकाशित हुईं हैं। इनके अलावा ऐसी कई घटनाएं हैं, खासतौर पर दहेज हत्या या उत्पीड़न की वे अलग हैं, जो कि हर रोज़ घट रही हंै। ऐसा नहीं कि ये घटनाए अकारण हो रही हैं, बल्कि इनके पीछे महिलाओं के खिलाफ एक संगठित साजिश नज़र आती है, ताकि वे शिक्षा ग्रहण कर स्वतंत्र न हो सकें, ये प्रतिक्रिया उनके स्वतंत्र रूप से सोचने, उनकी चेतना के विकास के खिलाफ भी है।
महिलाओं के ऊपर हो रही इन हिंसात्मक घटनाओं का असर पूरे समाज पर काफी नकरात्मक रूप से पड़ रहा है। पिछले दिनों स्कूल की छात्राओं के ऊपर सामूहिक बलात्कार की घटनाएं जो सामने आई हैं, उसने आम जनमानस को झंझोड़ के रख दिया है, वे बेहद शर्मनाक व घृणित हैं। यह हमला ज़्यादहतर ग़रीब तबके की लड़कियों पर ही हो रहा है, या तो वे दलित हैं या फिर ग़रीब मुस्लिम परिवारों से हैं। नीचे दी गई सूची में यह साफ तौर पर देखा जा सकता है कि बलात्कारी व हमलावर कम उम्र की लड़िकयों व स्कूल जाने वाली छात्राओं को अपने हमले का निशाना बना रहे हैं। जिसमें 3 से 18 वर्ष तक की लड़कियों और महिलाओं के साथ भी इस तरह के अत्याचार हो रहे है। जिन क्षेत्रों या गाॅवों में ऐसी घटनाऐं घटी हैं वहां और उसके आस-पास के क्षेत्र के गाॅवों के लोगों द्वारा अपनी बच्चियों को खौफ़ के कारण स्कूल भेजना बन्द किया जा रहा है। अलग-अलग तबकों में लोगों द्वारा अपनी महिलाओं के लिए अकेले बाहर ना निकलने के फरमान तक जारी किए जा रहे हैं। जिससे स्पष्ट रूप से यह बात सामने आ रही है, कि आम नागरिक समाज का शासन व प्रशासन के ऊपर से विश्वास पूरी तरह से उठ रहा है। इनमें सबसे ज्यादा घटनाए नई सरकार के सत्तासीन होने के बाद की हैं। जैसे गुंडागर्दी को सरकारी लाइसेंस प्राप्त हो गया हो। एक तरफ तो सरकार, मीडिया आदि लड़कियों को शिक्षा ग्रहण करने के लिए जागरूक कर रहे हैं, वहीं दूसरी और उनके खिलाफ हो रहे इस तरह के भयावह यौन उत्पीड़न के मामले में बिल्कुल खामोश बैठे हैं। ऐसे में लड़कियों के ऊपर इस जिले में संकट काफी गहरा रहा है। समय रहते अगर इस मामले में सरकारी व प्रशासनिक हस्तक्षेप नहीं हुआ तो स्थिति विस्फोटक हो सकती है। इसलिए इन हमलों को रोकने के लिए आम जनता खास तौर पर महिलाओं को ही सामने आना होगा। महिलाओं पर हो रहे इन संगठित हमलों के खिलाफ लड़कियों व छात्राओं को भी अपने संगठन तैयार करने होंगेे व अपनी अस्मत को बचाने के लिए शासन और प्रशासन को चेताना होगा, ताकि वे अपनी संवैधानिक जिम्मेदारी का पालन करें। इन्हीं सब मामलों को लेकर विकल्प सामाजिक संगठन, दिशा सामाजिक संगठन, व ज्ञान गंगा शिक्षा समिति सहित कई अन्य संगठन अपनी रणनीति तैयार कर महिलाओं पर हो रहे हमलों का जमकर एलानिया विरोध करना चाहते हैं, ताकि भविष्य में ऐसी घटनाएं न घटंे। संगठनों द्वारा प्रशासनिक स्तर पर भी दबाव बनाया जाएगा, ताकि इस तरह की घटना दुबारा ना हो सके। इस सम्बन्ध में आम नागरिक समाज को भी अपनी अहम भूमिका निभानी होगी व अपने विरोध को ताकत के साथ दर्ज कराना होगा। सभी स्कूल व कालेजों में लड़कियों को जागरूक करने के लिए शिक्षकों, अभिभावकों व सामाजिक संगठनों की संयुक्त समिति बनाई जानी चाहिए व महिलाओं से जुड़े तमाम कानून की जानकारी देनी चाहिए। लड़िकयों के साथ हो रहे अन्याय के मामले में स्कूलों को भी सामने आना होगा व इस हिंसा के खिलाफ प्रतिरोधी शक्ति को तैयार करना होगा। इस हिंसा के खिलाफ लड़ने के लिए मीडिया एक प्रमुख माध्यम हो सकता है, लेकिन देखने में यह आ रहा है कि छोटे शहरों व कस्बों में महिला पत्रकार हैं ही नहीं। ऐसे में बहुत सारे मामले आम तौर पर संज्ञान में आते ही नहीं है। स्कूलों व कालेजों में लड़कियों को मीडिया के प्रति रूझान के विषय में भी प्रेरित करना होगा, जिसके लिए सामाजिक संगठनों द्वारा भी सहयोग किया जा सकता है।
