Karnataka govt to adopt SC/ST small-land-holding farmers

The Karnataka Government has decided to adopt SC/ST families who owns less than one acre of land and provide them with all facilities to take up agricultural operations including borewell for irrigation under 'Ganga Kalayan scheme.'

The government would be bringing one lakh SC families and 50,000 ST families under the scheme from this year, agriculture minister Umesh Katti told reporters.

There are 76 lakh farmers engaged in farming in the state and SCs account for eight lakh and STs five lakh, he said.

The chosen families would get free of cost agricultural implements, sowing seeds and two oxen, Katti said.

As against the target of 120 tons,food production during this year has exceeded by five tons touching 125 tons due to good rains.

Chief Minister B S Yeddyurappa is all set to present the state's first ever agriculture budget on February 24, he said. Yeddyurappa is also presenting the state's 2011-12 budget on that day.

KADAPA: Dalitha Praja Party president Sangati Manohar on Friday demanded that a Bill be presented in the Parliament granting Scheduled Caste status to Dalit Christians.


A meeting would be organised in Kadapa on February 27 to mobilise public opinion on three demands, Mr. Manohar and Dalit United Front State convenor Devarapalle Solomon told a news conference here. The other two demands included issue of caste certificates without specifying the religion and grant of reservations to Backward Classes, SCs, STs and minorities in the private sector, they stated. DPP leaders M. Sudhakar Babu, N. Vijaya Kumar, C. Krishna Rao and Pastor Br. Phillip participated.

The issue of quota in promotions and consequential seniority has led to division of state employees on caste lines with both factions holding meetings almost everyday and warming up for big agitation on February 20.


Over 16 lakh employees were up against government, for different reasons, after Allahabad High Court on January 4 last ordered against BSP governments existing promotion policy. The state government's policy ensures quota for SC/ST employees in their first promotion and benefits of consequential seniority in all successive promotions under Rule- 8-A of UP government servants seniority (Third Amendment) Rules, 2007.


The High Court in its order declared the above promotional provision as invalid and unconstitutional. The court also asked the government to revert SC/ST employees promoted earliar on basis of consequential seniority in few departments including Housing and Sales Tax.


Soon after the verdict, general catagory and OBC employees formed Sarvjan Hitay Sanrakshan Samiti (SHSS) to press for implementation of the court order and initiate blocked promotions in government departments. Targeting BSP government's policy of 'sarvajan hitay' (welfare of all), Samiti said: "if we belong to sarvjan samaj then why the government is neglecting our interests".


On other hand SC/ST employees, demanding for inclusion of quota provision in promotions in ninth schedule of the constitution as it could not be challenged in court, have formed Aarakshan Bachao Sangharash Samiti (ABSS). Curiously the both fractions are not only levelling the same allegation of spreading hate against each other but also are organising their agitations on the same days. The both fractions of employees are organising state level conclaves of their supporters on February, 20 in Lucknow.


ABSS, convenor and president of UP Power Officers Association, KB Ram stressing the reservation in promotion was constitutional right of dalit employees, said, "instead listening to casteist pleas of SHSS, state government should fill the vacant posts at top level in administration with dalit officers because they still consist only 12.17 percent in group 'A' against stipulated 21 percent.


The state government which has filed SLP in the apex court against High Court decision is finding itself in a tight spot. Following the High Court order if it reverts already promoted dalit officers on senior posts it would sabotage the dalit agenda of BSP and in case neglects the general catagory employees it is going to hit at its coalition with upper castes.


In fact the matter has already started taking a political hue as the SHSS office bearers seeking intervention from legislators of all political parties are contacting them along with organising public meetings across the state.


Besides the administration being paralysed in state due to large number of vacant top level posts, the family members of about 12 lakh general catagory and OBC employees are being directly affected with the government's stand against court verdict. The political parties supporting cause of anti-reservation employees, certainly would get their support in upcoming assembly polls, a SHSS leader said.

Social inequalities are being seen as a principal factor responsible for minors getting into crime in a city like Chandigarh, where as many as 125 children below the age of 18 were found to be involved in various criminal cases including rape in 2010.


