Complaint filed against Arundhati Roy over Maoist essay
Raipur: Amidst outrage over the brutal killing of 76 security personnel in Bastar, a social worker in Chhattisgarh has lodged a complaint with the police against renowned writer Arundhati Roy, alleging that her recently published 32 page essay "Walking with the comrades" has "glorified" the outlawed Communist Party of India (Maoist) and sought to justify its activities.
The complainant, Vishwajit Mitra, has lodged a complaint at the Telibanda police station in the state capital, pointing out that the essay -- published in the March 29 issue of a weekly news magazine -- its contents and photographs could come under the purview of an offence under Chhattisgarh Special Public Security Act-2005. He has also sent complaints to the State Governor Shekhar Dutt, Chief Minister Raman Singh and Director General of Police Vishwaranjan, demanding legal action against Arundhati Roy, a Booker Prize winner.
Confirming receipt of the complaint against Arundhaty Roy, police said "We are examining it to find out whether any offence has been committed". They refused to elaborate.
The complainant, Vishwajit Mitra, told The Indian Express that Arundhati's essay had sought to not only "glorify" the Maoists but also denigrate the country's established system, including the judiciary. "Referring to a Maoist 'Jan adalat', she says in her essay that "in most jan adalats, at least the collective is physically present to make a decision. It's not made by judges who've lost touch with ordinary life", he pointed out, alleging that the writer also sought to justify Maoist other activities.
"Let the police investigate into my complaint and take a position. I am also keeping my options open to move the appropriate court to initiate legal action against the writer", he said.
Chhattisgarh Special Public Security Act-2005, which is in force in Chhattisgarh, is alleged to be a draconian law that empowers the police to detain anyone in jail for a longer period. Human Rights activist Dr Binayak Sen was in jail for nearly two years after his arrest on the charges of having links with the Maoists. He was released after the Supreme Court granted him bail. The case is still progressing in the trial court.

Montek Singh Ahluwalia (born November 24, 1943) is a prominent Indian economic policy-maker. He was a Member of the Indian Planning Commission in the NDA Government from 1998. He became the first Director of the Independent Evaluation Office, International Monetary Fund (IMF) on July 9, 2001. On June 16, 2004, he was appointed as Deputy Chairman of the Planning Commission by the UPA and was reappointed to the post by the Government on June 5, 2009 by Prime Minister Manmohan Singh.

Montek Singh Ahluwalia was born in New Delhi, India. He studied at Delhi Public School, Mathura Road and St.Patricks High School Secunderabad, then graduated with a B.A. (Hons) degree from St. Stephen's College, Delhi, University of Delhi. He received the BA degree as a Rhodes scholar from the University of Oxford, which became, in the Oxbridge tradition, an MA degree with passage of time. He also received the BPhil degree of Oxford University which the University later reclassified as an MPhil. While at Oxford, he was the president of the prestigious Oxford Union. He has also received an honorary Doctorate of Civil Law from Oxford.

Montek Singh Ahuluwalia, after Oxford, joined the World Bank during the tenures of Hollis Chenery and Robert MacNamara. He was said to have become the youngest "Division Chief" at age 28 in the World Bank's bureaucracy. He returned after several years to become a lateral entrant into the Indian Administrative Service.
Prior to taking up his position at the IMF, Ahluwalia was a Member of the Planning Commission in New Delhi as well as a Member of the Economic Advisory Council to the Prime Minister. He had previously served as Finance Secretary at Ministry of Finance, Secretary at Department of Economic Affairs, Commerce Secretary, Special Secretary to Prime Minister Rajiv Gandhi and Economic Advisor to the Ministry of Finance. In 2007 he became a member of the influential Washington-based financial advisory body, the Group of Thirty
His published work includes papers in professional journals and contributions to books.

The Planning Commission is expected to submit its estimate on the number of below the poverty line (BPL) families within 10 days to the government, which will help it finetune the food security bill.
