"The Chief Secretary informed me that there have been persistent calls for granting bail to Mr Anderson from Home Ministry officials in Delhi," said Singh, who was then the Madhya Pradesh Chief Minister then, pointing fingers at Rao, who was then the Union Home Minister.
Singh, who did not not share a good relationship with Rao during his days as HRD Minister in Rao's Cabinet at the Centre later, said he had ordered the arrest of Anderson and wanted it to be recorded so that he could be produced before courts when needed.

Kolkata Top Maoist leader Kishenji on Wednesday defended Trinamool Congress chief Mamata Banerjee for stating that the killing of the outfit's spokesman Cherukuri Rajkumar alias Azad was wrong and said talks could only be held after the withdrawal of anti-Maoist operations."There is no doubt that Azad was treacherously murdered. Mamata spoke the truth. So why the furore over the issue in Parliament?" Kishenji said from an undisclosed location.
"The BJP and CPI(M) are shouting over Mamata's statement and are not asking for a judicial inquiry into the killing of Azad when he was negotiating the government's proposal for talks," he said.
He demanded the resignations of Union Home Minister P Chidambaram, Prime Minister Manmohan Singh and Andhra Pradesh Chief Minister K Rosaiah for Azad's death.
On talks with the government, he said, "after so much treachery we can still discuss the central government's offer of talks at our central and state committees if the Centre stops violence and withdraws Operation Green Hunt."
Stating that the Trinamool Congress chief had not demanded a judicial inquiry into Azad's death, who was killed in an encounter with the police in Adilabad district in Andhra Pradesh on July 2, he said, "She is part of the government and cannot go against its policies."
On Banerjee's call to Maoist to eschew violence, Kishenji said, "She has asked Maoists to renounce arms and come for talks. She is asking us to do something which was never on our agenda. She is asking us to lay down arms and not asking the Central government to stop violence."
Asking social activists Medha Patkar and Swami Agnivesh to take up a movement on the issue, he said "we have been fighting for the cause of the people and we will continue to do so."
Bhopal a case of corporate manslaughter, says BJP
Leader of Opposition in the Lok Sabha Sushma Swaraj on Wednesday said the 1984 Bhopal Gas Tragedy was the result of criminal negligence, and that authorities allowed the tragedy to happen.
"Why were the accused in Bhopal Gas Tragedy let off? This is a case of corporate manslaughter," said Sushma Swaraj, in the debate on the Bhopal disaster in Parliament.
"The government allowed this incident to happen, to save money and to make profit. They took Indian lives for granted and let this incident happen," she added.
Earlier on August 5, Minister of State in the Prime Minister''s Office Prithviraj Chavan said the Central Bureau of Investigation (CBI) has recently sent additional evidence against former Union Carbide chief Warren Anderson to the Ministry of External Affairs in connection with his extradition proceedings in the case.
The CBI had on August 2 filed a curative petition in the Supreme Court seeking the restoration of the stricter charge of 'culpable homicide not amounting to murder' against the accused in the 1984 Bhopal Gas tragedy case.
The Group of Ministers (GoM) constituted to examine all aspects of the 1984 Bhopal gas disaster, seeking Anderson''s extradition apart from measures to clean up the disaster site, had submitted the report to Prime Minister Manmohan Singh on June 21.
The GoM had dealt with all issues -- compensation, legal issues, including that of the extradition of Warren Anderson, the legal options available to the Government of India, and most importantly, remediation matters, and health related matters.
Union Carbide settled its liabilities to the Indian government in 1989 by paying 470 million dollars before being bought by another US company, Dow Chemical.
In the early hours of December 3, 1984, around 40 metric tonnes of toxic methyl isocyanate (MIC) gas leaked into the atmosphere and was carried by wind to surrounding slums.
The government says around 3,500 died in one of India's most horrific industrial disasters. Rights activists, however, claim that 25,000 people have died so far.

Mr. Singh Participated in a debate on the Bhopal gas tragedy, a terrible industrial disaster in December, 1984 that had claimed more than 15,000 lives. He said he had informed Mr. Gandhi, who was in Harsukh town in Madhya Pradesh, immediately after the arrest of Anderson on December 6, 1984.
"Rajivji did not not utter a sing word in the next two days either in support of Mr. Anderson or try to mitigate his problem. Attaching motive to the then Prime Minister would be a figment of imagination of persons who can see nothing constructive of a person of that stature," he said.
Ever since a Bhopal court gave a light punishment to the accused in the gas tragedy, there have allegations from the opposition that Mr. Gandhi could have had a hand in the exit of Anderson soon after his arrest in the case.

New Delhi, Aug. 10: The government is considering selling stakes in a number of PSUs, including MMTC, Shipping Corporation of India and Manganese Ore India, this fiscal to meet the Rs 40,000-crore divestment target. "The government is planning a stake sale through public offerings in MMTC, Coal India, Steel Authority of India Ltd, Shipping Corporation of India, Power Grid Corporation, Manganese Ore India and Hindustan Copper India," minister of state for finance Namo Narain Meena said in a written reply to the Rajya Sabha. The cabinet has already given its approval for sales in Coal India, SAIL, Power Grid Corporation and Hindustan Copper, while the government has shortlisted merchant bankers for the Manganese Ore float. Broker fee The finance ministry said the department of disinvestment would bear the expenses for hiring brokers and sub-brokers to promote the issue to retail investors. It has directed the lead managers to pay the commission within 30 days for issues up to Rs 1,000 crore and within 45 days for issues of a greater size. The directive is effective from April. Employee quota Divestment secretary Sumit Bose said selloffs in identified companies were likely this fiscal. He said none of the PSUs since the past year were able to sell the entire quota reserved for their workforce. "What we have found in the seven, eight instances is that whatever was reserved for employees has not been fully subscribed. The best subscription we had was of Rural Electrification Corporation, which went up to 75 per cent. In some companies it has been as low as 20-25 per cent," Bose said at a seminar here today. In the recent follow-on public offer of Engineers India, only around 60 per cent of the employee quota got subscribed. |

