ভারতে ঢুকতে ফের লবি, শিরোনামে বোয়িং-ফাইজার-ডাও
केन्द्रीय मंत्रिमंडल ने खुदरा व्यापार मे लगी बहुराष्ट्रीय कंपनी वालमार्ट के भारत मे प्रवेश को लेकर रिश्वत देने संबंधी मीडिया रिपोर्टो की जांच के लिए गठित न्यायिक जांच समिति का कार्यकाल आज एक माह के लिए बढा दिया।
पंजाब एवं हरियाणा उच्च न्यायालय के पूर्व मुख्य न्यायाधीश मुकुल मुदगल की एक सदस्यीय समिति का कार्यकाल एक मई को समाप्त हो रहा था जिसे बढाकर 31 मई 2013 तक कर दिया गया है।
केन्द्रीय मंत्रिमंडल ने जनवरी मे इस समिति के गठन का निर्णय लिया था और फरवरी मे इसे गठित किया था। समिति से तीन माह के अंदर जांच पूरी करके रिपोर्ट देने को कहा गया था।
भारत में अब तक निर्वाचन आयोग में देश के 75.84 करोड़ मतदाता पंजीकृत है वहीं 31.19 करोड़ आधार संख्यांक तैयार किये जा चुके हैं। लोकसभा में अब्दुल रहमान के एक प्रश्न के लिखित उत्तर में गृह राज्य मंत्री आर पी एन सिंह ने कहा कि राष्ट्रीय जनसंख्या रजिस्टर (एनपीआर) देश के सभी सामान्य नागरिकों का रजिस्टर है जिसमें प्रत्येक सामान्य नागरिक की विशिष्ठ विशेषताओं का ब्यौरा होगा।
उन्होंने कहा कि 13.42 करोड़ से अधिक जनसंख्या के बायोमेट्रिक नामांकन का कार्य पूरा कर लिया गया है और 9.15 करोड़ लोगों के बायोमेट्रिक आंकड़े भारतीय विशिष्ठ पहचान संख्या प्राधिकार (यूआईडीएआई) को भेज दिये गए है। मंत्री ने कहा कि यूआईडीएआई की ओर से अभी तक 31.19 करोड़ आधार संख्यांक तैयार किये जा चुके हैं जिसमें एनपीआर के माध्यम से तैयार किये गए 5.2 करोड़ आधार संख्यांक शामिल हैं।
वाणिज्य एवं उद्योग मंत्री आनंद शर्मा ने आज कहा कि टेस्को और सैन्सबरीज सहित कई वैश्विक खुदरा कंपनियों ने भारत में अपने बहु-ब्रांड खुदरा स्टोर्स खोलने की इच्छा जताई है। यहां एक कार्यक्रम के दौरान शर्मा ने बताया कि कुछ और कंपनियों कारफोर, एच. एंड एम. ने भी इच्छा जताई है
लेकिन उनकी ओर से औपचारिक प्रस्ताव नहीं आया है मगर वे सभी आ रही हैं। वालमार्ट, मैट्रो, कारफोर और टेस्को जैसी बहु-ब्रांड विदेशी कंपनियां थोक कारोबार के तहत पहले ही भारत में निवेश कर चुकी हैं। भारत में बहु-ब्रांड खुदरा क्षेत्र में 51 प्रतिशत एफ.डी.आई. की अनुमति है।
भारत के दिग्गज उद्योगपति बंधु मुकेश और अनिल अंबानी संयुक्त रूप से दुनिया के 20 धनाढ़्यों की सूची में शामिल हैं। दोनों भाई सूची में 20वें स्थान पर हैं।
संडे टाइम्स में प्रकाशित धनवानों की सूची, 2013 में दोनों भाइयों को पेट्रोरसायन श्रेणी में रखा गया है और उनकी संयुक्त संपत्ति 17 अरब पौंड आंकी गयी है जबकि पिछले वर्ष उनकी संपत्ति 19 अरब पौंड थी। दोनों भाइयों का हालांकि, भारत में अलग-अलग कारोबार है।
11 अरब पौंड की संपत्ति के साथ हिंदुजा समूह के श्रीचंद तथा गोपीचंद हिंदुजा सूची में 47वें स्थान पर हैं। पिछले साल उनकी संपत्ति 9 अरब पौंड आंकी गयी थी।
वालमार्ट नाम से सुपरमार्केट चलाने वाला अमेरिका का वालटन परिवार 90 अरब पौंड की संपत्ति के साथ धनवानों की सूची में पहले स्थान पर है। पिछले वर्ष उनकी संपत्ति 51 अरब पौंड थी।
