Anil Khanna resigns from CWG OC treasurer's post


Already engulfed in a series of corruption charges, the CWG Organising Committee on Thursday faced more problems with its treasurer Anil Khanna resigning from the post in wake of allegations that his son's firm secured contract for laying synthetic courts at tennis stadium.

OC sources said that Khanna, also All India Tennis Association secretary, has put in his papers on moral grounds in view of the allegations.

Khanna's resignation came hours before the OC's all-powerful executive board's emergency meeting convened to discuss the corruption scandal that has rocked the October 3-14 Games.

The sources said that Khanna resigned after questions were raised that there could be a conflict of interest as his son Aditya's parent company, Rebound Ace, had got the contract for laying 14 synthetic surfaces at the RK Khanna Tennis Stadium.

Aditya is the CEO of the Indian branch of the Australian-based firm.

Reports also said that top Indian tennis players were unhappy with the re-laid synthetic surface which is believed to increase injury risk and rejected by Australian Open.

Khanna though had defended that he was not involved while granting the contract to the Australian firm.


Cornered by allegations of corruption in the Commonwealth Games' preparations and isolated within his own party, under-fire Organising Committee chairman Suresh Kalmadi on Wednesday said he is ready to face any CAG or judicial probe into the financial transactions related to the event.

"I, as chairman of the Organising Committee, am prepared to face any scrutiny by (Comptroller and Auditor General) CAG or even a judicial probe for all financial transactions being reported by the media. All the people found guilty will be punished and brought to book," Kalmadi said in a statement.

Kalmadi's statement came a day after more allegations of irregularities and the Indian High Commission's e-mails being 'doctored' came to light. The Congress party also distanced itself from Pune MP.

Kalmadi reiterated that the all transactions were carried out by the full approval of the OC's various finance committee and he did not have any individual say on these matters.

"The financial procedures at the Organising Committee are well laid down and transparent. Any proposal that is prepared by the Functional Area Head first gets vetted by the OC Finance Committee which has two representatives of Government of India, and after that it is referred to Finance Sub-Committee, comprising of three Senior representatives of Government of India," he explained.

"Thereafter, the proposals are submitted to the Executive Board for its final approval. Chairman OC, in his individual capacity, does not have any financial powers," he added.

Kalmadi said, nonetheless, he has taken note of the various reported bunglings.

"60 days are left for the start of XIX Commonwealth Games 2010 to be held in New Delhi and 43 days for Games Village to open when about 8000 athletes and Officials from all continents of the world start arriving to participate in the Games," Kalmadi said.

"During the last week, media has come out with various stories regarding the irregularities in the orders/ procurement etc. of QBR Launch Function at London/Overlays and association of M/S Sports Marketing and Management (SMAM) in obtaining the Sponsorship for the games.

"I have taken a serious note of these reports and appointed a three member committee headed by Jarnail Singh, the Chief Executive Officer and two members, GC Chaturvedi, Special Director General and Gurjot Kaur Chief Vigilance Officer of Organising Committee to look into all the details of QBR Launch Function, Overlays and SMAM issues. The Committee has been asked to submit its report by August 5, 2010," the statement read.

The Indian Olympic Association chief was left red-faced on Tuesday when the Ministry of External Affairs said that the e-mails from the Indian High Commission that he made public to justify huge payments to a UK-based firm were 'doctored'.

His back against the wall, Kalmadi has been isolated in the OC as well with some his own colleagues demanding an emergency meeting to discuss allegations of corruption, which have also been highlighted in a Central Vigilance Commission report.

Meanwhile,
Government on Thursday assured the Rajya Sabha that it will look into the charges of corruption in the Commonwealth Games projects in the national capital but ruled out setting up of an apex committee to oversee the Games.

"As far as corruption is concerned, government will take all actions. I will write to the authorities including Finance Minister (and request him) please go seriously into ... if there is anything," Sports Minister MS Gill

Referring to the findings of the Central Vigilance Commission and CAG, he said the agencies must speed up action and "catch whoever is (responsible)".

However, he rejected demand from nominated member Mani Shankar Aiyar for a high-level committee on the lines of the one set up in the country for the 1982 Asian Games, stating "these committees serve nothing."

In a dig at his predecessor, Gill said Aiyar "has vast international experience but I also have my administrative judgement. If more committees could solve the problem of the country, we could have 10 more, but that is not a solution".

Aiyar made the demand for an apex committee headed by Gill to oversee the functioning of the games "in view of the patent failure to deliver untainted and clear games".

