Director General of Police Nandan Dube said the officials of both police and departments dealing with weaker sections should coordinate to save Dalits from atrocities in the society.

 

Dube was speaking at the inauguration of a two-day workshop on Atrocities Prevention Act at Police Training and Research Institute in the State capital on Monday. He further said such issues need be dealt with utmost care and sensitivity.

 

Officials from police, public prosecution and Scheduled Castes Welfare Department are attending the workshop.

 

The problems at the grassroots level faced by weaker sections of the society and the proper implementation of atrocities act and the equal status to the weaker sections mentioned in the Constitution of India will be discussed during the workshop. This is for the first time that the all the departments involved in SC/ST Atrocities prevention are sharing the same platform.

 

The workshop is going to witness the Madhya Pradesh High Court Judge, senior journalists, professors from National Law Academy, sociologist from Barkatullah University, and professor from Ambedkar Research Institute of Mhow.

 

Scheduled Caste Welfare officer SS Bhandari, former joint director Tribal Research Institute SK Pare will share information regarding the rules and regulations laid by the government in respect of caste certificates provided by the Government to the Schedule Caste, Schedule Tribe and weaker sections of the society.

 

Inspector General of Police of Aadim Jati Kalyan Anvesh Mangalam will present his research based on legal decisions delivered in the cases of atrocities on weaker section.

A Dalit youth from Putthi Samain village in this district has complained to the police that the village panchayat had exiled him from the village for 11 years and also imposed a fine of Rs 21,000 on him because he had an affair with a girl hailing from his village but belonging to a backward caste.

 

Although the village panchayat had denied that it had taken any such action, the police has registered a case against 15 persons under various sections of the IPC and the SC & ST Act. Hansi DSP Wazir Singh is probing the matter .

 

The youth had alleged that both the girl and he were studying at a coaching centre in Meham. They fell in love. However, when the girl's parents came to know of it they married the girl off on June 2. Later, the village panchayat, the youth alleged, scolded him, blackened his face and exiled him.

 

The sarpanch and panches, however, denied the allegation and stated that he could stay in the village with his family. They said the boy had been disowned by his father.

RAJKOT: Members of dalit community staged a demonstration and burnt the effigy of BJP national vice-president Purushottam Rupala on Monday.

 

The agitators were angry with Rupala over his alleged derogatory remarks against the community he is said to have made on May 30.

 

Police arrested 11 persons for staging road block at Civil Hospital square as part of protest. The agitators were booked for violating the city police commissioner's notification under Section 188 of Indian Penal Code.

 

Police said the arrested belonged to Dalit Samaj Swayam Sainik Dal which launched the stir against Rupala.

RTE Failure by schools to do so will be considered contempt of court

 

After weeks of debate, it has finally been made mandatory for schools in the state to adhere to the Supreme Court (SC) ruling to reserve 25 per cent seats for students of financially weak families from this academic year. Though school authorities claimed that they were not sure if they needed to implement the directive from this year as most of them have completed their admission procedures, the director of education (primary), sent letters to all schools on Monday to implement it, putting all doubts to rest.

 

Shreedhar Salunke, director of education (primary), additional charge, said, "We have sent a letter to all schools today. Many schools have not yet implemented the SC ruling saying that the guidelines are not clear. However, if schools do not implement them, it will be considered as contempt of court."

 

The state government will allot Rs 12,000 per child every year. "However, the extra cost will need to be borne by the schools," added Salunke.

 

SC had issued these directives more than a month ago. Reservation for students from economically weaker backgrounds had been mandated under the Right to Education (RTE) Act, 2009. According to the SC ruling, schools that have a kindergarten need to implement the resrvation from that class itself. However, the law was challenged by several schools, which claimed that it would not only affect their results, but also threaten their autonomous status.

 

Voicing apprehension about the implementation of the directives, Mrunmayee Bhave, principal of Gurukul School, said, "Implementing the clause will be difficult for us. Even if we keep aside the financial part, there are other issues as well, the most important being the lack of clarity regarding guidelines."

 

Nalini Sengupta, principal, Vidya Valley School said, "We are more than willing to implement the 25 per cent reservation clause. However, the guidelines are still hazy and we do not know how to implement it. It won't be impossible to implement the clause as we do have some scope for extra students. However, it is a little difficult for us to answer queries regarding it. The government needs to issue clear guidelines soon so that we can act accordingly."
