आर्थिक विकासमा थप सहयोग प्रस्ताब, चीन तयार, निर्वाचनमा जोड (परराष्ट्र मन्त्रालयको विज्ञप्तिको पूर्णपाठसहित)

काठमाडौं, । कार्यवाहक राष्ट्रपति परमानन्द झा र मन्त्रीपरिषद अध्यक्ष खिलराज रेग्मीले नेपालको आर्थिक सामाजीक विकासमा थप सहयोगका लागि चीनसँग प्रस्ताब गरेका छन् । नेपाल भ्रमणमा आएका चिनियाँ राज्यपरिषदका स्टेट काउन्सिलर याङ जेइचीले मंगलवार गरेका बेग्लाबेग्लै भेटवार्तामा नेपालका तर्पmबाट थप सहयोगका लागि औपचारिक प्रस्ताव गरिएको हो । भेटवार्तामा काउन्सिलर जेइचीले नेपालको विकास प्रक्रियामा सहयोग र साझेदारी बृद्धिका लागि चीन तयार रहेको बताउँदै नेपालको स्वतन्त्रता र अखण्डताप्रति चीनले महत्व दिएको पनि उल्लेख गरेका छन् ।
नेपाल भ्रमणका लागि सोमवार काठमाडौं आएका जेइची नेतृत्वको चिनियाँ प्रतिनिधिमण्डलले मंगलवार कार्यवाहक राष्ट्रपति झा र मन्त्रीपरिषद रेग्मीसँग बेग्लाबेग्लै शिष्टाचार भेटवार्ता गरेको थियो । जेइचीले कार्यवाहक राष्ट्रपति परमानन्द झासँगको भेटमा नेपालको भौगोलिक अखण्डता र स्वतन्त्रतालाई चीनले महत्व दिएको बताएका थिए । 'नेपालको एक चीन नीतिको सराहना गर्दै जेइचीले नेपालको सार्वभौमसत्ता, स्वतन्त्रता र भौगोलिक अखण्डतालाई सम्मान गर्ने र नेपालको आन्तरिक मामिलामा हस्तक्षेप नगर्ने चिनियाँ नीति उहाँले उल्लेख गर्नुभयो' परराष्ट्र मन्त्रालयद्वारा जारी गरेको विज्ञप्तिमा उल्लेख छ । जेइचीले मंसिर ४ गते संविधानसभाको निर्वाचन गराउने सरकारको निर्णयकोसमेत समर्थन गरेका थिए ।
उपराष्ट्रपति कार्यालय बहादुरभवनमा भएको भेटमा परराष्ट्रमन्त्री माधव प्रसाद घिमिरे, उपराष्ट्रपति कार्यालयका सचिव, परराष्ट्रसचिव तथा नेपाल सरकारका उच्च पदस्थ अधिकारीहरु सहभागी थिए । भेटमा विदेश मामिला, वाणिज्य तथा चिनियाँ कम्युनिष्ट पार्टीको विदेश मामिलासम्बन्धी उपमन्त्रीहरु, नेपालका लागि चिनिया राजदूत ऊ चुन्ताई लगायत उच्च चिनियाँ अधिकारीहरु सहभागी थिए ।
काउन्सिलर जेइचीको उपथितिमा 'चिनियाँ सहयोगमा चक्रपथ सुधार परियोजना' उद्घाटनका क्रममा कार्यवाहक राष्ट्रपति झाले नेपालको विकास प्रयासमा सघाउन आग्रह गरेको जानकारी दिएका थिए । पछिल्लोपटक आफ्नो चीन भ्रमणको उल्लेख गर्दै झाले चीनले प्राप्त गरेको उपलब्धीबाट त्यसबाट नेपालले सक्दो लाभ पाउनुपर्ने बिषयमा पनि छलफल भएको जानकारी दिए । चिनियाँ स्टेट काउन्सिलर याङले संविधानसभालगायत नेपालको विकास प्रयासमा चीन हरतरहले सहयोग गर्न तयार रहेको बताएका थिए । नेपालले अङ्गिकार गरेको एक चीन नीतिको प्रसंसा गर्दै उनले चीनको सुरक्षा चासोप्रति नेपालले अपनाएको अडानप्रति पनि धनयवाद दिएका थिए ।
