DVC के विस्थापितों को वायदों के सिवा और कुछ नहीं. धरना जारी रहेगा
नयी दिल्ली, अक्टूबर १८ : "अपनी पुरखों की ज़मीन से विस्थापित होने के पचास साल बाद अगर हमको दर दर की ठोकर खाना पड़ रहा है तो यह सरकार हमको जवाब दे की विकास के नाम पर हमारी ज़मीन ली तो लेकिन हमारा विकास क्यूं नहीं हुआ. नेहरु जी ने दामोदर घाटी नदी परियोजनाओं को आधुनिक भारत का मंदिर कहा था, लेकिन उस विकास के मंदिर पैर हम क्यूं चढ़ावा बने. राहुल गाँधी नेहरु जी के परपोते हैं और उनके खानदान ने आज दिन दूनी रात चौगुनी प्रगति की है लेकिन हमारा तो कुछ नहीं हुआ. आखिर क्यूं ?" सरसती देवी, झारखण्ड से एक विस्तःपित महिला ने न्याय की गुहार लगते हुए अपनी बात करीब एक हज़ार झारखण्ड और पश्चिम बंगाल से आये विस्थापित लोगों के बीच रखी.
घटवार आदिवासी महासभा के तत्वाधान में अक्टूबर १७ से अनिश्चितकालीन धरने की शुरुआत मेधा पाटकर, स्वामी अग्निवेश और दीपंकर भट्टाचार्य की अगुआई में हुई. दोपहर में एक दल ऊर्जा मंत्रालय के एक वरिष्ठ अधिकारी से मिला, लेकिन उनको वादे और आश्वासन के अलावा कुछ और नहीं मिला. सुशिल कुमार शिंदे, मंत्री और पी उमा शंकर, सचिव ऊर्जा मंत्रालय दोनों बहार दौरे पर गए हैं. शाम के वक्त मेधा पाटकर की अगुआई में एक और दल जल संसाधन मंत्री पवन कुमार बंसल और सचिव डी वी सिंह से मिला. दल ने अपना पक्ष विस्तार से प्रस्तुत किया, लेकिन अंत में पवन कुमार बंसल ने यह कहते हुए अपना पल्ला झाडा की यह उनके मंत्रालय के बाहर की बात है, वह उर्जा मंत्रालय तक हमारी बात पहुचाह्येंगे. मामला जबकि जल संसाधन मंत्रालय का भी है क्योंकी दामोदर योजना में सिंचाई की भी योजना है और उसके लिए इस मंत्रालय से पैसा मिला है. लेकिन व्यवस्थात्मक मजबूरी बताते हुए उन्होंने कहा की उनके हाथ बंधे हुआ हैं. मेधा पाटकर और रामाश्रय सिंह ने उनको प्रधानमंत्री कार्यालय के मई २०११ के एक पात्र का हवाला देते हुए कहा की उनकी जिमेदारी है और उन्हें इसके जुड़ते हुए कार्यवाई करनी चाहिए.
राष्ट्रीय वन जन श्रमजीवी मंच के अशोक चौधरी और हिम निति अभियान के गुमन सिंह ने भी आंदोलन का समर्थन करते हुए अपनी बात राखी. उन्होनो ने यह मान की की इन्साफ जल्द होना चहिये और वह सिर्फ संघर्षके रास्ते चल कर ही हो सकता हैं. अनिश्चितकालीन भूख हड़ताल की सोच के साथ धरने की शुरुआत हुई थी लेकिन मेधा पाटकर और स्वामी अग्निवेश के आग्रह के बाद १९ तारीख तक धरने का निर्णय लिया गया और अगर कोई बात नहीं बनती है तो उसके बाद अनिश्चितकालीन भूख हड़ताल पर आंदोलन जाएगा.