Gill said now that only 55 days are left for the games, there was no alternative but to host them with success.

"Have faith in India, India will get there....God is with us," Gill said adding all 13 major stadiums, including Jawahar Lal Nehru Stadium are ready.

The CVC has found serious discrepancies like award of works at higher rates to bidders, poor quality of construction and grant of work to ineligible agencies in different Games-related construction works. Political parties such as BJP and CPI (M) demanded action against the guilty.

Gill rejected the proposal of the Indian Olympic Association (IOA) to bid for the 2019 Asian Games. "The decision to host the games has to be taken after extensive inter-ministerial consultations...", he said.

Gill said the IOA had on April 28 this year sought 'in-principle' approval to host the 2019 Asian Games. It has projected an operating budget of USD 401 million for conduct of the games and likely generation of $450 million.

These projects are based on the budget and revenue of the Guangzhou Asian Games 2010 and "have little relevance in the context of hosting the games in India in 2019, he said.

"Accordingly, the present proposal submitted by IOA does not merit consideration", the Sports Minister said.

He said adverse media reports about the CWG projects would not influence the decision to bid for the Asian Games. However, the decision to make a bid would have to be taken after consultations with the ministries of finance and home before clearance from the Cabinet.

If the Asian Games were to held in India, the government would also have to decide whether Delhi or any other city will play host.

Darbari, Mohindroo and Jaichandran suspended from CWG : Lalit Bhanot

Lalit Bhanot, the Secretary General of the Commonwealth Games Organising Committee (CGOC), on Thursday said T S Darbari, Sanjay Mohindroo and M Jaichandran have been suspended from the 2010 Games following allegations of corruption.

CGOC Joint Director General T S Darbari, and a close side of Commonwealth Games Organising Committee Chairman Suresh Kalmadi, has been suspended after censure by the Sports Ministry.
The names of Darbari and CGOC Deputy Director General Sanjay Mohindroo figured in the investigations into alleged irregularites into services provided during the Queen's Baton Relay in London.
"Darbari and Mohindroo were the people responsible for delivery, Jaichandran was the person responsible for accounts and they would remain under suspension while the ED conducted its inquiry," said Bhanot.
Bhanot further insisted though that the Organising Committee was 'transparent', and that it defended its decisions.
"The committee has also decided to sack an Australian company hired to land sponsorships for the Commonwealth Games, Sports Marketing and Management (SMAM), for 'non-performance'," he added.
Earlier today, Commonwealth Games Organising Committee Treasurer Anil Khanna tendered his resignation over media reports that his son's company was being awarded contracts for the synthetic tennis turfs being laid for the 2010 Games.
It was reported that Rebound Ace, an Australian firm specialising in synthetic play courts, laid down contracts for synthetic turfs, whose CEO is Khanna's son Aditya. (ANI)

BJP demands Kalmadi's resignation over corruption in CWG

The Bharatiya Janata Party (BJP) activists staged a demonstration here on Thursday demanding resignation of Commonwealth Games Organising Committee Chairman Suresh Kalmadi for allegedly patronizing corruption in projects related to the 2010 Games.

Calling Kalmadi the 'King of Corruption', the BJP supporters said by indulging in financial malpractices, Kalmadi has let down the prestige and honour of his hometown Pune.
The protestors later turned violent and burnt Kalmadi's effigy.
"Pune is a cultural city, where eminent nationalists like Lokmanya Tilak were born. India got honest and dedicated political leaders from this city. But it is unfortunate the king of corruption and deceit, Suresh Kalmadi, who hails from Pune too, is sitting in Delhi," said Vikas Mathkari, a BJP activist.
"The locals are angry, and we demand Kalmadi's immediate resignation from his post," said Vikas Mathkari,' he added.
Kalmadi has been facing severe political backlash ever since several media reports highlighted suspected monetary mismanagement in the deals undertaken by the Commonwealth Games Organising Committee (CGOC).
The Central Vigilance Commission has found financial irregularities in several Commonwealth Games related works being carried out by civic and construction agencies.
The 2010 Commonwealth Games in New Delhi is being touted as the biggest international sporting event to be hosted by India since the 1982 Delhi Asian Games.
Its success is being seen as the first step for India to bid for bigger events, but still New Delhi is not ready for it. By Shivaji Saluke (ANI)

Sub: Forest Rights Act violation at POSCO site, Orissa

Dear Shri Jairam Ramesh,

As you are aware, three members of the MoEF/MoTA Committee (Arupjyoti Saikia, Ravi Rebbapragada and Ashish Kothari) went to Jagatsinghpur as part of the MoEF/MoTA FRA Committee's work. While there, they enquired about the FRA process in the district, including the villages to be affected by the proposed POSCO project. In brief, their findings are as follows:

1. There are Other Traditional Forest Dwellers (OTFDs) in the area, contrary to what the district administration is saying. Both documentary and oral evidence exists to this effect, including records of the old Bardhaman estate, rent receipts of the families from early 20th century, and forest settlement records. Some of this evidence is attached for your reference.

