Guwahati incident in November 2007 when a teenager was stripped and molested by a mob during an ethnic clash. An MMS clipping of the Birbhum girls ordeal is now doing the rounds under the name 'Adibasi girl'. And it is this footage that is finally getting the victim some justice.According to sources, the girls fault was that she loved a boy from another community. Police were shocked to learn that the panchayats and other local bodies knew of the incident but hadn't bothered to inform the administration. The incident happened four months ago but the girl was too traumatized to go to the authorities. It is only when the administration came to know of the MMS that police swung into action on their own and arrested five of the culprits on Sunday.

The incident occurred in April, but the girl was too traumatised to tell police - while village leaders kept silent.
Police acted after being made aware of the video being sent around in a MMS clip dubbed "Adibasi girl".
Officers in the Birbhum district of West Bengal arrested five men today.
The Times of India described the video as horrific, noting how the girl had "a dazed, dead look on her face as she staggers along dusty dirt tracks".

New Delhi, August 8, 2010: The Bharatiya Gorkha Parisangh is emphatic that the creation of a separate state for the Indian Gorkhas is the only true and permanent solution to the community's identity problem. At a meeting of a high-level body in New Delhi on Sunday, the Parisangh said that it was committed to continuing the fight for a separate state for the Gorkhas.
The joint meeting of the BGP's Policy Cell and its taskforce on Gorkhaland in the capital recollected how the Parisangh had revived the call for a separate state for the Indian Gorkhas, having realized that local bodies envisaged under various local agreements were only temporary solutions to the vexed issue of misconceptions about the political identity of the Indian Gorkhas. In the absence of any other alternative to resolve this question, the only solution lay in carving out a new state comprising the Darjeeling district and Dooars regions from the current state of West Bengal, the Parisangh felt.
The meeting felt that with no prejudice to political developments in Darjeeling-Dooars, it has always been the dream of the Gorkhas to have a state of their own in India. "It wasn't out of whim or without elaborate deliberations that the Parisangh adopted statehood for Gorkhas as one of the seven national issues of the community," said Mrs Dil Kumari Bhandari, President of BGP, who chaired the meeting. The answers to the questions raised in the letter has been answered by Mr. P. Arjun, Member Gorkha Janmukti Morcha, Central Committee, Study Forum. Darjeeling Headquarters.]
Dear BarunThis is in response to queries dated 26th of July 2010:
1) The G.A.A. will have a constitutional guarantee as desired by the G.J.M. But at the same time, we would want the government to speak out its mind.
2) Constitutional guarantee under sixth or the fifth schedule is not acceptable to the G.J.M.
3) The G.J.M. has demanded the inclusion of Terai-dooars in the proposed G.A.A. as envisaged in the proposed map of Gorkhaland. The coming together of the Gorkhas and Adibasis in the Terai-Dooars region is a positive step towards the inclusion of the areas as desired by the G.J.M.
4) The D.G.H.C. accord, 1988 is responsible for the conflict and confusion over the territorial extent of the proposed Gorkhaland Autonomous Authority. Study forum members associated with GJMM have strongly advocated the inclusion of Terai-Dooars in the proposed interim set up of the G.A.A. The Union government and the government of West Bengal must respect the aspirations of the people.
5) The G.J.M.M. has not yet accepted the proposed G.A.A. in its present form. It is still being meticulously processed.
6) The Gorkhaland movement will remain very much alive. The demand for Gorkhaland will remain the top most priority of the G.J.M.M. even if it agrees to sign the G.A.A.
7) There are numerous instances to illustrate that parties in power at the State level continue with their respective political programme and agitation against the government at the centre despite maintaining support to the union govt. A party can continue it's support despite maintaining different policies on national and international issues. DARJEELING HILLS: Anti-GJM parties yet to agree on interim set-up

DARJEELING: The need to restore peace and democracy in the Hills may have brought various regional parties together under the banner of Democratic Front (DF). However, when it comes to the Centre's proposed interim arrangement, these parties are yet to reach a consensus.
Communist Party of Revolutionary Marxist (CPRM) is not averse to the idea of an interim set-up, but wants the Union government to guarantee a separate state after the term of such an arrangement expires. "We don't have any problems with the interim set-up if it helps bring some stability to the Hills. But the Union government must ensure and guarantee a separate state after December 31, 2011," said R B Rai, CPRM general secretary.
Dawa Sherpa, working president of All India Gorkha League (ABGL), said: "We will accept nothing less then a separate state. However, it also imperative that peace and democracy are restored in the region. The larger issues can be addressed after that."