सिंहदरबारस्थित प्रधानमन्त्री कार्यालयमा मन्त्री परिषद अध्यक्ष रेग्मीसँगको भेटमा स्टेट काउन्सिलर जेइचीले नेपालको आर्थिक सामाजिक विकासमा सहयोग गर्ने बचन दिएका थिए । अध्यक्ष रेग्मीले नेपाल एक चीन नीतिप्रति प्रविद्ध रहेको र नेपाली भूमि चीन विरोधी कुनै पनि गतिविधिका लागि प्रयोग हुन नदिने प्रतिवद्धता व्यक्त गरेका थिए । परराष्ट्रका अनुसार रेग्मीले शान्ति प्रक्रियासहित नेपालको सामाजिक आर्थिक विकासमा चीनले गर्दै आएको सहयोगको सराहना गर्दै चीनबाट भविश्यमा पनि नेपाललाई थप सहयोग प्राप्त हुने विश्वास व्यक्त गरेका थिए ।
नेपालको पछिल्लो राजनीतिक परिस्थितिवारे जानकारी दिँदै रेग्मीले आगामी ४ मंसिरका लागि चुनावको मिति घोषणा भएको तथा स्वतन्त्र, निस्पक्ष र भयरहित वातावरणमा निर्वाचन सम्पन्न गर्न सबै प्रयत्न जारी राखिएको बताएका थिए । सबै दललाई बार्ता र सम्वादमार्फत चुनावमा समावेश गराउन आफूले प्रयास गरिरहेको पनि रेग्मीको भनाई थियो ।
जबाफमा चीनले नेपालमा शान्ति र विकास भएको देख्न चाहेको जेइचीले बताए । उनले मंसिरमा निर्वाचन हुन लागेकोमा पनि खुशी व्यक्त गरेका थिए । निर्वाचन गराउने सरकारी निर्णयको स्वागत गर्दै जेइजीले त्यसका लागि चीन सरकारको पूर्ण सहयोग रहने पनि आश्वासन दिएको परराष्ट्रद्धारा जारी विज्ञप्तिमा उल्ल्ेख छ । उनले नयाँ निर्वाचनबाट नेपालमा राजनीतिक स्थिरता कायम हुने पनि विश्वास गरे । सबै राजनीतिक दलहरु जनताको अपेक्षा पूरा गर्ने दिशातर्फ अग्रसर भएर काम गर्ने पनि जेइचीको विश्वास थियो ।
जेइचीले दुवै मुलुकको विकासका निम्ति नेपाल चीन विस्तृत साझेदारी बृद्धि गर्ने चीन सरकारको इच्छा रहेको पनि रेग्मीलाई बताए । उनले नेपालको सामाजीका आर्थिक विकासका लागि सहयोग गर्न चीन सधैँ तयार रहेको पनि बताए । मध्य तथा सुदुरपश्चिममा भएको बाढीबाट भएको जनधनको क्षतिप्रति चीन सरकार र जनताका तर्फबाट उनले सहानुभूतिसमेत व्यक्त गरेका थिए ।
मंगलवारै चक्रपथ सडक विस्तार परियोना उद्घाटनपछि प्रमुख दलका नेतासँग जेइचीले समसामयिक राजनीतिक परिस्थितिवारे छलफल गरेका थिए । चिनियाँ प्रतिनिधिमण्डलसहित स्टेट काउन्सिलर जेइची मंगलवार विशेष विमानबाट बेइजिङ फर्किएका छन् । उनलाई त्रिभुवन अन्तराष्ट्रिय विमानस्थलमा परराष्ट्रसचिव दुर्गाप्रसाद भट्टराई, चीन डेक्स हेर्ने परराष्ट्र सहसचिव अम्बिकादेबी लुईटेलगयायतले विदाही गरेका थिए ।
चिनियाँ सहयोग सम्झौतामा हस्ताक्षर
चीन र नेपालबीच तीनवटा सम्झौतापत्रमा मंगलवार हस्ताक्षर भएको छ । मन्त्री परिषद अध्यक्ष खिलराज रेग्मी र चिनको राज्यपरिषदका स्टेट काउन्सिलर याङ जेइचीको उपस्थितिमा अनुदान तथा भौतिक सहयोग सम्बन्धी दुईपक्षीय सम्झौतापत्रमा हस्ताक्षर भएको हो । अर्थ सचिव शान्तराज सुवेदी र चीनको वाणिज्य मन्त्रालयका सचिव जियाङ जेङवेइले सम्झौतापत्रमा हस्ताक्षर गरेका छन् ।