2. The FRA process has not been completed, in fact it has not proceeded beyond the initial stages, for various reasons. It is therefore incorrect for the district administration to conclude that there are no OTFDs in the area, without having gone through the process of claims.

3. The palli sabhas have given resolutions refusing to consent to diversion of forest land on which they are dependent. It is pertinent to point out here that these palli sabhas were convened by the district administration itself, after receiving instructions relating to the MoEF circular of July 2009, which indicates that the administration was aware of the presence of forest rights claimants in the area.

Interestingly, for a patch of forest land close to the land proposed to be diverted for POSCO, palli sabha consent was reportedly sought and obtained by the administration for a IOCL complex. Yet in the case of POSCO the administration is saying it is not needed.

In view of the above, the team's conclusion is that any work related to the project in this area would be a violation of the FRA. This was informed by our team to the district administration on 24 July, and the state Chief Secretary on 27 July 2010. However, we have been informed that the district administration is proceeding with land acquisition and demolition of the paan cultivation of people on forest land.

Our clear view is that such work is in violation of the Forest Rights Act. We therefore request you to urge the Orissa government to ensure proper implementation of FRA as laid down in the MoEF's July 2009 circular F.No. 11-9/1998-FC(pt) of 30 July 2009.

Games scam: 3 top officials suspended after UK money trail report

NEW DELHI: Rocked by a series of wide-scale corruption allegations, the Commonwealth Games Organising Committee today cracked the whip on tainted officials by suspending three officials, including T S Darbari, a close aid of embattled chairman Suresh Kalmadi, and terminated a multi-crore contract with an Australian company.

The decisions were taken by the OC's all-powerful Executive Board which met for an emergency meeting in the wake of the corruption scandals that have engulfed the October 3-14 mega event.

Launching a clean-up operation to restore its credibility, the OC decided to suspend Joint Director General T S Darbari, Deputy Director General Sanjay Mohindroo and M Jayachandran, Joint Director General (Accounts and Finance) for their alleged role in the Queen's Baton Relay in London.

"We have suspended these officals as they were responsible for the delivery and conduct of the Queen Baton's relay in London. We are handing over the case to the Enforcement Directorate for further investigation" OC Secretary General Lalit Bhanot told a press conference.

Bhanot said the three-member panel probing the allegations of financial irregularities had submitted its report to the OC Chairman and the Executive Board discussed their recommendations.

"The Committee members read out their report at the Board meeting and the decisions were taken", Bhanot said.

Bhanot said the resignation of Anil Khanna as the treasurer had been accepted by the Executive Board which has appointed senior adminstrator A K Mattoo to the post.

"With just 60 days left for the Games, we thought of appointing Mattoo for the job as he understands the working of the Federation", he said.

Chairman Kalmadi, who has been facing the heat in the wake of the corruption scandals and isolated within his party, skipped the press conference leaving Bhanot and Mattoo to face the media.

Aussie firm denies getting commission from CWG OC

MELBOURNE: An Australian company, which was hired to raise sponsorship for the Delhi Commonwealth Games, on Wednesday denied receiving any commission from the event's Organising Committee, claiming that it is yet to be paid for its services.

According to reports in India, the Melbourne-based Sports Marketing and Management's (SMAM) contract with the OC is under investigation by the Enforcement Directorate for payments worth millions of dollars but the company said the reports were "incorrect".

"We have already beaten the record sponsorship revenue we gained for Melbourne ($85m) and that's still going, but we have not received a single rupee (from Delhi) yet and there's money overdue," SMAM head Mike Bushell said.

"(The claims) are disgraceful. I'm not sure what the agenda is," he added.

"SMAM has always operated in full conformity with applicable laws and regulations and any insinuation about inappropriate or unlawful activities is completely unfounded and without substance," read a statement from the company.

SMAM, which raised more than $110 million for the Australian Olympic Team, was hired in July 2007 to bring in sponsorships for the October 3 to 14 Delhi Games.

However, there has been a complaint about the fireworks contract signed by another Australian company with the CWG OC.