SRINAGAR: On Saturday evening, when rescuers were packing up for the day near the worst-hit bus stand in the calamity-ravaged Leh town, some screams emanating from a heap of rubble arrested their attention. The word spread and suddenly dozens of rescuers encircled the wreckage.
The land excavators, commonly known as JCBs, were summoned in to clear the debris. As an inclined wall of the collapsed mud-house was cleared, five members of a family were found lying, frightened, almost smothered and drenched in mud, said Chewang , a local rescuer, on phone from Leh.
The injured family members were rushed to hospital where they are recuperating. However, their Gorkha tenants, who lived in the adjacent mud-house and shared a partition wall, were not lucky enough. The family of four was buried alive when the flash flood, triggered by Thursday night's outrageous cloudburst, hit the house. The rescuers' renewed enthusiasm dashed to ground when the bodies were recovered, Chewang said.
At Army Hospital, a woman from Kargil is recuperating least knowing that her 10-year-old daughter has been buried in Leh graveyard, around 200 kilometres from her home. The flash flood has washed away the mother-daughter duo. The deceased girl was found two kilometres away from the washed away house. SIKKIM: Red Ribbon Club now in Sub-Division

BY AJAY THAPARed ribbon club was launched here at Dikling Senior Secondary School Saturday which is first of its kind in this sub-division. Former Zilla Panchayat President (East) Mr. PN Kazi, ex-panchayat Mr. Tika Gurung, President Pakyong Development Coordination Committee Mr. BB Gurung, Princpal of the School Mrs. SD Bhutia, staff and students were present on the occasion.
The Club was launched by Principal of the School Mrs. Bhutia, following an opening song. Mrs. Sonamith Lepcha, Nodal Officer of the club informed the gathering about the causes, prevention, and transmission of HIV/AIDS. She said the Red Ribbon Club is launched first time here in the sub-division and it will work in all parts of the sub-division in the days to come, to make people aware about HIV/aids. Painting and play competitions on topic related to aids were held for senior students. Rapden Lepcha of Class IX, Basant Gurung and Roshni Giri of Class X stood first, second and third respectively in painting competition. Class XII Science stood first in the play/skit competition, Class XI Arts stood second and Class XII Arts became third in the competition. An open quiz competition was also organized on AIDS. Prizes were given to the winners.
The Club comprises of one Nodal Officer and 10 members from the school who are Mrs. Sonamith Lepcha (Teacher) as Nodal Officer and Phurba Sherpa, Priyanka Thapa, Phuchuk Bhutia, Manita Sharma, Karma Rinchen Bhutia, Samuel Sangbo, Prashant Sapkota, Nabendra Luitel, Abishek Agarwal and Bimal Sharma are as members who all are the captains of the school. SIKKIM: Comprehensive and participative

Gangtok: A fourteen member State level committee headed by State forest minister Bhim Dhungel, who also holds the tourism portfolio, has been set up by the State government to formulate an ecotourism policy for Sikkim through public consultation in different districts and inputs from the stakeholders.
The proposed policy is aimed to provide a clear definition of ecotourism based on internationally accepted norms which all stakeholders in Sikkim would abide by. The committee has been directed that proposed policy should also be all inclusive indicating the planning and implementation procedures and it should be formulated with full involvement of all stakeholders, so that ownership of the policy is ensured and the vision of making Sikkim as the 'Ultimate Ecotourism Destination' is fully achieved in the years to come.
Forest secretary ST Lachungpa is the member secretary of this committee which also includes departmental heads of urban development, rural development, tourism and human resource development.
The International Ecotourism Society (TIES) representative Kelly Bricker, who is an associate professor in Utah University, is also a member in the State level committee along with The Mountain Institute-India programme manager Dr Ghanashyam Sharma, ECOSS member RP Gurung, TAAS president, SAATO president, SHRA president and Additional PCCF of the State forest department who is Japanese International Cooperation Agency (JICA) project in-charge in Sikkim. SIKKIM: VLWs have a field day

