RTI activist Jeetendra Ghatge (9773119544), who has been working to get action against the Ward Officer of D-Ward and also Mumbai Police for dereliction of duty, got the shock of his life today when he attended a hearing of the District Corruption Eradication Committee chaired by Collector Chandrashekhar Oak(9821050111) at his office at Old Custom House. In his complaint before the Corruption Eradication Committee (Bhrashtrachar Nirmoolan Samiti), Ghatge had sought action against the Ward Officer of D-ward for failure to clear an illegal dumping grounds. He also sought action against those responsible for irregularities in police transfers. He was seeking an order of departmental enquiry from the Corruption Eradication Committee, but the collector, who perhaps felt cornered by the activist, said, "Departmental Enquiry? Under which circular? I am not aware of any circular that gives me the power to order departmental enquiry to be conducted!"
Ghatge was taken aback, because not only is there the GR issued on 4th February 2011 state it (Marathi original and translation are attached), but also, another circular issued and signed by Oak himself on 5th April 2011 (Marathi original). Despite this, the District Collector pleaded ignorance and tried to buy time to study the matter further.
The February 2011 GR was clearly a result of pressure brought by Anna Hazare in the years prior to the Jan Lokpal campaign.
What Ghatge found more ironical was that Bhavesh Patel (9322114079), the civil society representative nominated by Anna Hazare on this powerful committee, failed to speak out forcefully. He only said that he remembered reading in the newspapers that there was such a circular. It was an amazing thing to say, considering that Mr Patel was sitting at Old Custom House at this meeting precisely on the strength of this circular!
It is rightly said that you can take the horse to the water, but you can never force it to drink! This Anna Hazare initiative, although very powerful, is being defeated by the unwillingness of bureaucrats to implement it.

Its been tow years now I have been an active whistle-blower, but today I got the biggest shocker of my life.
As per the last email I had sent you about CEC and how they dont use their powers, just couple of hours back I attended the meet at collector office with 2 fresh complaints - one about Political intervention in police transfers and other about dumping ground behind my building.
As soon as the Collector Mr. Oak read out my complaint regarding Mumbai Police, he asked me what do i want from this committee. I asked the committee to order a DE as per powers vested in them according to the Feb 2011 Circular.
To my shock Mr. Oak said 'Which circular you are talking about? I dont know any such a circular.'
I told him that that circular had made this committee more powerful but he insisted that he is not aware of any such circular. Further Bhavesh Patel (Anna appointed man) told Mr. Oak, " oh yes their is one such circular I had read about it in news papers"
They started asking me if i had the copy of it .. and I didnt but I had a order passed by Mr. Oak himself (check his sign in attachment) on the basis of that Circular (District vigilance squad). When I showed him he told me that we will have to look into it.
I dont know what to make of such behavior by the Collector of Mumbai himself. He does not know about the circular on the basis of which that very committee is setup???
What the hell is wrong with these people???
