Literacy Rate Among Minorities

           The Government has informed Parliament that as per the
report of the National Commission for Religious and Linguistic
Minorities (NCRLM) the educational levels among minority communities
based on 2001 Census are as follows:

           Giving this information in written reply to a question in
the Lok Sabha ,  the Minister for Minority Affairs, Shri Salman
Khurshid, also gave Community wise literacy rate, as compared with the
 national average, which is as follows:

            Shri Khurshid informed the House that under the scheme of
Saakshar Bharat, targets have been fixed taking into account the total

population for raising the level of literacy.

Identification of Minority Concentration Districts
New Delhi: April 16, 2010

Minority Concentration Districts (MCDs) have been identified on the
basis of substantial minority population and relative backwardness in
terms of selected socio-economic and basic amenities parameters based
on data of 2001 Census. There are 90 such districts in the country.
Giving this information in written reply to a question in the Lok
Sabha , the Minister for Minority Affairs, Shri Salman Khurshid, said
that there is no proposal to review/upgrade the list of already
identified MCDs at this stage.

Ministry of Housing and Urban Poverty Alleviation
Slum Rehabilitation Projects
New Delhi: April 16, 2010

The Minister of Housing and Urban Poverty Alleviation Kumari Selja has
said that the centrally sponsored urban poverty alleviation scheme of
Swarna Jayanti Shahari Rozgar Yojana (SJSRY), implemented since
1.12.1997, has been recently revamped by the Government, with effect
from 1st April 2009. The revamped SJSRY has following components:

(i). Urban Self Employment Programme (USEP) - targets individual urban
poor for setting up of micro-enterprises,

(ii). Urban Women Self-help Programme (UWSP) - targets urban poor
women self-help groups for setting up of group-enterprises and
providing them assistance through a revolving fund for thrift & credit
activities.

(iii). Skill Training for Employment Promotion amongst Urban Poor
(STEP-UP)- targets urban poor for imparting quality training so as to
enhance their employability for self-employment or better salaried
employment.

(iv). Urban Wage Employment Programme (UWEP)-seeks to assist urban
poor by utilizing their labour for the construction of socially and
economically useful public assets, in towns having population less
than 5 lakhs as per 1991 census, and.

(v). Urban Community Development Network (UCDN) - seeks to assist the
urban poor in organizing themselves in self-managed community
structures so as to gain collective strength to address the issues of
poverty facing them and participate in the effective implementation of
urban poverty alleviation programmes.

In a written reply in the Lok Sabha today she said, Slum Development
and rehabilitation programmes are being taken up under the Jawaharlal
Nehru National Urban Renewal Mission (JNNURM). The Basic Services to
the Urban Poor (BSUP) and Integrated Housing & Slum Development
Programme (IHSDP) components of JNNURM are aimed at providing basic
amenities viz. affordable shelter, land tenure, water, sanitation,
primary health, primary education and social security, to the slum
dwellers and urban poor.

The Minister said, States have been requested to implement the Swarna
Jayanti Shahari Rozgar Yojana (SJSRY) and Jawaharlal Nehru National
Urban Renewal Mission (JNNURM) in a coordinated manner so that the
beneficiaries under housing and slum rehabilitation programmes are
also able to have access to livelihood opportunities provided under
SJSRY. States have also been requested to conduct slum, household and
livelihood surveys in slums so as to enable the States to match the
skill sets of the slum dwellers with the emerging employment
opportunities under the revamped Swarna Jayanti Shahari Rozgar Yojana
(SJSRY).

Ministry of Housing and Urban Poverty Alleviation
Amendment in City Planning Models
New Delhi: April 16, 2010

The Minister of Housing and Urban Poverty Alleviation Kumari Selja has
said, under the guidelines for Slum Free City Planning, in the context
of Rajiv Awas Yojana (RAY), State Governments have been advised to
prepare State Slum-free Plan of Action in two parts.

In a written reply in the Lok Sabha today she said, in Part-1, the
State would need to survey and map all existing slums in selected
cities proposed by the State for coverage under RAY. In Part-2, the
Plan would need to assess the rate of growth of the city with a 20
year perspective, and based on the numbers, specify the actions
proposed to be taken to obtain commensurate lands or virtual lands and
promote the construction of affordable EWS houses so as to stay
abreast of the demand. This part would also need to make necessary
legislative and administrative changes to enable urban land expansion,
and in town planning regulations to legislate reservations for EWS/LIG
housing in all new developments.

to construct any India Tourism Development Corporation (ITDC)
hotel/resort in the country including Bihar. This was stated by the
Minister of State in the Ministry of Tourism Shri Sultan Ahmed in a
written reply in the Lok Sabha today.

