There are 55 monuments/sites declared as of national importance under the jurisdiction of Archaeological Survey of India in Assam. The list is at Annexure-I.

There are 3675 monuments/sites declared as of national importance in the country.

Ministry of Tourism

Development of Historical/Scenic Places in Rajasthan

 

Development and promotion of tourist places is primarily the responsibility of the State Governments/Union Territory Administrations. However, Ministry of Tourism provides Central Financial Assistance for the Tourism projects based on the projects prioritized in consultation with the State Governments/ Union Territory Administrations and project proposals received from them subject to scheme guidelines, inter-se priority and availability of funds.

A list of tourism projects sanctioned to the State Government of Rajasthan including Tourism Infrastructure Projects, Large Revenue Generating project and Fairs and Festivals for the Eleventh Plan period years i.e. 2007-08, 2008-09, 2009-10 and 2010-11 (till 30.06.2010) is annexed.

Approval for introducing the National Identification Authority of India Bill, 2010 in Parliament

New Delhi: September 24, 2010.

 

The Cabinet today approved the proposal for introducing the National Identification Authority of India Bill, 2010 in Parliament.

The Bill proposes to constitute a statutory authority to be called the National Identification Authority of India and lay down the powers and functions of the Authority, the framework for issuing UID numbers (aadhaar numbers), major penalties and other related matters through an Act of Parliament.

This will involve an expenditure of ` 3023.01 crore which includes project components for issue of UID numbers (called aadhaar numbers) by March 2011, and recurring establishment costs for the entire project phase of five years ending March 2014.

The UID project is primarily aimed at ensuing inclusive growth by providing a form of identity to those who do not have any identity. It seeks to provide aadhaar numbers to the marginalised sections of society and thus would strengthen equity. Apart from providing identity, the aadhaar number will enable better delivery of services and effective governance.

The Bill seeks to establish the National Identification Authority of India for the purpose of issuing aadhaar numbers to individuals residing in India and to certain other classes of individuals, the manner of authentication of such individuals and other related and incidental matters.

Cabinet Committee on Economic Affairs (CCEA)

Nomination of agencies in addition to NAFED under PSS for procurement of oilseeds and pulses as central agency

New Delhi: September 24, 2010.

 

The Cabinet Committee on Economic Affairs today approved the nomination of National Cooperative Consumer Federation of India Ltd. (NCCF), Central Warehousing Corporation (CWC), other public sector undertaking and cooperatives as central agencies for procurement of oilseeds and pulses in addition to NAFED under Price Support Scheme (PSS).

NCCF is a national level consumer cooperative organization engaged in the supply support to the consumer cooperative and distributing agencies of consumer goods to the consumers at reasonable and affordable rates. Similarly, CWC, a public sector undertaking has a strong network of storage facilities. The involvement of other public sector undertaking/cooperatives in the procurement operation as and when situation requires will ensure minimum support price to the farmers for their produce, under PSS in a more effective manner.

NAFED, a national level cooperative marketing organization has been designated as central nodal agency for procurement of oilseeds and pulses under PSS since 1976-77. Further, NAFED has also been designated as an additional agency for procurement of cotton during Kharif season 2004-05.

The Government of India has taken important initiatives for improving productivity and production of oil seeds and pulses in the country. These includes programmes such as National Food Security Mission (NFSM), Rashtriya Krishi Vikas Yojna (RKVY), Accelerated Pulses Production Programme (A3P), Integrated Scheme of Oil seeds, Pulses, Oil PaIm and Maize (ISOPOM). These initiatives are expected to bring significant increase in the production of oil seeds and pulses.

In view of this, it has been felt that more agencies are required in the procurement operation under PSS to provide Minimum Support Price (MSP) to the farmers by strengthening the system of procurement. This would also create a more competitive environment for procurement operations resulting into better quality of service to the farmers and lower cost to the Government.

Ministry of Coal

Enhancing the Borehole Density for Coal Exploration Under Consideration – Sriprakash Jaiswal

New Delhi: September 24, 2010.