सम्झौता अनुसार चीन सरकारले नेपाललाई राष्ट्रिय सशस्त्र प्रहरी बल प्रशिक्षण प्रतिष्ठान निर्माणका लागि करिब तीन अर्ब ६० लाख रुपैया" अनुदानस्वरुप उपलब्ध गराउने भएको छ । त्यसैगरी, संविधानसभाको निर्वाचनका लागि १५ करोड ४१ लाख रुपैया" मूल्य बराबरको भौतिक एवम् कार्यालय सामग्र प्रदान गने समझदारीमा पनि हस्ताक्षर भएको परराष्ट्र मन्त्रालयले जनाएको छ ।
चीनको जोड निर्वाचन
असार १० गते परराष्ट्रमन्त्री माधवप्रसाद घिमिरेसँगको दुईपक्षीय वार्तामा छिमेकी चीनले मंसिर ४ मा संविधानसभाको नयाँ निर्वाचन हुनुपर्नेमा जोड दिएको छ । सरकारले निर्वाचनको मिति घोषणा गरेलगत्तै स्वागत गरेको चीनले निर्वाचनमार्फत नेपाल स्थायित्व र विकासको बाटोमा अग्रसर हुनुपर्ने जनाएको छ । सोमबार नेपाल भ्रमणमा आएका चिनियाँ स्टेट काउन्सिलर याङ जेइचीले परराष्ट्र मन्त्री माधवप्रसाद घिमिरे नेतृत्वको नेपाली टोलीसँगको दुईपक्षीय वार्तामा निर्वाचनका लागि सहयोग गर्नेसमेत वचन दिएका छन् ।
चीनले निर्वाचन घोषणा भएकोमा स्वागत गरिसकेको उल्लेख गर्दै काउन्सिलर जेइचीले निर्वाचन गराउने सरकारी निर्णयलाई दृढ समर्थन गरेको परराष्ट्र मन्त्रालयद्वारा जारी विज्ञप्तिमा जनाइएको छ । मन्त्रालयका अनुसार जेइचीले निर्वाचनमार्फत नेपालमा स्थायिŒव कायम हुने विश्वास गरेका थिए । 'चीनले नेपालमा शान्ति र विकास हेर्न चाहेको छ र नेपालको सामाजिक आर्थिक विकासमा सहयोग गर्न सधैं तयार छ,' जेइचीको भनाइ उद्धृत गर्दै परराष्ट्रका एक उच्च अधिकारीले जानकारी दिए । जेइचीले नेपालको राजनीतिक घटनाक्रममा चासो राखेका थिए भने बाढीपीडितप्रति सहानुभूति जनाएका थिए ।
स्टेट काउन्सिलर जेइची १८ सदस्यीय चिनियाँ टोलीको नेतृत्व गर्दैै विशेष उडानमार्फत सोमबार काठमाडौं आएका हुन् । म्यानमार भ्रमणबाट काठमाडौं आउँदा चिनियाँ टोलीलाई त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलमा परराष्ट्र सचिव दुर्गाप्रसाद भट्टराई, चीन डेस्क हेर्ने परराष्ट्र सहसचिव अम्बिकादेवी लुइँटेललगायतले स्वागत गरेका थिए । यस वर्ष सत्तारुढ कम्युनिष्ट पार्टी र चीनको नेतृत्व परिवर्तन भएयता नेपाल आउने जेइची पहिलो उच्च अधिकारी हुन् । गत वर्ष तत्कालीन प्रधानमन्त्री वेन जियाबाओले नेपालको एक दिने भ्रमण गरेका थिए । पछिल्लोपटक नेपालबाट भने उपराष्ट्रपति परमानन्द झा चीन भ्रमणमा गएका थिए ।
राजधानीको होटल याक एण्ड यतिमा परराष्ट्रमन्त्री माधव घिमिरे र चिनियाँ स्टेट काउन्सिलर जेइची नेतृत्वको दुईपक्षीय प्रतिनिधिमण्डलबीच वार्ता भएको थियो । वार्तामा परराष्ट्रसहित प्रधानमन्त्री तथा मन्त्रिपरिषद्, गृह, अर्थ, वाणिज्य तथा आपूर्ति, भौतिक पूर्वाधार तथा यातायात, निर्वाचन आयोगका सचिव र वरिष्ठ अधिकारीहरू सहभागी थिए । चिनियाँ पक्षबाट जेइचीसहित परराष्ट्र, पब्लिक सेक्युरिटी, वाणिज्य मन्त्रालयका उपमन्त्री एवं चिनियाँ कम्युनिष्ट पार्टीको विदेश विभागका उपमन्त्रीसहित वरिष्ठ अधिकारीहरू थिए । नेपालका लागि चिनियाँ राजदूत ऊ चुन्ताई सहभागी थिए ।
