The Reserve Bank of India Act must be changed if the central bank wants to appoint a chief operating officer (COO), a senior finance ministry official said on Wednesday.

Financial Services Secretary G.S. Sandhu was reacting to recent media reports that RBI Governor Raghuram Rajan was looking to establish a COO position with deputy-governor ranking at the central bank.

"The Act has to be amended," Sandhu told reporters on the sidelines of an industry event.

Allowing the trading of bonds issued for infrastructure lending will not help deepen debt markets, newly appointed Reserve Bank of India Deputy Governor S.S. Mundra said on Wednesday.

Last month, RBI had said that trading of such bonds was not permitted.

Amazon might still be struggling to get a nod from US authorities for its drone delivery service but if an ET report is to be believed, the online retail giant could start the service in India first. According to the report, Amazon could use India as a launchpad to try delivering orders using drones under its Amazon Prime Air project. The trials could begin in Bangalore and Mumbai as soon as Diwali, the report claims.

These drones will be able to carry a package up to 2.3kgs in weight and the company's goal is to deliver it to the destination in under 30 minutes. The drones are essentially Octocopters or 8-rotor helicopters which will sit at the end of the conveyor belt waiting to pick up the package.

The drones can fly at a speed of up to 80kmph and the weight limit covers 86 percent of products sold on Amazon. However, there are multiple challenges at the moment about how the service would work. Regulatory clearances aside, Amazon will have to also ensure the safety of both the package as well as everything else in its flight path.

When Amazon Prime Air was announced last year, even Amazon had hoped for a commercial launch sometime in 2015. We spoke to our sources at Amazon India, who refuted the claim and indicated it is unlikely that Amazon India would launch Amazon Prime Air in India so soon.

A court on Tuesday ordered the release of a human rights campaigner who has been on a hunger fast for 14 years, saying there was not enough ground to prove she was trying to kill herself.

Irom Sharmila, 42, has been demanding the repeal of a law that gives the military sweeping powers to search and detain anyone suspected to be involved in an armed revolt in Manipur.

She has been kept under arrest in a state-run hospital and force-fed by tubes. On Tuesday a court in the state capital, Imphal, ordered that the charge of attempting suicide be dropped and Sharmila be freed.

"The case of Sharmila attempting to commit suicide could not be established," her lawyer Babloo Loitongbam told Reuters. "We are hoping that she is allowed to march out as a free citizen on Wednesday."

Her release has to be confirmed by a higher court.

The Armed Forces Special Powers Act (AFSPA), which covers large parts of northeastern India and Kashmir, gives security forces powers to search, enter property and shoot-on-sight.

Critics say the law encourages soldiers to commit abuses, and even in Kashmir Chief Minister Omar Abdullah has been demanding its withdrawal, saying it alienates citizens.

The military says the law is necessary for it to tackle insurgency and that it investigates allegations of abuse against soldiers.

Sharmila, known as the Iron Lady of Manipur, began her fast in 2000 after 10 people were killed in a shooting incident near her home which activists blamed on the army.

The Central Bureau of Investigation (CBI) is likely to close the case involving illegal coal allocation to Hindalco group for failing to collect evidence, a daily newspaper reported on Wednesday.


The paper has said that CBI has failed to gather evidence against former PM Manmohan Singh, industrialist Kumar Mangalam Birla and former coal secretary P C Parakh, resulting in the closure.


Quoting sources, the paper said that the premier agency is expected to submit a 'formal closure report' to the court next week without questioning either Birla, Singh or Parakh.


The agency had registered a case naming Birla along with PC Parakh and unknown officials of Hindalco and coal ministry last year under various sections pertaining to criminal conspiracy and corruption for alleged irregularities in the allocation of two coal blocks nine years back.


Birla has been named since the decision to accomodate Hindalco in the coal block, meant for PSUs only, was taken after he had a meeting with Parekh in the latter half of 2005.


The USD 40 billion (Rs.2.45 lakh crore) conglomerate has denied receiving any FIR and refuted allegations of any wrongdoing.


Immediately after filing an FIR with the court, the CBI had conducted searches at various places in the country. The CBI move was criticized by India Inc and former bureaucrats.


Hindalco had denied allegations of irregularities, claiming, "we wish to state unambiguously that we have followed every process required for allocation of coal completely, as stipulated by the Government policy." "This relates to media reports on an FIR naming Hindalco and our Chairman on coal issues. Apparently, this seems to be part of a larger case entailing coal allocation to companies, and being one of the companies, we are being investigated also," it had said.

On the other hand, Former Prime Minister Manmohan Singh is immune from claims that he supported the genocide of Sikhs during his decade leading the country, a U.S. judge has ruled.

But U.S. District Judge James Boasberg in the District of Columbia said on Tuesday, Singh, who resigned in May, did not have "head-of-state immunity" from claims arising from his time as India's finance minister.

