Gang rape: Army man among 4 booked

http://www.thehindu.com/news/national/telangana/gang-rape-army-man-among-4-booked/article7362624.ece

A 19-year-old Dalit girl was allegedly gang-raped by a gang of four men, which included an Army man, at Vemuru village near Tenali in the early hours of Saturday.

The girl is a native of Kolluru who works in a photostat shop in her village. Late Friday night, she was waiting with a friend, a 25-year-old man, at the Vemuru railway station to board a train to Repalle when four men on motorcycles accosted them.

Inebriated

The men, who were allegedly in an inebriated condition, were accompanied by a woman. The Army man flashed his ID card, claiming to be policeman.

The group threatened the woman's friend and two of them dragged her into nearby fields and raped her while the other two accused drove away with the woman.

Friend calls police

The girl's friend, Rajesh, dialled 100 from his mobile phone and the call was routed to Vemuru sub-inspector Pavan, who was patrolling the area. The SI reached the spot and found the victim along with two men.

Meanwhile, the other two men who had left with their woman companion returned to the spot but escaped whey they saw the police.

Two on the run

Police said the name of the Army man involved in the case is Rathamasetty Sudhakar (39). The other accused with him is Adusumilli Venkateswara Rao (26). Police are on the lookout for the two who fled. Tenali Deputy Superintendent of Police M. Sowjanya said Army Headquarters will be informed about the complaint against Sudhakar. He is a native of Vemuru, married and had come on a leave. The other three men are his friends.

The officer said cases have been registered against the accused under Section 170 IPC (impersonation of police), 366 IPC (kidnap), sections 3 and 5 of the Prevention of Atrocities Act (SC & ST Act) and Section 376 (D) of the Nirbhaya Act.

The accused were produced before a magistrate at Tenali on Saturdayevening and sent to 14 days in of judicial remand.

The victim was sent for a medical examination at the Tenali Area Hospital.

Nirbhaya Act slapped on the accused

A Dalit woman was today allegedly gangraped by four men near Karisath village in Bhojpur district, police said.

The incident took place after the woman got down from a train at Jagjivan halt where the four accused took her in an autorickshaw before gangraping her in a field, Deputy Superintendent of Police Vinod Rawat said.

The victim later reached Ara where she narrated the incident to a mobile police patrol party, he said.

An FIR was lodged based on her statement and three of the four accused were arrested, he said.

The woman was taken to the Sadar hospital for medical examination, Rawat said.

Cops deployed after dalits' migration from Damoh village

http://timesofindia.indiatimes.com/city/bhopal/Cops-deployed-after-dalits-migration-from-Damoh-village/articleshow/47850735.cms

BHOPAL: After migration of dalits from village Achalpur of Damoh district of Bundelkhand, heavy police force has been deployed in the village and a temporary police checkpost was set up in the village to stop exodus.

Top brass of district administration and police swung into action and rushed to the village to control the situation.

Members of powerful Lodhi community of the village started ransacking some locked houses of dalits three days ago. They abused and issued threat to kill those living in the village, police source said. Many of the 20 dalit families living in the village left.

Cops attributed this to a murder of member of Lodhi community living in Gurgaon in Haryana allegedly by dalits of Achalpur village also living in Gurgaon. Of 45 dalit families of Achalpur, 25 live in Gurgaon where they work as labourers.

The incident that took place in Gurgaon had its repercussions in Damoh village, where dalits work as labourers and Lodhis are land owners. DIG Sagar IP Kulshreshtha told TOI, "We have booked those who ransacked dalit houses. We also held meeting of both the community and convinced dalits not to leave village as enough police force has been deployed for protection."

Cases under sections of IPC and SC and ST (prevention of atrocities) Act were registered against four, Hakkoo, Kaloo, Kripal and Raja. All of them are on the run.

Atrocities on dalits are common in Bundelkhand. Last month in Chhatarpur, neighbouring Damoh, members of upper caste allegedly attacked wedding parties of dalits twice.

Police Finds Proof of Atrocity in Dalit Death' in Namakkal

NAMAKKAL: There is prima facie evidence of atrocity in the suspicious death of Dalit youth Gokulraj, whose decapitated body was found on the railway track at Pallipalayam, and the case is fit for invoking sections 3 to 5 of the Scheduled Caste/ Scheduled Tribes (Prevention of Atrocities) Act, P Ramasamy, Assistant Director and Head of the Regional Office of the National SC/ST Commission, said here on Saturday.

He was heading a team which held preliminary investigation into the death of the engineering student. The incident has spurred rights activists and Dalit parties to launch protests at many places demanding justice. They see in this a parallel to the death of Ilavarasan of Dharmapuri who too was in love with a girl from the dominant caste.

The three-member team of the Commission held on-the-spot inquiries at the place where the headless body of Gokulraj was found on the railway track and at the Sri Arthanareeswarar Temple, atop a hillock in Thiruchengode town.

