Rapists filmed minor dalit girls during crime

AHMEDABAD: Bhavnagar police, late on Tuesday night, arrested four of the five accused, including one minor for allegedly raping three minor dalit girls in Bhavnagar district. 


Bhavnagar SP Deepankar Trivedi said the girls said that the accused photographed and videographed them, while raping them. 


"We have seized their cell phones for photographs and video clips that the girls allege were made by the accused. As of now it seems that they have deleted the photos and videos, but we will send the phones to DFS to retrieve the data," added Trivedi. 


On the other hand, suspecting that the photos and the videos may be on an SD card of the cell phones, the cops searched the homes of the accused but could not find anything. According to police sources, three Dalit minor girls, two of them cousins, had alleged in separate complaints that Ashwin Chakana, 19, Vipul Jadav 18, Mehul Chohla and one minor accused, had raped them repeatedly at various places over a period of time. 


"The girls alleged that the accused made videos of the acts and were blackmailing them," added a police source. 

Police said they swung into action as soon as the incident came to light and teams, including those of Bhavnagar LCB, SOG and local police, were formed to hunt for the accused. Late on Tuesday night, the Bhavnagar police teams were able to arrest Ashwin Chakana, Vipul Jadav, Mehul Chohla and one minor accused, for their alleged involvement in the incident. 


"We sent the accused for medical examination and are hunting for the remaining unknown accused, who is still at large. We are also questioning other accused to identify the absconding accused," added Trivedi. 


Police officials said the accused, who used to live in the same village as the victims, had shifted to Bhavnagar. "Two of the three victims also shifted from the village to another city in the state," said a police officer. 

According to police, one of the victims, who used to get depressed, narrated the horrifying incident to her mother. 

"Her mother then contacted the other two girls and all three lodged a complaint with Bhavnagar Police," said a police official. 


There is unrest among the dalit community over the incident. 


"We had a community meeting and are likely to submit a memorandum to the district collector and other officials," said a dalit leader from Bhavnagar, Umesh Sindhav.

In yet another incident, a daughter of a domestic help was allegedly raped by her employer in Thothia village, falling under Khilchian police station in the Amritsar rural police area here.

 

The incident occurred on May 26 when the victim had gone to work at the residence of the accused identified as Gurpreet Singh of Thothia village in place of her mother who was not keeping well.

 

In her complaint to the police, the victim alleged that her mother used to work as a domestic help at the residence of Gurpreet Singh. She stated: "As she was ill, I went to his residence for work on May 26." She said the accused was alone at home. When she was cleaning the TV room, the accused came from behind, threw her on the bed and raped her. The victim said when she resisted, the accused threatened to kill her.

 

The Khilchian police have registered a case under Sections 376, 506 and Sections 3, 4 of the SC/ST Act. The police authorities said the accused was absconding from the time the victim had lodged a complaint with them.

 

Woman alleges sexual assault, rape bid

Meanwhile, in another incident, a married woman accused a resident of her native village of sexually assaulting and attempting to rape her. The accused was identified as Kaka Singh of Bhindi Aulakh Kalan village. She stated to the police that she lived separately from her mother-in-law while her husband was in Dubai for the last one year. She said on May 19 she along with her daughter were alone at home in the night. The accused jumped over the wall and entered the house. She alleged that the accused tried to rape her. However, when she raised an alarm the accused fled from the spot.

 

The police have registered a case under Sections 376, 511, 457 of the IPC this regard. No arrests have been made so far.

A Dalit villager was allegedly set on fire by an upper caste man in Madhya Pradesh's Sagar district for collecting water from a hand-pump, police said on Wednesday, highlighting the social divide in the caste-ridden state.

 
The incident took place May 23 at the remote Belai village near Bina town, around 160 km from Bhopal, but came to light only on Wednesday after the injured person was referred to the Sagar district hospital.

 
The incident came barely days after a Dalit groom was assaulted in neighbouring Damoh district by a group of people, also from an upper caste, for riding a horse on his way to the bride's house.

 
Bina police station officer Anil Gupta said a case under the SC/ST Act has been registered against the accused Ramsahay Richariya, who was absconding.

 
The victim Samrat Ahirwar, 31, said that Richariya had tried to stop him from fetching water from a government-installed hand-pump before him.

 
"When I objected, he abused and thrashed me," said Ahirwar. "Later, when I was passing by his house he threw a burning kerosene oil lamp at me resulting in burn injuries in the lower part of my body."

 
Dalits, considered among the lower strata of society by the so-called high castes, regularly face discrimination across many parts of the country where the social divide is strictly enforced.

 
Activists say that divisive politics by different parties have nullified efforts by successive governments to create awareness and bring in legislations to end the discrimination.

Taking suo motu cognisance in a rape case of two minor Dalit girls at Bhai Rupa village, the State Commission for Scheduled Castes yesterday summoned the Bathinda SSP to report action taken by them.

 

The two girls were kidnapped allegedly on May 20. They were raped and thrown in a field. A case was registered on May 21 at the Phul Police Station. Both the accused, Jagsir Singh Seera and Kulwant Singh of Sailbra village, were arrested on the same day when the case was reported. Punjab SC Commission chairman Rajesh Bagga said, "Taking cognisance of the news reports, the Bathinda SSP has been summoned to appear before the commission on June 9."— TNS

Seeking justice to a pregnant Dalit woman, who was allegedly ditched by her husband, and demanding action against the 'biased' police, members of various political parties staged a demonstration here on Wednesday.