"We will have it within 10 days," Planning Commission deputy chairman Montek Singh Ahluwalia told PTI.
He added that the Commission is examining the Tendulkar committee report which had projected the number of BPL families at about 8 crore, up from the Plan panel's earlier estimate of 6.5 crore.
The number of BPL households, Ahluwalia added, could be somewhere between 7.5 crore and 8 crore which would be in line with the Tendulkar report.

A major fire broke out in Bangalore's multistoried Gold Towers building on Residency Road this afternoon.According to sources, fire broke out in the NYK pub of the Konark Hotel, which is in the fifth floor of Gold Towers building.Police informed that fourteen fire tenders were at the site trying to bring the blaze under control.
Prime minister Manmohan Singh has asked all ministers to refrain from commenting in the media on matters of internal security, sources in the government said.
The cabinet secretary stated in his missive that the prime minister "desires" that ministers should not remark on the internal security of the country and should not voice "different opinions" on the matter. The home ministry is competent to react to such matters, it added.
The prime minister's direction comes after the April 6 massacre of 76 security personnel in the forests of Chhattisgarh, the largest Maoist attack in four decades.
It is learnt that the prime minister gave the direction for the circular after colleagues like railway minister Mamata Banerjee and food processing minister Subodh Kant Sahay commented on the attack.
The prime minister left on April 10 for a weeklong trip to the US and Brazil.
"They should first stop terrorist activities, make peace and only then they would have the right to solve their problem through discussion," BJP President Nitin Gadkari told reporters here.
If the ultras continue to take law into their hands, it would be difficult to hold discussions, he said.
On inter-linking of rivers, he accused the UPA government of not taking the project seriously and said if implemented it would solve the water and power problems of states like Tamil Nadu and Andhra Pradesh.
BJP-ruled Gujarat had interlinked 21 rivers and with the availability of additional water, the state's agriculture sector "is growing at a much faster" rate compared with the rest of the country, he said.
"Water and power are two most important factors in the situation to change socio-economic scenario of agriculture and rural sectors,"he said, adding the inter-linking of rivers would enhance food production to the tune of 200 million tonnes annually.
Gadkarai demanded the government add 'irrigation' as a subject in the concurrent list of the Constitution. This would "massively" accelerate the country's irrigation capacity.
"If given the mandate in next general elections, the BJP would accord high priority for interlinking of rivers," he said.

Haridwar: From the Himalayan foothills he runs a $40 million-a-year health empire, owns a Scottish island and claims to cure cancer. Now, India's star yoga guru plans to enter politics to help the poor and punish the corrupt.
Swami Ramdev is out to "cleanse" the world's largest democracy of 1.2 billion people of greed and foreign influences, drawing on the support of a television audience of millions and his claim to have a follower in every Indian household.
It is too early to say whether Ramdev will prove a serious political force or a passing fad. But he could appeal to millions of Hindus whose traditional bent grates against a rapidly globalising economy, and be a man other politicians may woo.
Dressed in his trademark orange robe, wooden sandals and lounging in a chair, Ramdev told Reuters that his party will contest all 543 seats in the next election due by 2014.
If his TV audience is anything to go by, he will have a head start. At least 30 million watch Ramdev's daily yoga teachings treating anything from diabetes to high blood pressure.
A Ramdev-led government will overhaul India's political, legal and education systems which he says are hangovers from colonial rule, and set up fast-track courts to pass sentences for capital crimes including corruption.
"People who are corrupt should face capital punishment. This is how it will stop, otherwise it won't stop," Ramdev said at his sprawling ashram in Haridwar, one of Hinduism's holiest sites on the banks of the Ganges river.
"The policies which were formed by the British were not to run the country ... they were formulated to loot the country."
Ramdev wants to withdraw the rupee and issue a new currency, with the aim of taking the old money out of criminals' pockets. Foreign corporations will be boycotted.
