PERSONNEL for the Lok Sabha TV channel have been recruited without adherence to any reservation policy, an RTI reply has revealed.
The document shows that 107 personnel were hired as " consultants" without adherence to any reservation policy.
This, in spite of the fact that Lok Sabha Speaker Meira Kumar is herself a staunch advocate of the protection of the interests of weaker sections.
The RTI reply, furnished by a Lok Sabha under secretary, said the consultants were engaged under an internal order - issued by the Lok Sabha secretariat in 1998 and revised in 2003 - which did not stipulate any reservation policy.
" Appointments in the Lok Sabha secretariat are made against sanctioned posts. However, for undertaking specific jobs of a specialised nature, a specialist has to be engaged as a consultant," the order says.
Funded from the Lok Sabha budget, the channel became fully operational in 2004. It telecasts live the Lok Sabha proceedings during sessions, among other informative programmes.
The list of consultants hired includes chief producer, general manager, producers, assistant producers, anchors, copy editors, journalists, camerapersons and a host of other technical staff.
They have been hired on three- year contracts and, if found suitable, their terms may be extended on a yearly basis. These personnel are covered under the mediclaim policy although they are not entitled to other perks available to government employees, such as dearness allowance, travel allowance and so on.
Sources said adopting a policy of hiring personnel under contract was necessary because electronic media was a rapidly evolving field with massive presence of private operators and channels.
However, the " fee" being paid to the consultants compares poorly with the market. The highest salary ( ` 57,000) is paid to the general manager ( marketing) while the chief producer draws ` 56,000.
The remuneration of the other staff ranges between ` 15,500 and ` 51,250.