आजादी के तुरत बाद १९५३ में दामोदर घाटी प्राधिकरण (दाघाप्रा) ने सिंचाई और बिजली परियोजना के लिए लोकहित के नाम पर झारखण्ड के धनबाद और जामतारा जिला एवं पश्चिम बंगाल के पुरुलिया और वर्धमान जिलों में लगभग ४१ हज़ार एकड ज़मीन, ४,००० से ज्यादा घरों का अधिग्रहण किया. इस परियोजना में करीब ७० हज़ार लोग प्रभावित हुए. अफसोस की जिन लोगों ने देश के विकास के नाम पर अपने जीवन और जीविका की क़ुरबानी दी वे आज भी दर दर की ठोकरे खा रहे हैं न्याय और सम्मान की गुहार लगते हुए. उचित मुआवाजे की लड़ाई लड़ते लड़ते आज तीसरी पीढ़ी संघर्ष कर रही है.
मुआवजे के नाम पर दाघाप्रा ने १९७६ तक सिर्फ ३५० लोगों को जमीन के साथ साथ नौकरी दिया और बाकि कुछ लोगों को मुआवाज दिया गया. जबकि वायदे के मुताबिक हरेक को रोजगार मुहैया करने की बात थी. इस बात की पुष्टि १९९२ में सर्वोच्च न्यायालय के आदेश में भी की गयी. लेकिन आज तक मामले की सुनवाई नहीं हुई है. प्रभावित परिवारों में ज्यादातर घटवार आदिवासी हैं. विस्थापन की त्रासदी ऐसी की कशितंड टोला के कन्हाई मांझी की ४६ एकड़ ज़मीन अधिग्रहित की गयी लेकिन आज तक एक भी पैसा मुवाजा नहीं मिला. ऐसी ही दास्ताँ हजारों परिवारों की हैं. इस दौरान नौकरी और मुआवजे के नाम पर कई घोटाले हो चुके हैं, गैर विस्थापित लोगों ने नौकरियां और ज़मीन भी हासिल की, इनमे से ११ लोगों को बर्खास्त करने का आदेश न्यायालयने बाद में दिया भी.
२००६ से विस्थापितों के हक के लिया आन्दोलन घटवार आदिवासी महासभा ने शुरू किया. हजारों लोगों ने ५-६ बार भूख हड़ताल, सत्याग्रह जामताड़ा जिला मुख्यालय के समक्ष २००६ से २००९ के बीच किया, मैथन बाँध के लोगों ने भी ५-६ बार भूख हड़ताल किया. २२ मई २०१० को २० हज़ार लोगों ने एक ऐतिहासिक रैली निकली. पंचेत बाँध के लोगों ने भी कई बार भूख हड़ताल और धरने के बाद १ मई २००९ को गिरिडीह जिला में ५ घंटे रेल और हाई वे पर चक्का जाम किया था. २४ अगस्त २००९ को झारखण्ड राज्य भवन के सामने हजारे लोगों ने एक बार फिर से धरना दिया और भूख हड़ताल किया. ३ मार्च २०१० को पुरुलिया जिले के नेतुरिया ब्लाक में २५०० लोगों ने होली के दिन भूख हड़ताल किया और १२ अप्रैल २०११ को आसनसोल से २७० किलोमीटर की यात्रा करके कोल्कता राज्य भवन पहुंचे. बाद में ९ अगस्त को दुबारा कोल्कता राज्य भवन पर धरना और सत्याग्रह किया. १२ अगस्त २०१० को धनबाद में हमारे धरने के बाद हमें न्याय तो नहीं मिला लेकिन जेल जरूर मिला. वहाँ भी हमने भूक्ष हड़ताल किया और संघर्ष जरी रखा. इतने संघर्षों के बाद भी आश्वाशन के सिवा और कुछ लोगों को हासिल नहीं हुआ है जो की अत्यंत ही शर्मनाक है. भारत सरकार से यह मांग की जाती है की :
१. दामोदर घाटी निगम के परियोजनाओं से विस्थापित परिवारों को ज़मीन के बदले ज़मीन और एक नौकरी जैसे ३५० लोगों को १९७६ तक दिया गया था दिया जाए.
२. भूमिहीन और आश्रित परिवारों को भी नौकरी और आजीविका के साधन मुहैया कराये जाएँ.
३. दामोदर घाटी निगम के प्रबंधन द्वारा नौकरी के लिए पैनल बनाया जाना असंवधानिक है क्योंकि उसमे बहुत सारे विस्थापित परिवार शामिल नहीं होते.
