Fourth advance Estimates of Crop Production Released

New Delhi: July 19, 2010.

 

 

As per the fourth advance estimates of crop productions released today, total foodgrain production in 2009-10 is likely to be 218.2 million tonne, slightly up from the third advance estimates issued in May.

The estimates cover the 2009 kharif crop that was heavily impacted by a severe drought. The impact was especially severe in the case of kharif rice, groundnut and coarse cereals. In the subsequent rabi season, some ground was regained but the overall production was still about 16 MT lower than 234.47 MT achieved in 2008-09. Incidentally, 2008-09 had been a year of record production of foodgrains following years of good weather conditions.

As per the latest estimates, wheat production has reached record 80.71 MT, marginally higher than the earlier best of 80.68 MT achieved in 2008-09. Similarly, pulses production has reached record 14.59 MT achieved in the last six years (2008-09: 14.57 MT).

Production of rice in 2009-10 stands at 89.13 MT, wheat 80.71 MT, coarse cereals 33.77 MT, pulses 14.59 MT, oilseeds 24.9 MT and sugarcane 277.8 MT. There has been minor upward revision in most crops as compared to third estimates.

1. Till date, samples from 147250 persons have been tested for Influenza A H1N1 in Government Laboratories   and a few private Laboratories across the country and 34115 (23.1%) of them have been found positive.

2.  Out of the 332 cases reported during the week, only 1 case is imported and rest are indigenous cases.

3.  Twenty one deaths (Maharashtra-11, Kerala- 8, Gujarat-1 and Delhi – 1) have been reported during the week.

4.* One earlier death has been reported by the Health authority of Maharashtra State, which is reflected in the cumulative total.

Vice president's Releases the Book ' Vikas ki Udan Abhi Baki Hai'

New Delhi: July 19, 2010.

 

The Vice President of India, Shri M. Hamid Ansari released a book entitled "Vikas Ki Udan Abhi Baki Hai' by Shri Bhupinder Singh Hooda, the Chief Minister of Haryana at a function here today. The book is a compilation of the speeches and the articles written by Shri Hooda.

 

Addressing on the occasion, the Vice President lauded the efforts made by Shri Hooda for the overall development of Haryana and for the upliftment of the living condition of the people of Haryana. He speaks less and delivers more. He has reduced the gap between the leaders and the masses. He has given impetus to the developmental activities in Haryana. He believes that the better future lies in the better education system. Due to his tireless efforts, the Haryana has become a leading state in the country.

Finance Minister asks bankers to Develop Viable and Replicable Business Model for Financial Inclusion of Rural and Urban poor

New Delhi: July 19, 2010.

 

Union Finance Minister, Shri Pranab Mukherjee has asked the bankers to develop a viable, credible and replicable business model for financial inclusion of rural and urban poor in national banking system. Shri Mukherjee was addressing the "Financial Inclusion Summit" organized by Confederation of Indian Industry (CII) in Delhi today. He said that process of financial inclusion needs to be undertaken in a mission mode in a time bound manner.

 

The Finance Minister said that financial inclusion is a key determinant of sustainable and inclusive growth. Mr Mukherjee said that today, we have more than 87000 bank braches in the country but they are not sufficient enough to cater to all sections of society in all areas as we have more than 6,00,000 villages and only 6% of villages have bank branches. Shri Mukherjee further added that only 40 percent people in the country have saving bank accounts. Therefore, there is urgent need to make the financial services available to unbanked areas through new technologies and IT by using mobile banking facilities, no frills accounts, tele-banking, internet banking, biometric cards, smart cards, call centres, business correspondents, and core banking solutions among others. He said that there is also need for financial literacy to make the vulnerable section of society aware about the financial services made available to them along with the benefits of these services. Shri Mukherjee said that these services should include savings & investment facilities, credit facilities to meet any contingent expenditure and remittance facilities at a low cost among others to the vulnerable section of society in rural and urban areas. This will help especially the poor and illiterate rural people to come out of the clutches of money lenders as well.

60 Dead and 92 Injured in Rear-End Collision Involving Vannanchal Express and Uttarbanga Express Trains in Birbhum District, west Bengal

Mamata Expresses Profound grief over the loss of Innocent lives in Train Accident

Ex-Gratia of Rs. 5 lakh to the Next Kin of the Dead Announced

New Delhi: July 19, 2010.