But Andrew Howard, the director of the Sydney firm Howard and Son Pyrotechnics, denied it and said the contract was above board.

"There was nothing that could be in any way deemed inappropriate; it was completely transparent," he said.

The Delhi Games OC is under severe media scrutiny over alleged corruption in the preparations of the event and there has already been a major furore over payments made to a UK-based firm for providing "services" during the Queen's Baton Relay in London.

OC says no hiring, will buy treadmills

NEW DELHI: A day after TOI highlighted the high rates at which the Games organizing committee (OC) was hiring treadmills, the OC said that now it won't be leasing any treadmill but will buy them outright from the market.

TOI had pointed out that the four firms supplying treadmills to the Games for close to Rs 10 lakh for 45 days were, in turn, hiring them from the market for just Rs 1 lakh, thus notching up a 900% profit for being the middleman. Not only that, these very equipment was available in the market for around Rs 4 lakh.

Lalit Bhanot, the official spokesman of the Games, told TOI that since the OC has decided on outright purchase of treadmills they won't be rented. "The need for treadmills on rent was not projected in the communication to overlay contractors dated July 25," he said.

However, the claim seems to sit oddly with the fact that Pico-Deepali, the biggest contractor for overlays, was in the market as late as on Tuesday afternoon for hiring of treadmills. Sanjiv Athotra, who works as an agent for Pico-Deepali, told TOI that he had taken advance from Pico for procuring treadmills on lease.

In fact, OC's plan to buy treadmills from the market has been independent of the overlay contracts. The OC had earlier once issued a contract for treadmills and cancelled it at the last moment without explanation. The contract, based on the new tender, for the purchase of treadmills is to be awarded one of these days, sources said.

Putting up a strong defence of its overlay contracts, the OC said that they were yet to finalize the company for renting various equipments because now they are going to buy them outright. "What is being reported in the media is the proposals by different companies," A K Saxena, joint director for overlays at the OC, claimed.

He said, "The whole process is transparent and the bidding procedures followed the approval norms. The bidding criteria was discussed with the finance department of the Organizing Committee. Four vendors are shortlisted and after two rounds of negotiations with the bidders, the overlay proposals were prepared and presented to the government's finance committee. The overlays department of OC was guided by two teams of foreign consultants."

OC treasurer's son heads firm laying Games tennis turf

NEW DELHI: The Commonwealth Games seem to be all about family and friends. In a clear case of conflict of interest, the contract for laying 14 synthetic surfaces at the R K Khanna Tennis Stadium - a Commonwealth Games venue - was awarded to a company whose Indian branch is headed by the son of the treasurer of the Games Organizing Committee, Anil Khanna.

The contract has been given to Australia-based Rebound Ace, a company whose Indian distributors are Rebound Ace India Private Limited, where Khanna's son Aditya Khanna is the chief executive officer.

What's further damning is that, according to sources, a top Indian player has already twisted his ankle while playing on this surface. The Rebound rubberized surface has been criticized by several leading players, including Roger Federer and Lleyton Hewitt, in the past.

It was earlier used at the Australian Open and then replaced in 2007 in the wake of criticism that it got sticky during high temperatures, thus increasing chances of player injury.

When contacted by TOI, Anil Khanna, arguably the most powerful and influential man in Indian tennis, denied that AITA had any role in offering the contract to Rebound Ace. He added that this company's name was one of the three names recommended by the International Tennis Federation (ITF).

He added, "AITA was never part of the contract process. OC had asked ITF for recommendations and they sent three names including Rebound Ace. After that, DDA floated the tender and picked Rebound Ace, whose quotation, I believe, was much less than the other two. The deal is with Rebound Ace, based in Australia. So my son's company is not going to get a single rupee."

Designer duo Ashima-Leena roped in for CWG


he Commonwealth Games Organising Committee has roped in famous Delhi-based fashion designers, Ashima and Leena Singh, to design costumes for opening and closing ceremonies of the mega sporting event.

The designer duo will be giving all participants a trendy and cultural look to reflect rich tradition of the country.

"We are proud to be associated with Commonwealth Games. It is really a matter of immense joy for us," Leena told us.

The sporting extravaganza is scheduled between October 3-14 here. The designers will be showcasing their creations during a segment of the opening ceremony on October 13 and two segments of the closing ceremony on October 14.

"We were asked by the OC to create a design to compliment the event, which we wholeheartedly accepted. Being one of the most prestigious event of the country, we may face some teething troubles to design the costumes. But we will ensure a flamboyant and aesthetic design for the Games," a confident Leena said.

