RD Ministry to Review National Social Assistance Program (NSAP)
New Delhi: April 12, 2010

The Ministry of Rural Development is holding a Performance Review
Committee  meeting to take stock of the progress under the National
Social Assistance  Program (NSAP) on Tuesday, the April 13 th at
Krishi Bhawan here. The meeting under the Chairmanship of the
Secretary Rural Development is likely to discuss the following issues
:

(i)     Review of Statewise financial and Physical progress during 2009-10;
(ii)    Operationalisation of  IGNWPS and IGNDPS;
(iii)   Uploading of data of all pension beneficiaries;
(iv)    Operationalization of  NSAP-MIS;
(v)     Strategy for implementation of programs during 2010-11;
(vi)    Policy of Opening of Bank/Post Office account for pensioners;
(vii)   Furnishing of online MPRs, and;
(viii)  State Fund Schemes.

The National Social Assistance Program (NSAP) which came into effect
from 15th August, 1995 represents a significant step towards the
fulfillment of the Directive Principles in Article 41 of the
Constitution. The program introduced a National Policy for Social
Assistance for the poor and aims at ensuring minimum national standard
for social assistance in addition to the benefits that states are
currently providing or might provide in future. NSAP at present,
comprises of Indira Gandhi National Old Age Pension Scheme (IGNOAPS),
Indira Gandhi National Widow Pension Scheme (IGNWPS), Indira Gandhi
National Disability Pension Scheme (IGNDPS), National Family Benefit
Scheme (NFBS) and Annapurna. At present this program is administered
by the M/o Rural Development and is operational in rural as well as
urban areas. Under the Indira Gandhi National Old age Pension Scheme
(IGNOAPS) BPL persons aged 65 years or above are entitled to a monthly
pension of Rs.200/-.
Under the Indira Gandhi National Widow Pension Scheme (IGNWPS) BPL
widows aged 40-64 years are entitled to a monthly pension of Rs.200/-.
Under the Indira Gandhi National Disability Pension Scheme (IGNDPS)
BPL persons aged 18-64 years with severe and multiple disabilities are
entitled to a monthly pension of Rs.200/-.  Under the National Family
Benefit Scheme (NFBS) a BPL household is entitled to lump sum amount
of money on the death of primary breadwinner aged between 18-64 years.
The amount of assistance is Rs. 10,000/-. Under Annapurna 10 KG of
food grains per month are provided free of cost to those senior
citizens who, though eligible have remained uncovered under NSOAP.
During the year 2009-10 out of the Central Allocation of Rs. 5200
crore an amount of Rs. 5155.4972 crore was released for the NSAP and
Annapurna Program. The expenditure stood at Rs. 3362.772 crore which
is 65.22 percent utilization of funds. Out of 16947902 approved
beneficiaries under the IGNOAPS , the coverage under the scheme
reached out to 16024112 beneficiaries during 2009-10 which is around
94.55%.  Under the National Family Benefit Scheme (NFBS) In the year
2009-10 around 336949 beneficiaries were covered which is around
77.20%. Similarly under the   Indira Gandhi National Widow Pension
Scheme (IGNWPS) and  Indira Gandhi National Disability Pension Scheme
(IGNDPS), the number of beneficiaries  covered was 2675579 and 547616
respectively during 2009-10.
The Performance Review Committee Meetings over the years have been an
important monitoring tool for the Ministry of Rural Development to
take stock of the progress of the various flagship programs running
all over the country. The participants include among others the
Secretaries and  representatives  from all  Sate Governments / UT
Administrations overseeing the implementation of Rural Development
Programs, Organizations like CAPART , NIRD along with the Ministry Of
Panchayati Raj, Ministry Of Statistics and Program Implementation,
Ministry of Finance, Planning Commission representatives etc.

Grant in Aid Worth Rs. 20 Crore For Safe Drinking Water in Rural Areas of Assam
New Delhi: April 12, 2010

The Union Ministry of Rural Development has released grant in aid
worth Rs.2000.00 lakh (Rupees twenty crore only) (Programme fund) to
the State Government of Assam towards additional funds under NRDWP
(normal, water quality and sustainability) (Programme Fund) during
2009-10. This release is being made for execution/completion of rural
water schemes to provide safe drinking water facilities to rural
habitations and schools under Rajiv Gandhi National Drinking Water
Mission As per the provisions under the National Rural Drinking Water
Programme (NRDWP) the State Government shall follow the priorities set
in the guidelines and other instructions issued from time to time for
the coverage of rural habitations and rural schools. The funds have
been released to the implementing agency, the State Water and
Sanitation Mission, Assam.
National Rural Drinking Water Programme (NRDWP) a component of Bharat
Nirman, is one of the flagship program of Government of India with the
objective to provide safe drinking water to all households in rural
areas, while ensuring convergence with related programmes and
involvement of the Panchayati Raj Institutions. To achieve drinking
water security at village/habitation level, conjunctive use of water
i.e. judicious use of rainwater, surface water and ground water is
promoted

nine thousand only) (Programme fund) to the State Government of
Manipur towards 2nd instalment of funds against allocation of
Rs.6160.00 lakh for NRDWP (normal, water quality and sustainability)
during 2009-10. This release is being made for execution/completion of
rural water schemes to provide safe drinking water facilities to rural
habitations and schools under Rajiv Gandhi National Drinking Water
Mission As per the provisions under the National Rural Drinking Water