Ec Issues Instructions to Ceos to Achieve 100% Epic and Photo Coverage
In Electoral Rolls
New Delhi: April 16, 2010

The Election Commission of India (ECI) had started the scheme of
Electors Photo Identity Cards (EPICs) in the year 1993 to prevent
impersonation at the time of polls. Another decision taken by the
Commission in this direction in the year 2004 was to print Photo
Electoral Rolls (PERs). Coverage of both EPICs and Photographs in the
Electoral Rolls has increased significantly in the last few years. At
present the All India coverage of EPICs is approximately 82% and Photo
images in the Electoral Rolls is approximately 77%. The Commission has
decided that a concerted effort should be made to achieve 100% EPIC
coverage and Photo coverage in Electoral Rolls by the end of the
current year. Detailed discussions were held with all CEOs on this
issue at the Chief Electoral Officers' Conference in Jaisalmer during
the month of February, 2010. A working group of CEOs was constituted
for this purpose. On the recommendations of the Working Group, the
Commission issued instructions to Chief Electoral Officers of all
States/ UTs on 22nd March 2010 for achieving 100% EPIC and Photo
coverage in Electoral Rolls by the end of 2010, which were as follows:
i) Prepare an analytical paper on EPIC and PER coverage in the State.
The paper should include strategies which have been decided by the
Commission and are to be followed by the States/UTs to achieve 100%
EPIC and PER coverage by the end of year 2010 like:
a) Issue of State Govt./UT Admn. order on payment of incentive to BLOs
consequent to Commission's letter.
b) Ensuring that BLOs for each Part are appointed in accordance with
the Directions of the Commission.
c) Names & phone numbers of BLOs to be put on CEO's website.
d) Schedule for Training of BLOs to be prepared.
e) Organizing meeting of DEOs at State/UT level.
f) Organizing meeting of EROs at State/Division/District/Regional level.
g) Analysis of Rolls to identify Polling Stations with very low
coverage of EPIC, Polling Stations with >90% coverage of EPIC & "last
mile" problems and Polling Stations having other problems relating to
EPIC and PER coverage.
h) Preparation of Paper on Special strategies to be adopted for low
coverage areas, last mile problems and any other special problems.
i) Setting up Co-ordination mechanism with Govt. Departments having
other Photo-databases like NREGA.
j) Setting up co-ordination mechanism with Director of Census of the State/UT.
k) Setting up monitoring mechanism at all levels in the State/UT.
l) Conducting Photography Campaign to capture/collect photographs of
those electors who do not have their photos yet on the PER.
m) Conversion of images into binary data and merging them into E-Detail Table.
n) Generation of EPICs of residual electors including new electors.
o) Distribution of generated EPICs to electors.

ii) Prepare a schedule of activities in the prescribed Format and send
it for approval of the Commission by 31st March, 2010.
iii) Put in place a mechanism to monitor polling station-wise progress
so that an early corrective action may be taken if some districts are
lagging behind.
iv) Chief Electoral Officers have been asked to furnish a fortnightly
progress report to the Commission on the maximization of photos in the
roll. A web based application has also been launched for keeping the
Commission abreast of the position.
v) The Commission appeals to people in general, who are having their
names enrolled in the electoral rolls but do not have their Elector
Photo Identity Card (EPIC) to avail the benefits of the present
efforts and come forward to get the EPIC made. Special facilities have
been provided now-a-days in their State/UT for generation/distribution
of EPIC. They may visit the offices of the EROs/AEROs or Special
Centres set up for registration of electors/ EPIC making at the
earliest and submit photographs/ get photographed for the purpose of
obtaining an EPIC. They may also avail the facility of the
door-to-door campaign by BLOs to make sure that their photos and other
details are correctly reflected in the electoral roll, and also EPICs
are issued to them, if not already done.

Antony Asks Service Chiefs to Prepare A Coordinated Crisis Management
Action Plan for Countering Cyber Attacks
New Delhi: April 16, 2010

The Defence Minister Shri AK Antony has called upon the top brass of
the Armed Forces to coordinate closely with various national cyber
agencies and prepare crisis management action plan to counter cyber
attacks and cyber terrorism. Addressing the Unified Commanders'
Conference, here today, Shri Antony said cyber-space has emerged as an
important medium for information sharing but at the same time the
existing technology susceptible to misuse by anti-social and
anti-national elements.

"Of late, extraordinary and unprecedented cyber crimes have taken
place across the globe, exposing gaping holes in cyber security
systems. Although Defence Services at all levels have taken steps to
counter cyber threat through stringent implementation of cyber
security policy, there is still a requirement to ensure that all loop
holes in this regard are suitably plugged. A few recent cases are
reminders of our own vulnerabilities. Close interaction with national
agencies like Computer and Emergency Response Team (CERT-In), NTRO,
MHA and Ministry of Communication & IT to prepare crisis management
action plan for countering cyber attacks and cyber terrorism is
essential.

The opening of the two-day Conference was attended among others by
Minister of State for Defence Shri MM Pallam Raju, the Chairman Chiefs
of Staff Committee and the Chief of Air Staff Air Chief Marshal PV
Naik, the Chief of Navy Staff Admiral Nirmal Verma, the Chief of Army
Staff General VK Singh, Defence Secretary Shri Pradeep Kumar, Chief of
Integrated Staff Committee Air Marshal SC Mukul, Commanders and
Officers from the Service Headquarters and Ministry of Defence.