However, she did not give details of the designer wear to be created for the event, saying "we have kept it secret and will unravel it during the ceremony".

'Ashima-Leena' is one of the most senior brands of the country. It is also a globally recognised brand dedicated to design and embellishment that fuse periodic trends and modern style. The two sister-in-laws set it up in 1993.

Ashima, who hails from the first batch of NIFT and was awarded as the most creative student, is the creative head whereas Leena, a lawyer by profession, is the marketing brain behind the brand.

Law to protect whistleblowers on Cabinet agenda

The Union Cabinet is expected to clear the redrafted Public Interest Disclosure (Protection of Informers) Bill, 2010 on Thursday, paving the way for introducing in Parliament the Bill that provides for a law to protect whistleblowers and deal with complaints filed by them.
According to sources, the Bill is on the agenda of Thursday's Cabinet meeting. The new version of the Bill, finalised by the Department of Personnel and Training (DoPT) keeping in view the decision of the empowered group of ministers (EGoM) headed by Defence Minister A K Anthony, is different from the earlier versions as it defines the types of actions that constitute corruption. However, the EGoM was sharply divided over including a clear-cut definition of corruption, with the Law Ministry opining that nowhere in the world has corruption been comprehensively defined.
The Cabinet is also expected to decide if Union ministers would be brought under the purview of the proposed law.
The redrafted Bill proposes to put in place a detailed system to handle complaints against government functionaries by persons who wish to remain anonymous.
The proposed law seeks to empower any person to make a complaint of corruption or disclosure against any central government employee or any other central government-backed institution to the Central Vigilance Commission (CVC). The CVC, which would be designated as the competent authority (CA) for complaints, would have the powers of a civil court, including powers to summon anybody, order police investigation and provide security to the whistleblower.
The CVC would not reveal the identity of the complainant but would have the authority to ignore complaints of vexatious or frivolous nature. It would also not be able to investigate complaints pertaining to matters which are "sub-judice, prejudicial to the security of the defence establishments, international relations, proceedings of the Union Cabinet or those beyond the limitation period of five years".
In April 2004, under Supreme Court pressure, the government had issued an order � Public Interest Disclosures and Protection of Informers Resolution, 2004 � designating the CVC as the nodal agency to handle complaints on corruption.
In its comments on the proposed law, the CVC has said that ministers, except the Prime Minister, should be included in the ambit of the proposed law. It has also said that the CA should be given the power to take action against any authority/officer found revealing the identity of the whistleblower.

 Army launches afforestation operation to re-green border areas of Jammu and Kashmir

Poonch (Jammu and Kashmir), Aug 5 (ANI): In view of the widespread deforestation, the Indian Army has launched an operation to re-green vast areas of barren land in border areas of Jammu and Kashmir's Poonch district.
As part of this endeavour, the Army personnel have distributed 10,000 saplings among local residents.
They are also spreading public awareness about the need to conserve forests.
"I would like to make an appeal to the people that only planting a sapling is not important, we need to make sure that it lives and survives as well. People need to know the importance of plants. We can only survive by coexisting or else even we won't be alive," said K L Khajuria, Deputy Development Commisioner.
"As a result of deforestation, we have suffered and have witnessed land erosion and floods. Only if we conserve and do more plantations will we survive and live a good life," he added.
Local residents and school children have shown active participation in the afforestation campaign.
"The way we are living, the pace at which we are living, the ecology cannot stand it. The environment will give away very soon if we continue to live in this manner. So this afforestation drive is going to renew the forest in those remote areas where there is otherwise a lot of deforestation. This drive of ours is going to go a long way in conserving forests," said V S Shree Nivas, Brigade Commander.
The afforestation drive began on July 24 and will last till first week of August. (ANI)

Russian nuke-powered missile cruiser to be in Goa for joint exercise

New Delhi, Aug 5 (ANI): Indian Navy will have a joint exercise with Russia's heavy nuclear-powered missile cruiser, Pyotr Velikiy, which will be in Goa for six days from August 6-11.
According to spokesperson of the Russian Ministry of Defence (Navy), "Pyotr Velikiy" will participate in the PASSEX joint exercises with Indian naval ships. There will be air defence, gun firing exercises, maneuvering, and replenishment at sea.
The PASSEX will be the final blueprint stage of the visit of the Russian cruiser. Later "Pyotr Velikiy" will continue carry out its task in accordance with the preplanned mission, the spokesperson said.
According to Russian Navy General Headquarters, the visit of the cruiser to the Indian port "is another step in strengthening mutual understanding and cooperation between Russian and Indian Navies."
The heavy nuclear-powered missile cruiser is one of the state-of-the-art and powerful attack ships in the Russian Navy and in the world. It can hit big surface targets and has very effective air defence and antisubmarine capabilities.
The weaponry of cruiser includes attack cruiser missiles (range up to 550 km), air defence systems, etc. As per its attack capabilities this ship has no any analogue in the world.
The cruiser has powerful nuclear propulsion system, therefore ship can sail 32 knots (60 km/h). Service life of this system is 50 years. Energy potential of cruiser's nuclear power plant enables to provide energy for a city with population of 150-200 thousand people.