Gangtok: A Field Day for village level workers (VLWs) was organized on August 7 by the College of Agricultural Engineering & Post Harvest Technology (CAEPHT) in the On-farm trial fields of an adopted progressive farmer, Mrs. Purna Kumai, in Kumrek Bhasme. Twenty sponsored VLWs attended the programme on mechanization of hill agriculture.
The programme included demonstration of light weight power tiller with matching equipment for field preparation, check row marking by use of marker prior to transplanting of rice seedlings, field operation of manually operated rice transplanter using mat type seedlings, method of operation of cono weeder to chop the weeds and create mulch in row spaces of transplanted rice, method of operation of sprouted rice seeder for row seeding, field operation of knapsack weed chopper, field operation of dry land weeder and operation of different improved hand tools for channel/bund making, weeding, harvesting including other operations.
The trainees operated the tools and equipment and experienced first hand feel on the equipment regarding lifting, handling, push-pull, starting of the engine, speed of operation control, safety and various adjustments and settings of the equipment for the desired output. SIKKIM: Singer calls at destitute home

Gangtok: Nima Rumba, renowned singer of Nepal, Saturday afternoon visited Sikkim's lone destitute home managed and run by an NGO, Mayalmu Lee, at 5th Mile Tadong. He was accompanied by former minister and also a social worker T. Lachungpa.
Mr. Rumba, with love and affection to all the destitute persons, offered them a packed lunched. He shared views with inmates of the home who evinced keen interest. He assured the NGO that he will organise a charity show in Gangtok to raise fund for the destitute home.
Mr. Lachungpa, who has borne most of the expenditure of the NGO, also assured his support for the noble cause to help destitute persons of the home. At present 31 persons are living in the home and three persons are admitted in hospital, one of them is in critical condition. He was found five days ago at dying stage at Gangtok. Gangtok: Dr Prodipto Ghosh, former Secretary of Ministry of Forest and Environment, Govt. of India said Sikkim should play a 'vocal role' in the issue of degradation of Himalayan eco-system. Dr. Ghosh was addressing the third Foundation day National Seminar on 'Mountain Regions and Climate Change: Impact, Adaptations and Policies, here at Chintan Bhawan on August 7, organized by Sikkim University. Former chief secretary of Sikkim Mr. KC Pradhan chaired the first half of the seminar.
Delivering his key note address on the seminar topic, 'Challenges for sustainability in the Indian Himalayas', Dr Ghosh, who is also the India's representative in the global climate change negotiations, said the climate change refers to the 'change of the climate that is attributed directly or indirectly to human activity that alters the composition of the global atmosphere'.
Mentioning that the Himalayan bio-diversity hotspot covers an area of nearly 7.5 lakh square kilometer he said, it also produces a distinct climate of its own. He said, the Indian Himalayan region consists of 816 varieties of trees, 765 wild edibles and over 1,740 species of medicinal plants which are of great significance and value. DARJEELING: GJMM, AIGL differ on interim set-up

DARJEELING, 8 AUG: As the GJMM braces for the seventh round of tripartite meeting scheduled for 17 August, the memorandum submitted by the AIGL to the Bengal government has given way to substantive and pointed questions. With AIGL expressing dissatisfaction over para 2 (Interim Authority would be valid till 31 December, 2011) of the proposed draft which contradicts para 6 (Term of GAA will be five years), Dr Harka Bahadur Chhetri the media secretary of GJMM said the Opposition has failed to understand the spirit of the Interim Setup. How can a budget be planned for a year only, it is always planned on a five-year basis, he said, adding that the separate
state demand is in no way incumbent to the budget, as after the first year's budget is exhausted they will go for a separate state demand.
Clearing the stand on the DGHC workers Dr Chhetri said: "They (AIGL) have just come to know of their existence, in other words they had never worried about the DGHC workers before but we have been fighting for them, in fact it is a pre-condition to the Interim Agreement." Further in a memorandum which is being handed over to the home minister Mr P Chidambaram by the GJMM in a day or so it is clearly mentioned that the GJMM will not comply with para 8 of the proposal which states that the area of the GAA would be the area of the Darjeeling Gorkha Hill Council. On an allegation by the general secretary of CPRM Mr RB Rai this week regarding GJMM misappropriation in recruitment of para-teachers Dr Chhetri said: "The recruitment was done by the education monitoring cell which is a fairly neutral body." DOOARS TERAI: Night jumbo ravages sick garden

