Friends as we all know Forest Right Act has been enacted to bring relief to the forest people of this country but even after six years of its enactment the implementation of this Act has not been effective in entire country. Wherever forest people are struggling they are achieving something but the real spirit of the Act has yet to be achieved. The Act talks about mitigating "historical injustice" that forest people were subjected since colonial days, but no serious effort and political will has shown by Central and State governments to achieve such goal. The forces who are responsible for these injustices are still very powerful in the forest areas that is leading to further alienation of the forest people from their natural resources and livelihood. One such area where FRA has yet to see a dawn is Adhoura, that falls in the Kaimur region of Bihar adjacent to UP and Jharkhand. The state of implementation of this Act is very poor, it is the place where even today Forest department forest guard, police constable and patwari are more powerful that District Magistrate and Superintendent of Police. The local police stations are manned by the local feudal forces and the state of development of the basic amenities are also in shambles. This is the area where Dr. Viniyan and Dr. B.D Sharma had worked extensively among the tribal, dalit and poor communities since last two decades. But unfortunately Dr. Vinayan passed away just before the Act was passed in 2006. The organization formed by Dr. Vinyan "Kaimur Mukti Morcha" had a tough time to fight all odds to strengthen the organization by sticking to democratic principles. That is why the local organization had a tough battle to fight with state machinery, repressive administration, brutal police and armed groups on the other hand. Amidst of all this atmosphere the organization fought relentlessly democratically with the help of National Forum of Forest People And Forest Workers ( Dr. vinyan was one of the founder member of this organization). In last five years various programmes were undertaken for the implementation of this Act but the State government has not acted effectively on this serious issue.
The people's organization in Kaimur area has now declared that it is not possible for them to wait anymore for the State to Act, if the Act is not implemented the people's organizations will work towards implementing this Act themselves. In order to make an effective strategy to build a strong movement in Kaimur region a big rally on 11th October 2012 has been organized in Adhoura that will be followed by a conference on Kaimur region of three States on 12 October 2012.
We request all of you to join in large numbers so that an effective programme can be taken in Kaimur region to attain control over natural resources by tribal, dalit and other forest dwellers and of course in the leadership of women.

हम वनवासी जंगलों में रहने वाले, नदियों का जल पीने वाले, जंगल से उपजे कंदमूल खाने वाले, हमारी जिंदगी जंगलों से है। जंगल है तो हम है, और आज जिस सभ्यता के संकट से हम गुजर रहे हैं अगर हम नही रहे तो जंगल भी नही रहेगें। वनाधिकार कानून हमारी नही हमसे ज्यादा आपकी जरूरत है। अगर आप सोचते हैं हैं कि आप हमें हक दे रहें हैं तो यह गलत सोच है। हम सदियों से जंगलों में है इन जंगलों में हमारे पूर्वजों की आत्मा, हमारे देवता और हमारा जीवन निहित है। हम हक़ की परिभाषा नही जानते हक को सिर्फ लेना जानते हैं। आप अगर हमसे हक की बात करना चाहते हैं तो हम भी पीछे नही हटेंगे। यह आपकी मजबूरी है कि आप हमारे इस हक को माने, लेकिन अगर चंद कागज के टुकडों से आप थोडे़ से जंगल पर हम समुदायों के हक़ मान कर बाकी जंगलों का व्यापार करना चाहते हैं, तो आप गलत है। हम आपकी मंशा और इरादों को जानते हैं और