इस सम्बन्ध में इस महीने की 28 अक्टूबर 2012 को विकल्प सामाजिक संगठन, दिशा सामाजिक संगठन, व ज्ञान गंगा शिक्षा समिति द्वारा सहारनपुर में एक विशाल सम्मेलन आयोजित करने का निर्णय लिया गया है, जिसमें इन घटनाओं में उत्पीड़न का शिकार हुए परिवार, गाॅव क्षेत्र में विभिन्न मुद्दों को लेकर संघर्षरत जनसंगठनों के लोग व कई महिला एवं सामाजिक आंदोलनों के नेतृत्वकारी लोग शामिल होंगे। आप सभी से अपील है कि महिलाओं के साथ हो रही इन तमाम हिंसक कार्रवाईयों के विरोध में आयोजित किए जा रहे इस सम्मेलन में बड़ी से बड़ी संख्या में शामिल होकर इस अन्याय के खिलाफ पुरजोर तरीके से अपनी आवाज़ को बुलन्द करें। जिससे हमारी बहनों, बेटियों को समाज में जीने व सांस लेने के लिए एक स्वछंद व सुरक्षित वातावरण मिल सके।
बहनों व साथियो! यह सम्मेलन संगठन की दिवंगत जुझारू साथी भारती जी के जन्मदिन के अवसर पर श्रद्धांजलि रूप में आयोजित किया जा रहा है। भारती जी महिला अधिकार के मुद्दों को लेकर जीवनभर संघर्षरत रहीं और सहारनपुर में भी उन्होंने महिला हिंसा के खिलाफ एक लम्बे समय तक सतत् संघर्ष किया व कई महिला संगठनों के निर्माण में अग्रणी भूमिका निभाई।

हत्याकाण्ड 27 जुलाई 2010 कक्षा 3 में पढने वाली दलित छात्रा ग्राम भलस्वा, सहारनपुर स्कूल में पढने वाली कक्षा 3 की छात्रा लक्ष्मी को स्कूल प्रबन्धक व कक्षा के सहपाठियों ने मानसिक आघात पंहुचाया था, यह मानसिक उत्पीड¬़न लक्ष्मी बरदाश्त नहीं कर सकी, और गले में टुपट्टा बांधकर छत के पंखे में लटक कर आत्महत्या कर ली। जिला सहारनपुर के शासन व प्रशासन ने आरोपी को कानूनी दांव पेंचों के द्वारा बचा लिया गया।
2) चांदनी
बलात्कार
हत्याकाण्ड 3 दिसम्बर 2010 6 वर्षीय दलित छात्रा गांव कल्लरपुर गुर्जर रामपुर मनिहारन, सहारनपुर 3 दिसम्बर 2010 को अपने घर की सहेलियों के साथ खेल रही चांदनी को 45 वर्ष के अधेड़ नशेडी ने जिसका जेल में (अपराधिक रिकार्ड है) चांदनी को जबरन उठाकर बलात्कार किया और उसकी हत्या कर दी। सामाजिक संस्थाओं और गांवों की महिला संगठन द्वारा किये गये प्रयासों से आरोपी जेल में है।
3) रानी
बलात्कार
काण्ड 14 फरवरी, 2012 13 वर्षीय दलित लडकी गांव नकुड, कस्बा रेतगढ, जिला सहारनपुर रानी शाम को बुखार की दवा लेने पास के गांव में जा रही थी कि पास के गांव के राजपूत जाति के छोटू पुत्र राजेश ने बालिका को गन्ने के खेत में घसीटकर बलात्कार किया। दबंगों ने अस्पताल में मेडिकल बदलवा दिया। विरोध के बाद पुनः मेडिकल करवाया उसे भी बदलवा दिया गया। महिला संगठन और सामाजिक संस्थाओं के किये गये प्रयासों से आरोपी जेल में है।
4) हिना
बलात्कार
काण्ड 10 जुलाई 2012 13 वर्षीय मुस्लिम लडकी कस्बा देवबन्द, सहारनपुर कक्षा 7 में पढने वाली हिना को सुबह अपने स्कूल को अकेली जाते समय नौशाद नाम का युवक पीछे से मुंह दबाकर पास की बिल्डि़ग में खींचकर ले गया, कमरे में बन्द कर अपने चार साथियों के साथ मिलकर सामुहिक बलात्कार किया और उसकी मोबाईल से अश्लील फिल्म भी बनाई। आरोपी को बहुत कठनाई से गिरफ्तार करवा कर जेल भेजा गया।