Alipurduar, Aug. 8: A lone tusker last night destroyed eight huts in the closed Dheklapara Tea Estate, where workers are trying to eke out a living with whatever they can lay their hands on.
The estate in Birpara block has remained closed since 2006 and the workers have not been getting the monthly special government assistance of Rs 1,000 for locked out gardens for the past four months.
The elephant entered the garden around 10.30pm, sending people scampering out of their homes in the darkness.
"We know that marauding elephants target houses in which food grains are stored. But there was not a single grain in my hut and yet, the elephant completely destroyed it. The animal also trampled over the utensils and now, we have nothing to cook our food in," cried Budahn Munda.
He added that after the assistance had dried up, he and others in the garden had been breaking boulders on riverbeds and earning a pittance of Rs 32 a day. "Neither the forest department nor the panchayat, the office of which is located just outside the garden, comes to our aid. Now, we will have to rebuild our huts," said Munda.

A transport union affiliated to the Morcha has called a general strike in Kurseong subdivision and a chakka jam in the rest of the hills on August 10 to coincide with the ABGL's scheduled public meeting at Kurseong that was announced earlier during the day.
Subash Pradhan, secretary, Gorkha Janmukti Chalak Mahasangh, said: "We have decided to call a general strike and a chakka jam on August 10. This is a prescheduled programme of our union and has got nothing to do with the ABGL's meeting. We demand the repair of NH55 that is affecting life in the hills and we appeal to all parties to support it."

Siliguri, Aug. 8: The Bangla O Bangla Bhasha Bachao Committee has called a strike across Bengal on August 17 to protest the Centre's decision to a hold tripartite meeting with the Gorkha Janmukti Morcha on the proposed interim set-up for the Darjeeling hills on the same day.
"When the DGHC still exists, we don't think that there is a need for a similar interim administrative arrangement for the hills. We consider that the demand for such an interim set-up is nothing but a ploy by the Morcha to divide the state again. We strongly oppose any such move and believe that there is no need for the Centre and the state government to invite the Morcha leaders to Delhi for a dialogue on the matter. A Bangla bandh will be observed on August 17 to protest the talks," said Mukund Majumdar, the president of the Bhasha committee.
The Amra Bangali, another anti-Morcha outfit in the plains, is also toying with the idea of calling a strike on August 17. "Inviting Morcha leaders to the tripartite talks is a step to encourage them for their separate statehood demand. We will always protest any such initiative from the government. A decision on the strike will be taken after holding the executive committee meeting here in the next couple of days," said Khushiranjan Mondal, the organising secretary of the Amra Bangali. DARJEELING: Clauses clash in draft

Darjeeling, Aug. 8: The Democratic Front has alleged in its reply to a Bengal government query that the Centre's proposal for an interim administrative set-up for the hills is not only contradictory but has also failed to address core issues of the region.
The response from the front, a six-party anti-Gorkha Janmukti Morcha alliance in the hills, is a clear indication that the state's move to build a consensus among political parties on the set-up has fallen flat on its face.
The front representatives were given copies of Delhi's proposal for a stop gap arrangement during their meeting with Bengal ministers Asok Bhattacharya and Surjya Kanta Mishra at Writers' Buildings on July 24. The state government had wanted the front's observations on the proposed set-up.
The front has made it clear that even though it is "equally concerned about the future of this area and early resolve of the current crisis, any interim arrangement at this juncture is neither feasible nor desirable". The proposal, which the front believes is contradictory, concerns a clause in the Centre's proposal. The clause says that even though the interim authority will be in place till December 31, 2011, it has talked about a five-year term for the elected members of the Gorkhaland Autonomous Authority (GAA). "Paragraph 2 specifies that GAA would be an interim authority valid up to December 31, 2011, only, but at the same time Paragraph 6 provides that the term of elected members of the GAA will be for five years. BENGAL: Bangla boys get push-back nod – Minors will be sent back to homeland in a week – DM