Amid Taliban threat, India and Iran to bolster ties

New Delhi, Aug 5 (IANS) Amid escalating Western pressure on the Iranian nuclear programme, India and Iran Thursday held talks to explore ways to counter the threat of Taliban's resurgence in Afghanistan and agreed to intensify their economic and energy ties.
Iranian Deputy Foreign Minister Mohammad Ali Fathollahi held wide-ranging talks with Foreign Secretary Nirupama Rao focused on boosting bilateral relations in the face of UN and US international sanctions against Tehran.
Ways to stem the influence of the Taliban in Afghanistan and its backers in Pakistan figured prominently in the discussions, said informed sources.
The two sides agreed to stay in close touch over Afghanistan to safeguard their interests in the wake of the Taliban reintegration process, said the sources.
Fathollahi's visit takes place less nearly three weeks after the two sides held a meeting of their joint commission where Tehran agreed to expedite the India-aided Chabahar port that could ease New Delhi's outreach in both Afghanistan and Central Asia.
They also decided to firm up a regional approach that will include closer cooperation with Russia in averting a Taliban takeover that some fear may happen after US troops begin to withdraw from that country in July.
Earlier this week, Rao was in Moscow to discuss the Afghan situation with key Russian officials.
An online whistle blower leaked 92,000 US military documents showing Pakistan's spy agency Inter-Services Intelligence support for the Taliban, confirming what New Delhi has been saying all along.
India and Iran, along with Russia, had backed the Northern Alliance in the days leading to the ouster of the Taliban regime in 2001.
India sees Iranian cooperation crucial to preventing hostile forces from gaining control of Afghanistan.
With the US issuing a fresh warning to Iran to curb its nuclear programme, India reiterated its position about the need for diplomacy to resolve the issue and stressed that it should be resolved within the framework of the International Atomic Energy Agency.
Sanctions against Iran, India has conveyed to the US, have the potential to impinge New Delhi's energy security.

Indian Hotels readies 9.6 bln rupees for expansion

Indian Hotels Co Ltd , owner of the Taj luxury chain, will spend nearly 9.6 billion rupees over three years to selectively expand across the globe, Chairman Ratan Tata said on Thursday.
Tata, who heads the salt-to-software Tata Group, India's oldest and best known conglomerate, was addressing shareholders of Indian Hotels during its annual general meeting.
Tata is set to retire by end-2012 and the group has launched the search for a successor to a business empire ranging from salt and steel, to hotels, cars and software.
"The company proposes to continue its expansion plans on a selective basis for both business and leisure globally, so that we can build the brand on a global basis," Tata said about Indian Hotels.
The Taj group at present has 104 hotels across the globe, including the budget hotel chain 'Ginger', which it plans to list in two years "if economic conditions are right."
Indian Hotel's April-June net profit plunged to 33.3 million rupees from 164.4 million rupees last year.
India requires investments worth 600 billion rupees over the next five years to cope with the unmet demand for about 150,000 rooms, according to FICCI-Evalueserve.
Tata was upbeat about the growth prospects of the Indian hotel and tourism industry, which has seen a revival since October 2009.
The industry is currently recovering from a near two-year economic slow-down worsened by a militant attack in November 2008 that damaged Indian Hotels' Taj Mahal Hotel and EIH owned Trident-Oberoi in southern Mumbai.
The firm is restoring its damaged property and hopes to reopen the renovated wing by the middle of August 2010, Tata said, adding the firm is entitled to a total insurance cover of 7.5 billion rupees, of which it has already received 1.8 billion.
Indian Hotels has said it is looking to increase its room rates by September or October this year, its first hike after almost two years and looking to add close to 1,500 new rooms in FY11 across 13 hotels in India and South Africa.
Average room rates across Taj group were around 9,000 rupees.
Shares of the firm, valued at $1.6 billion, ended down 3.21 percent at 96.55 rupees in a weak Mumbai market.