४. गैर विस्थापित लोग जिन्होने गैर कानूनी तरीके नौकरी प्राप्त की उनको दण्डित किया जाये और अधिकारीयों के खिलाफ कार्यवाई की जाये.
५. निगम में नौकरी का अधिकार विस्थापित परिवारों के अगली पीढ़ी का भी है क्योंकि उनको न्याय नहीं मिला उनके जीवन में, इसलिए उनके वन्सजों को भी नौकरी दिया जाना चाहिए.
६. आखिर में भू अधिग्रहण और पुनर्वास कानून २०११ के प्रावधान सभी विस्थापितों जिनको न्याय नहीं मिला को मिलना चहिये.
धरना आगे जारी रहेगा और आगे के दिनों में उर्जा मंत्री, ग्रामीण विकास मंत्री, आदिवासी मामलों के मंत्री, समाज कल्याण और सशक्तिकरण मंत्री से मुलाकात करके लोगों को एक सम्मान सहित जीवन दिलाने की कोशिश की जायेगी.

New Delhi, October 18 : "Our ancestors land was taken by the Indian government in the name of development, but till date we are on the streets. Where is the development ? Nehru praised Damodar valley Projects as 'temples' of modern India and his great grandson, Rahul Gandhi is now perhaps reaping the fruit of modern India, but what is in it for people like us ?", asked Sarswati Devi one of the thousand men and women who started their indefinite dharna at Jantar mantar today.
The dharna started yesterday in the presence of Medha patkar, Swami Agnivesh, Dipankar Bhattacharya, Ashok Chaudhary and Guman Singh. Later on a delegation met a senior official at the Ministry of Power, in absence of the Minister and Secretary. Min of Power Officials assured that their case will be looked in to and nothing more. Minister Shri Shinde is reported to be back on Friday. Later in the evening, another delegation led by Medha Patkar met Minister for Water Resources, Sh. Pawan Kumar Bansal. Shri Bansal said that the matter doesn't concern his Ministry and he will try and bring the case to notice of Ministry of Power. Medha Patkar and Ramashray Singh of Ghatwar Adivasi Sabha brought his attention to a letter from PMO in May 2011 asking MoWR to look in to the matter. However, even then citing systemic limitations, Minister said that his Ministry will not be able to do anything else.
The dharna entered its second day today and drew support from other movements, activists, trade unions and social organisations. Displaced people had come with an intention of going on an indefinite fast but Medha Patkar and Swami Agnivesh appealed to them that let there be three days dialogue with various departments of the government and then if no resolution happens then go on a hunger strike. Nearly 1000 people from West Bengal and Jharkhand have assembled here at jantar Mantar, most of them tribals themselves.
Nearly Seventy thousand people were displaced by the four dams built by the Damodar Valley Corporation (DVC), which is one of the first river development projects after independence in 50s. The project acquired and submerged all together nearly 41000 acres of land. Of these only 340 people got compensation and jobs and some of them got some compensation but rest of them received nothing. .
Ghatwar Adivasi mahasabha since 2006 have held numerous, demos, fasts, strikes, bandhs etc but nothing has happened till date. Even the proposed Land Acquisition, Rehabilitation and Resettlement Bill will not provide any succour to them since R&R provisions of the Bill does not apply with retrospective effect.
Key demands of the struggle are :
1. Displaced families of the DVC projects should be given land for land and a job, as was done for 350 families by 1976
2. Landless families and others dependent on the land should also be given jobs and adequate compensation for a dignified livelihood.
3. Establishing panels for the recruitment by DVC is illegal as established by even Courts since many of the displaced families are not covered in this.
4. Corruption in the allotment of jobs to non-displaced people should be investigated and guilty officers and people be punished.
5. Right for gainful employment is applicable to next generation of the displaced people also and not limited to the first generation of affected people.
6. Lastly, Land Acquisition, Resettlement and Rehabilitation Bill 2011 must be applied retrospectively so that those displaced earlier can also get the same R&R entitlements.
Dharna will continue and are trying to meet the Ministers of Rural Development, Social justice and Empowerment and Tribal Affairs.