The boys being taken to the office of the juvenile justice board in Raiganj on July 26Raiganj, Aug. 8: The state juvenile justice board today said the three minor Bangladeshi boys who had strayed into Indian territory should be allowed to return to their homeland.
The "recommendation" comes nearly two weeks after The Telegraph reported on July 27 the board's rejection of the BSF plea for the boys' push-back. The board had then claimed that it had no jurisdiction to decide on the matter.
The deputy inspector-general of the BSF in Raiganj, Jashwant Singh, said he was relieved to know about the juvenile board's recommendation. "As soon as police inform us, we will contact our counterparts in Bangladesh and ensure the safe passage for the boys," Singh said. All three boys are from Thakurgaon district in Bangladesh and had been arrested by the BSF from Sonagaon border on July 23.
Pleas of the BSF and the North Dinajpur district administration to the juvenile justice board for an order to send the boys home had prompted it to conduct a hearing yesterday. At the end of the hearing, the board asked the district administration to "initiate proper action" so that the boys could be sent to their "motherland as soon as possible". BENGAL: Rao frown for Mamata – Cong leader to attend simultaneous Tamluk rally

Mamata BanerjeeCalcutta, Aug. 8: Mamata Banerjee is "unhappy" that AICC general secretary Keshav Rao has "turned down" an invite to attend her Lalgarh rally tomorrow so he can be present at a simultaneous Congress event in Tamluk.
The Trinamul Congress chief had last week requested Rao, the Congress central leadership's minder in Bengal, to accompany her to Lalgarh to be a part of her "apolitical" rally.
"Didi was expecting Rao at the Lalgarh programme since she had personally requested him to be present. But she was unhappy to learn that the AICC leader would skip the rally to be part of a Congress event in Tamluk," a Trinamul general secretary said in Calcutta after Mamata met her aides this evening for updates on the Lalgarh rally.
Rao, however, said from Hyderabad that he had initially planned to attend both the rallies. "But I was told by our state Congress leaders that the rallies would be held at almost the same time and it would be impossible to attend both. So I was left with no option but to attend our meeting at Tamluk," Rao told The Telegraph.
The AICC leader said he would send a message to Mamata expressing his inability to attend her programme because of "unavoidable circumstances".
Subhendu Adhikari, the Trinamul MP from Tamluk, refused to buy Rao's argument. "As a senior AICC leader, Rao should have stayed away from the Tamluk rally, which Manas (state Congress chief Manas Bhuniya) has planned to counter our meeting in Lalgarh. Rao's presence at our meeting would have sent a positive message to his party ranks and underlined the need for a Congress-Trinamul alliance ahead of the Assembly polls next year," Adhikari said. The men had stripped the girl of her clothes in Birbhum's Rampurhat for speaking to a truck driver.
They were arrested after police came across an MMS of the video footage circulated by the five.

HYDERABAD: Bengal boy dies in AP

Hyderabad, Aug. 8: A 19-year-old intermediate second year student of Vikas Junior College, who hailed from Darjeeling, died of high fever in a private hospital in Visakhapatnam last night. The body of Shah Rukh Ali has been kept on the college campus for his parents to arrive.
Nearly 110 students, mostly from the Northeast, who stay at the junior hostel, alleged that the youth died because of the delay by the college management in admitting him to hospital. Police said no case has been registered yet. "An autopsy will be conducted only if there is a formal complaint," said a police officer. The college management said the boy died of high fever and had nothing to do with the school facilities.