 

To meet the sharply rising coal demand, the Government is actively considering to enhance the borehole density for coal exploration from the existing 1.5 per Sq.Km. to 15-20 boreholes sq. per km without the need for seeking forestry clearance. This was stated by Shri Sriprakash Jaiswal, Minister of Coal addressing the Coal Summit here today. Expressing concern over increasing demand and supply gap in energy sector, the Minister said coal production is hovering around 530 million tones and country is importing about 67 million tones of Coal. To meet the existing shortfall there is urgent need to increase the production by bringing more coal bearing area under mining.

Shri Jaiswal said that there are long standing issues which need to be addressed to augment domestic coal production and to facilitate large scale imports to supplement the efforts of domestic producers to make available required quantities of coal. He said that the major constraints associated in Accelerated Development of Coal Blocks are land acquisition and related R&R issues, forestry and environmental clearances, inadequate evacuation infrastructure in major coalfields and law and order problems, particularly in some States. He said that to deal with the adverse law and order situation around some of the coal projects, the Ministry of Coal has taken up the matter with the Ministry of Home Affairs for augmentation of the present strength of CISF personnel in the coal companies.

Highlighting the efforts being made by the Government to expand coal production base, the Minister said that besides expanding the production capacities of national coal companies through new projects, the government has allocated 208 coal blocks. Out of these 26 coal blocks have commenced the production. The contribution from these blocks is expected around 104 million tones in next five years. Still there are constraints coming in the way to increase production from captive blocks includes delays in obtaining forestry clearance, land acquisition, rehabilitation etc.

The Minister said that it is the endeavour of the government to create enabling environment for achieving the goals of increased coal production and widening energy resources. The industry on its part is also required to establish international benchmark in every area of operation including coal production and consumption, he said.

Ministry of Culture

Tagore Commemoration Grant Scheme-2010

New Delhi: September 24, 2010.

 

To celebrate the 150th birth anniversary of Gurudev Rabindranath Tagore, Government of India has constituted a National Committee under the Chairmanship of the Prime Minister and a National Implementation Committee under the Finance Minister, to plan and take up commemorative programmes and projects at the national and international level. The National Committee has also advised the Ministry of Culture to support initiatives by different organizations to conduct appropriate commemorative programmes. The National Implementation Committee, thereafter, decided that the Ministry of Culture may launch a scheme and accordingly, the Ministry of Culture now launches the 'Scheme of Financial Assistance for Cultural Programmes by Not-for-Profit Organizations to Commemorate 150 Years of Rabindranath Tagore', known in short as the 'Tagore Commemoration Grant Scheme' (TCGS). The Scheme will assist and support the programmes related to appropriate and befitting commemoration of the multifaceted genius of Rabindranath Tagore and his enduring contributions. These may be through lectures, seminars, workshops, symposia, cultural shows, literary festivals, exhibitions, small documentary films and audio-video presentations, etc.

All eligible Not-for-Profit Organizations working for the promotion of art and culture and Universities (including University's Centres and Institutions, but not University Departments, schools or colleges) are eligible to apply for this Grant. Central Government assistance is limited to 75% of the estimated cost of a proposal/programme, with a ceiling of Rs. 5 lakhs. The Scheme shall remain open till May 2012.

Applications can be sent to the Conveners of the 8 Zonal Tagore Commemoration Committees, with offices at Kolkata, Guwahati, Allahabad, Delhi, Chandigarh, Udaipur, Mumbai and Chennai. Experts will evaluate the proposals and their decision will be final.

Ministry of Environment and Forests

Jairam Ramesh Expresses Deep Concern Over the Death of Seven Elephants on Rail Tracks in Jalpaiguri

New Delhi: September 24, 2010.

 

Shri Jairam Ramesh, Minister of State for Environment and Forests (I/C) has expressed deep concern at the tragic killing of seven elephants in West Bengal. In a statement issued from New York Shri Jairam Ramesh said that the Ministry will have further discussions with the railway Ministry to protect key elephant corridors. Following is the text of the statement-

"I have just seen the news of the most tragic killing of seven elephants on train tracks in north Bengal on the night of September 22nd. This is not the first time such a mishap has taken place, although the scale with which it has taken place now is unprecedented, particularly in the North-East Frontier Railway. I have written a number of letters to the Minister of Railway and have personally held a number of meetings with officials of the Railway Board. We have discussed measures to be taken in order to avoid such tragedies. I have been reassured on more than one occasion that these measures will be put in place.