"Though Chandigarh is an educated and rich city, the issue of social inequalities remains a matter of concern," said Prof Manjit Singh of Department of Sociology, Panjab University (PU). "There can be many reasons as well, but when society becomes unequal towards minors, it instigates many to join crime." Added Prof Singh: "Moreover, the term youth is also a stratified. It consists of boys and girls, then rich and poor. Therefore, a rich minor joins crime because he knows he has links and can play with the rule of law. A poor minor joins crime many times out of frustration and discontentment. If you read the theory of deviance in Sociology, you can come across different reasons as well."


Said Dr Harpreet Kanwal Chhabra, chairperson, Department of Psychology, PU: "If we look at the micro level, we should know that our family structure acts as catalyst for minors to indulge in criminal activities. When a family lacks connectivity and is not cohesive, then a child looks for some society outside his family."


She added: "Most of the time, a child fails to differentiate between good and bad company all the time. Since he is not aware of legal consequences, he ignorantly slips into the bad world of crime. We do need to educate the children a lot in this regard by organising awareness camps as well."


Between January and July last year, the city police nabbed as many as 20 minors for allegedly involved in the cases of criminal breach, cheating, criminal conspiracy, robbery, theft, and dacoity and causing hurt. In all, 11 juveniles were caught in March and 10 were nabbed in May last year and many of them were found to be guilty for attempt to murder, causing hurt to public servant, kidnapping and numerous cases of theft.


Said Zulfivar, president of Theater Age, an NGO working for children: "We are taking care of slum children in the city of Chandigarh, Panchkula and Mohali. It is for sure that poverty is a major cause and reason behind the children who join criminal activities. They get themselves into such anti-social activities, keeping in mind that they will earn more thorough this."


Who is to be blamed? "Of course, our policy makers. The social gaps are widening very fast. The fruits of development are not percolating the poor. They are suffering a lot out of financial constraints. What is the way out is something which needs to be discussed by stakeholders," said Zulfivar.


What is the matter of concern is the fact that minors indulge in all types of crimes from murder to rape, kidnapping to dacoity, there is hardly any crimes unknown to them. There are certain areas in the city, from where the police arrest more minor criminals. The maximum number of minors was nabbed from Sector 31 and Sector 39 police stations.


Police officials say that in most of the cases, the majority of children involved in criminal activities were found to be from the periphery areas of the city which include villages, colonies and slums. The majority of offenders are boys.

At the national executive meet of newly elected office bearers of National Student Union of India in Lucknow on Thursday, AICC General Secretary Rahul Gandhi reviewed the organisation's work in each state.

Around 60 newly elected office-bearers of the NSUI attended the two -day meet — Lakshya 2011 — which was held out of Delhi for the first time to decide the action plan for the year ahead.

During the review, Rahul specifically mentioned efforts of the UP state unit in highlighting the plight of students in SC/ST hostels and their poor condition through a detailed study. He asked the national executive to take up similar study in other parts of the country as well and make it more aggressive.

He told the gathering that how a team of NSUI volunteers headed by national secretary Bharat Kumar had prepared a detailed study on SC/ST hostels in UP and informed the members that how one of the Governors had also appreciated the work done by them in preparing the report.

"A decision was taken in the national executive meet of NSUI to take this programme nationally. The survey will now be done in every state and a massive agitation would be launched in states where government has turned a blind eye towards SC/ST students. The launch of this national agitation will be done in Uttar Pradesh," informed Dwijendra Tripathi, UPCC spokesperson.

Rahul also asked the NSUI leaders to start preparing three months' plan and call such meetings once in three months rather on the annual basis. He asked the members to be focused and aggressive in their efforts rather than leaving the issues mid-way.

When a member asked Rahul about their future in the organisation, Rahul got a bit irritated and told him that they will have to make their identity through their work.

He told the newly elected executive members to raise the issues at the grassroots level and advised them to take up issue-based programmes across the country for greater impact. At the end of the NSUI meet, Rahul left for Delhi in the evening.