By Her Majesty the Royal Grandmother, Kesang Choeden Wangchuck8 August, 2010: Dr Albert Craig was the superintendent of the Charteris mission hospital in Kalimpong, where he lived with his wife Nessie and children for many years. Dr Albert Craig and wife Nessie were from Scotland.
Dr Albert Craig and the Charteris hospital gave excellent medical care to the people of Kalimpong, and to many leprosy patients and other patients from Bhutan. Our first Bhutanese compounders were trained in Charteris hospital in Kalimpong.
When the government of India suddenly ordered Dr Albert Craig to leave India and took over the Charteris hospital, I asked Dr Craig to come to give medical care in Bhutan.
So, in 1961, Dr Albert Craig and his wife Nessie and, sometimes, their young children came to stay in the royal guest house in Dechencholing Palace, and cared for the Royal Family and the people of Bhutan for over three years, till his illness made it imperative for him to take treatment in Scotland; and due to ill health he could not return to Bhutan, as he dearly wished.
Dr Craig trained the first nine Bhutanese nurses under matron Dawdem in Thimphu hospital. They were illiterate village girls. Dr Craig hoped that, by giving health training to the village girls, they could go back to help in their villages. Dr Craig was assisted by Bhutanese compounders he had trained in Charteris hospital in Kalimpong. Dr Craig gave the compounders special training in midwifery to help the women. It may be referred to as a 'toy train', but for the people of Darjeeling whose lives revolve around it, it is anything but, finds Lhendup G Bhutia, who spoke to the director of the award-winning documentary The Darjeeling Himalayan Railway.
As children, it was difficult for us to hitch a ride from Ghoom to Darjeeling. We'd stroll and trudge, hoping for a car to come by. And then, on those cold foggy mornings, it would appear out of nowhere. At first only its nose visible, and then its body as it twisted around the hilly bends like a caterpillar. The Darjeeling Himalayan Railway (DHR) train chugged with an urgent ferocity that was amusing, because it was a toy train and so very slow.
We would jump on to it; the tourists didn't mind, and neither did the staff. And we'd be off before the ticket inspector at Darjeeling station came to check for tickets. In case we needed to visit the bathroom, we would hop off, take a leak and jump right back in.
However, once we grew up, we would joke about the train. "Why travel nine hours, from Siliguri to Darjeeling, when one can make the journey in less than three hours, in a car?" But every time we travelled to Darjeeling, we were powerless to resist it. Its whistle would make our cars stop, while it crossed the road. At that moment, no matter how many times we may have seen the train, we became children again. And we would stare at it, wide-eyed.
In many ways, the newly released documentary, The Darjeeling Himalayan Railway by Shillong-based filmmaker Tarun Bhartiya (39) is a story about the people of Darjeeling and the close relationship they have shared with the train since 1881. NEPAL: Nembang spells out 'consensus'

KATHMANDU: Constituent Assembly Chairman Subas Chandra Nembang believes there is hardly any alternatives to consensus since no single party commands majority in parliament. He says political parties should do away with disputes by keeping aside the party interest for drafting the new constitution. In a speech in a programme organised by the Nepal Centre for Contemporary Studies in the capital, he urged the parties to implement their commitments.
Total six working papers will be presented in the two-day seminar regarding the challenges of constitution drafting process.
Centre Chief Prof Lokraj Baral urged the parties to forge consensus, adding that the present political uncertainty had shadowed the statute drafting process.
Presenting a working paper on "Role of CA Committees on Constitution-Writing", political scientist Prof Krishna Khanal said the new constitution would never be promulgated in the extended time-frame as well. He suggested that teams of experts from outside the assembly should be formed to give a final touch to the initial drafts prepared by the thematic committees. SIKKIM: Padam to sit in dharna in front of High Court

Gangtok: Padam Sharma, executive member of Bharatiya Janata Party, Sikkim State, will stage Dharna today (7th August) in front of High Court of Sikkim to protest Justice PD Dinakaran's posting as chief justice in the state.
Mr. Sharma told reporters Friday that he has already staged Dharna in front of Supreme Court on 2nd August on the same issue. "Being a conscious citizen, I have decided to continue the protest in a democratic way", he said. "I have also submitted a memorandum in Supreme Court on 2nd August", he added.