Shri Antony expressed happiness over the progress made to improve
jointness among Armed Forces in various spheres. He said increasing
involvement of Integrated Defence Service Headquarters in Defence
issues, the functioning of Andaman and Nicobar Command and progress of
Strategic Force Command are a few examples that bear testimony to the
same. He said the future of optimal military power lies in joint
operations that needs to start from the planning stage, itself.
Towards this end, the first ever Long Term Integrated Perspective Plan
2012 – 2027 is nearing completion under the aegis of HQ IDS. "Once
finalized, it would be yet another milestone in our progress towards
jointness", he said.

Referring to the use of large-scale energy resources in the Armed
Forces, Shri Antony called upon the top brass to bring about strict
energy conservation discipline. He also asked them to look for
alternative sources of energy.

Shri Antony assured the Chiefs that there will never be a paucity of
funds for the modernisation of the Armed Forces. However, he asked
them to control the Revenue Expenditure in the Armed Forces by
adopting various mechanisms such as increased use of technology,
integration of the three Services, adopting joint training /
procedures and uniform inventories. Shri Antony said there also exists
considerable scope to improve the quality and efficacy of Defence
Expenditure through increased Private Sector engagement, import
substitution and indigenisation, improvement in procedures and
practices and better project management within the parameters of the
Government's Policies.

The Defence Minister complimented the Armed Forces for their
superlative efforts to provide assistance to civil authorities in
difficult times of natural calamities. He said the welfare of the
Service Soldiers, the Ex-Servicemen and their families continues to be
a concern, very dear to the Government and the Government will take
all possible steps to ensure that the soldiers and their families are
well looked after.

Ministry of Railways
Status of Rail Bridges Declared Dangerous
New Delhi: April 16, 2010

Railway Safety Review Committee had indicated that there are 262
distressed bridges over Indian Railways as on April 1, 1999 and
priority be given to early rehabilitation/rebuilding/strengthening of
these distressed bridges.
Out of these 262 distressed bridges identified by Railway Safety
Review Committee (Part I) 1998, a total number of 256 distressed
bridges have been rehabilitated/rebuilt/strengthened upto March 31,
2010. Out of remaining 6 railway bridges, 5 bridges are expected to be
completed during 2010-11 and remaining 1 bridge by 2012.

E. Ahamed in a written reply in Rajya Sabha today.

Facilities to Minorities in Railway Services
New Delhi: April 16, 2010

The details of concession and facilities being given to the Minority
Communities in Railway services are as under :
For Railway recruitments no examinations fee is required to be
deposited by the candidates belonging to minority community, SC, ST,
Women and economically backward class having annual family income of
less than Rs. 50,000/-.
No competitive examination shall be conducted on the days of Community
festivals.
One member belonging to minority community is also included in the
Selection Boards/Committees for recruitment.
Zonal Railways/Production Units have been directed to publicise the
above facilities and concessions available to the minorities.
This information was given by the Minister of State for Railways, Shri
E. Ahamed in a written reply in Rajya Sabha today.

Shri C.M.Jatua Inaugurates Bangladesh Film Festival Three Day Festival
At Siri Fort from 16-18 April
New Delhi: April 16, 2010

Minister of State for Information & Broadcasting, Shri C.M.Jatua, has
said that the three day Bangladesh films festival would contribute
towards a better understanding of the composite ethos of Bangladesh
amongst our people. For enhancing the popularity of films from
Bangladesh, the Minister said, this festival should not be limited to
New Delhi only. Festivals of a similar nature could be organized
across different cities enabling a wider and diverse audience to view
films and correlate with the value-driven, broad-based and secular
cultural fabric of Bangladesh. The Minister stated this while
delivering his inaugural address at the inaugural ceremony here today.

Speaking on the occasion , the Minister mention that though the people
of both countries lived separately, they shared a common bond with
regard to history, culture and social values. In the current scenario,
it was imperative that media played an pro-active role in
familiarizing the people in India with the cinematic brilliance of
film directors from Bangladesh.

This is for the first time that a festival of Bangladesh films is
being jointly organized by the two countries. In all seven films
namely Ontorjatra, Joyjatra, Bachelor, Rupkathar Golpo, Matir Moina,
Aha and Ayna will be screened during three day festival.

Renowned actor and director, Ms. Sarah Kabori,MP, distinguished film
producer and Managing Director of Impress Telefilm Limited, Mr.
Faridur Reza Sagar, noted actor and director Mr. Tauquir Ahmed,
talented actors from the new generation,Ms. Aupee and Mr. Shahidul
Alam, all from Bangladesh will participate in the festival.

Criminal Charges Against Ias/Ips Officers

Government have taken several steps to restore the public confidence
in the IAS & IPS.  These inter-alia, include, speedy trial of
corruption cases through setting up of Special CBI Courts, conducting
disciplinary proceedings against  the delinquent officers in a time
bound manner, inculcating appropriate values, introducing mid-career
mandatory training programme for IAS officers, recognizing and
rewarding the good performers by instituting the PM's awards of
excellence etc.
