We feel deeply shocked and anguished by the Prime Minister Modi's callous and contemptuous response to the demand of Bhopal tragedy victims to meet them during his visit to inaugurate the World Hindi Conference in Bhopal.

The survivors of the world's largest industrial accident continue to struggle in Bhopal – even for shamelessly low amounts of compensation, health facilities and cleaning-up of the plant site even after 30 years. While the perpetrators of this heinous corporate crime continue to enjoy impunity, successive governments have tried every trick to underplay the consequences of the accident, purportedly to ensure a welcoming investment climate for multinational corporations. The Modi government has turned the environmental stipulations for such corporations into a cruel joke and has been proudly displaying the diluted environmental norms and labour laws as part of its 'Make in India' policy.

While several scientific studies have shown the genetic impact of the Union Carbide disaster and the effect on the next generation; neither the state nor the central government has provided any medical care or rehabilitation. We had hoped that PM would at the very least would have found time to meet the disabled children who were holding banners and placards asking for 15 minutes of his time. The second generation of the survivors today staged a protest in Bhopal along the route of Modi's visit, only to receive the cold glance of the PM from his cavalcade.

We urge the Hindi writers to raise their voice in support of Bhopal victims inside and outside the Sammelan. It is a challenging time when commitment and voices of our literary figures are put to real test.

We also urge the common people of India to join us on this occasion to demand immediate action on the demands of the Bhopal victims. Literary functions would remain hollow and meaningless if they are insulated from the real concerns of people speaking that language. Strengthening the progressive tradition of Hindi to combat its corporatisation is the urgent call of our times for which we should stand together resolutely.

भोपाल गैस कांड के पीडि़तों की मोदी द्वारा घृणित उपेक्षा के खिलाफ़ नागरिकों का बयान

भोपाल में आयोजित विश्‍व हिंदी सम्‍मेलन का उद्घाटन करने गए प्रधानमंत्री मोदी से वहां मुलाकात का वक्‍त मांगने वाले गैस कांड पीडि़तों के प्रति उनकी संवेदनहीन और घृणित प्रतिक्रिया से हम स्‍तब्‍ध और आक्रोशित हैं।

दुनिया की सबसे बड़ी औद्योगिक त्रासदी के पीडि़त आज भी भोपाल में जीने के लिए संघर्ष कर रहे हैं। मुआवजे की मामूली राशि, स्‍वास्‍थ्‍य सुविधाएं और दुर्घटनास्‍थल पर दूषित कचरे की सफाई बीते 30 वर्षों में राष्‍ट्रीय शर्म की शक्‍ल ले चुकी है। इस जघन्‍य कॉरपोरेट अपराध के दोषी जहां आज भी खुले घूम रहे हैं, वहीं बीते वर्षों के दौरान आयी तमाम सरकारों ने इस हादसे के परिणामों को जान-बूझ कर दबाने की हरसंभव साजिश की है ताकि यहां बहुराष्‍ट्रीय निगमों के लिए निवेश का अनुकूल माहौल तैयार किया जा सके। मोदी सरकार ने इन निगमों के हित में पर्यावरणीय नियमों को एक भद्दे मज़ाक में तब्‍दील कर डाला है। इन कंपनियों के लिए लचर बना दिए गए पर्यावरणीय मानकों व श्रम कानूनों को अपनी 'मेक इन इंडिया' नीति का हिस्‍सा बताने में वे गौरव महसूस कर रहे हैं।

तमाम वैज्ञानिक अध्‍ययनों ने अगली पीढि़यों के ऊपर यूनियन कार्बाइड हादसे के अनुवांशिक असर की ताकीद कर दी है, फिर भी न तो राज्‍य और न ही केंद्र सरकारों ने यहां किसी चिकित्‍सीय सुविधा या पुनर्वास की व्‍यवस्‍था अब तक की है। हमें उम्‍मीद थी कि प्रधानमंत्री कम से कम उन विकलांग बच्‍चों से मिलने का थोड़ा वक्‍त निकाल सकेंगे जो उनसे केवल 15 मिनट की मांग को लेकर तख्तियां व बैनर लिए हुए इंतज़ार में खड़े थे। आज गैस कांड पीडि़तों की दूसरी पीढ़ी भोपाल में मोदी के रास्‍ते में प्रदर्शन करने जुटी थी, लेकिन प्रधानमंत्री का काफिला वहां से गुज़रा तो वे गाड़ी के भीतर से ही एक सर्द निगाह छोड़कर निकल लिए।

हम भोपाल में जुटे हिंदी के लेखकों से अपील करना चाहते हैं कि वे सम्‍मेलन के भीतर और बाहर भोपाल गैस कांड के पीडि़तों के हक़ में अपनी आवाज़ उठाएं। यह एक चुनौती भरा समय है और हमारी साहित्यिक शख्सियतों की आवाज़ों व प्रतिबद्धताओं का यहीं असली इम्तिहान भी है।

हम भारत के लोगों से भी अपील करना चाहते हैं कि वे हमारे साथ मिलकर इस मौके पर भोपाल के पीडि़तों की मांगों पर तुरंत कार्रवाई किए जाने की मांग करें। कोई भी साहित्यिक आयोजन तब तक खोखला और निरर्थक बना रहेगा जब तक वह अपनी भाषा बोलने वाली जनता के असली सरोकारों को आवाज़ नहीं देता है। हिंदी के कॉरपोरेटीकरण से संघर्ष के लिए इस भाषा की प्रगतिशील परंपरा को मज़बूत करना हमारे वक्‍त की अविलंब ज़रूरत है और इसके लिए हमें पूरे संकल्‍प के साथ मिलकर खड़ा होना चाहिए।