परराष्ट्रमन्त्री घिमिरेले नेपाल र चीनबीच ऐतिहासिक निकट सम्बन्ध रहेको बताउँदै एक चीन नीतिप्रति प्रतिबद्धता जनाए । उनले नेपाली भूमि चीनविरुद्ध प्रयोग गर्न नदिने नीति दोहो¥याएका थिए । नेपालको समग्र विकासमा चीनको सहयोग सद्भाव रहँदै आएकोमा मन्त्री घिमिरेले प्रशंसा गरे ।
दुवै पक्षले दुईपक्षीय सम्बन्ध थप सुदृढ गर्न उच्चस्तरीय भ्रमणहरू हुनुपर्नेमा जोड दिएका छन् । दक्षिण एसियाली पहिलो व्यापार मेलामा उपराष्ट्रपति परमानन्द झाको चीन भ्रमण र गत वर्ष भएको तत्कालीन चिनियाँ प्रधानमन्त्री वेन जियावाओको भ्रमणको समेत चर्चा भएको थियो । नेपाली पक्षले चीनबाट थप उच्चस्तरीय सरकारी भ्रमणको अपेक्षा गरेको जनाएको थियो । मन्त्री घिमिरेले जेइचीको भ्रमणले दुई मुलुकबीच आपसी सद्भाव र मित्रता वृद्धि भएको बताएका थिए । परराष्ट्रका अनुसार मन्त्री घिमिरेले दु्रतगतिमा भएको चीनको प्रगति नेपालजस्तो अतिकम विकसित मुलुकका लागि प्रेरणाको स्रोत भएको भन्दै चीनको प्रोत्साहनको अपेक्षा गरेको बताए ।
नेपालको जलस्रोत, पर्यटन, कृषिलगायतको क्षेत्रमा प्रत्यक्ष वैदेशिक लगानीको सम्भाव्यतामा जोड दिँदै परराष्ट्रमन्त्रीले आपसी हितका आधारमा यी क्षेत्रमा चिनियाँ लगानीका लागि आग्रह गरे । चिनियाँ लगानीकर्तालाई लगानीका लागि प्रोत्साहन गरिदिन पनि नेपाली पक्षले आग्रह गरेको थियो । परराष्ट्रमन्त्री घिमिरेले नेपालमा चिनियाँ पर्यटकहरूको संख्या वृद्धि भएकोमा खुशी व्यक्त गर्दै पर्यटन प्रवद्र्धनका लागि दुई मुलुकका शहरहरू जोड्न हवाई उडान वृद्धि हुनुपर्नेमा जोड दिएका थिए । नेपालको वैदेशिक व्यापारघाटा घटाउन चीनको सहयोग प्रस्ताव गर्दै मन्त्री घिमिरेले नेपाली निर्यातजन्य बस्तुमा सहुलियत दिने मापदण्ड बनाउन आग्रह पनि गरे ।
घिमिरेले नेपालको पछिल्लो राजनीतिक विकासक्रमबारे चिनियाँ प्रतिनिधिमण्डललाई जानकारी गराएका थिए । उनले नेपालको शान्तिप्रक्रियामा चीन सरकार र जनताले गरेको सहयोग र समर्थनप्रति सराहना व्यक्त गरे । मन्त्री घिमिरेले राजनीतिक दल र निर्वाचन आयोगसँगको छलफलमा संविधानसभाको निर्वाचन घोषणा भएको जानकारी दिँदै निर्वाचन स्वतन्त्र, निष्पक्ष र भयरहित वातावरणमा गराउन सरकार लागिपरेको बताएका थिए । उनले चीनको सहयोगप्रति सराहना गरेका थिए । 'दुईपक्षीय बैठकमा आपसी हित, दुईपक्षीय सम्बन्धका विविध विषयमा छलफल भयो,' परराष्ट्रले जारी गरेको विज्ञप्तिमा भनिएको छ । उनीहरूको सम्मानमा परराष्ट्रमन्त्री घिमिरेले रात्रिभोज आयोजना गरेका थिए ।

H.E. Mr. Yang Jiechi, State Councilor of the State Council of the People's Republic of China paid a courtesy call on Rt. Hon'ble Mr. Parmananda Jha, Vice President of Nepal. On the occasion, they touched upon the bilateral issues, political process in the run upto the election and other issues of mutual interest.