 

In an unfortunate accident in the early hours today, 60 passengers lost their lives and 92 were injured when train no. 3148, Uttarbanga Express (New Cooch Behar-Sealdah) train collided from rear with train no. 3404 Vannanchal Express ( Bhagalpur-Ranchi) which was stationed at Platform No. 4 of Sainthia railway station in Howrah division of Eastern Railway, resulting in two last coaches of Vannanchal Express being badly damaged. The accident site falls under Birbhum District of West Bengal. The damaged coaches include one Guard-cum-luggage-cum-Passenger (SLR) coach and one unreserved general 2nd class coach. All the passengers in Uttarbanga Express are safe and all the passengers in the remaining coaches of Vannanchal Express are also safe. All the injured were immediately admitted in nearby hospitals. Out of 92 injured passengers, 56 were admitted in in Suri State Government Hospital and 36 has been shifted to Bardhaman Medical College. Rescue operation was in full swing since the occurrence of the accident and both the trains involved in the accident left for their destinations after detaching the two damaged coaches of Vannanchal Express train   

 

The Minister of Railways, Mamata Banerjee who visited the accident site and hospitals, has termed the train accident as most unfortunate and expressed her profound grief over the loss of innocent lives. She has announced an ex-gratia of Rs. 5/- lakh to the next kin of the dead, Rs. 1/- lakh each to grievously injured passengers and Rs. 25,000 to those who sustained simple injuries.  She has also announced jobs in the Railways to one person of the deceased's family. The Railway Minister has given instructions to Railway officials for the speedy relief and rescue operation and effective medical treatment to the injured passengers.

 

Railway Board officials including, Chairman Railway Board, Shri Vivek Sahai, Member Electrical,  Shri Sudesh Kumar, Member Mechanical, Shri Sanjiv Handa,  Director General Railway Health Services Dr. Ramteke and senior  officials from Eastern Railways and Howrah Division have also reached the accident site to monitor and supervise the rescue and relief operation.  

 

For the convenience of public, Helplines were set up at various railway stations including. Howrah, Sainthia , Sealdah, Burdhwan, Malda, Jamalpur, Dhanbad, Katihar, New Jalpaiguri, New Cooch Behar, Ranchi, Hatia and Bokharo Steel city.

India and Seychelles agree to expand Cooperation for Maritime Security in IOR

New Delhi: July 19, 2010.

 

India and Seychelles today agreed to take forward their cooperation to tackle the spread of piracy in the Indian Ocean Region (IOR). On the request of the Seychellois leadership, India also agreed to extend help for maritime and Exclusive Economic Zone (EEZ) surveillance operations and capacity building of its Forces.

 

The decisions were taken at the series of meetings that the visiting Defence Minister Shri AK Antony had with the President Mr. James Alix Michel, the Vice President Mr. Danny Faure, the Minister for Home Affairs Mr Joel Morgan and the Foreign Minister Mr. Jean Paul Adam in Mahe. Shri Antony is leading a high-level delegation, which included the Defence Secretary Shri Pradeep Kumar and the Vice Chief of Naval Staff Vice Admiral DK Dewan.

 

Shri Antony said the problem of piracy in the Gulf of Aden affects all countries of the world. He shared the concerns of Seychelles on the increasing reach of the pirates. "This is a problem which calls for cooperation among all countries. The Indian Ocean links us all and is critical for our economic interests. We must cooperate to ensure peace and stability in this region", he said.

 

Shri Antony reiterated New Delhi's assurance, as conveyed by the Prime Minister Dr. Manmohan Singh during President Michel's visit to India earlier, for continued cooperation in all fields particularly in the field of Defence and Security. The Prime Minister had announced a $ 5 million assistance for Defence related projects for Seychelles. Over and above this, on a specific request from the Seychelles, Shri Antony agreed to provide one new Dornier and two Chetak helicopters from the Hindustan Aeronautics Limited for maritime surveillance, at the earliest. Although the normal delivery time is 18 to 24 months, he said, New Delhi will try to supply the aircraft in 15 months. During this period, India will provide one of her in-service Dornier Aircraft to carry out maritime surveillance. Agreeing to a request from the Seychellois side, Shri Antony said India will help them to carry out EEZ surveillance as frequently as possible. He said the Indian Navy will also make additional visits this year to conduct surveillance and hydrographic survey. During these visits, Seychellois personnel can embark on board the Indian Navy Ships for maintenance training and conduct drills and exercises. Shri Antony also agreed to offer help for capacity building of the Seychellois Forces.

Consultative Committee Meeting of Social Justice & Empowerment Ministry Deliberates on self-Employment

Scheme for Rehabilitation of Manual Scavengers

New Delhi: July 19, 2010.

 

The Union Minister of Social Justice & Empowerment Shri Mukul Wasnik has said that while Governments of all the States/UTs have confirmed rehabilitation of all eligible and willing beneficiaries under the Self Employment Scheme for Rehablitation of Maual Scavengers (SRMS), his Ministry would continue to work with the States so as to identify any residual persons, who may still need to be rehablitated in alternative occupations.

 

He was addressing a meeting of the Parliamentary Consultative Committee attached to the Ministry of Social Justice & Empowerment here today. The Meeting took stock of the progress made under the Ministry's Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) under which term loan upto Rs five lakh and micro finacing upto Rs. 25,000 is given for the rehabilitation of the manual scavengers in alternative occupations.

