On 15 August 2011 SMCs were formed in State schools in Rajasthan. I alongwith law students Nisha Tomar and Neenu visited few villages of Mewat area within Alwar District of Rajasthan on 02 April 2011 to ascertain the status of RTE Act, 2009 on completion of its one year. One of the most noted was the functioning of SMCs. Talking with Chairperson and Vice-Chairperson (both parents) of a SMC in a village, we inquired from them as to what have they done to improve quality education in the school. These persons told us that when they found two teachers coming late, they marked them absent and from the next day both teachers were in time.
SMCs which would have 75% representation of parents could be a strong instrument to bring good quality education in the schools. I had suggested to the Kerala Education Commission to incorporate institutionalized mechanism in the RTE Rules to provide orientation to the members of the SMCs so to enable them to function well. |
