CHANDIGARH: A day after a Punjab IAS of 1972-batch, Sujata Dass, slapped a four-year-old girl, Garima, the National Commission for Protection of Child Rights (NCPCR), Delhi, has decided to take up the matter with the state government.  Talking to TOI over phone, NCPCR chairperson Shantha Sinha said, ''Being an IAS officer, Dass could have avoided this incident and it is highly condemnable that she slapped a four-year-old girl in full public view.''  Shantha said as an IAS officer is involved in the incident, the matter would be taken up with the Punjab government through its chief secretary. The incident took place when Garima, a nursery class student of Delhi Public School, Sector 40, was returning home in an auto-rickshaw and the driver, Gudev Singh, had parked in the Sector 38 West market to drop a student.  Police maintained that Garima somehow turned the steering of the auto- rickshaw and it hit the private car belonging to the IAS officer, parked next to it. Garima, daughter of an auto driver, Kuldeep Singh, was slapped several times in full public view.  SHO of Sector-39 police station Charanjeet Singh, said the IAS officer was brought to the police station but a compromise was reached between the two parties as she an apologized to the girl's father.  But NCPCR chairperson thinks otherwise. ''Pressure from the senior bureaucrat could be a reason behind the compromise. The incident is highly condemnable and it will be considered seriously,'' she said.  The chairperson of Child Welfare Committee in Delhi, Bharti Sinha, also condemned the incident and expressed surprise over lack of any platform to safeguard child rights in Chandigarh. ''Had there been a suitable body like NCPCR in Chandigarh, the body could have taken prompt cognizance of the incident involving a senior IAS officer,'' she said.  Director, social welfare, UT, Varsha Khangwal, said, ''The administration is very keen to set up a commission for protection of child rights and the matter is also pending in Punjab and Haryana High Court.'' She said the department of Director Social Welfare will also interfere in the matter.  Talking to TOI, Dass said she is very polite with children and treats them like her kids. The 1972-batch officer even invited TOI to come to her house and meet the children of her maid, ''who only listen to her, instead of their parents''.
