Supreme Court Judges Appointed

New Delhi: April 30, 2010

 

In exercise of the powers conferred by clause (2) of article 124 of the Constitution of India, the President is pleased to appoint (1) Shri Justice Hemant Laxman Gokhale, Chief Justice of the Madras High Court, (2) Smt. Justice Gyan Sudha Misra, Chief Justice of the Jharkhand High Court, and (3) Shri Justice Anil Ramesh Dave, Chief Justice of the Bombay High Court in that order of seniority, to be the Judges of the Supreme Court of India with effect from the dates they assume charge of their offices.

In exercise of the powers conferred by clause (2) of Article 124 of the Constitution of India, the President is pleased to appoint Shri Justice Sarosh Homi Kapadia, Judge of the Supreme Court, to be the Chief Justice of India with effect from the 12th May,2010 (Forenoon).

Wheat and Rice sale in open market to check Inflationary Trends

New Delhi: April 30, 2010

 

Government decided in August, 2009 to sell wheat and rice under the Open Market Sale Scheme (Domestic) in the country to check inflationary trends in their prices.

20.81 lakh tonnes and 5 lakh tonnes of wheat was allocated for sale through tenders to bulk consumers and small processors respectively under this Scheme through FCI. In addition to above, 20 lakh tonnes of wheat and 10 lakh tonnes of rice was allotted to States/Union Territories/NAFED/NCCF for distribution to retail consumers under the Scheme.

This information was given by Prof. K.V. Thomas, Minister of State for Agriculture, Consumer Affairs, Food & Public Distribution, in written reply to a question in the Rajya Sabha today.

Centre Directs State Governments to Streamline TPDS

New Delhi: April 30, 2010

 

The Central Vigilance Committee (CVC), set up by Hon'ble Supreme Court in the context of Writ Petition no. 196/2001 to study functioning of Public Distribution System (PDS), has submitted its reports to the Hon'ble Supreme Court in respect of 12 States/UTs, namely, Andhra Pradesh, Bihar, Chandigarh, Delhi, Gujarat, Haryana, Jharkhand, Karnataka, Orissa, Rajasthan, Kerala and Uttarakhand as well as a report on Computerisation of Public Distribution System (PDS) operations.

 

Central Vigilance Committee has referred to certain deficiencies/shortcomings in the functioning of TPDS and has made recommendations for strengthening of TPDS. The reports of the Committee relating to States/UTs have been sent to concerned State/UT Governments to examine and send comments along with their action taken report.

 

Government has issued directions to State Governments to streamline functioning of TPDS by enforcing provisions of PDS (Control) Order, 2001. Besides this, the Government has also issued instructions to States/Union Territories to strengthen Targeted Public Distribution System (TPDS) by improving monitoring mechanism and vigilance, increased transparency in functioning of TPDS, use of Information and Communication Technology (ICT) tools and improving the efficiency of Fair Price Shop operations.

 

This information was given by Prof. K.V. Thomas, Minister of State for Agriculture, Consumer Affairs, Food & Public Distribution, in written reply to a question in the Rajya Sabha today.

High Powered Committee Set up by The Institute of Chartered Accountants of India

New Delhi: April 30, 2010

 

The Government has informed the Parliament that the Institute of Chartered Accountants of India (ICAI) in terms of Section 17(2) of the Chartered Accountants Act, 1949 constituted a fact finding Committee called High Powered Committee to look into the entire gamut of financial reporting, accounting, auditing aspects with regard to Satyam fiasco and suggest changes wherever required for the purpose of making appropriate recommendations to Government, SEBI and other regulators.  Giving this information in reply to a question in the Lok Sabha, the Minsiter for Corporate Affairs, Shri Salman Khurshid told the House that the fact finding process is on.

 

Shri Khurshid also informed that ICAI has sought following details from around 150 firms of Chartered Accountants registered with it on the following:

 

i.              Agreement/contract with the multinational entity.

ii.             Terms and conditions for usage of name of multinational entity.

iii.            Arrangement for sharing of fees/profit with other Indian CA firms with similar/identical name and with the multinational entity.

iv.           Arrangement for sharing of human resources and infrastructure with other Indian CA firms with similar/identical name and with the multinational entity.

v.            Details of remittances made to and received from the multinational entity.

vi.           Copy of Partnership deed of the CA firms registered with ICAI with similar/identical name, as in vogue in the last five years.

vii.          Income-tax assessment orders for the last 3 years in respect of the CA firms registered with ICAI with similar/identical name.  If assessment orders have not been received, then to submit computation of income and copies of returns.

viii.         Copies of letterheads and visiting cards generally used.

 

At present, the aforementioned details are not available on the database of the ICAI, since these have not been called for in the past.  These details have now been called for as the Committee has felt that the same would enable it to reach an appropriate conclusion.

All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the month of March, 2010

New Delhi: April 30, 2010

 

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of  March, 2010 remained stationary at 170 (one hundred and seventy).

During March, 2010, the index recorded a decrease of 4 points each in Tiruchirapally, Giridih and Sholapur centres, 3 points each in Coimbatore, Quilon, Madurai,  Kodarma and Yamunanagar centres, 2 points in 12 centres and 1 point in 22 centres. The index increased by 4 points in Ludhiana centre, 2 points in Jamshedpur centre and 1 point in 10 centres, while in the remaining 24 centres the index remained stationary.

The maximum decrease of 4 points each in Tiruchirapally, Giridih and Sholapur  centres is mainly on account of decrease in the prices of Rice, Arhar Dal, Masur Dal, Onion, Vegetable & Fruit items, Sugar,  etc. The decrease of 3 points each in Coimbatore, Quilon, Madurai,  Kodarma and Yamunanagar centres is due to decrease in the prices of Rice, Wheat, Arhar Dal,  Onion, Vegetable items, Coconut, Sugar, Flower/Flower Garlands, etc. However, the increase of 4 points in Ludhiana centre is mainly due to increase in the prices of Wheat Atta, Vegetable Items, Petrol, etc. The increase of 2 points in Jamshedpur centre is due to increase in the prices of Wheat Atta, Vegetable Items, Petrol, etc.