Faculty of agriculture university working without pay

Kanpur, Aug 5 (PTI) The faculty of Uttar Pradesh''s oldest research institute Chandra Shekhar Azad University for Agriculture is working without pay for the last two months. "It is true that for the last two months, the professors, scientists and other staff are working without pay.
The university is facing a fund crunch," Prof Tiwari, Vice Chancellor, CSA Agriculture University said.
Explaining the reason, he said the state government has freezed the yearly grant to the University since 1998 and that the money being received from the central government''s Indian Council of Agriculture Research (ICAR) is "insufficient". "The money received from the ICAR is basically used for paying salaries of professors, scientists and workers.
Then the remaining money is used for research work. There are around 400 teachers and scientists, 1500-2000 clerks and other staff," another professor said.

'State-wide agitation if 20 pct reservation not implemented'

The PMK, a backward Vanniyar community backed party, has warned of a state-wide agitation if the Tamil Nadu government does not implement 20 per cent reservation for them in educational institutions and jobs and caste-based census enumeration.
"The PMK will launch the next phase of its agitation all over the state if our demands are not met by the state government," Anbumani Ramadoss, son of party founder leader S Ramadoss, said.
Addressing a rally here yesterday, he demanded that the DMK government initiate the process of collecting caste wise data and complete it within a timeframe. After doing so, they should arrive at the percentage of reservation as suggested by the Supreme Court recently while hearing a batch of petitions, questioning validity of 69 per cent reservations in Tamil Nadu and also in Karnataka, he said.
If no steps were taken, PMK might be forced to resort to other means of protest like in 1987 "when the entire state came to a standstill due to our agitation," he said.

CWG funding: Gujarat minister slams govt, seeks PM's intervention

State Minister for Social Justice and Empowerment Fakir Vaghela has slammed the UPA government for allegedly diverting funds under the Special Component Plan for SC/ST to the Commonwealth Games. He said this amounted to cheating the Dalits, adding that those responsible for the lapse should be suspended immediately.
Incidentally, UP Chief Minister Mayawati has also raised the issue and Bahujan Samaj Party MPs are seeking a discussion on the matter in Lok Sabha.
Vaghela said the SCP fund approved under Article 112 to 117 and Article 202 to 207 of the Constitution cannot be diverted for any other purpose. The government has been accused of diverting Rs 744 crore for the CWG in violation of the Constitution. "The crores of rupees approved under SCP should have been utilised for the education, health and employment generation for Dalits, but instead the Congress-led government has cheated them and showed its anti-Dalit mentality," Vaghela said in a statement. He said the Prime Minister should take stringent action against the guilty if the Congress is left with the slightest of empathy for the Dalits.

Naxal activities witnessed in four districts of MP: CM

New Delhi, Aug 5 (PTI) Madhya Pradesh Chief Minister Shivraj Singh Chouhan today said that fresh Naxal activities have been witnessed in four districts of the state. "Central Government has stopped giving financial assistance to Mandla and Dindori districts under the Security Related Expenditure (SRE) scheme.
In view of Naxal activities in the state, Seedhi, Shahdol, Umaria and Singrouli should be declared as Naxal-hit districts. "Naxal activities have been witnessed in these areas.
Recently seven Naxalites were also arrested from these districts," Chouhan told reporters here after meeting Union Home Minister P Chidamabaram in support of his demands. "We have asked the Home Minister to provide financial help to the state to contain Naxal violence.
Besides we demanded that the Centre give two Reserve Battalions (about 2,000 men) to the state," he said. The state has already appointed 7,000 police personnel for the purpose and and additional 2,700 policemen are being recruited.
Chouhan urged Chidambaram to grant clearance to the Madhya Pradesh Terrorist and Organised Crime (MACOCA) Act, 2010, which is pending with Government of India. The bill was passed in the last Assembly Session.
He said that Act will help in checking the terrorist activities and organised crime in the state. Chouhan demanded increase in budget for modernisation of police force in the state from Rs 50 crore to Rs 112 crore.
Chidambaram assured all help to the Chief Minister. Later in the day, Chouhan met Union Agriculture Minister Sharad Pawar and asked him to establish an international research centre for wheat and maize in Jabalpur.
He said the state government will provide 200 acres of land, electricity, water and other basic facilities for the research institute free of cost. Pawar has assured to consider his proposal.

