Conspiracies are common throughout history.  There have been  many instances of government and related interests conspiring to reap some kind of benefit. 
Reasonable people may consider the following as a plausible case of conspiracy.

Only three years after :U.S. President Dwight Eisenhower warned the nation of a powerful and growing "military-industrial complex" that benefits from the power to wage war, his successor, John F. Kennedy,spoke of withdrawing from the escalating war in South Vietnam and was assassinated clearing the way for Vice President Lyndon Johnson to assume the Presidency as Commander-In-Chief of the Armed Forces and reverse Kennedy's plan.

This was made possible by the Gulf of Tonkin Resolution which was passed by Congress in 1964 based on a lie according to Navy Medal of Honor winner Admiral James B. Stockdale.

In his book "In Love and War", Stockdale said he was in Tonkin Gulf off Vietnam when it was claimed U.S. warships were under attack by the North Vietnamese, but there were "no boats,  no boat wakes,, no ricochets off boats, no torpedo wakes...nothing but black sea and American firepower". 

The resolution resulted in enriching the military-industrial complex while American forces suffered 55,000 deaths before it was ended eleven years later.  Congress never investigated the source of the Tonkin Gulf lie but President Johnson decided not to seek another term in office.
