The International Criminal Court issued arrest warrants on Monday for Libyan leader Muammar Qadhafi, his son and his intelligence chief for 'crimes against humanity' in the early days of their struggle to cling to power.

Judges announced that Mr. Qadhafi is wanted for orchestrating the killing, injuring, arrest and imprisonment of hundreds of civilians during the first 12 days of an uprising to topple him from power after more than four decades, and for trying to cover up the alleged crimes.

Presiding judge Sanji Monageng of Botswana said on Monday there were "reasonable grounds to believe" that Mr. Qadhafi and his son are both "criminally responsible as indirect co—perpetrators" for the murder and persecution of civilians.

The warrants turn Mr. Qadhafi, his son Seif al—Islam Qadhafi and intelligence chief Abdullah al—Sanoussi into internationally wanted suspects, potentially complicating any efforts to mediate an end to more than four months of intense fighting in the North African nation.

Libyan officials rejected the court's authority before the decision was read out in a Hague courtroom, claiming the court had unfairly targeted Africans while ignoring what they called crimes committed by NATO in Afghanistan, Iraq "and in Libya now."

"The ICC has no legitimacy whatsoever. We will deal with it. ... All of its activities are directed at African leaders," government spokesman Moussa Ibrahim told reporters on Sunday.

The visiting Chinese Prime Minister Wen Jiabao on Monday told Britain that Beijing was opposed to continued military action in Libya, which, instead of protecting civilians as envisaged in the U.N. resolution, had actually led to the loss of numerous innocent lives.

"Foreign troops can win the war but not peace," he said, addressing a joint press conference with his British counterpart David Cameron after holding talks as part of the annual U.K.-China Strategic Summit.

Calling for a political resolution, Mr. Wen said China had been in touch with both sides in a bid to bring them to the negotiating table.

"That reflects our just position," he said, pointing out that ultimately it should be left to the people of Libya to decide their future.

When a journalist asked him whether he thought NATO was in breach of the U.N. resolution, Mr. Wen suggested the question be put to the British Prime Minister first.

Mr. Cameron insisted that Britain and its NATO allies were working within the "ambit" of the resolution and were committed to protecting civilian lives.

Another issue on which the two sides remained apart was human rights with Mr. Wen urging Britain to stop lecturing China.

"On human rights, China and the U.K. should respect each other, respect the facts, treat each other as equals, engage in more co-operation than finger-pointing and resolve our differences through dialogue," he said.

In response to a question, he said many of the misunderstandings about China were due to ignorance.

"I don't think you have travelled to as many places in China as I have in Britain," he told the questioner.

The two countries signed business deals worth £1.4 billion and vowed to increase bilateral trade substantially in the coming years. Mr. Cameron said China provided a "huge opportunity" for British business.

The Chinese premier described the talks as "productive" saying that the commonality of interests between the two countries outweighed differences.

One of China's most prominent activists, Hu Jia, was reunited with his family early on Sunday after serving three-and-a-half-years in jail on subversion charges, but he needed rest and was not ready to speak in public, his wife said.

Mr. Hu, 37, was convicted in 2008 for "inciting subversion of state power".

"He is back home with his parents and me," his wife, Zeng Jinyan, told Reuters in a brief telephone interview.

Ms. Zeng had said on Twitter last week that Mr. Hu "will not be able to meet with the media". "During this time, he must treat his cirrhosis and take care of his family," she had said.

Mr. Hu suffers from cirrhosis of the liver and Ms. Zeng has said the ailment has worsened during his time in jail.

Before he was jailed, Mr. Hu pursued an energetic career as an environmental protection campaigner and as an advocate for rural victims of AIDS.

Regularly tipped as a potential candidate for the Nobel Peace Prize, Mr. Hu has won overseas human rights awards from bodies such as the European Parliament.

Mr. Hu's long-scheduled release followed this week's abrupt freeing from detention of the prominent artist and activist Ai Weiwei, and has come while Chinese Premier Wen Jiabao is visiting Europe on trips to Hungary, Britain and Germany.
