Memorandum to the Consulate General of India Toronto to implement the UNSC resolution of August 13, 1948

 

A memorandum was handed over to the Consulate General of India to draw the attention of the Indian government upon the ongoing killings of innocent Kashmiris in Srinagar and other parts of the illegally occupied State of Jammu and Kashmir. Every year, the Kashmiris observe October 27 as Black Day.

 

While the Kashmir crisis dates back to October 1947, it erupted into full fury in January 1989 and lasted nearly two decades. The recent spate of violence can be traced to Indian military atrocities since June. Hundreds of people have been killed by India's heavily-armed forces using live ammunition against stone-throwing teenagers.

 

What kind of a democracy, much less one claiming to be the world's "largest", would indulge in such behaviour? Choking large parts of the Kashmir Valley, especially its capital, Srinagar, under curfew and barbed wire and tens of thousands of security forces using live ammunition against unarmed protesters is hardly the way to prove India's democratic credentials. It is collective punishment reminiscent of the worst kinds of dictatorships. 

 

India's gory record of murder, mayhem and rape puts it in the league of outlaw nations. Even the pro-Indian Chief Minister of the State, Omar Abdullah was forced to say recently that Kashmir had not acceded to India. This matter remains unresolved.

 

Since 1989, Indian occupation forces have murdered more than 100,000 Kashmiris, most of them youth, in an attempt to crush their aspirations for freedom. An entire generation of Kashmiris has been wiped out.

 

Rape has been used as a weapon of war. To India's lasting shame, its troops have raped some 10,000 Kashmiri women. This disgraceful behaviour has continued and few if any offenders have been apprehended or punished.

 

Is it surprising that most Kashmiris demand freedom from such barbarism? A popular slogan among Kashmiris runs thus: "Nanga bhooka Hindustan; Jaan se pyaara Pakistan." We are sure you would know from your knowledge of Urdu what this means but let us translate it for your benefit: "Naked, starving India [we reject]; we hold Pakistan dearer than our lives."People yearning for freedom cannot be crushed with guns and tanks regardless of how many you kill.

 

India may aspire to regional power status; it may even have a rapidly growing economy but the unresolved issue of Jammu and Kashmir will act as a millstone round its neck.

 

It would be better for India to respect the wishes of the people of Kashmir and hold a referendum as called for in two United Nations Security Council resolutions dating back to 1949. If India refuses to abide by these resolutions, the day is not far when it would join the ranks of other pariah states like apartheid South Africa. 

 

In fact, India would suffer a much worse fate. There are scores of insurgencies raging in different parts of India. The ruling elite's refusal to respect the wishes of the people belies India's claims to being a democracy.

 

A genuine democracy does not use guns and tanks to crush the aspirations of the people. It respects their wishes to determine whether they wish to remain a part of India or want to go their own separate way.

 

We Ayub Quarshi, Azrab Khan and Rafiq Ahmed call upon you to advise your government to read the writing on the wall and save India from the fate of states like the erstwhile Soviet Union and Yugoslavia, two countries with whom India had close ties. Both have been consigned to the dustbin of history.

 

The choice is yours: respect the wishes of the people or face the inevitable verdict of history: humiliation and oblivion.