ভারতের বাজার ধরতে চলতি বছরের প্রথম ত্রৈমাসিকে প্রায় এক ডজন মার্কিন সংস্থা মার্কিন সরকারের কাছে লবি করেছে৷ এদের মধ্যে রয়েছে বিমান সংস্থা বোয়িং, ব্যাঙ্ক প্রতিষ্ঠান মরগ্যান-স্ট্যানলি, ওষুধ সংস্থা ফাইজার ও রসায়নিক সংস্থা ডাও কেমিক্যালস৷ সংশ্লিষ্ট সংস্থাগুলির প্রথম ত্রৈমাসিকের লবি-খরচ প্রকাশ হওয়ায় এই তথ্য জানা গিয়েছে৷
শুধু গুটিকয়েক সংস্থাই নয়, ভারতের বাজারে প্রবেশের জন্য মার্কিন শিল্প ক্ষেত্রে বেশ কয়েকটি সংগঠনও আমেরিকা সরকারের কাছে তদ্বির করেছে৷ এদের মধ্যে রয়েছে টেলিকমিউনিকেশন ইন্ডাস্ট্রি অ্যাসোসিয়েশন, এরোস্পেস ইন্ডাস্ট্রিজ অ্যাসোসিয়েশন, মার্কিন ওষুধ ও জৈব-প্রযুক্তি সংস্থাগুলির সংগঠন পিএইচআরএমএ, ন্যাশনাল অ্যাসোসিয়েশন অফ ম্যানুফ্যাকচারার্স এবং ন্যাশানাল ইলেকট্রিক্যাল ম্যানুফ্যাকচারার্স৷
মার্কিন সংগঠন বা সংস্থাগুলির যেসব লবিং সংস্থার দ্বারা সরকারের কাছে দরবার করে, সেই সব 'লবিং ফার্ম'কে প্রতি ত্রৈমাসিকে মার্কিন সেনেটের কাছে তাদের লেনদেন ও হিসাবের খতিয়ান দেখাতে হয়৷ সেনেটের কাছে পৌঁছনো তথ্য বলছে, গত ৩১ মার্চ শেষ হওয়া ত্রৈমাসিকে এইসব সংস্থা ও সংগঠন মোট এক কোটি ৩০ লক্ষ ডলার লবি খাতে খরচ করেছে৷ কিন্ত্ত কোন সংস্থা শুধু ভারতের জন্য লবি করতে গিয়ে কত টাকা খরচ করেছে, সেটা দেখানো হয়নি হিসাবে৷ তবে ভারতের জন্য যে লবি করা হয়েছে, এ বিষয়টি প্রতি সংস্থার লেনদেনেই উল্লেখ করা রয়েছে৷
গত বছর সেপ্টেম্বরে খুচরো ব্যবসায় বিদেশি বিনিয়োগের অনুমোদন দেয় কেন্দ্রীয় সরকার৷ এর ফলে বিশ্বের সবচেয়ে বড় 'রিটেল চেন' ওয়ালমার্ট পা রাখতে পারে ভারতে৷ কিন্ত্ত মার্কিন সেনেটের থেকে উদ্ধার করা নথি বলে দেয়, এ দেশে ব্যবসা জমাতে চার বছর ধরে অনন্ত ১২৫ কোটি টাকা খরচ করেছে ওয়ালমার্ট৷ সেপ্টেম্বর ত্রৈমাসিকের লবিং সংস্থাগুলির প্রকাশিত হিসাবে জানা গিয়েছিল, ভারতে ওয়ালমার্টের ব্যবসার পথ সুগম করতে মার্কিন সেনেট, মার্কিন হাউজ অফ রিপ্রেজেন্টেটিভস, মার্কিন ট্রেড রিপ্রেজেন্টেটিভ ও মার্কিন বিদেশ দন্তরকে পয়সা দিয়েছে সংস্থাটি৷ দেখা গিয়েছে, শুধু ২০১২ সালেই ভারত সংক্রান্ত বিভিন্ন ইস্যুতে লবি করার জন্য মার্কিন সরকারকে ৩৩ কোটি টাকা দিয়েছে ওয়ালমার্ট৷ এই লবি করার জন্য টাকার লেনদেন চলেছে ২০০৮ সাল থেকে৷ যদিও মাঝে ২০০৯ সালে কিছু মাসের জন্য তা বন্ধ ছিল৷ তবে ২০১৩ সালে এখনও পর্যন্ত ওয়ালমার্টের ভারতের জন্য লবি খাতে কত খরচ করেছে তা প্রকাশ্যে আসেনি৷
গত বছর এই খবর ছড়াতেই ভারতে তুমুল রাজনৈতিক বিতর্ক শুরু হয়৷ ভারতের কিছু রাজনীতিবিদের মদতেই ওয়ালমার্ট এ দেশে প্রবেশ করতে পেরেছ, ওয়ালমার্ট 'ঘুষ' দিয়ে ভারতের বিদেশি বিনিয়োগ নীতি প্রভাবিত করেছে, এই অভিযোগ তোলে বিরোধীরা৷ এবং ভারতে ওয়ালমার্টের প্রবেশ নিয়ে এক সদস্যের তদন্ত কমিটিও বসিয়েছে সরকার৷ পাঞ্জাব-হরিয়ানা হাইকোর্টের প্রাক্তন প্রধান বিচারপতি মুকুল মুদগলের ওই কমিটি ৩১ মের মধ্যে এ বিষয়ে রিপোর্ট পেশ করবে৷