US jobs will not go to India: Obama
US President Barack Obama has said that America had returned to robust competitiveness and the danger of jobs and industries fleeing to countries like China, India or Germany was over."When I took office, we put in place a new economic plan that rewards hard work instead of greed; a plan that rewards responsibility instead of reckless; a plan that focused on our middle class, (and) making them more secure," Obama said at a Democratic Fund Raiser in Austin, Texas.
The US President said that the US "was competitive over the long run so the jobs and industries of the future weren't going to China or India or Germany, but were going to the United States of America, right here."
Gradually entering into an election mode with the mid-term elections less than three months ago, the US President has been frequently in his public speeches claiming how his policies are aimed towards stopping outsourcing of jobs and manufacturing.
Instead of spending money on special interest tax loopholes that don't create American jobs, we said we're going to make smart investments in education and innovation and clean energy that will benefit all people and our entire economy, he said.
"Instead of giving special interests free rein to write their own regulations, we demanded new accountability from Washington to Wall Street so that big corporations had to play by the same rules as small companies and by individuals.
That's only fair," Obama said.
Observing that it took nearly a decade to enter the current phase of the economic mess he inherited, Obama said it's going to take some more time to "dig our way out" of that hole.
"The devastation that has touched so many of our families, so many of our communities, that is going to take some time to heal. And I hear those stories firsthand wherever I travel.
I hear about them in the letters that I receive every night that I read from people who are doing their best to keep on striving towards that American Dream, but keep on hitting a bunch of road blocks and are looking for help.
So the road to recovery is long and it's filled with challenges. And I'm under no illusion that we've gotten there yet. We've got a lot more work to do," he said.
Continuing with his critic of the Republican policies, Obama said: "We've got a choice between a forward-looking agenda that is rebuilding the structure of this economy so it's working for all Americans, or just going back to the same stuff that got us into this mess."

Oil spill: BMC conducts checks on seafood items
In wake of the collision between two ships and the subsequent oil spill off the coast here, BMC has started conducting random checks of seafood items in civic markets to ensure they are free of any contamination. "As the oil spill spread fast and thick off Mumbai coast, we have taken samples of sea food items like Bombil (Bombay Duck) and Prawns.These samples have been sent to labs for testing and reports will come within four days to confirm whether they are hygienic or not," BMC Assistant Municipal Commissioner (Markets) Deepak Kamat told PTI here. "Also, we fear that small fishermen might start fishing activity as this is their only source of income.
So we have commenced surveillance to avoid any health hazards," he said. Checks have been conducted only in affected city areas like Colaba, Fort, Nariman Point and others from where most of the sea food is procured.
These checks were done on a random basis at those landing spots that supply sea food to municipal markets, Kamat said, adding the process will continue for a few more days. BMC has 92 municipal markets in all of which 53 sell sea food.
There are over 29 markets in the city area, of which sea food is available at 24 markets, he said. The civic body has also issued an advisory asking people to take precautions while buying fish.
Fishermen have also been told to avoid fishing in areas affected by the oil spill.
54,637 reserved posts vacant
New Delhi, Aug 11 (IANS) A total of 54,637 Scheduled Caste, Scheduled Tribe and Other Backward Classes are vacant in central government ministries and departments.Minister of State in the Prime Minister's Office Prithviraj Chavan told parliament Wednesday that the number of vacancies in the three categories were 26,565, 25,649 and 21,143 respectively.
Of these, 12,045, 2,799 and 3,876 posts had been filled, Chavan said in the Lok Sabha in reply to a question from P.L. Punia.
The minister said a special recruitment drive was launched Nov 19, 2008 to fill up the backlog of reserved vacancies.
Prime Minister Manmohan Singh today met President Pratibha Patil and discussed the current situation in Jammu and Kashmir besides other issues. The meeting comes a day after Singh unveiled a major initiative to deal with the unrest in Kashmir saying the Centre is willing to consider autonomy for the state within the ambit of the Constitution.
Singh is understood have apprised her of his talks with various political leaders from the state on the present situation in the Kashmir Valley which witnessed a spate of violence over the last two months claiming nearly 50 lives. The two leaders met for nearly 30 minutes during which they discussed the ongoing Parliament session and issues relating to agriculture including dry land farming, a Rashtrapati Bhavan spokesperson said.
They also discussed internal security matters and various other issues of national and international importance, the spokesperson said.
On being asked in the Parliament if the Government would take action against those who appreciate the anti-democratic movement in the Naxal areas and pay tribute to the harbingers of Naxalism, Chidambaram said: "To a question that is framed in such a general manner, the answer can also be in a general manner. No-one should support the Maoists and the government would certainly not encourage anyone to support the Maoists."
Earlier on Tuesday, the proceedings in both houses of Parliament were disrupted after the Opposition sought a clarification of Banerjee's pro-Maoist remarks.
Addressing a public rally in Lalgarh on Monday, Mamata Banerjee said the way Maoist leader Cherukuri Rajkumar, alias Azad was killed was not right and asked for a probe into his death.
"I feel the way Azad was killed is not correct. Swami Agnivesh had made him agree to hold talks (with the government). What happened was not correct. I feel the process (for holding talks with the Maoists) should start," she added.
Trinamool Congress members started protesting prompting the Left members to rise in their seats and back the BJP in attacking Banerjee. Trinamool member Sudip Bandopadyay was seen gesturing in the House suggesting that the BJP has made common cause with arch ideological rivals - the Left parties.
"They do not want Question Hour to run," Parliamentary Affairs Minister Pawan Kumar Bansal said, pointing towards the Opposition benches as BJP and Trinamool members continued to raise slogans against each other. Congress members were on their feet demanding smooth functioning of the Question Hour.
As the Speaker continued with the Question Hour, the BJP members took their seats acceding to the Chair's request to raise the matter during Zero Hour. Yesterday, at a rally in the Maoist stronghold Lalgarh in West Bengal, Banerjee condemned "the manner" in which Maoist spokesperson Cherukiri Rajkumar, alias Azad, was "murdered" in Andhra Pradesh last month.
Azad was killed by Andhra Pradesh Police in the Jogapur forest area at Adilabad District on July 2.
"We are ready to support you (Maoists):tell us what you want us to do; but on one condition:you have to stop violence and bloodshed. You will achieve nothing by killing innocent people"