Inderjit Singh, an Indian Sikh, claimed in the 2013 suit that as finance minister from 1991 to 1996, Manmohan Singh funded cash rewards for members of the military who murdered Sikhs. When he was prime minister, according to the suit, Singh was complicit in the torture and killing of hundreds of thousands of members of the religious minority.

Boasberg said U.S. law bars former heads of state from being sued for actions they took while in office, but not for private acts or those taken in prior government posts.

"While Singh's alleged acts as Finance Minister are not 'private' per se, they did not occur in the course of his official duties as head of state," Boasberg wrote.

Inderjit Singh is representing himself and could not be reached for comment. An attorney the New York City-based human rights group Sikhs for Justice, which helped Inderjit Singh file the suit, did not return a request for comment. Court documents did not list an attorney for Manmohan Singh.

There are more than 21 million Sikhs in India, according to the country's most recent census, but they make up only 2 percent of the population. The group has long had tense relations with India's Hindu majority, and thousands of Sikhs were killed in 1984 in the days following the assassination of Prime Minister Indira Gandhi by her Sikh bodyguards.

Inderjit Singh in his suit claimed Manmohan Singh authorized "counterinsurgency operations" across India in which hundreds of thousands of Sikhs were kidnapped, murdered and buried in mass graves. The prime minister also shielded and promoted political allies and members of the military who orchestrated massacres of Sikhs, Singh said.

The U.S. Department of Justice in May urged Boasberg to dismiss the entire suit because it was filed when Singh was still a sitting head of state. The Justice Department cited a 2004 decision in which the 7th Circuit Court of Appeals dismissed claims against Jiang Zemin, the former president of China, by practitioners of the spiritual discipline Falun Gong.

Boasberg said the cases were distinct because all of the claims against Zemin stemmed from his time as a head of state.

The case is Inderjit Singh v Manmohan Singh, U.S. District Court for the District of Columbia, No. 13-1460.

Meanwhile,bottomless economy continues to shatter down as  Industrial output slowed in June, though expanding for a third straight month, its best run since last September, boosting Asia's third-largest economy as it struggles to emerge from the longest spell of sub-par growth in a quarter-century.

Annual growth in output from mines, utilities and factories slowed to 3.4 percent in June from a upwardly revised 5 percent a month earlier, government data showed on Tuesday.

The data may disappoint Prime Minister Narendra Modi who won the strongest electoral mandate in 30 years in May on a promise to revive growth and control inflation.

Retail inflation, tracked by the central bank to set interest rate policy, edged up to 7.96 percent in July from 7.31 percent a month earlier, other data released on Tuesday showed. It had eased below 8 percent for the first time in 29 months in June.

Analysts said good rains in July in parts of the country could ease some pressure on food prices in coming months.

"We expect the progress in rains and sowings to ease some pressure on food prices in the months ahead, the RBI is likely to remain cautious and keep the policy rate unchanged," Upasna Bhardwaj, an economist at ING Vysya Bank, Mumbai, said referring to the central bank, the Reserve Bank of India.

Consumer food price inflation, under a new series published by the government, jumped in July to 9.36 percent from 7.97 percent the previous month.

Weak industrial production has been one of the main factors behind India's ailing growth. A fall in output during the fiscal year that ended in March resulted in the second successive year gross domestic product growth was less than 5 percent.

Annual economic growth is forecast to accelerate to about 5.5 percent in the fiscal year to March 2015 from 4.7 percent last year. Given the country's young population far faster growth is needed to provide jobs for new entrants to the labour market.

A weak start to the monsoon could also constrain growth in the farm sector, which accounts for 14 percent of the economy, while the central bank's focus on bringing down inflation prevents it from setting a more accommodative monetary policy.

The central bank wants to reduce retail inflation to 6 percent by 2016, and its governor, Raghuram Rajan, left interest rates steady last week, citing inflationary risks from the weak monsoon and volatile global crude oil prices.

With the central bank determined to tamp down price pressure, market expectations for a rate cut before the first half of next year have dampened.

SURGING PRICES

Encouragingly, the industrial production numbers came days after data showing infrastructure output growth hit a nine-month high and a survey showing that the manufacturing sector posted its fastest growth in 17 months.

An improving global economy would help boost exports and aid industry's recovery, but tension over Ukraine and the Middle East have cast a shadow over those prospects.

The lack of room for manoeuvre in monetary policy puts the onus on the new Modi government to encourage investment needed to boost growth.

Since taking office, Modi has initiated a clutch of small policy changes aimed at speeding up regulatory approvals and reducing bureaucratic discretion.

He has also sought to boost capital investment through measures such as tax breaks for power projects, and setting higher caps on foreign investment in railway infrastructure and defence manufacturing.

His government has also set in motion the first major revamp in decades of India's archaic labour laws as part of his plan to revive the economy and create millions of jobs.