Yoga will spread far and wide, especially to schools and hospitals if Ramdev wins power. He also has little time for shopping, TV soaps or cricket -- another British import -- though he insists these are his personal preferences.
Tension prevails in Chintalnar, Mukram and Tarmetla villages, about 500 kms from RAIPUR, with the police questioning residents, official sources said.
During the ambush, security forces had gunned down eight Maoists, including Rukmati, a self styled section commander hailing from Mukram. Many residents have fled this village fearing police action, they said.
The other Maoists belonged to Rehadgatta, Pamra, Karigundam, Kodapalli, Rengam, Murpalli and Jadka villages which are a stronghold of the Naxals. Sources said that several families from these villages have also taken shelter at other places since the Maoist attack.
Collector, Dantewada district, Reena Kangla said that there was no report of any major exodus from these villages.
However, she admitted that the villagers were fearful after the attack.
"Some villagers have gone to nearby towns but you cannot say that they are fleeing the villages," she said.
Launching a major drive for "good governance" in rural areas, chief minister Raman Singh today visited the camps for Naxal-affected in Dantewada to take stock of the situation and assured the people of all necessary help.
Banglore Fire
"The fire occurred between 1.45-2 pm in a shed on the roof of Gold Towers. No casualties has been reported so far. The fire has been brought under control," said Deputy Commissioner of Police G Ramesh.
Police suspect the dumping of combustible materials on the rooftop as the reason for the fire.
There was no report about any casualties.
In February, nine people died and 59 were injured in a fire at Bangalore's Carlton Towers.
Most of the people, who had died then, jumped in panic to escape the smoke that engulfed the top-most floors of the seven-storey office building.
"The President did refer to the pending Civil Nuclear Liability Bill and expressed the hope that this could be concluded as expeditiously as possible," Foreign Secretary Nirupama Rao told journalists in her briefing on the talks.
Singh informed Obama that the Bill, which is a crucial step in the implementation of the Indo-U S nuclear deal, was undergoing democratic processes.
The Bill faced severe objection in the parliament, as the Opposition parties expressed displeasure on certain provisions in it, including the use of word 'cap' for Rs. 500 crore compensation to be paid by the operator in the case of a nuclear accident.
The government which expressed willingness to make changes, is likley to present it before the Parliament in the second part of the Budget Session starting Thursday, Apr 15.
Shashi Tharoor's friend is mystery stakeholder in Team Kochi
The 'mystery' surrounding the Kochi consortium continued to linger a day after the Indian Premier League (IPL) and Rendezvous Sports World signed a formal franchise agreement. Also, the degree of involvement of mentor Shashi Tharoor, the minister of state for external affairs, is getting increasingly curiouser after the disclosure of the identity of one of the 'secret partners' of the new IPL team from Kerala.
The partner, Sunanda Pushkar, who holds 18% free equity in the
new franchise that made a staggering Rs1,550 crore-bid to bag the Kochi team, is close to Tharoor, as reported by DNA on Sunday. The two have been frequently seen together in New Delhi's social circles.
During the signing of the franchise agreement on Saturday night in Bangalore, a Union minister had called up a top IPL official and asked him not to press for details of the woman. It was later revealed that she is linked to Shashi Tharoor. "I was told not to get into who owns Rendezvous, specially Sunanda Pushkar. Why?" wondered IPL chairman Lalit Modi on Twitter. The request has been minuted in the records of the meeting.
At the meeting, the shareholders of the consortium told the IPL officials that Pushkar is based in New Delhi and her husband is associated with an automobile firm. IPL officials now wonder if the partners of the company had any knowledge of her association with the minister. Tharoor has been maintaining that his only link with Team Kochi is as mentor. He could not be reached for comment on this development. A list of questions was sent to him but there was no response.
Besides the minister's link, the IPL is looking into why Rendezvous, one of the partners of the consortium, has been given free undilutable 25% equity for perpetuity."I am puzzled. Well, if others want to pay 100s of millions, who are we to say no? That's between them," Modi tweeted.