Dear working people
The accused in the Bhopal Gas tragedy have been let off, without even having to spend a single day in jail. And, the Bhopal high court has painted this massacre as a mere accident. The American government has refused to hand over Warren Anderson, the Chairman of Union Carbide and the prime accused in the Bhopal Gas tragedy. Not willing to interrogate Anderson, who was responsible for the death of over 23,000 people and the maiming of over 5 lakh people, the Manmohan Singh government is lying that it would reopen the case and provide compensation to the victims.
The gas leak that happened in the midnight of 2 December 1984 in the Union Carbide factory was not an unexpected accident. It was a cold-blooded murder committed by the American company. The crimes included shoving off the manufacture of hazardous materials from America to India, setting up a plant to manufacture insecticide from Methyl-Iso-Cyanide in a residential area, cutting down on expenditure involved in implementing safety measures to increase the profits despite accidents in the past and hiding the name of the poison (cyanide) to doctors who treated the victims, thereby letting the victims suffer a painful death. The fundamental crime is the manufacture of chemical weapons under the cover of insecticide production.
Union Carbide is not the only criminal. Indira Gandhi licensed it despite being aware of the dangerous nature of the plant. And, Rajiv Gandhi, released Anderson, apologized to him, and safely sent him on a state aircraft to America. In 1989, the Rajiv Gandhi government connived with Union Carbide and fixed the price of one Indian life to be Rs. 12,414. The Supreme Court undermined the crime to a mere road accident. The CBI colluded with the Congress party and did everything to destroy the case and set free Anderson. The Vajpayee government, which came to power next, supported all the associated conspiracies. Today, all these criminals pretend as if they were innocents.
The judgement delivered to the Bhopal victims, who waited for over 26 years, is a brutal attack worse than the massacre itself. Now, this injustice is about to become even a law under the Indian Constitution. The Manmohan Singh Government's nuclear law says, 'even if the nuclear plants that we buy from American companies blow up tomorrow and cause several million deaths in India, we will not hold the American companies responsible or even ask them for any compensation.' Dow chemicals, which acquired Union Carbide some time back, was the sole supplier of napalm firebombs to the US military during the Vietnam war. This blood-thirsty company is being welcomed with red carpet by the Manmohan Singh Government to come and set up business in India! The Bhopal massacre has exposed the tenets of the Indian state… "kill the Indian people for the profits of MNCs, usurp the people's land, drive them out, do away the rights, destroy the indigenous industries, what the MNCs say is rule of law, and the growth of MNCs is the nation's development!"

Muslims of the undivided India became the worst victims of Brahminism because Islam posed an all-round threat to its exploitative tenets. To escape from the horrors of Brahminism, Muslims ultimately sought partition (1947).
Bengal had the largest concentration of Muslims and that is how the Brahminical terrorist party took its birth in Bengal to prevent the large-scale conversion of Dalits into Islam. Sir Sayyid Ahmed Khan of Aligarh was the first most famous Muslim to unite the community against Brahminism. Tilak, a Chitpavan Brahmin from Pune, became the father of the anti-Muslim war and violence by staging Ganapati festival. The first riot took place in Bombay in 1893.
Dalits preferred Islam: A Bengali Brahmin, Bankim Chandra Chatterji, wrote the Anand Math, inciting "Hindus" to kill Muslims and also composed the notorious anti-Muslim song, Vande Mataram. When the persecuted Muslims, unable to bear Brahminical violence, appealed to the then British rulers they partitioned Bengal creating a Muslim-majority district (1905) against which the Brahminists launched a violent agitation. The Congress Party virtually became a Brahminist weapon. Tagore led the struggle against the partition of Bengal. The British were then forced to annul the partition.
It is this unending Brahminical hatred of Muslims that forced them to seek a separate country.
M.K. Gandhi, as Hindu leader, was the no.1 conspirator to drive Muslims out of India. Arya Samaj, became a violent movement to fight Muslims.
The author says the principal grouse of the Brahminists was that the Untouchables of India preferred conversion to Islam by which they ceased to be Untouchable. It is the wholesale conversion of Dalits that upset the Brahminists because that decreased the "Hindu population". To fight such conversions they started the RSS.
All the top Brahmins like Tilak, Gokhale, Bankim Chandra Chatterji, M.M. Malaviya, Lala Lajpat Rai, Surendranath Banerji called upon the "Hindus" to arm themselves to fight and kill Muslims. This led to widespread anti-Muslim riots in many parts of India with hundreds killed. It was at this juncture the beleaguered Muslims launched the Muslim League headed by Jinnah to assert the rights of Muslims who then formed 1/5 of India. Arya Samaj was in the forefront of fomenting anti-Muslim riots. The Moplah rebellion of Kerala (1921) was a major event of all-India importance. Gandhi played an important role in provoking Hindus.
Such an all-round prejudice and reckless physical violence naturally forced Muslims to seek a separate homeland (Pakistan) for Muslims. Allama Iqbal, the eminent poet, made this proposal in his 1930 presidential speech at the Allahabad Muslim League conference.
Pendrel Moon, a noted British author of the book, Divide & Quit, said:
"The Hindus say Muslims were brothers but would in fact treat them as less than step-brothers".
Abul Kalam Azad, a Brahminical stooge, was the only one who went with Gandhi.