5) दुष्कर्म
केस 15 जुलाई 2012 पिछड़ी जाति
कक्षा 9 की छात्रा कुतुबपुर ढिक्का सरसावा, सहारनपुर स्कूल जाते समय आरोपियो ने छात्राओं का मोटरसाईकल से पीछा कर गन्ने के खेत में दुष्कर्म किया। जिसकी मेडिकल रिपोर्ट में पुष्टि हुई। बहुत कठनाई से रिपोर्ट दर्ज होने के बाद आरोपी जेल में है।
6) भूमिका
हत्याकाण्ड 15 जुलाई 2012 सिक्ख समुदाय
28 वर्षीय महिला देवबन्द, सहारनपुर पंचायत चुनाव लड़ चुकी भूमिका की मकबरा पुलिस चैकी के पास गला दबाकर हत्या कर दी गई पुलिस ने हत्या का मामला दर्ज करके जांच शुरू कर दी है।

3 वर्षीय बच्ची हुसैन बस्ती, सहारनपुर अपने भाई के साथ रह रही 3 वर्षीय बच्ची को दूध देने वाला नशेडी फैजान उठाकर जंगल में ले गया। बच्ची के शोर मचाने पर खेत में काम करने वाले लोगों ने बच्ची को बचाया बहुत कठनाई से रिपोर्ट दर्ज होने के बाद आरोपी जेल में है।

काण्ड 6 अगस्त 2012 27 वर्षीय दलित महिला चिलकाना, सहारनपुर सुचैला गांव में रहने वाली तेजपाल की पत्नी दोपहर में शोच के लिये खेत में गई घात लगाये मध्धु ने पीडिता के साथ बलात्कार किया शोर मचाने पर लोागें ने मध्धू को भागते देखा। बहुत कठनाई से रिपोर्ट दर्ज होने के बाद आरोपी जेल में है।

14 वर्षीय बालिका देवबन्द सहारनपुर धर में अकेली देख शगुफ्ता को उसके चाचा व भतीजे ने जबरदस्ती घसीटकर बारी-बारी से बलात्कार किया। शगुफ्ता ने अपनी मां को बताने की बात कही तो शागुफ्ता पर मिट्टी का तेल छिडककर आग लगा दी। 90 प्रतिशत जलचुकी शगुप्ता ने दम तोड दिया। बहुत कठनाई से रिपोर्ट दर्ज होने के बाद आरोपी जेल में है।
10) सामुहिक
दुष्कर्म 11 अगस्त 2012 15 वर्षीय दलित बालिका गंगोह, सहारनपुर शाम को दुकान पर सामान लेने के लिये जा रही बालिका को फाईनेन्स आफिस में बैठे दो युवाओं ने आफिस में खींचा और बारी-बारी से बलात्कार कर बालिका को आफिस में ही बन्द कर चले गये। शोर मचाने पर बालिका को बाहर लाया गया। बालिका को न्याय नहीं मिला।
11) मोनिका
बलात्कार
काण्ड 3 सितम्बर 2012 11 वर्षीय दलित बालिका चकसराय, सहारनपुर रात्रि में घर से उठाकर दो युवकों ने बेहोशकर बलात्कार किया। बहुत कठनाई से रिपोर्ट दर्ज होने के बाद आरोपी जेल में है।
12) सामुहिक
दुष्कर्म 25 सितम्बर 2012 28 वर्षीय मुस्लिम महिला बेहट सहारनपुर गांव करौदी की महिला को कुछ लोगों ने अगवाकर जबरदस्ती शराब पिलाकर बलात्कार किया और बेहोशी की हालत में जगंल में फेंक गये। आरोपी पकड़ से बाहर है।
13) मीनू
बलात्कार
हत्याकाण्ड 24 सितम्बर 2012 14 वर्षीय दलित बालिका सडक दुधली सहारनपुर जमालपुर गांव में रहने वाली विकलांग मीनू पुत्री श्यामसिंह खेत में चारा लेते समय गायब हो गई और अगले दिन ईख के खेतों में उसकी गर्दन कटी व सामुहिक बलात्कार की पुष्टि हुई। आरोपी के विरूद्ध मुकदमा दर्ज हो गया है। आरोपी दबंग है और अपने आप को बचाने के प्रयास में है।
14) टीना
दुष्कर्म
केस 3 अक्टूबर 2012 5 वर्षीय दलित बालिका हकीमपुरा, सहारनपुर पडोस में टी.वी देखते समय पडोस के ही एक युवक ने उसे घसीटकर बाथरूम में ले जाकर दुष्कर्म किया। बहुत कठनाई से रिपोर्ट दर्ज होने के बाद आरोपी जेल में है।
नोटः-इस सूचि में उत्पीड़न का शिकार हुईं बच्चियों और महिलाओं के नाम परिवर्तित करके दिए गए हैं।