SIKKIM: Special I-Card, more LPG cylinders lauded by Temi workers and people

Gangtok: The workers of Temi Tea garden have welcomed the special identity card for the left out community of the State, as announced by Chief Minister Dr. Pawan Chamling, in the State level panchayat sammelan held on 4th August. The local people of Temi also expressed happiness that the area MLA Mr. B.S. Pant distributed LPG cylinders to the people more than the recommended numbers.
Mr. Pant distributed 260 LPGs to beneficiaries in a programme organized at Temi tea garden area on Friday. On the occasion, the workers of the garden placed a demand for repair of 400 houses and also asked adequate supply of drinking water and development of tourist destination. Mr. Pant also assured them to fulfill their demands. He said the SDF government has fulfilled most of the demands in a positive way so far. said in a press release issued by Mr. Ambar Rai, publicity secretary of SDF party. Gangtok: Central Agricultural University (CAU), Imphal, sponsored six days' training programme for the senior officers of the Natural Resource Management Department, Govt. of Sikkim, was inaugurated at the College of Agricultural Engineering & Post Harvest Technology (CAEPHT), Ranipool, on 5th August 2010. The training programme is conducted to sensitize the officers on use of Remote Sensing & GIS technologies for better management and planning of watershed development programmes in the State.
Inaugurating the training programme as chief guest, Mr. M.L. Arrawatia, Secretary, Dept. of Science & Technology, Govt. of Sikkim, emphasized on applicability of Remote Sensing (RS) & Geographical Information System (GIS) Technologies in watershed planning, development and management in a larger perspective.
Dr.P.K. Srivastava, Dean, CAEPHT, welcomed the chief guest and all the trainees and briefed about the facilities available in the college and suggested to the officers to have a close interaction with the college faculties so that various similar technologies can be implemented in the State for the betterment of the farming community of Sikkim. Namchi: 27-Maniram Singithang Gram Panchayat Unit in Namchi Singithang Constituency became hi tech from Friday, August 6, when RMD Minister Mr. CB Karki launched the Website, Software and Single Window System here at GPU Gram Prasasan Kendra at Maniram Bhanzyang. The Minister chaired the programme as chief guest. Area MLA Mr. Binod Rai was special guest of the programme which was attended by Upadhyaksha South, Mr. Himal Tamang, Chairman Namchi Municipal Council, Mr. BT Tamang, Vice Chairman Mr. NH Ansari, Director cum Special Secretary Panchayat Cell, Mr. PT Ethenpa, BDO Namchi, Mr. Jigmee Sandup Basi, CMO South Dr. Bimal Rai and other district officials.
Area MLA Mr. Rai in his address said that this "21st century is the age of computer and we have to change our self with the need of hour". The Minister urged the Panchayats to upload the recent data on literacy rate of the area so that government can act promptly in the matter. DARJEELING HILLS: Hill parties dismiss Interim Council idea

KOLKATA, 7 AUG: Gorkha National Liberation Front (C) and All India Gorkha League (AIGL) have informed the state government in writing that setting up of an Interim Council in Darjeeling would not bring any significant changes in the hills.
During the last tripartite meeting held in Delhi last month, the Centre had placed a draft on setting up Interim Council in Darjeeling to break the deadlock.
The state government had sought an opinion about Interim Council from all six non-GJMM parties, which constituted Democratic Front (DF) in Darjeeling. Later, the state government had decided to seek the opinion of the DF constituents about the suggestion of the Centre. During a meeting at Writers' Buildings early this week, the representatives of four DF partners told the state urban development minister Mr Ashok Bhattacharjee and health minister Mr Surja Kanta Mishra that the proposed Interim Council would not improve the situation in Darjeeling. This is the most interesting news post the homicide of ABGL leader late Madan Tamang, followed by the Centre convening the Second Political Level meeting in Delhi (synonymous with the Sixth Tripartite Meeting in relevance to the Fifth Tripartite Meeting which became the First Political Level meeting), in due process and the proposals under discussion, after which thrashing out the differences at the official level. At this advanced stage of drama, ie. of the Interim Setup (either one of the two whichever agenda applicable) inviting GNLF Supremo, Subash Ghisingh (who has already left for New Delhi accompanied by two other party leaders C.K.Kumai and Prakash Dahal) to attend the meeting in connection to the ongoing Second Political Level meeting is more than significant than meets the eye. Especially important in contrast, when the other groups of hill political parties, under the umbrella of a democratic front on basis of which claiming right to participation in the political talks, have been signally left out.
It would be interesting to point out why the GNLF was invited and none of the other hill political parties is a consequent of the ground reality the former is not a consequent of he latter and which endeavoured to participate in talks with the state posing political convention as given to understand. Had the GNLF joined the democratic front the probability is it too would have missed the opportunity of the invitation. The GNLF leader was wise in not joining the bandwagon, in understanding his Gorkha Hill Council Darjeeling (GHCD) within the Sixth Schedule, in 2005 was democratically put in cold storage and the leader condemned in exile. DARJEELING HILLS: Landslide disrupts toy train services in Darjeeling

