JAIPUR: Thirteen Dalit families living under an open sky for the past two months at Satpuda village in Chittaurgarh district of Rajasthan after their houses on the government's surplus land were destroyed by the people of dominant castes have demanded action against the culprits and land allotment under the ongoing "Prashasan Gaon Ke Sang" (administration with villages) campaign.

Influential people of Satpuda demolished the houses of Meghwal and Kalbelia Dalits settled for about 20 years on the outskirts of the village on October 7 allegedly at the instance of the administration. No official assistance for rehabilitation or financial relief has been provided to the victims so far.

A fact-finding team of the Centre for Dalit Rights (CDR), which visited the village on Monday, found that the Dalit families were not served with the mandatory notices for eviction under the Land Revenue Act, while each of them possessed ration cards and had their names listed in the electoral rolls.

Dalit families told the six-member team, led by CDR director Satish Kumar, that the Tehsildar and revenue officials visited Satpuda on October 6 and "verbally instructed" the villagers to raze the "illegal houses". "The next day, the dominant people brought huge machines and flattened the entire locality. We lost all of our belongings," victim Mangi Ram told the team.

The landless Dalit families struggling hard to make ends meet had requested the administration to allot land to them in 2004, but no action has been taken as yet in this regard. On the other hand, the administration has not paid any attention to the alleged encroachments by the dominant Rajput community at a nearby surplus land.

Police apathy

Alleging that the higher caste people were "hand in glove" with revenue officials in the village, the Dalit victims told the team that the police had not registered any case against the perpetrators of the crime and the latter were threatening them with dire consequences if they tried to lodge complaint.

Mr. Kumar regretted that the State Government, which was "making tall claims" about allotment of land free of cost to poor Dalits, had remained a mute spectator to the forcible and illegal eviction of Dalits by unauthorised people in Satpuda case.

The CDR team met Chittaurgarh Collector Arushi A. Malik and demanded immediate relief to the Dalit families along with reconstruction of their houses and registration of cases under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, as well disciplinary proceedings against the Tehsildar and revenue officials.

Mr. Kumar said the poor Dalit families deserved the benefit of the Indira Awas Yojana after their inclusion in the below poverty line category, while agricultural and residential land should be allotted to them under the "Prashasan Gaon Ke Sang" campaign.

The CDR, which has also sent a memorandum with these demands to the National Human Rights Commission and the National Commission for Scheduled Castes, has pointed out that no encroacher on the government's surplus land can be evicted without the due process of law.

Other members of the team were Gopal Ram Verma and Babulal Kiroriwal of CDR, Khemraj Chaudhary of Prayas Sansthan, Bhanwar Meghwanshi of Dalit Adivasi Adhikar Abhiyan and K. C. Sharma of the People's Union for Civil Liberties.

VIZIANAGARAM: Dalits and adivasis on Tuesday staged a dharna at the Collector's Office in protest against the step-motherly treatment of the government toward welfare of dalits and adivasis. State coordinator of Dalit-Adivasi Coordination Committee M. Bhagya Rao said that the government was acting indifferently toward SC/STs by not allocating grants on the basis of population. He also criticised the government for not appointing Chairman for SC/ST State Commission.

P. Chittibabu, district general secretary of Dalit Bahujan Shramik Union said that the district administration had been acting as a stooge to political leaders and under their influence it appointed non-dalits in the District SC/ST Advisory Committee.

HC comes to the aid of rape victim, her child

Chandigarh, November 30. Raped when she was just 17 and left to fend for herself and her child, the victim has received financial solace from the Punjab and Haryana High Court.

Justice Surya Kant has not only directed the state of Punjab through the Chief Secretary to pay her interim relief of Rs 10 lakh, but has also directed the constitution of an expert committee to suggest suitable compensation for the victim after taking into account multiple needs. Social activist Vina Sharma and advocate Tanu Bedi have been asked to lend their valuable time for the social and pious cause.

The state has been granted the liberty to recover at least 50 per cent of the interim compensation from the accused boy and his father.

Justice Surya Kant asserted the plight of the petitioner, burdened with the responsibility of motherhood at a tender age, could only be imagined and not expressed. The records indicated she belonged to the poor section of society.

Even as state counsel Anupinder Singh Grewal argued the boy and his father were men of means, Justice Surya Kant observed both society and the state were under a legal, social and moral burden to extend a helping hand to the victim and ensure she was in a position to lead a dignified life, notwithstanding the social scar.

Issuing the orders in open court, Justice Surya Kant asserted to minimise her miseries, it was the court's duty to ensure she was provided suitable monetary assistance at least to liberate her from financial dependence on her father and family.

Going into the background of the matter, Justice Surya Kant observed the victim was born in March 1986 and was below 17 when she was left pregnant.

The accused in the case, Kulwinder Singh, was convicted and sentenced to seven years by the Ludhiana Additional District and Sessions Judge on February 25, 2004, under Section 376 of the IPC.

