The four accused persons attempt to murder 17-year-old girl

A 17-year-old Dalit girl survived a murderous attack after sexual assault, allegedly by four persons, who posed as plainclothes policemen at Singarakonda under Addanki police station limits in Prakasam district in the wee hours of Thursday.

 

Two of the accused were nabbed. Based on the information given by them, their associates were held later in the day, Superintendent of Police K. Raghuram Reddy said. The four followed the girl and her male relative after noticing that they were moving away from the crowd of devotees towards a hillock. Posing as plainclothesmen, they persistently questioned the two, including about their caste, and intimidated them. They then took the girl to a secluded place near a Gurukula Patasala and committed the offence, Dr. Reddy said.

 

They tried to strangle her, but fled after some devotees raised an alarm and alerted two police constables, he said.

 

Based on the complaint lodged by the girl and her relative, the four accused were booked for gang—rape under Section 376 of the IPC and under relevant sections of the SC/ST (Prevention) of Atrocities Act.

Rohtak (Haryana): Members of the Dalit community in Jahangirpur village have approached National Commission for Scheduled Caste for "justice", two days after they were allegedly stopped from performing Holi Pooja and assaulted by members of upper caste.

 

"Dissatisfied" with the police action into the alleged assault, community members today shot off a letter to the commission.

 

The community members have demanded immediate registration of a case against the accused besides providing them security cover to avoid any untoward incident. On March 27, Schedule Caste (SC) families were allegedly stopped from performing Holi Pooja and assaulted by the members of upper caste.

 

Shyam Lal, one of the victims, said, "We have no other option but to approach the NCSC to get justice in this situation when no one is coming ahead to help. "We have lodged written complaint about the incident and also met Jhajjar SP Anil Dhawan for getting a criminal case registered against the accused but no firm action has so far been taken in this regard."

 

Lal claimed that all the Dalit families are living in the state of trauma since after the assault.

 

"We are not able to muster courage to go outside our homes as the accused have been threatening us of dire consequences," he said.

 

Jhajjar SP Anil Dhawan could not be contacted for comments despite repeated attempts to get information about police action into the matter.

 

The victim said they will leave the village if the accused were not arrested soon. "We are poor and cannot earn our livelihood by sitting at homes following the panic being spread by the accused," he said.

 

The Dalits in their complaint to police have alleged that people of the upper caste not only misbehaved with women of their families by using derogatory remarks but also restrained them from performing Holi Pooja on Tuesday.

 

The women and children were also manhandled when they resisted the act, they alleged.

 

Significantly, people of the upper caste have also lodged a similar complaint alleging that Dalits have assaulted them.

 

Representatives of various Dalit organisations had met Jhajjar SP Anil Dhawan yesterday demanding registration of criminal cases against the accused.

 

Rajesh Shastri, a leader of Chamar Sangharsh Samiti and secretary, Jan Sahara Samiti, said they "will not sit till the accused are arrested under SC/ST Act".

 

"The victims are not satisfied with the police action as it has neither registered a case against the accused nor arrested them despite after three days of the incident.

 

"We will not tolerate this irresponsible attitude of the police and will meet Union ministers belonging to Schedule Castes to get justice," said Shastri. PTI

Chennai: Madras High Court on Thursday granted bail to 28 persons who had been in judicial custody for about four months following their arrest in connection with torching of huts in three Dalit colonies in Dharmapuri district.

 

Justice R Subbiah granted bail to the accused and observed "taking note of the period of incarceration, considering facts and circumstances of the case, the petitioners are enlarged on bail on furnishing a bond for Rs 10,000 and two sureties for the like sum to the satisfaction of the Judicial Magistrate-II, Dharmapuri".

 

The petitioners should not leave Salem and appear before the Town Police Station daily at 10.30 AM until further orders, the Judge said.

 

On November seven last year, a group had set afire 285 huts in three Dalit colonies after a man belonging to Vanniyar caste committed suicide as he was upset over his daughter marrying a Dalit boy. PTI

An Assistant Sub-Inspector (ASI) working with the Batala police district and his family have been living in fear ever since his daughter, kidnapped by some youths of the area, was rescued and one of the accused, identified as Bikramjit Singh, arrested.

 

The family is receiving threats from the other accused who are roaming free without fear.

 

The policeman, ASI Manohar Lal, today approached Rajkumar Verka, Vice-Chairman, National SC/ST Commission, who directed the Batala Deputy Superintendent of Police (DSP) to arrest the remaining accused within three days and submit a report to the commission.

 

"Karnail Singh, one of those named in the FIR, regularly meets the SHO and senior police authorities. This shows that the officials are least bothered about arresting the culprits," said the ASI, who is reportedly under depression because of the department's attitude.

 

His wife told Verka that the family was being pressured into getting the girl married to the key accused. The commission had today summoned senior police officials of Batala, Gurdaspur, Ferozepur and Amritsar (Rural) in connection with four cases regarding crime against women.

 

A rape victim, who used to work as a cook at Government Primary School, Ramgarh Nangal, alleged that the police was dragging feet on arresting the accused, who belonged to Bojeyawali village. The commission asked the Batala police to submit a report. In yet another case, the commission asked the police to explain why it had not arrested the uncle of a 12-year-old Class V student for selling her to an aged farmer for a sum of Rs 70,000.