Another interesting bit of information about Team Kochi is that there is only person from the state, Vivek Venugopal, to have a stake — about one per cent — in the consortium.
Besides Pushkar, the other partners of Rendezvous who hold free equity are Kisan, Shailendra and Pushpa Gaikwad, Puja Gulathi, Jayant Kotalwar, Vishnu Prasad and Sundip Agarwal. Rendezvous, however, has purchased one per cent equity in the consortium which means it has 26% share in the team.
When asked about the issue, Modi said he will be submitting a report to the IPL governing council. On Saturday, he had told DNA that the new franchise brought disrepute to the IPL.
It is still not clear if any former India skipper is associated with the team. There have been reports that at least two former captains are part of the consortium but when asked, an IPL official said, "Who knows who is behind whom?"
When contacted, a spokesman for the consortium said he had no information or comments to offer. "We have given the IPL whatever information sought from us," the spokesman said. Other partners of the consortium did not respond to calls and messages

The Superlative NIKAH

The two families surprised everyone this morning by announcing through the spokesperson that marriage has been preponed.
The 'Mehandi' ceremony is now scheduled for tomorrow, 'Sangeet' on April 14 and the reception will be held on April 15 as scheduled, the spokesperson said.
All the papers were in place before the arrival of bride and the groom and the ceremony was over within five minutes and the 'Qutbah' was read by the head Qazi.
The couple married at around 1.15 pm immediately after Zohar prayers by head Qazi of Dar-ul-Qazzat.
Shoaib paid Rs 61 lakh as 'Meher' amount to Sania at the time of Nikah and also presented her a car.
According to family sources, the wedding was advanced due to the 'fatwas' being issued by various ulemas against Shoaib living in Sania's house before marriage which was termed as unislamic.
The Nikah ceremony was held in presence of very close relatives while lunch was hosted for about 500 guests, sources in Sania's family said.
The build up to their marriage was highly controversial due to Shoaib's 'first' marriage with another Hyderabad girl Ayesha.
Ayesha had alleged that Shoaib married her over phone before dumping her without a divorce due to her weight problems.
Shoaib initially denied the allegations and claimed that Ayesha duped him into a phone marriage by sending photographs of a different woman.
Ayesha went ahead and filed an FIR against Shoaib alleging fraud and criminal intimidation which led to the cricketer's passport being confiscated by the police.
The all-rounder agreed to divorce Ayesha after being pressurised by community leaders.
The FIRs were subsequently withdrawn but he is yet to get back his passport.
Sania is currently ranked 89 in the WTA chart and is out of action nursing a wrist injury.
Shoaib, on the other hand, is serving a one-year ban for indiscipline during Pakistan's tour of Australia earlier this year.
Conduct of senior naval officer in Gorshkov project under scanner
A senior navy officer, who played a crucial role in the acquisition of Admiral Gorshkov, the Russian aircraft carrier, has been placed under the scanner. Investigators are looking into whether commodore Sukhjinder Singh's proximity to some Russians was in any way linked to problems associated with the Gorshkov project, including the escalation in cost as well as delays. Singh was in charge of the aircraft carrier project in Russia, and had been stationed there for many years. The commodore was deputed there to supervise the re-fitting and technical requirements.
The probe also focuses on his improper personal conduct.
The carrier has for long been in focus for the quantum jump in its cost — the project cost has gone up from Rs4,870 crore in 2004 to Rs11,650 crore currently. In the second week of March, during Russian prime minister Vladimir Putin's visit to New Delhi, India had — in a controversial move — agreed to pay $2.33 billion for the refitting as against the original $974 million agreed upon in 2004. Singh was posted in Russia until about three years ago, and was probably the senior-most officer there to oversee the Gorshkov project. On his return to Delhi, he was appointed to the crucial post of principal director (aircraft carrier project) looking after the Gorshkov project from the headquarters. All of this underlines Singh's extensive involvement in the project.