 

Led by Dravida Munnetra Kazhagam (DMK) town secretary Nazar Khan, leaders of various political parties staged the demonstration in front of the bus stand, demanding action against Inspector of Police Meenambal and Sub-Inspector Nalayani for arresting CPI (M) activist Senthilvel, who was acting in support of the Dalit woman, Anjugam.

 

CPI (M) leader M. Karunamurthy said P. Sethubaskar from Akkalmadam and Anjugam, an M. Com. graduate from Alanganallur in Madurai, were in love for about two years and when she conceived, Sethubaskar tried to ditch her.

 

The woman later went to Chennai to work in a private company and lodged a complaint with the police. At the intervention of Chennai Police Commissioner, the all women police station at St. Thomas Mount conducted her marriage with Sethubaskar at the local Sub-Registrar's office. After the woman reached Akkalmadam, her husband left her again and was absconding, he said.

 

When Senthilvel and Madhar Sangam member Vadakoria took up her case with the police, they were confronted by two women advocates who appeared for Sethubaskar at the all women police station at Rameswaram last week. Based on a complaint given by Chithrakala, one of the advocates, police filed an FIR against the two CPI (M) activists and arrested Senthilvel on Monday.

 

While Mr. Karunamurthy alleged that the police acted in a biased manner, Ms. Meenambal said they registered the FIR only after proper enquiry. She said the police had handed over Anjugam to her mother in-law as she was her guardian till her husband returned.

 

But the CPI (M) activists would not allow her to join her mother-in-law. Mr. Karunamurthy said the agitation was also to urge the police to drop the cases against the two activists.

 

Those who joined the agitation included K. Muraleedharan (BJP), Muthu Kamatchi (DMDK), 'Karate' Palanisamy (MDMK), Sivaji (CITU), Rajamani (Congress), Ramakrishnan (TMC) and Ramanathan (VCK).

Two country-made pistols and three live cartridges have been recovered from two persons in connection with the killing of a Dalit youth in Shirdi who had Ambedkar song as his ringtone, police said today. 


One pistol was recovered from a flower shop of Rupesh Wadekar, an accused in Dalit youth Sagar Shejwal's
 murdercase, on May 18, Shirdi Police Station Inspector Pramod Wagh said. 


We conducted a raid following interrogation of Somnath Wadekar, Rupesh's uncle and another accused in the case, he said.
 


Rupesh, who is in police custody, revealed that he had purchased pistol from one Datta Dahale. Following this, a raid was conducted at Dahale's residence in Srirampur on May 25 and another pistol and three live cartridges were recovered, the officer said.
 


Dahale on the same night was also arrested and a case under relevant sections of the Arms Act was registered against the duo, the officer said.
 


Meanwhile, a local
 court has remanded Dahale in police custody till June 1. 


On May 16, 21-year-old Dalit youth Sagar Shejwal was killed in Shirdi town of Ahmednagar district allegedly for keeping a song on Babasaheb Ambedkar as his mobile ring tone by eight youths, four of whom were arrested.

Raj clash: Raje Govt recommends CBI probe

Rajasthan government has written to the Centre recommending a CBI probe into the bloody clash in Nagaur district in which five persons, including four Dalits, were killed and 12 injured. 


"We forwarded a letter to the Central government last evening recommending a CBI probe into the Dangawas incident. Now it is for them to take a decision in this regard," state Home Minister Gulab Chand Kataria told PTI today. 


The decision to recommend a CBI probe follows demands by victims' family members and the report of district administration sought in this regard, he said. 


The case is currently being probed by the state CB-CID. 


Five persons - four from Dalit community and a Jat - were killed in an old land-related dispute on May 14 in Dangawas village in Nagaur district. 


"12 people are still being treated in a hospital in Ajmer," Station House Officer of Ajmer Kotwali police station Jitendra Gangwani said. 


Nagaur District Collector Rajan Vishal said the situation in the village is peaceful and treatment of the injured is being monitored by district CMHO. 


"Peace was restored in the area next day and district administration as well as police officers are constantly visiting the area," he said. 


"Adequate security arrangements are there for the Dalits," the collector added. 


Social activists and the Dalit members had been demanding a CBI inquiry in the incident and they held protests in Ajmer and Jaipur to press for their demand.

The Punjab and Haryana High Court today stayed the Haryana Government's latest notification reserving 20 per cent seats for scheduled caste employees in departmental promotions.

 

The state BJP government had announced the decision on May 15, providing the quota benefit to Class III and IV staff with effect from April 1, 2013. As the issue came up for hearing, Justice Amit Rawal passed the orders while hearing a petition filed by Dinesh Kumar Sharma and other assistants in the Haryana Civil Secretariat for quashing the notification.

 

The petitioners, all general category candidates, were appointed as clerks in May 1990 and March 1992, before being promoted to the post of assistants as per seniority. But, their chance of further being promoted as deputy superintendent has been marginalised due to the recent notification, they said.

 

Their counsel, senior advocate Narender Hooda, contended that the representation of scheduled caste employees in the cadre of assistants was more than 20 per cent. Further benefit of 20 per cent reservation would cause immense injustice to the general category candidates, he said.

 

Hooda argued that the vexed issue of reservation in promotion with accelerated seniority had been attracting attention of High Courts and the Supreme Court since 1962. In M Nagraj case and several other judgments, the apex court ruled that the provision, as contained in Article 16(4) of the Constitution, enabled the government to provide reservation only at initial recruitment stage and not for subsequent promotions.

 

He also argued that reservation in promotion was held to be in violation of Article 14 of the Constitution by the apex court on several occasions. After hearing the arguments, the court stayed the May 15 notification besides issuing a notice of motion to Haryana. The case will now come up for hearing on October 16.