Talking to Express, Ramasamy described the incident as nothing less than a case of atrocity under the law.

"There is prima facie evidence for mens rea. It is a classic case for invoking sections 3-5 of the SC/ST (Prevention of Atrocities), Act," he said.

Drawing attention to the video footage recorded at the temple premiseson Tuesday, he said it clearly showed that a gang had forcibly taken the Dalit youth into a car while he was coming out of the temple with the girl. "It also becomes clear that the gang had abducted him with a criminal intention," Ramasamy pointed out. As such, the culprits have to be apprehended at the earliest irrespective of whether Gokulraj was murdered or committed suicide, he maintained.

"Abetting suicide is also as grave as murder. So the gang must be nabbed immediately. Stringent action should be taken against them", he said.

Girl gets protection

Police protection has been given to the caste-Hindu girl Swathi, with whom Gokulraj visited the Sri Arthanareeswarar Temple. Five policemen have been guarding the house of the girl at Vasanthapuram.

Training for SC, ST farmers

http://www.thehindu.com/news/national/telangana/training-for-sc-st-farmers/article7363499.ece

"The main idea behind this scheme is to show farmers a suitable way to earn profits by taking up crops which have good market."

A. Surender Reddy, State consultant on Sustainable Agriculture and Livelihood in the Society for Elimination of Rural Poverty (SERP), said that the society had selected five mandals – Machareddi, Tadwai, Jukkal, Bichkunda and Gandhari in the district to economically empower SC and the ST farmers by encouraging them to undertake cultivation of different crops.

Addressing a gathering of members of Self Help Groups here on Saturday, he said that under the scheme, farmers would be trained and provided necessary inputs and implements to raise crops such as soya bean and vegetables, depending on their advantages.

For example, he said vegetable cultivation would be encouraged in Tadwai and soya bean in Machareddi mandal, depending on the soil health and other factors, he said.

The main idea behind this scheme is to show farmers a suitable way to earn profits by taking up crops which have good market, he said.

He also appealed to the women to participate in the Harita Haram programme, beginning on July 3. He suggested that they plant at least five saplings each on vacant land, wherever available. Seeking to reiterate the significance of greenery, he said the State was short of 12 per cent forest cover. With Harita Haram, forest cover can be increased to 33 per cent, he said.

In Bollywood, storylines remain backward on caste

http://www.thehindu.com/news/national/in-bollywood-storylines-remain-backward-on-caste/article7362298.ece

But Tamil films are refreshingly different.

Just six of the lead characters in the nearly 300 Bollywood movies released over the last two years belonged to a backward caste, an analysis of data by The Hindu shows.

In contrast, a substantial number of popular Tamil movies of 2013 and 2014 had backward caste lead characters.

For an insight into the depiction of caste in Bollywood, The Hinduanalysed all Hindi movies released in 2013 and 2014 for which information was publicly available, studied the characters' names and the movies storylines, and used secondary sources of information. Only two movies in 2014 had lead characters who were explicitly from the backward castes — Manjunath and Highway, which starred a Gujjar criminal. Two others had characters who could have been from backward castes — the Madhuri Dixit-starrer Gulaab Gang, loosely based on the life of Sampat Pal, and Hawaa Hawaai, a children's movie by Amole Gupte.

Mary Kom, based on the life of the champion boxer, has a tribal lead character. Two movies had Christian lead characters, three had Sikh heroes and nine had Muslim lead characters. Among the rest, 66 lead characters were upper caste Hindus, while the remaining were Hindus of unstated caste. In 2013, two lead characters — in Bandook and the Kangana Ranaut-starrer Revolver Rani — belonged to a backward caste, while Ranvir Singh's character in Goliyon ki Rasleela Ramleela is believed to have been modelled on a Scheduled Tribe person.

Upper caste heroes still hold sway

In Bollywood movies released in 2013, four leading men were Christian, one Jain, three Sikh and 5 Muslim. Of the rest, 65 were upper caste Hindus, while the remaining were Hindus of unstated caste without caste reference.

The numbers were the same for men and women.

In the past, Bollywood produced the odd movie with a backward caste lead character. In three such movies – 'Aakrosh' (2010), 'Rajneeti' (2010) and 'Omkara' (2006) — the character was played by Ajay Devgn. However, movies with lead characters who are from backward castes tend to be those that deal specifically with inter-caste issues; characters do not just happen to be from a backward caste.

Lack of diversity

There is a similar lack of diversity among male and female actors themselves; the overwhelming majority of nearly 750 actors and actresses who were in more than five movies over the last decade are upper caste Hindus, followed by Muslims. In contrast, more Tamil movies tend to feature backward caste lead characters. While a systematic analysis of all Tamil movies was not possible on account of the naming conventions used in the south, of the 16 top movies of 2013, seven likely had backward caste lead characters. In 2014, at least one lead character from the top 10 movies was Dalit (Madras).

Several directors and writers whom The Hindu contacted declined to speak because of the "sensitivity" of the topic.