According to the navy, the formal inquiry against Singh, who till some months ago was the principal director of the project, started a few weeks ago. It was ordered after incriminating evidence emerged showing his links to some Russians.
DNA has material to establish the commodore's involvement in activities which were unbecoming of an officer of his rank and stature.
Confirming the inquiry, a navy spokesperson told DNA, "The IN (Indian Navy) has received information about a senior naval officer who has been involved in an act of loose moral conduct. The navy has instituted an inquiry to establish whether this had any influence on the performance of his official duties. Preliminary indications are that the involvement has been at a personal level."
A navy source said the inquiry is looking into "all aspects" of Singh's conduct, including whether his behaviour in Russia and proximity to some Russian individuals has had any "impact on the Gorshkov deal". The concern is whether those individuals were part of a larger conspiracy of the Russian arms industry.
The Gorshkov project took a bizarre turn when Russians demanded in mid-2008 a massive price hike for the refit, leading to many within the navy and outside to suggest scrapping the entire project. In fact, questions continue to swirl about the logic of price hike. The carrier, which was originally slated to be delivered in 2008, is now only expected in 2012. Again, through it all, Singh has had a crucial role.
A navy source told DNA that "preliminary evidence" indicates that Singh may not have played any significant role in deciding the new price.
However, Singh was a member of the cost negotiation committee (CNC) set up last year to resolve the unprecedented Russian demand for increase in refit cost. According to naval records, Singh sat through the first meeting of the CNC last year. The CNC comprised at least three admirals from the navy, some three joint secretary rank officers and others. Singh was among the junior-most.
"The inquiry is going through the records" of the CNC, sources confirmed. The one man investigation, a formal court of inquiry, would "sum up in the next few days", they said.
Connections, implications

Investigators are also looking at his Russian contacts and if they had any links to the Russian arms industry, as well as if some of those close associations could have influenced his conduct in the Gorshkov deal.
Dantewada attack: CRPF internal reports indicate lack of training, facilities
Internal reports of the CRPF, which has just lost 75 personnel in the Maoists attack in Dantewada, say the force's field commanders had pointed out lack of training, work pressure and communication gaps as some reasons for losses in operations.
As per the reports, senior officers were of the view that non-availability of sufficient firing range, lack of shooting practice were some of the reasons for more casualties of CRPF personnel during operations.
The reports, prepared by the force's field commanders after a series of meetings, also mentions a senior officer who looks after training expressing his unhappiness over the kind of training.
He said the normal PT/Parades are not getting due importance in battalions or group centres, which he felt affects the turn-out and training aspect of men.
The reports also mention that certain Battalions have shortage of assistant commandant and various other ranks and non-availability of company commander for a longer duration affects the functioning and efficiency of the particular company.
It was also felt by certain officers that competency and efficiency level varies from unit to unit and that training level had gone down.
Officers also mentioned that the personnel frequently change their role at a short notice which dos not give them time for mental preparation. The roles include law and order duties, Counter Insurgency Operations, VIP security, communal tension, election duties, jungle warfare, tackling terrorism, extremism among others.
It was also felt that infrastructure and living conditions of the personnel posted in various parts of the country have to be improved.
Questions were also raised on non-implementation of standard operating procedures at times.
Nepal scraps passport deal with India due to Maoist pressure
In a major climb down, the Nepalese government has scrapped a controversial deal with India for printing of Machine Readable Passport from a government security press, which led to Maoist calling off their nationwide strike.
The government decision came hours before the country's apex court was to hear the case and was announced by communication minister and government spokesman Shanker Pokharel after a cabinet meeting.
It was an apparent that the government caved in to pressure by the Maoist who had termed the step as bowing to India.
"The government decided to accept the advice of the parliamentary committee which went into the matter and procured passports to the competitive bidding," Pokhrel said.