Prime Minister's opening remarks at the meeting of all-party delegation from Jammu and Kashmir

Friends,
I welcome you today with grief in my heart, but hope in my mind.
I grieve for all those who have lost their near and dear ones in Kashmir and in the Ladakh region.
I propose that we rise to observe a minute's silence to pray for the departed.

The Government of India will continue to provide relief and other assistance and help the State Government in providing rehabilitation for all those affected by the unfortunate natural disaster in Ladakh. The whole country is with the people of J&K in their hour of sorrow.
The events in Kashmir over the past few weeks have caused me great pain. I share the grief, the sorrow and the sense of loss of every mother, every father, every family and every child in Kashmir.
I can feel the pain and understand the anger and frustration that is bringing young people out on to the streets of Kashmir. Many of them have seen nothing but violence and conflict in their lives and have been scarred by suffering.
Today I wish to share with you my sense of hope for the people of Jammu and Kashmir that I have long nurtured.
The State is only now emerging from the shadow of more than two decades of a deadly insurgency, which brought only death and devastation to the beautiful State. These were two lost decades in the history of Jammu & Kashmir's development.
Let us make a new beginning. I appeal to the youth to go back to their schools and colleges and allow classes to resume. I ask their parents: what future is there for Kashmir if your children are not educated?
I am convinced that the only way forward in Jammu and Kashmir is along the path of dialogue and reconciliation.
Our Government, more than any other government in the past, has invested heavily in the peace process in Kashmir. The brave rejection of militancy by the people opened the door for us to pursue an unprecedented and intensive internal and external dialogue on the issues that have bedeviled Jammu and Kashmir for six decades.
With Pakistan we took a number of bold and indeed historic decisions. A bus service was started. We facilitated trade across the LOC. We facilitated arrangements for divided families to meet. We changed the policy on allowing people representing different shades of opinion to visit Pakistan because we wanted to involve all sections of the people in the peace process.
We set up a number of round-tables and then working groups in which many of you participated actively. Recognising the diversity of the State, we tried to address the problems of the Kashmir valley, Jammu and Ladakh in a comprehensive manner. We committed unprecedented financial resources for the State's economic reconstruction.
I repeat all this to remind you of the many positive things that have happened as a result of the peace process and the sincere efforts we have made to bring about a durable peace in Jammu & Kashmir.
Nothing will give me greater satisfaction than to see a permanent and just settlement of all outstanding issues that protects the honour and self-respect of all sections of the people of the State.
But even with the best of these intentions, I cannot say that a complex problem that has defied resolution for 63 years can be solved easily or quickly. We need patience, wisdom and a spirit of conciliation to guide us through ups and downs in the process.
I urge the people of Jammu and Kashmir to give peace a chance. There is a lot of hard work that needs to be done to rebuild the State and its institutions. We must promote economic activity and create opportunities for employment. We must build physical and human resource infrastructure.
But I recognize that the key to the problem is a political solution that addresses the alienation and emotional needs of the people. This can only be achieved through a sustained internal and external dialogue. We are ready for this. We are willing to discuss all issues within the bounds of our democratic processes and framework.
But this process can gather momentum and yield results only if there is a prolonged peace.
I believe that the vast majority of the people want a peaceful resolution of all issues. Let us recognize that repeated agitations whether violent or otherwise only obstruct this process.
The cycle of violence must now come to an end. We must collectively ensure that no innocent life is lost again. It is, of course, the bounden duty of the Government to maintain law and order. We cannot allow the turmoil to continue.
We understand the prevailing public sentiment on the issue of the Armed Forces Special Powers Act. Eventually the J&K Police has to take on the burden of normal law and order duties. They do not require special powers to discharge their functions. We will help to accelerate the process of strengthening and expanding the J&K Police so that they can function independently and effectively within the shortest possible time.
The J&K Police and other security forces are performing an extremely challenging task in difficult circumstances. Many of them have been seriously injured during the past few weeks.
There are elements that are trying to weaken the resolve of the J&K Police and trying to undermine their lawful efforts. I urge the State Government to take effective action to protect its policemen and their families. We should not do anything to demoralize the security forces.
The State Government and the Chief Minister are making efforts to renew contact with the people. The Central Government is fully supportive of these efforts, which should be intensified. I believe that all of you have the solemn duty of reaching out to the people and reinvigorating peaceful political activity on the ground, which is lacking today. The youth wings of your parties should be activated. In a democracy leaders have to listen to the voice of the people and gain their trust and confidence.
I believe that local body elections should be held early to increase peoples' participation in democratic governance and to ensure political empowerment at the grassroots level.
I would urge you to build a consensus on a practical and realizable vision of Jammu and Kashmir's future. And the people have to be convinced that this future has to be grounded in political and economic realities of our time.
Recently, young MPs from all political parties made an appeal to their brothers and sisters in J&K to exercise restraint and have trust in the power of dialogue. I fully endorse their call.
Every possible effort should be made to reach out to the youth in Jammu and Kashmir. We must respond in a sincere and substantive manner to their genuine aspirations for freedom from fear and for freedom to build for themselves a life of dignity, security and well-being.
I assure the youth of Jammu and Kashmir that their genuine empowerment will be accorded the highest priority in our Jammu and Kashmir policy.
I recognize that the benefits of the large economic reconstruction package for J&K have not been fully felt on the ground. We will quicken the pace of its implementation in cooperation with the State Government.
Based on the experience gained, I am proposing to set up an Expert Group headed by Dr. C. Rangarajan with Shri N.R. Narayana Murthy, Shri Tarun Das, Shri P. Nanda Kumar, Shri Shaqueel Qalander and an official representative of the J&K Government as members to formulate a Jobs Plan for the State, involving both the public and the private sectors. To increase employability in the State the Group will interact with the National Skill Development Mission and submit its report within three months.
But to show results of such efforts on the ground, you will have to engage actively with the youth and give them the sense of purpose, hope and direction they need to make use of the many opportunities that our economy provides.
I am optimistic about the future of Jammu and Kashmir. India's democracy has shown that it has the resilience to accommodate a diversity of aspirations and unique circumstances and the capacity to solve complex problems.
If all sides show wisdom and restraint, I believe that we can put the bitterness and pain of the recent past behind us and breathe new life in to the peace process. I urge you to carry back with you a message of peace and reconciliation, a message of our serious will and intent to solve all problems through dialogue and a message of deep empathy for the youth of Jammu and Kashmir.

