RD Ministry Releases Rs27.89 Crores Under TSC For Rajasthan

New Delhi: July 28, 2010.

 

 

The Ministry of Rural Development has released grant in aid worth  Rs.2789.81 Lakh (Rs. Twenty Seven Crore Eighty Nine Lakh and Eighty One Thousand)  to the state of  Rajasthan under Total Sanitation Campaign (TSC) of Central Rural Sanitation Programme   during the current financial year 2009-10.

Total Sanitation Campaign is a comprehensive programme to ensure sanitation facilities in rural areas with broader goal to eradicate the practice of open defecation. TSC as a part of reform principles was initiated in 1999 when Central Rural Sanitation Programme was restructured making it demand driven and people centric. It follows a principle of "low to no subsidy" where a nominal subsidy in the form of incentive is given to rural poor households for construction of toilets. TSC gives strong emphasis on Information, Education and Communication (IEC), Capacity Building and Hygiene Education for effective behaviour change with involvement of PRIs, CBOs, and NGOs etc. The key intervention areas are Individual household latrines (IHHL), School Sanitation and Hygiene Education (SSHE), Community Sanitary Complex, Anganwadi toilets supported by Rural Sanitary Marts (RSMs) and Production Centers (PCs). The main goal of the government is to eradicate the practice of open defecation by 2010. To give a fillip to this endeavour, government has launched Nirmal Gram Puraskar to recognize the efforts in terms of cash awards for fully covered PRIs and those individuals and institutions who have contributed significantly in ensuring full sanitation coverage in their area of operation. The project is being implemented in rural areas taking district as a unit of implementation.

New Delhi: July 28, 2010.

 

 

The Ministry of Rural Development has released grant in aid worth Rs. 585.65 Lakh (Rs. Five Crore Eighty Five Lakh and Sixty Five Thousand only) to the state of  Kerala  under Total Sanitation Campaign (TSC) of Central Rural Sanitation Programme   during the current financial year 2009-10.

Grant in Aid Worth Rs. 78.81 Crore for Safe Drinking Water in Jharkhand

New Delhi: July 28, 2010.

 

The Department of Drinking Water Supply under the Ministry of Rural Development has released grant in aid worth Rs.7881.68 lakh (Rupees seventy eight crore eighty one lakh and sixty eight thousand only) (Programme fund) to the State Government of Jharkhand towards Ist instalment of funds against allocation of Rs.15763.35 lakh for NRDWP (normal, water quality and sustainability) during 2010-11.

This release is being made for execution/completion of rural water schemes to provide safe drinking water facilities to rural habitations and schools under Rajiv Gandhi National Drinking Water Mission As per the provisions under the National Rural Drinking Water Programme (NRDWP) the State Government shall follow the priorities set in the guidelines and other instructions issued from time to time for the coverage of rural habitations and rural schools. The funds have been released to the implementing agency the State Water and Sanitation Mission, Jharkhand.

National Rural Drinking Water Programme (NRDWP) a component of Bharat Nirman, is one of the flagship program of Government of India with the objective to provide safe drinking water to all households in rural areas, while ensuring convergence with related programmes and involvement of the Panchayati Raj Institutions. To achieve drinking water security at village/habitation level, conjunctive use of water i.e. judicious use of rainwater, surface water and ground water is promoted.

Grant in Aid Worth Rs. 111 Crore for Safe Drinking Water in Haryana

New Delhi: July 28, 2010.

 

The Department of Drinking Water Supply under the Ministry of Rural Development has released grant in aid a total sum of Rs.11100.28 lakh to provide safe drinking water in Karnataka. This includes Rs. 5675.78 lakh ( Rs. Fifty six crore seventy five lakh and seventy eight thousand only) and Rs. 5424.50 lakh (Rs. Fifty four crore twenty four lakh and fifty thousand only) (Programme fund) to the State Government of Haryana towards Ist instalment of funds against allocation of Rs.11351.55 lakh for NRDWP (normal, water quality and sustainability) and Rs. 10849.00 lakh to the State during 2010-11.

Ministry for Development of North-East Region                               

Financial Assistance to Autonomous District Councils

New Delhi: July 28, 2010.

 

The Minister of Development of North Eastern Region and Mines, Shri B.K. Handique has said that his Ministry, under Non Lapsable Central Pool of Resources (NLCPR), have not received any request from the State Governments of the North Eastern Region (NER) including Assam for creating a mechanism to provide central funds directly to the Autonomous District Councils (ADCs) in the NER.

 

In a written reply in the Lok Sabha yesterday, he said, funding is done under NLCPR scheme to all the ADCs of the North Eastern States including Assam and Bodoland Territorial Council (BTC) areas of Assam through the respective State Governments. For BTC areas, there is separate provision of 'BTC Package' of Rs. 750.00 crore (Rs. 500.00 crore as 'Special BTC Package' and Rs. 250.00 crore as 'Additional BTC Package).

Revision of Prime Minister's Fifteen Point Programme for the Welfare of Minorities

New Delhi: July 28, 2010.

 

The Prime Minister's New 15 Point Programme for the Welfare of Minorities was revised and announced in June, 2006. Giving this information in written reply to a question in the Rajya Sabha, Shri Salman Khurshid, Minister of Minority Affairs, said that New 15 Point Programme provides for programme specific interventions and a close monitoring mechanism. An important aim of the new programme, inter-alia, is to ensure that the benefits of various government schemes for the underprivileged reach the disadvantaged sections of the minority communities. In order to ensure that the benefits of schemes included in the programme flow equitably to minorities, the new programme envisages location of a certain proportion of development projects in minority concentration areas. It also provides that, wherever possible, 15% of targets and outlays under various schemes included in the programme should be earmarked for minorities. The implementation of the new programme is monitored closely by the Government on half yearly basis.

Criterion for Identification of Minority Concentration Districts

New Delhi: July 28, 2010.

 

The Government has said that 90 Minority Concentration Districts (MCDs) were identified on the basis of substantial minority population and relative backwardness in terms of selected socio-economic and basic amenities parameters based on data of 2001 Census. Giving this information in written reply to a question in the Rajya Sabha, Shri Salman Khurshid, Minister of Minority Affairs, said that the requests received for inclusion of more areas do not fulfill the requisite criteria adopted for identification of such districts and have not been accepted.