जंगलों को आपकी इस तकनीक और विकास की दुनिया से बचा कर रहेंगे। इसलिए सरकार,प्रशासन, वनविभाग, दबंगों, ठेकेदारों, वनमाफिया द्वारा जंगलों को जो हमसे छीनने की कोशिश की जा रही है हम उसे हम कामयाब नहीं होने देगें और हमनें तय किया है कि अपने जंगलों पर वनाधिकार कानून को लागू करने के लिए हमें ही अपनी कमर कसनी होगी। अपने इस आंदोलन को तेज़ करने के लिए हम तमाम कैमूर निवासी ११ अक्टूबर को अधौरा जिला कैमूर के प्रखंड मुख्यालय पर इक्कठ्ठा होकर एक विशाल रैली निकालेंगे। और 12 अक्टूबर 2012 को कैमूर बिहार, यू0पी0 और झारखण्ड के आदिवासियों के आयोजित सम्मेलन अपने वनों को अपने नियंत्रण में लेने की रणनीति बनाएगें।
बिहार के अति आदिवासी बाहुल्य क्षेत्र अधौरा प्रखंड के सभी पंचायतों में वनाधिकार अधिनियम के तहत अधिकारियों द्वारा ग्राम वनाधिकार समितियों का गठन गैरकानूनी ढ़ग से किया गया है। 2 सितम्बर अधौरा में कैमूर मुक्ति मोर्चा व राष्ट्रीय वन जन श्रमजीवी मंच कार्यालय पर जुटे हजारों आदिवासियों ने निर्णय लिया की हम पूर्व में गठित वनाधिकार समितियोंको नहीं मानते हम अब गावं गावं में अपनी वनाधिकार समितियों का गठन करेगें । इस प्रखंड के सभी गावों में आदिवासियों का घोर शोषण दबंगों द्वारा किया जा रहा है। इस प्रखंड में सभी सरकारी विभागों में अधिकारी किसी भी विभागीय काम को नहीं कर रहें हैं। सरकारी धन की लूट मची हुई है। न्याय व् इंसाफ नाम की कोई चीज इस प्रखंड में दिखाई नहीं दे रही है। पांच पीढ़ी से अधिक का समय गुजर चुका है अपने हक़, अधिकार, अस्तित्व, अस्मिता और पहचान के संघर्ष में परन्तु आज तक प्राकृतिक संसाधनों पर हमें सार्वभौम अधिकार नहीं मिले हैं। हम आदिवासियों, बनवासियों की शहादतें इतिहास के पन्नों में भरी पडी है। हम अपने समाज समुदाय, सभ्यता व संस्कृति को बचाने के लिए लगातार कुर्बानी देते आ रहे हैं। बाबा तिलकामाझी, बीर सिद्ध कान्हू, चांद भैरव ,नीलाम्बर ,पीताम्बर ,सिंगराय, विन्दराय, शहीद बिरसा मुण्डा, गया मुण्डा, बीर बुधू भगत, जतरा टाना भगत, वीरांगना मांकी झानों, देवमनी बीर रोमना, उरांव आदिवासी वीरांगना सिंनगी दई, सहित हमारे बीच के हजारों क्रान्तिकारियों ने शहादत दी। इस शहादत को हम लोग बेकार नहीं सिद्ध होने देगें। हम अपने अधिकार लड़ कर लेने की ताकत आज भी रखते हैं। भारत देश के पूर्व जितनी जंगल एवं जमींन की लूट नही हुई, उससे कहीं ज्यादा आजादी के बाद से अब तक लूटा गया और लूटा जा रहा है। इस लूट को रोकने का दायित्व अब हमारे उपर है। इस लूट को हम अपने वनाधिकार कानून से ही रोक सकते हैं।
भारतीय संसद ने वनाधिकार अधिनियम 2006 के तहत वनवासियों को व्यापक अधिकार दिए हैं जिसमें वनविभाग, बिचैलियों व ठेकेदारों को हटा कर आदिवासी व अन्य परम्परागत समुदायों के वनों पर नियंत्रण की आदेश भी आदिवासी मंत्रालय द्वारा पारित किए जा चुके हैं। लेकिन सरकार व प्रशासन द्वारा इस कानून को पारित करने की राजनैतिक इच्छा नहीं दिखाई जा रही है। स्थानीय स्तर पर वन विभाग, कतिपय प्रशासनिक अधिकारियों कुछ सामंतों द्वारा विशिष्ठ कानून को ठेंगा दिखाया जा रहा है। इन लोगों द्वारा कानून के क्रियान्वयन की प्रक्रिया को बाधित करने का काम किया जा रहा है। वनाधिकार कानून के तहत वन समुदायों को मान्यता प्राप्त अधिकार सौंपने के बजाय लोगों को जंगल क्षेत्रों से बेदखली के आदेश जारी किये जा रहे हैं। मुकद्मों में फंसाया जा रहा है। वन विभाग व प्रशासनिक अधिकारियों द्वारा ऐसा करके वन समुदायो को एक बार फिर उन्हीं ऐतिहासिक अन्यायों की भट्ठी में झोंकने का काम खुलेआम किया जा रहा है। ऐसा करके यह सरकारी विभाग वनाधिकार कानून का सीधा उल्लंघन कर रहे है। लेकिन अब ऐसा अब हम लोग होने नहीं देगें और सरकार व प्रशासन को इस कानून का पाठ पढ़ाकर कर ही छोड़गें।
इन्हीं सब मुद्दों को ध्यान में रखते हुये आप सबसे अनुरोध है कि 11 अक्टूबर 2012 को अधौरा कैमूर में ज्यादा से ज्यादा संख्या में एकत्र होकर अपना विरोध जतायें। 12 अक्टूबर 2012 को तीनों राज्यों के कैमूर सम्मेलन होगा इस कार्याक्रम में देश के गणमान्य व्यक्ति शामिल होंगे जैसे बी0डी0 शर्मा (एस.सी./एस.टी. कमीश्नर भारत सरकार), दिलीप सिंह भूरिया (भूतर्पूव सांसद, अध्यक्ष अनुसूचित जनजाति आयोग), अशोक चैधरी (महासचिव राष्ट्रीय वनजन श्रम जीवी मंच), डी-थंक्कपन (अध्यक्ष, एन.टी.यू.आई)।