High-level meeting at PMO to explore alternate plans for UMPPs

New Delhi, Aug 5 (PTI) In a high level meeting tomorrow, the government is expected to explore alternate plans for big power projects in Chhattisgarh and Orissa, in case Environment Ministry''s objections over mining from the allocated coal blocks prevail. In a meeting involving the Prime Minister''s Office, Power Ministry, Coal Ministry and Ministry of Environment and Forests (MOEF) are likely to discuss possible alternatives for coal allocation for the ultra mega power projects (UMPPs) in Chhattisgarh (Sarguja) and Bedabahal (Orissa), in case MORF''s "no-go area" objections prevail, sources said.
"We would be looking at the options available at tomorrow''s meeting," a power ministry official told PTI, but declined to comment on whether alternate coal block allotments for the projects would be considered. Power Ministry had invited initial bids for setting up of a UMPP each in Sarguja and Bedabahal, which had to be postponed over environmental issues.
Coal block allotment for these 4,000 MW projects was done in advance after consultations with the Coal Ministry, Power Ministry and MOEF. Ministry of Coal had allotted Hasdeo-Arand coal mines for the Sarguja UMPP and Meenakshi B and Dipside of Meenakshi for the Bedabahal project. These blocks were put under the no-go area by the MOEF. To bring down the impact of mining on the environment and forests, the Environment Ministry had last year demarcated certain "go" and "no-go" areas.
No-go areas do not allow mining activity. PMO last month recommended that mining be allowed in as many as 77 coal blocks that were put in the no-go area by the Environment Ministry.

Sohrab case: CBI to grill top cop Geetha

The CBI on Thursday issued summons to Geetha Johri, the investigating officer in the fake encounter of Sohrabuddin Sheikh and killing of his wife Kausarbi, and asked her to appear before the agency by August 10.
Johri, who had headed the probe in the case while she was with state CID, is currently posted as Police Commissioner of Rajkot city is expected to return on August 6.
The CBI, which began investigation into the encounter case following the Supreme court order in January, has already questioned Johri twice before.
She is under the scanner for having tampered with the evidence, which is a charge having extremely serious consequences.
The apex court, while transferring the case to CBI, had minced no words in expressing displeasure at the failure of the state police's Special Investigation Team, headed by Inspector General of Police Johri, to identify the seven Andhra Pradesh police personnel who assisted the local police in the fake encounter.
Johri is in Britain at present and is expected to come back on August 6.
The Supreme Court had also come down heavily on the Gujarat police for failing to conduct impartial investigations and attempting to "mislead" the apex court by filing conflicting Action Taken Reports (ATRs)in the case.
It had further said that while one of the investigating officers V L Solanki was proceeding in the right direction, Johri had not been carrying out the investigation in the right manner.
The court has said in its January 12 order that Johri had not made any reference to the second report of Solanki, and was not forwarded to this Court.
The court observed that Johri mentioning the criminal background of Sohrabbuddin and the discussion among the accused officers concerning Sohrabbuddin was meant to obfuscate the enquiry.
The CBI had yesterday summoned former state DGP P C Pandey and asked him to appear before it on August 11. Pandey was the DGP when the state CID was investigating the fake encounter case. There have been allegations that some police officials of Gujarat had tried to influence the investigation into the incident.

More accountability needed when PSUs form overseas JVs: CAG

New Delhi, Aug 5 (PTI) The highest levels of accountability must be ensured when public sector units invest in joint ventures in foreign lands, the Comptroller and Auditor General said today. "Good corporate governance requires the highest level of accountability, particularly wherever substantial public funds are invested in highly risky overseas ventures entered into by PSUs," the CAG recommended in a report tabled in Parliament.
On March 31, 2009, 29 government companies and one statutory corporation had invested Rs 4,371.06 crore in 129 incorporated JVs and Rs 8,959.69 crore in 167 joint ventures. Apart from these 29 firms, ONGC made an investment of Rs 22,160.48 crore in 17 JVs outside the country.
The oil major has three wholly owned subsidiaries and one partially owned subsidiary in foreign countries. ONGC Mittal Energy Ltd, a JV between ONGC Videsh and billionaire industrialist L N Mittal, incorporated in Cyprus, had to forego Rs 90.8 crore as it violated certain laws while prospecting in Nigerian exploration blocks.
"It is, therefore, desirable to devise an appropriate regulatory and oversight mechanism by government agencies to safeguard the interest of PSUs and ensure adequate accountability and transparency," it said. The CAG said that in case there is gap of one year or more between the original due diligence performed and the actual date of an investment, another exercise should be carried out to ensure that there are no material changes in respect of the relevant factors for entering into the venture before making the actual investment, it said.
