NHRC takes suo motu cognizance of a media report alleging that senior students ragged junior students at gun point in Madhya Pradesh
New Delhi, May 27th, 2011
The National Human Rights Commission, NHRC, has taken suo motu cognizance of a media report alleging that senior students of Bhopal Institute of Technology College, Bhopal , Madhya Pradesh had forcibly ragged junior students at gun point.
The media report carried on the 19th May, 2011 alleged that some senior students of BIT College , Bhopal had forcefully taken away junior students from their residence Sant Asha Ram Nagar, Bhopal to Bhel Sangam Colony at gun point in the intervening night of 16th and 17th May, 2011.
According to the report, earlier the senior students had invited the junior students to a party. But they refused to attend it. The juniors were brutally beaten up by the seniors in order to teach them a lesson.
The report further alleged that the matter was also brought to the notice of the area police station in advance but the police did not take any action in the matter. However, after the incident, the police had registered a case of simple beating.
The Commission observed that the contents of the media report, if true, raise serious issue of violation of the guidelines issued by the Supreme Court of India and the University Grants Commission's Guidelines on Curbing the menace of ragging in higher educational institutions, 2009 and issued notice to the Secretary, Education, Government of Madhya Pradesh and Director General of Police, Government of Madhya Pradesh to submit a detailed report to the Commission, fixing the responsibility for the lapse, if any, on the part of the college authorities as well as the police officials for not taking preventive action in time within four weeks.