The tragedy is all the more poignant coming in the wake of the decision of the Ministry of Environment and Forests to declare the elephant as our national heritage animal, to take steps to establish a National Elephant Conservation Authority and to implement the recommendations of the Elephant Task Force to protect designated key elephant corridors. I will once again meet with officials of the Railway Board when I return to Indian on September 26. Meanwhile, I wish to convey my very deep sense of anguish at this latest incident."

Ministry of Housing and Urban Poverty Alleviation

Private Sector Participation in IHSDP and BSUP

New Delhi: September 24, 2010.

 

There is no private-sector participation in projects sanctioned under the Integrated Housing and Slum Development Programme (IHSDP). Under Basic Services to Urban Poor (BSUP), one project in Pimpri-Chinchwad and one project in Nagpur have been approved with private sector participation. The Government of Maharashtra has reported that the concerned authorities have initiated the process to implement the projects.

Ministry of Housing and Urban Poverty Alleviation

Inclusion of Cities Under BSUP and IHSDP

New Delhi: September 24, 2010.

 

At the time of launch of Basic Services to Urban Poor (BSUP) in 2005, 63 cities were identified for coverage. Subsequently the programme has been extended to cities of Panchkula in Haryana and Mohali in Punjab, Naya Raipur in Chhattisgarh, Tirupati in Andhra Pradesh and Porbandar in Gujarat. Requests for inclusion under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) have been received from a number of cities.

Currently the Government is not considering any extension of BSUP to other cities. The scheme of Integrated Housing and Slum Development Programme (IHSDP) has not identified any specific cities for inclusion. It is upto the State Governments to choose cities for coverage under IHSDP subject to the limits of their allocation by the Planning Commission.

Ministry of Housing and Urban Poverty Alleviation

Houseless Population in Country

New Delhi: September 24, 2010.

 

The Census of India, 2001 estimates 4,47,585 houseless households throughout the country. The National Urban Housing & Habitat Policy (NUHHP) 2007 aims at promoting sustainable development of habitat in the country with a view to ensuring equitable supply of land shelter and services at affordable prices to all sections of the society. The policy aims at forging strong partnerships among the public, private and cooperative sectors for accelerated growth. The Ministry of Housing & Urban Poverty Alleviation of the Union Government is propagating and promoting the NUHHP:2007. However, 'land' and 'colonisation' being state subjects, it is for the State Governments to pursue the initiatives under the NUHHP:2007.

The Ministry is also implementing schemes for providing affordable housing to urban poor. The Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched by the Government in the year 2005, caters to provision of housing and basic services to urban poor in 65 specified cities under the Sub Mission Basic Services to the Urban Poor (BSUP) and in other cities and towns under the Integrated Housing and Slum Development Programme (IHSDP).

A new scheme – Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) has been launched for providing interest subsidy on housing urban poor to make the housing affordable and within the repaying capacity of Economically Weaker Sections (EWS)/ Low Income Group (LIG). The scheme encourages poor sections to avail of loan facilities through Commercial Banks/Housing Finance Companies for the purposes of construction/acquisition of houses and avail 5% subsidy in interest payment for loans upto Rs. 1 lakh.

The scheme of Affordable Housing in Partnership launched in 2009 with an outlay of Rs. 5000 crores, seeks construction of 1 million houses for EWS/LIG/Middle Income Group (MIG) with at least 25% for EWS Category. Furthermore, the Government has announced a new scheme called Rajiv Awas Yojana (RAY) for providing support to States that are willing to provide property rights to slum dwellers. The Government's effort would be to make India slum free through implementation of RAY.

Grants-in-AID to Apex Co-Operative Housing Federations

New Delhi: September 24, 2010.

 

National Cooperative Housing Federation of India (NCHF) is the national apex organization for promoting, developing and coordinating the activities of housing cooperatives in the country. Government of India through Ministry of Housing & Urban Poverty Alleviation has been providing Grants-in-Aid to NCHF to meet part of their administrative expenses. During the last three years, grants-in-aid to the tune of Rs. 40 lakh per annum was provided to NCHF. State level apex Co-operative Housing Federations are registered under the respective State Cooperative Acts. Government of India is not providing any grants-in-aid to any such Apex Cooperative Housing Federations.