 

Chairing the Meeting, Shri Wasnik said that the States have been requested to regularly follow up, monitor and mentor the beneficiaries so as to ensure that they are sustainably established in their alternative occupations. He said that detailed information about each identified beneficiary under the SRMS has been placed on the websites of the Apex Corporations, State Governments, State Channelising Agencies and the concerned districts so as to make it accessible to all and open to public scrutiny.

 

Shri Wasnik also informed the members that action is being initiated to undertake 100% internal audit of work done under SRMS by the State government officials and SCAs, and at least 25% external audit through the State Commissions for Safai Karamcharis/SCs and other independent bodies to check and verify the financed beneficiaries. This audit, he said, would confirm that the loan and subsidy were actually disbursed to beneficiaries and the assistance is being properly utilised and that they have actually given up maual scavening.

 

The Minister said that the Audit would also help in acertaining that no eligible and willing beneficiary was left out under the SRMS and would also check with originally identified beneficiaries, who were not extended loan due to their being either unwilling or ineligible to take loan, so as to confirm that the reasons for their not having been financed were genuine.

 

Shri Wasnik also informed the Members that the Ministry of Social Justice and Empowerment has provided a sum of Rs. 231 crore to the National Safai Karamchari Finance Development Corporation (NSKFDC) for meeting expenditure on the capital and interest subsidy and for the training of beneficiaries.

 

Participating in the discussion, the Members generally welcomed the efforts made by the Ministry in this regard and suggested that every effort must be made to persuade the States to ensure that no eligible beneficiary is left uncovered.

Monsoon Watch

New Delhi: July 19, 2010.

 

Widespread rainfall would occur over west coast, along foothills of Himalaya and northeastern states and fairly widespread rainfall would occur over central and east India during next five days.

 

Major feature of weather forecast suggests fairly widespread rain/thundershowers would occur over northeastern states and Sub-Himalayan West Bengal & Sikkim during next three days. Fairly widespread to fairly widespread rain/thundershowers would occur over Western Himalayan region and Indo-Gangetic plains and widespread rain/thundershowers would occur over west coast during this period. Subdued rainfall activity would occur over central and north peninsular India.

 

In a warning, India Meteorological Department says isolated heavy to very heavy rainfall would occur over Himachal Pradesh, Uttarakhand, Haryana (including Delhi & Chandigarh), east Rajasthan, Uttar Pradesh, Bihar, Sub-Himalayan West Bengal & Sikkim, Assam, Meghalaya, Arunachal Pradesh, Konkan & Goa, coastal Karnataka and Kerala during next 48 hours.

 

KALPANA–1 Cloud imagery at 0830 hours IST shows convective clouds over parts of Jammu & Kashmir, Himachal Pradesh, Punjab, Uttarakhand, Uttar Pradesh, east Rajasthan, north Madhya Pradesh, northeast Bihar, Sub-Himalayan West Bengal, Tamilnadu, east Arabian Sea, northeast & south Bay of Bengal, Andaman Sea and Comorian area. Low/medium clouds are seen over rest parts of the country.

 

Widespread rainfall has occurred over Uttar Pradesh, Bihar, Sub-Himalayan West Bengal & Sikkim, west Coast, Lakshadweep and Andaman & Nicobar Islands, fairly widespread over northeastern states and west Madhya Pradesh and scattered over Madhya Maharashtra and Tamilnadu during past 24 hours.

Enhancement of Rainfall Activity from Today

New Delhi: July 19, 2010.

 

Rainfall activity is likely to enhance over many parts of the country from today. India Meteorological Department says the monsoon activity was by and large subdued as during the second week compared to the activity during the first week of this month. It was mainly attributed to the shift of the axis of the monsoon trough at mean sea level to the north of its normal position and absence of pro-rainfall systems over the Bay of Bengal. However, the eastern end of the trough remained in near normal position with day to day oscillation and in association with an upper air cyclonic circulation; it caused fairly widespread rainfall activity over parts of central and adjoining peninsular India. Out of 36 meteorological sub-divisions, rainfall was excess in 08, normal in 04, deficient in 19 and scanty in 05 sub-divisions during the first week. Bihar, east Madhya Pradesh, Chhattisgarh, Vidarbha, Andhra Pradesh, Tamil Nadu and Sub- Himalayan West Bengal & Sikkim has received good rainfall during the week.

 

The cumulative seasonal rainfall for the country as a whole during this year's monsoon up to 15 July has so far been 14% below the LPA. Out of 36 meteorological subdivisions, the rainfall has been excess over 06, normal over 16 and deficient in 14 sub-divisions.

 

Numerical Weather Prediction (NWP) Models indicate a shift of Monsoon Trough to the north of its normal position from yesterday. The forecast also indicates formation of a cyclonic circulation in lower tropospheric levels over Uttar Pradesh around tomorrow. A Western Disturbance is likely to affect northwest India from today. NWP models do not indicate formation of any monsoon depression during the next 5-7 days.

 

With the strengthening of cross equatorial flow over Arabian sea and dipping of monsoon trough in the Bay of Bengal, increase in rainfall activity is likely over east, central India and peninsular India.
