CHENNAI: Landless Dalit families in a Kancheepuram village have used the Right to Information (RTI) Act to prompt the district administration to hand over land that was originally allotted to them several years ago, thanks to the initiative of a grassroots NGO.

A total of 106 Dalit families in Alisoor village were allotted 100 sq m by the Tamil Nadu Adi Dravidar Housing and Development Board in 1998.

The local district administration even issued the original patta document with individual plot numbers. However, the allotment remained on paper and the villagers never got the land though they approached the local administration several times.

The families were residing in hutments on poramboke land, when in 2008, Kancheepuram-based NGO Hand in Hand started working in the village by forming self-help groups and began development projects.

A Citizen Centre Enterprise was established as an IT empowerment initiative that helped villagers enrol for computer courses, register for voting, apply for ration cards, pensions or prepare petitions, a spokesman for the NGO said.

A Good Governance Rights Protection Committee (GGRPC) was then set up to train villagers in citizen rights and duties. "With the help of this committee, the villagers learnt to use the RTI Act to unearth information on the allotment details of the land," the spokesman said.

Armed with the RTI information, villagers prepared an application with the signatures of all the beneficiaries along with the land patta copies to be forwarded to the local administration with a copy sent to the District Collector.

Positive response

To the delight of the villagers, the application evoked a response from the administration. District Collector Santhosh K. Misra undertook a visit to the village.

He personally supervised the handing over of land to the beneficiary families. The villagers plan to raise bank loans to build their own homes and take up agriculture.

A Dalit, who went missing on June 14, was found murdered at Panchenda village of the district, police said on Tuesday.

Gopi Singh had gone to his field on June 14 but did not return following which a case was filed. His bullet-riddled body was found from a canal yesterday, they said.

Meanwhile, a man was beaten to death by angry locals when he tried to escape after murdering a trader at Janheri village of the district.

Trader Chandrahas was shot dead by three armed men last evening. Locals caught hold of one of them and beat him to death.

The police has arrested seven Dalit youths in connection with the attack on the houses of two Jat residents of the village last week.

Another youth Virender Rana was arrested earlier on the charge of attacking CID official Jagjit Singh a day after the clash. The CID official was on duty in the area when he was attacked with a sword. He was seriously injured.

Meanwhile, the police continues to be deployed in the locality to prevent any untoward incident.

An all-community meeting held after the clash had given an ultimatum to the police to arrest the culprits by Tuesday.

Tension prevailed on Monday at Palakana village in Koro gram panchayat under Nikirai police station following a clash between two Dalit groups over fish farming in a NREGS pond.

In the clash more than 16 persons from both the groups sustained injuries. Recently, a pond was dug under NREGS programme in the village by both the groups. After the completion of the pond, the groups tried to acquire the pond for fish farming. The members of the groups attacked each other with lathis, sharp weapons and also indulged in heavy brick batting, informed the Inspector-in-Charge of Nikirai PS P Ch Bai.

The injured persons were rushed to the District Headquarters Hospital for treatment. After getting information, a police team rushed to the spot to control the situation. Meanwhile, police deployment was beefed up in the area to avert any further untoward incident. When contacted, the IIC informed that no FIR has been lodged by any side and no arrests have been made till now.

Days after marriage, couple decides to live separately

Hisar (Haryana): Under pressure from their families, a couple belonging to different castes Monday decided to live separately, just five days after their marriage at Satroad Kalan village in Hisar district.

However, the village panchayat denied it had played any role in the couple's decision.

Sonu and Sonia of the village got married on June 16 but today they gave a joint statement to the panchayat that they want to live separately.

Parents of the couple were against their inter-caste marriage. While Sonu belongs to Saini caste, Sonia comes from Chamar caste. The couple had married secretely at a temple, village sarpanch Dhoop Singh told reporters here.

He said there was no diktat from the panchayat to the couple asking them to live separately.

"The families of the couple were not in favour of their marriage and we have no role to play. The statement from the couple is the decision taken by them at their own level," he said.

Singh also denied the panchayat had issued any diktat to the boy or his family to leave the village. Sonu's father died a few years back and he is now staying at his maternal uncle's house at the village. PTI

BANGALORE: Actress Anu Prabhakar was very happy when director Tiru Ravindra wanted her call-sheet for his maiden film 'Pareekshe.' Anu was shocked to see the division of people in many villages of North Karnataka based on caste and creed.

Anu plays the character of Bangaari, a beautiful girl from a Dalit family. Muni is her husband in 'Pareekshe.' "It is the first time I am doing a Dalit role. I was shocked to see people divided on caste and creed basis. I visited a village to shoot the film where dalits cannot mix with upper caste people. Untouchability still exists in many villages in North Karnataka," said Anu.

The film is produced by Sanjay Patil, MLA from Belgaum Rural. The film also highlights the HIV issue. In the film, people belonging to the upper caste want to sleep with Bangaari but she refuses. The disappointed people brand her HIV positive. It is not the first time that I have acted as HIV positive. I did a documentary directed by Santosh Sivan and produced by the Bill Gates Foundation, said Anu.

Confident that 'Pareekshe' would be a box office hit and create awareness against untouchability, she said she would like to be part of awareness programmes on the issue. NGOs can contact me for this purpose, says Anu.