The government decision came four days after the Supreme Court ordered the deal to be put on hold and summoned prime minister Madhav Kumar Nepal and his deputy Sujata Koirala to explain the decision before it.
Under the new International Civil Aviation rules, Nepal was to issue new machine readable passports to new applicants by April 1.
Nepal government had recently decided to award the contract of supplying MRP to Indian security press at a rate of $4 per copy through bilateral negotiations in order to get the ultra-modern passport printed as soon as possible after the International Civil Aviation Organisation asked it to halt issuance of hand written passports.
The decision to cancel the order came after Maoists announced general strike today to oppose the government's plan to get the smart passports printed in Indian press.
As the government withdrew the decision to print the passport from India, the Maoists also withdrew their strike, the Maoist sources said.
A Parliament Committee had summoned prime minister Madhav Kumar Nepal this week to furnish clarification regarding the issue of the decision to award the contract to the Indian security press to supply the passports.
Responding to the Parliament committee's query the prime minister had said that the decision was taken to award the contract to India keeping in view diplomatic and political relations.
After missing the deadline, the government has made a request to the ICAO to extend the time and allow the issuance of hand written passport for the time being.
Air Force fears collateral damage in fighting Maoists
Allahabad: Asserting that it was always ready to face any challenge to the country's internal security, the Air Force on Monday said any decision on use of air power to tackle the Naxals must follow a clear strategy to minimise collateral damage.
At the same time, he said his personal view was that the armed forces were not required to fight the Maoists.
"We have the capability to conduct strikes with utmost precision. However, it must be understood that if a 250 kg bomb is dropped at a spot, its impact will be in a radius of at least 800 metres and that may affect many people who may not themselves be insurgents", Air Chief Marshal P V Naik told reporters here.
"If at all a situation arises where the use of Air Force becomes inevitable, there has to be a clarity on the magnitude of the force we are supposed to use so that the collateral damage is minimum.
"After all, we are dealing with our own people in our own territory", the IAF chief said.
Replying to a query, he said, "So far we have not been approached by the Home Ministry for any type of help in combating Naxalites".
To another question, the Air Chief Marshal pointed to an interview to a news channel during which he had said that armed forces were not yet needed to fight Naxals. "I personally still hold the view," he said.
"We would, however, like to add that even though not involved in active combat, the Indian Air Force has done its bit by conducting reconnaissance of Naxal-infested areas and sharing the inputs with the governments concerned", he said.
He, however, replied in the negative when asked whether the IAF had provided the Chattisgarh government with any inputs prior to the Dantewada massacre and, said, "We had deployed UAVs in the tribal state a couple of years ago and provided inputs at that time.
"Those inputs could not have been of use at this time as at present we are not conducting any reconnaissance in that region," he said.
"It also needs to be understood that the reconnaissance by our UAVs will have some limitations. It can give information about a number of people gathering at a spot but it cannot tell you whether it is a group of armed insurgents or ordinary tribals and villagers.
"Moreover, aerial survey may not be possible in dense jungles as the devices cannot see through a canopy of trees, bushes and shrubs", the IAF chief said.
Asked about media reports of the possibility of intelligence leak which could have resulted in Dantewada massacre, Naik said, "I am neither aware of such reports nor do I have any idea of leaks".
To a question about the situation in India's neighbourhood, he said, "We are not involved in an arms race. We upgrade ourselves with regard to what are the needs of our country and not what type of weapons Pakistan or China are acquiring".
Naik was in the city to inaugurate a four-day Station Commanders' Conference being held at the Central Air Command headquarters here in which commanders from units located in Uttar Pradesh, Madhya Pradesh, Maharashtra, Uttarakhand and Bihar are taking part.

'Picture toh abhi baaki hai mere dost!'
After some plain speaking by prime minister Manmohan Singh, US president Barack Obama has leaned on Pakistan to rein in Lashkar-e-Taiba (LeT).
