Health Care in Bangalore city – Need for a Master Plan
The Bruhat Bengaluru Mahanagara Palike (BBMP), comprising 198 wards, was formed in 2007 by merging 100 wards of theerstwhile Bangalore Mahanagara Palike (BMP) with 7 City Municipal Councils (CMCs), one Town Municipal Council (Kengeri)and 111 villages. This expansion brought areas into BBMP that were formerly classified as rural and which received healthservices through the Karnataka Department of Health and Family Welfare (DHFW). Primary Health Centres (PHCs) etc. are still operating in these areas and in parts of the former BMP area. Secondary care is being provided by BBMP Referral Hospitals and DHFW taluk and district hospitals.
Other government bodies also provide health services in Bangalore. The Medical Education department administers teachinghospitals such as Vani Vilas, Victoria and Bowring, which mainly provide tertiary care. Autonomous institutions such asNIMHANS receive most of their funding from the central government and operate independently. The Employee StateInsurance Corporation (ESIC) has its own hospitals and services and various public insurance schemes allow patients to avail oftertiary care in the private sector.
Unfortunately, all the services put together are not adding up to a comprehensive primary health care system. The presence of multiple government departments and autonomous bodies has led to overlapping jurisdictions and conversely, under-served areas. In the 1990s, city-wide planning for health services was undertaken under the auspices of the IPP-VIII project – no such planning has taken place after the expansion. A master plan would bring clarity to the confusing mosaic of health centers, services and schemes in Bangalore. It would allow for the best use of available resources to address gaps in the system and improve existing services. Most importantly, it would rationalize coverage and increase accessibility, especially if done through a participatory process.
Public consultation
In this context, Janaarogya Andolana Karnataka – Bangalore Urban (JAAK-BU) proposes to hold a consultation - "Health Care inBangalore City – Need for a Master Plan". The consultation will look at the history and current scenario of planning and provisionof health care in urban areas. Current and future challenges will be presented in a status report of health services in Bangalorecity, along with case studies to illustrate the impact on the community. The consultation seeks to involve senior officials andCorporators from the Bruhat Bengaluru Mahanagara Palike (BBMP), the Department of Health and Family Welfare, GoK, theDepartment of Medical Education, GoK, representatives of political parties, experts, researchers and community organizations.