Ghayabari (West Bengal), Aug 7 (ANI): Landslide in West Bengal's Darjeeling district caused the roads to cave in, which in turn severely damaged the narrow gauge track on which the famous Toy train runs.
Massive landslide occurred due to heavy downpour on Thursday.
The landslide has upset all road links from Siliguri to various other places in Darjeeling district such as the hill resort of Darjeeling, Kalimpong, Kurseong and Sukna.
The business of locals in Ghayabari village suffered as the suspension of the toy train services has decreased the influx of tourists in the region and the breaches in the road on National Highway 55 has closed all routes of communication for them.
"We are facing a lot of hardships with the non-plying of vehicles on road. Since the past two months the train services have been suspended. Initially our business was running well but now hardly any customers come here, and neither do we see tourists," said Hare Ram Thakur, a local shopkeeper.

WEATHER WATCH: Heavy rainfall triggers landslide, blocks traffic on NH 55

The traffic along the National Highway 55 was disrupted on Friday following a heavy rainfall that triggered landslide in the Darjeeling Hills valley region.
The landslide blocked all road links from Siliguri in the foothills to various other places in Darjeeling District.
No human casualties, were, however, reported from Gayabari village, where the landslide caused extensive damage.
"The trends of landslide are very dangerous here. We have 15 households here and all of them have been shifted to the Jawahar Jyoti Primary School nearby due to fear of further landslides," said Dhan Bahadur Pradhan, a local resident of Gayabari.
Pradhan further complained that the concerned authorities have not come forward with any help other than providing very less quantity of food.

SIKKIM: BGP to remember Helen Lepcha, the lone crusader from Sikkim

Gangtok, Aug 7 : Sikkim's contribution to India's freedom struggle is now clearly established, thanks to the sincere efforts put in by the Sikkim chapter of the Bharatiya Gorkha Parisangh (BGP).
Till the recent research findings by the BGP members, not much was known about late Sabitri Devi (Helen Lepcha) who is arguably Sikkim's lone crusader in India's struggle for freedom.
The BGP release yesterday mentioned that having established clear links about the life and contribution of late Helen Lepcha, the association had decided to felicitate the freedom fighter posthumously, erect a statue in her memory and request the state government to name streets on the occasion of 'Balidan Diwas' on August 25.
The BGP would also release a book in the name of matyrs on August 25 on this occasion.
After a lot of hard work, the Sikkim BGP unit, during their recent visit to South Sikkim, were able to establish links and unearth facts regarding the enigmatic freedom fighter, who was heitherto lost in the darkness of oblivion, the release informed.

OPINION: Substance Not Necessarily the Truth

It is unbelievable, and, in any respect difficult to accept the truth. If at all true, an "alternative Siliguri-Sikkim route is on the anvil" (Telegraph 2 August 2010- Pranesh Sarkar) is being undertaken, solely for the purpose of bypassing the 'heartland of GJM', most of which falls within Kalimpong subdivision. It is further astonishing the State Govt. has handed over 95 kms roads to the Border Roads Organisation (BRO), obviously inefficient to handle the job itself, as clearly displayed by the conditions of the roadways in the rest of the State. To cite an example, the NH31 (Siliguri –Dalkhola) and NH34 (Barasat-Kolkata). Not to mention NH31A, diabolically framed as a highway which under no fit of imagination can be assumed as such. This by the way is also under the charge of BRO in consideration to the immense importance attached to the road connecting to the border outposts, the high mountain passes Jelepla and Nathula, connecting India to Tibet Autonomous Region of China (TARC) only 127 miles from Siliguri – Kalimpong- Jelepla.
This traditional route is realized to be adversely affected, considering its already dilapidated, impacted condition, which may even be abandoned at a point sometime in the future, considering the volatility threatened by the construction of the two hydroelectric projects- Teesta Low Dam Hydel Electric Project dams TLDHEP III (ahead of Reang river) and TLDHEP IV (ahead of Kali khola) on the basin of the river Teesta.

DARJEELING HILLS: Hill parties formally reject 'interim council'

DARJEELING: Political outfits in Darjeeling, barring the GJM, formally rejected the Centre's proposal for setting up an interim council. All India Gorkha League and GNLF (C) that had a meeting with state government representatives on August 3 sent their feedback on the issue of interim council saying that they would not accept interim council. "We want a permanent solution for Darjeeling," said AIGL leader Dawa Sherpa.