Azad's killing: Chidambaram rejects Mamata's demand of inquiry
Home Minister P Chidambaram on Wednesday rejected the demand of Railway Minister Mamata Banerjee for an inquiry into the encounter killing of Maoist leader 'Azad'."Please tell me under which law the Centre should initiate inquiry into the encounter killing of Maoist leader 'Azad', I am asking my non-lawyer friend Yashwant Sinha," Chidambaram said replying to a discussion in Lok Sabha on Bhopal gas tragedy.
The minister said, "Maintaining law and order in the state is the responsibility of the respective state government. If you want an inquiry, you go to state Assembly and ask for passing a resolution for that."
"If you want any resources under my command for an inquiry into the case, I am ready to provide," he said.
The minister chose to speak on the issue when Sinha intervened and said, "Your minister (Mamata Banerjee) has demanded an inquiry into the case."
Azad, who was a member of the CPI(Maoists) politburo and spokesperson for the insurgents, was killed by police in an encounter in Adilabad district of Andhra Pradesh on July two.
During a rally in Lalgarh on Monday, Railway Minister Mamata Banerjee had termed as "not correct" the killing of Maoist leader Cherukuri Rajkumar alias Azad who, she claimed, had agreed to hold talks with the government on behalf of the Naxals.

RBI processing 18 foreign banks' applications for licence
By fe BureausThe Reserve Bank is processing applications of 18 foreign banks for opening branches/representative offices in India, minister of state for finance Namo Narain Meena said in a written reply to the Rajya Sabha on Tuesday.
"As on date, applications by RBI from 18 foreign banks for opening maiden branch/ representative office are under various stages of progress", he said. As on June 30, more than 300 foreign bank branches are present in the country, he added.
Responding to a query on whether allowing foreign banks setting up base in India would effect domestic banks, he said the RBI was preparing a discussion paper on the impact and would take some time before coming up with the final recommendations on granting new licences.

PSU selloffs find few takers in employees
By fe BureausThe lack of subscription to public offers in the government-owned companies has become a matter of concern for the disinvestment department that is putting in place a robust pipeline of companies that can tap the markets in coming years.
Public sector undertakings are finding it hard to convince their own employees to participate in the disinvestment programme and none of the companies saw full subscription of the entire quota reserved for their workforce in public offers since the last fiscal, disinvestment secretary Sumit Bose said. "The best subscription we had was of REC, which went up to 75%. In some companies it has been as low as 20-25%," Bose said. "REC is a very urban type of corporation with limited number of employees. Its strength is that and many of them are in the head quarters. On the other hand, let us look at NMDC. Spread all over in some of the remotest corners of the country, much of it is inaccessible to lot of grades of employees," Bose pointed out.
Opening Demat accounts for employees of Coal India, which is set to tap the market, is a huge task that the government is facing today. It is considering stake sale through public offerings in MMTC Ltd, Coal India Ltd, SAIL (SAIL.NS : 195.4 -1.4