Singh, who met Obama in Washington last night, emphasised that Pakistan needed to take "convincing action" against those
responsible for Mumbai attacks.
Meeting Pakistan premier Yousuf Raza Gilani a couple of hours after his discussions with Singh, Obama is believed to have asked him to bring the perpetrators of the Mumbai terrorist attacks to justice, saying this action would be a positive thing in improving Indo-Pak ties.
Gilani replied in the affirmative when asked by reporters whether some action can be expected from Pakistan now that Obama is pressing it to bring those behind Mumbai attacks to justice.
"Certainly," he said, adding "I am against terrorism and always of the opinion that those who are the culprit they should be brought to justice."
Briefing reporters on the 50-minute meeting at Blair House between the two leaders, Foreign Secretary Nirupama Rao said Singh made it clear that "future of South Asia would be determined by the manner in which terrorism is tackled".
The prime minister also voiced apprehensions about misuse of US military supplies to Pakistan, prompting Obama to assure him that India's concerns in this regard would be kept in mind while dealing with the issue.
Obama also said he favoured reduction of tensions between India and Pakistan.
The US president told Singh that Washington was "supportive" of India's request for access to Mumbai attacks accused and LeT operative David Headley and it was "working through legal systems" on the matter.
Obama said the US understood India's concerns with regard to activities of LeT and other terror groups from Pakistan and Afghanistan and that Washington was "engaging" Pakistan on these issues.
While talking about the menace of terrorism emanating from Pakistan, Singh referred to Headley, activities of LeT and its chief Hafiz Mohd Saeed and al-Qaeda-linked HuJI leader Ilyas Kashmiri, Rao said.
"Unfortunately, there is no will on part of Pakistan to punish those responsible for terrorist attacks in Mumbai," Rao quoted the prime minister as telling Obama.
"This is where partnership of India and the US could make the difference," Singh told Obama. The prime minister saidhere had been "tremendous rise" in infiltration from Pakistan.
While seeking the US' cooperation in putting pressure on Pakistan, Singh said India and the US stood on the same side on the issue of dealing with terrorism.
"The terrorist onslaught in our region, if persisted, could affect our economic growth," Singh told Obama while underlining the need for tackling the issue of terrorism.
"How this menace is tackled will determine the future of the South Asian region," he said, specifically referring to happenings in Pakistan and Afghanistan.
To a question, Rao said the fate of Indo-Pak dialogue had no connection with today's meeting between Singh and Obama. She said the US as also the entire world was aware of India's approach on dialogue with Pakistan.
"The US fully understands" India's position on the dialogue, she said.
India has suspended composite dialogue since the 26/11 attacks and has refused to resume it till Pakistan takes concrete and transparent action against those behind the terror strikes.
Rao said there would be no meeting between Singh and Gilani in Washington during the Nuclear Security Summit, but did not categorically rule out such a possibility in Bhutan during the upcoming Saarc meet.
During the meeting, the issue of Civil Nuclear Liability Bill also came up, with Obama hoping that it would be passed by the Indian Parliament as expeditiously as possible.
Singh told him that the bill was going through the democratic processes.
The passage of the bill, which is a crucial step in the implementation of the Indo-US nuclear deal, has got caught in a political quagmire with opposition parties objecting to certain provisions in it, including the use of word 'cap' for Rs500 crore compensation to be paid by the operator in the event of a nuclear accident.
The government has indicated its readiness to make some changes in it and the bill is expected to be introduced in Parliament in the second part of the Budget Session starting on April 15.
The two leaders, while reviewing the Indo-US ties, expressed satisfaction at the "good progress" made in the relations since they met last in November last year here.
They said they were looking forward to the strategic dialogue to be held between the two countries on June 3. External affairs minister SM Krishna will be coming here for that purpose.
Singh also told Obama that India was eagerly looking forward to his first visit to the country.