Ministry of Power

REC Contributes Rs. 231 Crore Towards Dividend Payment to Government

New Delhi: September 24, 2010.

 

Dr. J.M. Phatak, Chairman and Managing Director of Rural Electrification Corporation Limited (REC), a Navratna Public Sector Undertaking presented a cheque of Rs. 230.86 crore to Shri Sushilkumar Shinde, Union Minister of Power here yesterday. Shri P. Uma Shankar, Secretary (Power) and senior officials of Ministry of Power and REC were present during the event. For the Financial Year 2009-10, REC paid a total dividend of Rs. 441.62 crore including an interim dividend of Rs. 210.76 crore to the Government of India against Rs. 316.14 crore paid last year.

The Company paid total Dividend of Rs. 603.21 crore for the Financial Year 2009-10 @ Rs. 6.50 per share on the paid up capital of the Company, including Rs. 3 per share paid as Interim Dividend in January, 2010. The Company continues to register higher growth and record performance for the year 2010-11 also, in key areas of Disbursements of Loans, Recoveries, Operating Income and Profits.

The performance of the Company in terms of MoU signed with the Ministry of Power, Government of India for the financial year 2008-09 has been rated as "Excellent". This is the 16th year in succession that REC has received "Excellent" rating since the year 1993-94 when the first MoU was signed with the Government. For the year 2009-2010 also, the performance of the Company is poised to receive "Excellent" rating.

Ministry of Tourism

Renovation of Churches in Goa

New Delhi: September 24, 2010.

 

During the last three years an expenditure of Rs.331.60 lakh has been incurred by Goa Circle of Archaeological Survey of India on renovation and upgradation of churches and convents in Goa. Apart from this, State Government of Goa has also incurred an expenditure of Rs.4.11 lakh for renovation of St. Jacinto Church, Vasco during 2009-10.

 

Ministry of Tourism has sanctioned a project for Integrated Development of Infrastructure for Heritage and Hinterland Tourism in Goa for Rs.43.09 crore during 2008-09 to the State Government of Goa.

 

Implementation of projects sanctioned by the Ministry of Tourism is the responsibility of the concerned State Governments/Union Territory Administrations. The Ministry of Tourism monitors the progress of implementation through site visits and review meetings from time to time.

Mega Tourism Project in Orissa

New Delhi: September 24, 2010.

 

Infrastructure development and promotion of tourism is primarily undertaken by the State Governments/Union Territory Administrations themselves. However, Ministry of Tourism provides Central Financial Assistance (CFA) for tourism projects, identified in consultation and interaction with them, subject to availability of funds and inter-se priority under various schemes of the Ministry.

 

An amount of Rs. 30.22 crores was sanctioned by Ministry of Tourism to Government of Orissa for development of Mega Tourist Circuit 'Bhubaneswar-Puri-Chilkla' during the year 2008-09. The Detailed Project Report was prepared by ITDC.

The Cabinet today approved the proposal for introducing the National Identification Authority of India Bill, 2010 in Parliament.

 

The Bill proposes to constitute a statutory authority to be called the National Identification Authority of India and lay down the powers and functions of the Authority, the framework for issuing UID numbers (aadhaar numbers), major penalties and other related matters through an Act of Parliament.

 

This will involve an expenditure of ` 3023.01 crore which includes project components for issue of UID numbers (called aadhaar numbers) by March 2011, and recurring establishment costs for the entire project phase of five years ending March 2014.

 

The UID project is primarily aimed at ensuing inclusive growth by providing a form of identity to those who do not have any identity. It seeks to provide aadhaar numbers to the marginalised sections of society and thus would strengthen equity. Apart from providing identity, the aadhaar number will enable better delivery of services and effective governance.

 

The Bill seeks to establish the National Identification Authority of India for the purpose of issuing aadhaar numbers to individuals residing in India and to certain other classes of individuals, the manner of authentication of such individuals and other related and incidental matters.