Justice Surya Kant observed the petition seeking compensation was pending since 2007, and the boy, after the completion of the actual sentence, had been released from jail.

Tiruchirappalli: CPI Tamil Nadu unit Secretary D Pandian slammed Chief Minister M Karunanidhi for raising the caste angle while trying to "shield" former union telecom minister A Raja in the spectrum scam, saying he had "humiliated" and "insulted" Dalits.

"The question of caste does not come in the mega scandal of Rs 1.76 lakh crore. Not even a single paise from the scandal benefitted Dalits," he told reporters here.

Briefing on the two-day state executive meeting of the party that concluded today, Pandian charged Karunanidhi with humiliating and insulting the Dalits of the state by trying to shield Raja.

Karunanidhi had recently said Raja was being targeted only because he was a Dalit.

On alliance for assembly elections due early next year, Pandian said it would be decided before the polls. However, CPI would not have any truck with DMK and Congress, he said.

He said the meeting resolved to launch an anti-corruption campaign throughout the state from December 6.

He alleged that the law and order situation in the state was bad. "Police are not impartial and are dancing to the tunes of the ruling party, and that is the main reason for all the ills (on law and order front)."

The meeting urged the government to immediately assess the flood damage and pay relief of Rs 10,000 to Rs 15,000 for crop loss.

The government should also take steps to drain flood waters from the farm fields in Tiruvarur, Nagapattinam and other districts on a war footing and save the crops.

The UPA Government was "ridiculing" democracy by not conceding the opposition demand for a JPC probe into the Spectrum scam, he alleged.

IIT statistics: no seats but dozens vacant

New Delhi, Nov. 30: Every year, there's a mad scramble among students to make the IITs, about a 100 competing for a single seat. But at the end of admission season, some 100 seats lie vacant for want of takers.


According to admission data for the last three years, there is a trend of seats lying vacant in the elite tech institutes. Whereas 86 of 5,521 seats in 13 IITs had no takers in 2008, 113 of 6,561 seats in 15 IITs lay vacant in 2009. This year, about 90 of 9,509 seats went waste.

The IITs are of the view that most seats lying vacant are from the reserved category for physically disabled students. According to rules, three per cent seats each within the general, OBC and SC/ST categories are reserved for physically challenged students belonging to that category. These seats cannot be transferred.


"We do not get enough number of students in the physically disabled category. Since the seats cannot be allotted to other students, they remain vacant," IIT Delhi director Surendra Prasad said.


Some seats in the SC/ST category too lie vacant. IIT Guwahati director Gautam Barua said some SC and ST students allotted seats in IITs do not turn up for admission.


"Some of them get admission in National Institutes of Technology where they get their preferred subjects. If they take admission in IITs, they may not get their preferred subjects as the competition is tough. As they do not turn up for admission, certain seats remain vacant," he said.


A few years ago, several seats reserved for SC/ST categories used to lie vacant because not many were able to make the Joint Entrance Exam merit list. The IITs then introduced a preparatory course for students just outside the merit list, under which they would take basic courses for a year. If they qualified an exam after that, they were admitted to the institutes.

In 2008, about 3,21,653 candidates took the IIT-JEE, the number rising to 3,98,264 and 4,55,571 in 2009 and 2010 respectively. The number of seats in the IITs has increased in the last two years because of implementation of the OBC quota. Two new IITs came up at Mandi and Indore in 2009.

Mangalore, Dec 1: At the meeting organized here on Tuesday November 30 to enable the dalits to air their grievances, the dalits mainly raked up the issue of the insult allegedly meted out to them in a play presented at 'Alvas Nudisiri' event, and demanded for demolishing a compound wall built illegally on the land exempted by the deputy commissioner, besides issuance of title deeds for the houses they reside in.

At the meeting, the participants alleged that a person named Sanjeeva had encroached upon a government land at survey No. 176/1 of Derebail in the city, and built a compound wall there. They demanded for the immediate demolition of this compound wall. They demanded for demarcation of land and issuance of title deeds to Cheluvaraj, Kasiraj and Chennamma, who have been living in government land at Shivanagar in Moodushedde village since the last three decades. They demanded for the withdrawal of police complaints registered by the the taluk tahsildar against these residents in Kavoor police station, alleging that they had illegally encroached upon government land. They claimed that a number of people belonging to higher castes had encroached upon government lands all over the taluk, and asked for driving away these people and allotment of house sites in these lands to the dalits. The other demand they put up was to build 'Ambedkar Bhavan' in the city to enable the dalits to hold their programmes.

The dalit leaders demanded strict legal action against M Mohan Alva and theatre personality, Jeevanram Sullia, for what they termed as an insult heaped on the dalits in the 'Alvas Nudisiri' event presented recently. They also sought for posting of additional employees to the social welfare department office and hostels to enable the people to get their caste certificates quickly, to run the hostels properly, as also to disburse scholarships to students promptly.