Contradiction in government policy on tackling Maoists: CPI-M
The Communist Party of India-Marxist (CPI-M) Wednesday charged the government with contradicting its policy of tackling the Maoists, saying it had not come clean on Railway Minister Mamata Banerjee taking the support of an organisation backed by the ultras for her Lalgarh rally on Monday.CPI-M leader Sitaram Yechury said the People's Committee against Police Atrocities (PCPA), which the government had described as a front organisation of the Maoists, had extended support to the rally addressed by Banerjee Monday in Lalgarh.
"CBI (Central Bureau of Investigation) says that (activists of) PCPA are involved in Gyneshawari Express blast case. A minister is holding a meeting (with their support) and protecting them. There is a deep contradiction," Yechury said.
He said that the government was keeping quiet as it needed the support of the Trinamool Congress to stay in power.
"This is disservice to the country. How will they contain violence like this," Yehury asked.
He said Prime Minister Manmohan Singh had on several occasions described the Maoist problem as the single most important internal security challenge but a minister of his team was taking their support for her rally.
At the Lalgarh rally Monday, Banerjee slammed the killing of Maoist spokesperson Cherukuri Rajkumar alias Azad, in an encounter in Andhra Pradesh July 2, suggesting it was a staged shootout.
The CBI has arrested activists of PCPA for alleged involvement in the derailment of the Gyaneswari Express that left 148 people dead in West Midnapore district of West Bengal.
Manmohan Singh becomes third longest-serving PM
Manmohan Singh has become the third longest-serving prime minister of India as he completed 2,273 days in office Wednesday.India's first prime minister Jawaharlal Nehru tops the list at 6,130 days, while his daughter Indira Gandhi remains the second longest-serving prime minister with 5,829 days in office.
"There are no special celebrations for the day. The prime minister is following his routine schedule," an official in the Prime Minister's Office (PMO), who declined to be identified, said.
"The main functions he celebrates related to his office are the anniversaries of the UPA (United Progressive Alliance) government.They are all well publicised functions attended by UPA chairperson Sonia Gandhi and other leaders," the official added.
Manmohan Singh, 77, moved to the thrid slot Wednesday, replacing his predecessor Atal Bihari Vajpayee, who had been in office for 2,272 days over three terms.
Vajapyee was prime minister for 13 days in 1996 and for 2,256 days in the second and third terms during 1998-2004.
The Manmohan Singh-led UPA-1 (2004-2009), at 1,826 days, holds the second position among the longest-serving central governments. Indira Gandhi's second stint (March 18, 1971-March 24, 1977) tops the list at 2,198 days. This became possible for Indira Gandhi as her government's tenure was extended during the emergency.
After Nehru, Manmohan Singh is the only prime minister to have been re-elected on completion of a full five-year-term.
"Dr. Singh does not bother about ornamental statistics. His focus is always on dedication and quality of work," said the PMO official.

NEW DELHI: Infosys Technologies said the cost from US plans to hike visa application fees on some technology firms operating in the United States would over time be passed on to customers as it was an industrywide issue.
The US House of Representatives is expected to vote on Tuesday on border security legislation, which also significantly raises visa application fees on a select group of companies that operate in the United States, including Infosys.
Infosys Technologies chief executive Senapathy Gopalakrishnan told reporters late Monday that the new fees would however in the immediate future have a minimal impact on India's second largest outsourcer. Indian outsourcing companies have come under recent criticism from some US politicians who say they add to unemployment in the United States by outsourcing jobs to foreign workers.

"What happens over time is that this (visa cost) is transferred to customers because this is industrywide. It will be built into the cost," Gopalakrishnan said. He said that in the short term, the cost of new visa regulations would be approximately $4 million to $6 million as it would affect 2,000-3,000 Infosys employees.
The beefed-up US border security measures were approved by the Senate last week and the sponsor, New York Democrat Charles Schumer, said that the bill was also targeted at a select group of companies that "exploit" US law to import workers from abroad.
Senate aides said this would affect four companies from India that operate in the United States: Tata Consultancy Services, Infosys, Wipro and Mahindra Satyam. Gopalakrishan said he felt "sad and disheartened" by the move, but said the company needed to better educate sceptics.
He said he believed the Indian government was putting pressure to find a solution to this. "We hope the government will continue to support us."

Mayawati allocates Rs 500cr more for Dalit icon parks
LUCKNOW: Unfazed by criticism against "overspending" on parks and statues, Uttar Pradesh chief minister Mayawati once again allocated nearly Rs 500 crores towards her dream projects in the Rs 5,461 crore supplementary budget tabled before the state assembly Tuesday.
While the larger chunk of the allocation (Rs 409 crore) was meant for the sprawling 190-acre Kanshi Ram Eco Park coming up on the site of the shifted Lucknow district jail, some funds were also earmarked for three other projects underway to commemorate the contribution of the Bahujan Samaj Party (BSP) founder and Babasaheb Bhimrao Ambedkar, the party's tallest icon.
On the contrary, the budget has an allocation of barely Rs 3.5 crore for development of Amethi as a district, the political bastion of the Congress represented by Rahul Gandhi.
Mayawati's declaration to upgrade Amethi and name it Chattrapati Shahuji Maharaj district had come as a jolt for the Congress leadership.
Prior to Rahul, the Amethi parliamentary constituency was represented by his father Rajiv Gandhi and still earlier by his uncle Sanjay Gandhi.
However, while tabling the budget, state Finance Minister Lalji Verma did not focus at all on Amethi. In fact, apart from construction of a few residential quarters for officials and a small building for the treasury, only token allocations of Rs 1,000 were made against several other heads including infrastructure.
Significantly, Rs 23.82 crore was earmarked as overhead charges to be paid to the government agency engaged in the construction of the Kanshiram memorial (Manyavar Shri Kanshiramji Samarak Sthal) while Rs 48.22 crore was allocated for the Ambedkar memorial (Dr.Bhimrao Amedkar Samajik Parivartan Sthal).
Out of the latter sum, Rs 8.46 crore is for giving a facelift to the exteriors of the Ambedkar memorial.
Mayawati, while justifying the allocation of more than Rs 6,000 crore towards these memorials in successive budgets, had earlier asserted that whatever she had spent each year towards commemoration of these icons was not more than one percent of the state's annual budget.
In a statement issued here Tuesday evening, the state government clarified that budget allocation towards the monuments was in no way in "violation of the Supreme Court order, suspending all construction activity at the Ambedkar memorial".
"The budget has been earmarked only for giving a facelift to the exterior of the monument and not for carrying out any work inside the premises," an official spokesman claimed.
Govt sanctions additional Rs 4764 crore for submarine project
With the delivery of the Scorpene submarines getting delayed, the government has sanctioned an additional amount of Rs 4,764 crore for the project, the Rajya Sabha was informed today.
"The last (of the six) submarine will be delivered in the second half of 2018. Government has recently sanctioned an additional amount of Rs 4764 crore for the project," Defence Minister A K Antony said in reply to a written query.
India had signed a Rs 18,798 crore deal with France in 2004 for six diesel electric submarines to be constructed at an Indian shipyard and the first submarine is expected to be completed by the Mazagon Dockyards Limited in Mumbai by 2012.
The minister said the delay in delivery of the submarines was due to initial teething problems, absorption of technology and augmentation of the MDL infrastructure and procurement of MDL-procured materials.
Antony said the defence shipyard has put in place various plans to obviate any further delay.
On another query on the artillery ammunition, the Defence minister said the Krasnopol ammunition was procured from Russia in two batches in 1999 and 2002.
"The 1999 ammunition is serviceable and fit for firing during training and operations after repairs by the Original Equipment Manufacturer. The 2002 ammunition is under quality claim repairs by the OEM," he said.Reliance plans to restart fuel stations

