Food and the rot-"Not a single Indian will be allowed to go hungry", Prime Minister Manmohan Singh had declared not long ago. His government then drafted a National Food Security Act that is more concerned about containing the government's expenditure than providing a nutritional minimum. Reports of foodgrains rotting did not seem to have any impact on the government either. It was left to the Supreme Court's admonition to the government to distribute the foodgrains free of cost rather than let them rot. How will a reluctant Sharad Pawar now follow the court's order?