কোনও সংস্থা তাদের কাজ করিয়ে নিতে একটি গ্রুপ ঠিক করে৷ যারা জনসংযোগ আধিকারিকদের মতো সেই সংস্থা লাভের জন্য রাজনৈতিক, কূটনৈতিক ও অর্থনৈতিক মহলে প্রভাব বিস্তার করার চেষ্টা করে৷ এরই নাম 'লবি' করা৷ মার্কিন মুলুকে 'লবি' আইনস্বীকৃত৷ ভারতে লবিং আইনসিদ্ধ নয়৷ লবিস্টদের কাজ হল, পরিস্থিতিকে প্রভাবিত করে তা নিজেদের অনূকূলে আনা৷ মার্কিন লবিং সংস্থাগুলি তাদের প্রতি ত্রৈমাসিকের লেনদেনের তথ্য পরের ত্রৈমাসিকের প্রথম মাসের তৃতীয় সন্তাহে মার্কিন সরকারের কাছে দাখিল করে৷ তাই মনে করা হচ্ছে, এই সন্তাহে আরও কয়েকটি লবিং সংস্থা তাদের তথ্য প্রকাশ করবে৷ যার ফলে ভারতের প্রবেশের জন্য মুখিয়ে থাকা আরও কয়েকটি মার্কিন সংস্থার নাম শীঘ্রই উঠে আসবে৷
Committing to carry forward the economic reforms programme in the remaining term of UPA-II, Finance Minister P Chidambaram today said the government will take more executive actions in the next two to four months and sought cooperation of the main opposition party to push through important bills in Parliament.
Ruling out early elections, the Minister said the government would last for 13 months more and would continue to take small but significant steps to ensure that the country achieves its potential growth rate of 8 per cent.
"There is much more to be done. The remaining bills have to be passed. There are many more executive actions that have to be taken... Some of these are executive actions which we will take in the next 2-4 months.
"We will continue to take small significant steps. We will also take forward some big ideas. India's economy will continue to reform," Chidambaram said while addressing a conference organised by UK-based magazine The Economist.
The Minister sought cooperation of the Opposition party to ensure passage of the land, insurance and Goods and Services Tax (GST) bills in Parliament, saying the economic issues should be dealt in a bipartisan manner. "We have listed the things we intend to do. We want the Land Bill passed; Insurance Bill passed with FDI at 49 per cent. I sincerely seek cooperation of principal opposition party and other political parties.
"We want the regulator for coal sector, road sector in place; we want rail tariff authority in place to fix tariff in railway sector," the Minister said.
WASHINGTON: Walmart continued to lobby with the American lawmakers over Indian retail FDI rules during the first quarter of 2013, even as a probe is underway into the global retail giant's US lobbying activities for facilitating its India entry.
In its latest lobbying disclosure report filed with the US Senate and the House of Representatives for the quarter ended March 31, 2013, the various lobbying issues of Walmart during the period included "discussions related to FDI ( Foreign Direct Investment) in India".