NEW DELHI: Reliance Industries plans to reopen all of its fuel stations in the country and is currently selling petrol and diesel at the same rates as state firms, a company statement said on Wednesday.
Reliance, which operates the world's biggest refining complex at Jamnagar in Gujarat, shut down its petrol pumps in 2008 as crude prices surged towards $150 a barrel. At the time the Indian government subsidised fuel sales by state firms, knocking private retailers out of the market.
"If the government announces diesel deregulation then diesel, like petrol, will also be available at market rates. Further to this Reliance will resume operations across all pumps, pan India," the Reliance statement said.
Retail sale of petrol and diesel are again viable since the end of June when the government lifted all controls on petrol and raised administered prices of other fuels including diesel. Reliance owns more than 1,400 fuel stations in India.
The government plans to free diesel prices also, but the deputy chairman of the Planning Commission said in an interview the government would set diesel rates for the next few months.
Essar Oil, the only other private refiner in India, and Reliance had together captured about 17 per cent of domestic retail market for diesel and accounted for 10 per cent of petrol sales by 2005 before they were forced to shut down their pumps.
"Now, with the deregulation of petrol, there is a level playing field and Reliance petrol will now be sold at the same price as that of the other oil companies," the statement said.Mumbai port crisis may hit fuel supply

However, he added that the company has enough stocks for a few more days and could draw additional input from ONGC if need be. BPCL sources 30% of its requirement from the ONGC. On the other hand, HPCL gets a lesser share from ONGC and a major part comes from offshore sources. "As of now their is no scarcity of crude oil but if the shipments are delayed for a long time we will have to explore other options," said a company official requesting anonymity. State-run BPCL operates a 240,000 barrels per day refinery where as HPCL operates 130,000 bpd refinery in Mumbai.

Success despite govt, courtesy jugaad

No less than 93% of Chinese businessmen say the main reason for their spectacular success is network connections (guangxi), especially with government officials. Indian businessmen, however, have succeeded despite the government: 81% say the main reason for their success is jugaad, the ability to find innovative way round prohibitive rules and institutions.
This is the key finding of a survey of 4,000 businessmen in the two countries by YouGov, a top online survey organisation, and the Legatum Institute, an independent think tank. The survey represents the subjective view of Indian and Chinese entrepreneurs, but has a ring of truth.
China is in many ways a government-led success. Chinese businessmen add that the government's regulations remain major hurdles, but see a much more positive side to officialdom than in India. Only 11% of Indians view the government as 'very good' against 30% in China.
Most Indian business owners view the government as corrupt, wasteful and ineffective. They acknowledge major gains from liberalisation but see corruption as a terrible problem that merits top priority in the future.
India's main successes are in the private sector, while its main failures are in the government sector. That is surely a major reason why India has lagged behind China for three decades. It may yet overtake China in the next decade because of its demographic dividend. In 2011-20, India's workforce will increase by 110 million, but China's by less than 20 million, according to a Goldman Sachs study. This advantage may translate into faster GDP growth.
But even India's workforce surge is surely a private sector success. You could call it private initiative in the bedroom. Cynics will disagree: they will say our demographic dividend is due to the utter failure of the state in family planning in Uttar Pradesh, Bihar and Rajasthan! These states have by far the highest fertility rate: four children per woman. The fertility rate is half that in progressive states.
The YouGov-Legatum survey provides many other fascinating insights. It says 62% of entrepreneurs in China and 48 % in India think their own country will be the biggest global economic power in 20 years.
One-fifth in India and just over onethird in China believe the global financial crisis has made starting and running a business more difficult.
This suggests that China has been less resilient than India in facing the financial crisis. This probably flows from China's greater dependence on exports.
Large majorities - 81% in China and 65% in India - believe they are more naturally entrepreneurial than other societies. Indians think they have more jugaad. Now, Europeans beat the pants off Chinese and Indian businessmen after the industrial revolution.
But the confidence now exuded by Indian and Chinese entrepreneurs shows that feelings of inferiority induced by the colonial era are almost entirely gone.
Chinese entrepreneurs say the main reason for starting businesses is to make money. Indians give money a lower priority, and say their main motivation is independence, being one's own boss.
In both countries, businessmen seek not just money but community improvement. Nearly two-thirds of business owners in both countries say that improving the quality of life in their communities is 'very important, a main motivation for what I do'. Cynics will scoff. But entrepreneurs see business as aiding, not coming in the way of, social development.
Only a small fraction - 6% in China and 2% in India - sees philanthropy or volunteerism as the primary means for creating social impact.

