Media reports say that after Integrated Action Plan (IAP) that faces termination another key special infrastructure scheme (SIS) for Naxalaffected states is on the verge of closure because of devolution of central pool of taxes to the states.

The key security scheme was meant for four states -- Chhattisgarh, Jharkhand, Odisha and Bihar -- to help them create Special Anti-Naxal Forces (SANF) based on the highly successful model of Andhra Pradesh's elite Greyhounds crack commando force.\

On the other hand,the ongoing anti-Naxal operation will be made more effective and in order to give the Red rebels a run for their money, additional police camps in Maoist-hit Dumaria-Imamganj region of the district will be set up. The decision was taken at a high-level meeting of police and CRPF officials. IG operations Sushil Khopade chaired the meet.The meet assumes importance in view of the recent spurt in Maoist activities in the region, incidents of land mine blasts, escalation in turf war between rival Naxalite organizations and perceived trust deficit between Bihar police and CRPF on a host of issues including the location of additional police camps. However, IG operations Sushil Khopade vehemently denied any trust deficit between agencies engaged in anti-Naxal operations. There was perfect coordination and the situation on the Naxal front was fully under control, asserted Khopade.

On the other hand,Police in Telangana on Monday continued combing operations for one more terror suspect believed to be holed up in Nalgonda district, where two operatives of the banned SIMI were killed in a gunfight on Saturday.


Six police teams and personnel of elite anti-Maoist force Greyhounds are participating in the large-scale operations at different places in Nalgonda districts and also a part of neighbouring Warangal district.

The government yesterday withdrew the controversial circular asking constitutional authorities to maintain the sanctity of the state flag, saying it was not approved by a "competent authority".However, Deputy CM termed the PDP-BJP alliance as a beginning of a new chapter, a new experiment, despite the religious and regional divide.


"We should forget the past. People are deprived of their rights for last 67 years. There is new environment and new vision and ideology. We are honestly working for betterment of J&K and the country, we have entered into the alliance," he said.


On setting up of Kashmiri temple and Shrines bill, Singh said "We are very serious on temple bill. We will sit with them and work — how we will be able to iron out those circumstances, and in new atmosphere and in government, we will do better."

Deputy Chief Minister Nirmal Singh on Friday after the deadly militant attack in Jammu said time was not proper to discuss the revocation of AFSPA from Jammu and Kashmir.

A civilian and three forces personnel were killed on Friday when two heavily-armed militants stormed a police station in Jammu and Kashmir before being gunned down.

Singh said that as the government is mulling to make the system better in the state and to provide effective governance to the people, certain elements in Pakistan get disrupted and try to foil the peace efforts of the state dispensation.

He maintained further that the issues could be resolved on table and by holding negotiations but it seems that Pakistan doesn't want peace in the already terror ridden state of Jammu and Kashmir, "The government here is leaving no stone unturned to make establish peace and provide god governance in Jammu and Kashmir but always it is our neighbour which strives to disrupt the process," Singh said.

Over the revocation of AFSPA from the state, the deputy chief minister remarked that his party has a stated position over scraping any such law and that unfortunately the issue is being deeply and severely politicized than being discussed. "It is very unfortunate that AFSPA has now become a political issue and people are trying to score political goals by raising it. Our party has a stand that AFSPA could be revoked from any place in the state depending upon the security scenario."

"I don't think we can discuss the revocation of AFSPA at present. It is not the proper time. You have seen how militants are trying to create havoc in the state and what we all should do is to commend our security forces who are rendering sacrifices of their precious lives for the state. How could one talk about AFSPA revocation at present?"



While replying to a question, he said that there were conspiracies before this (flag issue) and in future "we expect such conspiracies."

"Yesterday, an attempt was made, on which the government's stand has come. There are some people in this administration, either they are not playing their role or they are… They had to play the role of informing the government, which is highest body, (on vital issue), due to which this controversy has been created. Before this, such incidents have taken place. In future, we will see what corrective measures would be taken," Singh said.

Asked if the government would punish those responsible, Singh said "definitely, action would be taken. We have already said yesterday."

He further said that they have just entered into the government. "The way the mandate has been given by the people, and the government that has been formed, we get information from press and media about the conspiracies."

"But the way north pole and south pole (are in power) and central pole has been setup, the government has enthusiasm to work for the betterment of the people of J&K. We will continue with it," Singh said.

Deputy CM termed the PDP-BJP alliance as a beginning of a new chapter, a new experiment, despite the religious and regional divide.

Replying to a question about the resolution by Independent MLA Engineer Rashid about return of mortal remains of Afzal Guru, Singh said the government will not accept any unconstitutional matter.

"When I talk of the state government, I talk about all the coalition partners. BJP will play its role. Other will also perform their role, we hope so," he added.

On the issue of return of displaced Kashmiri Pandits to the Valley, the Deputy CM said, "It is the commitment of the state government to ensure return of KPs back to Valley. I appeal the community to provide full cooperation to the government".

The government said appropriate administrative action will be taken after enquiry into the circumstances leading to the issuing of this circular.

"The draft of the circular was not approved by the competent authority before issue of the same on March 12, 2015 and as such stands withdrawn with immediate effect," an official spokesman had said yesterday.

Mufti government had on Thursday issued a circular asking all constitutional authorities to maintain the sanctity of the state flag, at all costs, as is being done in respect of the National flag.

Jammu and Kashmir has a separate constitution and separate flag unlike other states under special status.