During the quarter, Walmart lobbied on close to 50 issues before various government departments and agencies and spent a total amount of $1.84 million on these activities, shows the 17 page lobbying report filed on April 22, 2013.
The other lobbying issues were related to overseas investments, tax-related matters, cybersecurity, data security and privacy issues related to e-commerce, immigration reforms, "discussions regarding retail sales practices, compliance, and background check process related to firearms transactions", and issues related to domestic sourcing and manufacturing.
Despite an intense political opposition, India last year approved 51% FDI in multi-brand retail, paving way for Walmart and other global retailers to set shop in India.
However, many global companies are still concerned over various clauses in the regulations, which include certain amount of sourcing being made mandatory from within the country. Besides, the state government and union territories have been allowed to take their own decisions on whether or not to allow FDI in their respective areas.
Amid a continuing political debate on FDI in multibrand retail sector, the disclosures about Walmart's lobbying activities in the US for facilitating its entry into India created a major controversy in December 2012, leading to the government ordering a probe into the matter. A one-man inquiry committee was set up in January to investigate the lobbying disclosure reports and was asked to submit its report by April 30, 2013. However, the government last week decided to extend the tenure of this probe panel by one month till May 31.
Set up under former Chief Justice of Punjab and Haryana Court Justice Mukal Mudgal, the panel in its last meeting earlier this month sought fresh details from the US-based global retailer and said that investigations might take some more time to be completed. Earlier also it had sought clarifications on various issues from Walmart.
Besides lobbying disclosure reports, the committee is also looking into "whether Walmart undertook any activities in India in contravention of any Indian law", and any other matter relevant to this issue.
The company has denied any wrongdoings in its lobbying activities in the US and has said that the disclosures have been made as per the legal framework there. Lobbying is legal in the US, but the companies and their lobbyists are required to make a quarterly disclosure about it to the Congress.
The panel, to which the Corporate Affairs Ministry is providing administrative support, has also discussed responses received to a public notice, wherein information was solicited from the general public on the matter.
As per Congressional records of lobbying disclosure reports, Walmart spent a total amount of $6.13 million (about 33 crore) on lobbying for various issues, including on "discussions related to FDI in India", during entire 2012.
PMEAC sets 7-point road map for return to growth; sees room for RBI rate cut
NEW DELHI: The economic advisory council to the Prime Minister has called a bottom to the economic slowdown even as it outlined a detailed plan for the government to implement, and hinted there was room for theReserve Bank of India to cut rates.
The council, headed by former central bankerC Rangarajan, on Tuesday said the economycould expand 6.4% for the year ending March 31, 2014, on the back of better manufacturing and farm sector growth.The council's assessment of the economy is more optimistic than the forecasts by private economists, who estimate that growth will be between 5.8% and 6%. The PMEAC's sunnier view is predicated on a revival in investments driven by the Cabinet Committee on Investment - a panel of ministers that clears large projects stuck due to uncertainty caused by government policies - as well as the positive sentiment created by recent reforms and fiscal consolidation.
FARM SECTOR TO GROW 3.5% IN FY14
The government's Economic Survey, released before the budget, had forecast 6.1-6.7% growth in 2013-14.
"The very high level of investment rate that we have even now gives us the hope that if we take action for speedy implementation of projects, we can achieve the higher rate of growth quickly even in the short term," Rangarajan said, releasing the Review of the Economy 2012-13.

The PMEAC expects industrial growth to rebound to 4.9% from 3.1% in 2012-13 while the services sector is projected to grow at 7.7% against 6.6% last year. The CCI has so far cleared a number of projects in the petroleum, gas and coal sectors to speed up investments that grew at a tepid pace of 2.5% last year, as measured by gross fixed capital formation. As per preliminary estimates, the economy expanded 5% in 2012-13, the slowest since 2002-03, but the council feels the number could be revised upwards. The PMEAC had projected a growth rate of 6.7% for the previous fiscal in August 2012.
"If the corporate numbers are a better guide of manufacturing, the GDP estimates by CSO (Central Statistical Organisation) for both 2011-12 and 2012-13 could be revised upwards," it said.
Rangarajan said current account deficit was the main concern for policymakers right now, and called for measures to reduce energy imports and greater encouragement to financialsavings to discourage purchase of gold. In the short term, the government should encourage capital flows to meet the deficit, said the veteran policymaker.
The council expects current account deficit to moderate to 4.7% in the current year from a likely 5.1% last year because of double-digit growth in exports and lower gold imports.