Autonomy for Kashmir only after consensus, says BJP
Reacting to the Prime Minister, Dr Manmohan Singh's Jammu and Kashmir's autonomy formula, senior Bharatiya Janata Party (BJP) leader M Venkaiah Naidu on Wednesday said all political parties must first discuss the proposal for autonomy thoroughly.
"What is autonomy? This has to be discussed thoroughly. The Prime Minister must first table a proposal on Jammu and Kashmir," said Naidu.
"We are for the total integration of Jammu and Kashmir. All political parties must first discuss the Prime Minister's proposal," he added.
The Prime Minister in his closing remarks at a meeting of representatives of various political parties from Jammu and Kashmir on Tuesday said: "If there is consensus among political parties on autonomy for the State, then it can be considered within the ambit of the Constitution."
"People of the State must have a life of self-respect and dignity," he added.
Noting that a 'political solution' is the key to the problem in Kashmir, Dr Manmohan Singh, however, made it clear that nothing will be done outside the framework of the Constitution.
"We are all servants of the Constitution. There are many shades of opinion in various parts of Jammu and Kashmir. I and my senior ministers present here show our seriousness in addressing the issues," he added.
33 per cent Civil Service officers had considered quitting
About 33 per cent of the officers selected through Civil Services had considered resigning at some time or the other in their career, the government said today. A survey has indicaged that "about 33 per cent of the respondents had considered resigning at some time or the other in their career mainly because of better opportunities outside government and disappointment about lack of recognition among others," Minister of State for Personnel, Public Grievances and Pensions Prithviraj Chavan told Lok Sabha.
"85 per cent of the respondents feel that they have enjoyed their work in the Civil Services and are proud of being in the Services," Chavan said in written reply to a question. It also comes out from the report that postings and transfers, performance appraisal, opportunities for deputation, timely promotions and corruption rank high among the concerns of civil servants, he said.
The copies of the survey have been sent to the Cadre Controlling Authorities and the states concerned for follow up action as needed. "Amongst the measures being considered are formulating a bill captioned ''Civil Services Standards and Accountability Bill, 2010'' reviewing All India Services Rules and Performance Appraisal Report, introducing reforms in civil services examinations, prescribing definite time limit for suspension or disciplinary cases and streamlining pay rules," the minister added.
Govt rejects proposal to split Indian Forest Service
Terming wildlife and forest conservation as two sides of the same coin, the Environment Ministry has rejected a proposal to split the forest services into two services, with one looking after wildlife. "Wildlife conservation has to take support from forest conservation only, so the two could not be separated.
Hence a proposal to split the Indian Forest Services (IFS) into two have been shot down," Director General (Forest) Dileep Kumar said. He was speaking at a meeting of the Field Directors of Tiger Reserves from different states, organised by the Wildlife Crime Control Bureau (WCCB) here yesterday.
There had been constant demand from various NGOs to split the IFS into two services, claiming the move would ensure better management of wildlife and forest sector. Kumar, however, made it clear that the government has no plans to do so, at least in the near future.
He also exhorted the field directors to develop wildlife management in a way which uses the stake of local communities. "We have to be in touch with our people continuously, find ways not to create a sense of antagonism with local communities continuously.
Forest department has a very characteristic way of functioning, as it is marked by high degree of isolation. "This makes them highly dependent on local communities," the official pointed out.
He said as a small step in the direction of creating specialisation and expertise in the forest service, the ministry is planning to start three fellowships-- Hari Singh Fellowship for fresh officers, S K Fellowship and C. Ranganath Fellowship. Kumar also pointed out that a total seven officers who passed out this year from IFS and have shown more than extraordinary interest and aptitude in wildlife, have been identified and selected for specialised training in wildlife management.
Shiv Sena raises Belgaum issue in RS, Question Hour disrupted
Shiv Sena today stalled the Question Hour in the Rajya Sabha briefly to demand an immediate discussion on the Maharashtra-Karnataka boundary dispute, leading to adjournment of the House for 15 minutes. As soon as the House met for the day, Manohar Joshi (Shiv Sena) was on his feet saying he has given a notice for suspension of Question Hour to discuss the issue as well as the alleged atrocities on Marathi-speaking people in Belgaum district of Karnataka.
Chairman Hamid Ansari, however, disallowed the notice but unrelenting Shiv Sena members trooped into the well to the issue more forcefully. After repeatedly requesting the members to take their seats, he adjourned the House for 15 minutes.
Joshi, a former Lok Sabha Speaker, insisted that a matter on which hearing has not started in the court can be discussed in the House. "Your request has been considered carefully.
This calls for a ruling," Ansari said but could not give his ruling as Shiv Sena members kept raising the issue loudly near the podium. "People are suffering, why cannot it be discussed," Joshi asked.
"Injustice has been done to Marathi-speaking people in Belgaum." "Sub-judice matters can be discussed in the House.
Union Carbide issue is also a sub-judice matter," he said in an apparent reference to a short duration discussion listed in day''s proceedings. Ansari said the issue cannot be argued by a member who does not speak from his seat.
"If this is an effort to restrain the Chair from giving a ruling, then this is a very sad day," he observed, asking members to go back to their seats. "We have to go by procedures.