While appreciating the long standing 'One China Policy' of Nepal, the visiting State Councilor H.E. Mr. Yang Jeichi expressed the view that China is also firm in its policy of giving importance to sovereignty, independence and territorial integrity of Nepal and reiterated its policy of non interference in the internal affairs of Nepal. His Excellency Yang Jeici also supported the decision of the Government of Nepal to hold elections to the Constituent assembly on 19 November 2013.
Hon'ble Mr Madhav Prasad Ghimire, Minister for Foreign Affairs, Secretaries of the Office of the Vice President and the Ministry of Foreign Affairs and other high officials from the Government of Nepal were present from the Nepalese side. The Chinese delegation included Vice Ministers looking after Foreign Affairs, Public Security, Commerce and Office of Foreign Affairs of Communist Party of China, senior officials of the Ministry of Foreign Affairs, and the Chinese Ambassador to Nepal, among others.
Later in the afternoon, the inauguration ceremony to start the work of the Ring Road expansion Project was also held.
State Councilor H.E Mr Jiechi along with his delegation left for Beijing late afternoon by Chartered Flight. He was seen off at the airport by Mr. Durga Prasad Bhattarai, Secretary of the Ministry of Foreign Affairs and Ms. Ambika Devi Luintel, Joint Secretary of the Ministry of Foreign Affairs.

H.E. Mr. Yang Jiechi, State Councilor of the State Council of the People's Republic of China, met with Rt. Hon'ble Mr. Khil Raj Regmi, Chairman of the Council of Ministers, at the latter's office today.
Matters relating to bilateral relations, political process, including holding of the election in Nepal and other issues of mutual interest were discussed during the meeting. The Rt. Hon. Chairman expressed satisfaction at the ever-growing Nepal-China relationship and expressed belief that it would be further strengthened in the days to come. They also emphasized on the importance of the high level visits in strengthening the existing relations.
The Rt. Hon. Chairman stated that Nepal is firmly committed to One China Policy and reaffirmed its stand that the territory of Nepal will not be allowed to be used for any activities against China.
The Rt. Hon. Chairman expressed appreciation of the Chinese assistance to Nepal in various sectors of socio-economic development, including support to the peace process, and expressed hope that an enhanced cooperation from China would continue in future as well.
The Rt. Hon. Chairman briefed on the current political situation and mentioned that the Government of Nepal has already declared the date of election to the Constituent Assembly as 19 November 2013 and is making all efforts towards making it free, fair and fear-free, involving all the political parties through dialogue and cooperation. He expressed thanks to the Government of China for its logistic support to the elections.
The visiting State Councilor expressed that China would like to see peace and development in Nepal and is happy to know that the election is taking place in Nepal in November this year. Welcoming the decision of the government to hold the election, he expressed the willingness of the government of China to extend full support to the government. He said that election would pave the way for political stability and expressed confidence that the political parties will work towards that direction to fulfil the aspiration and expectation of the Nepalese people. He also expressed the desire of the Government of China to work together to enhance the Nepal-China Comprehensive Partnership of Cooperation for the mutual development of both countries. He also informed that China is always ready to extend its help in the socio economic development of Nepal.
He also expressed sympathy from the Government and people of China for the loss of lives and property caused by the recent floods which hit the Mid and Far Western region of Nepal.
The meeting was followed by the signing of agreements. Mr. Shanta Raj Subedi, Secretary of the Ministry of Finance of the Government of Nepal and H.E Mr. Jiang Zengwei, Vice Minister of Commerce of the People's Republic of China signed the following agreements:
I. Agreement on Economic and Technical Cooperation
II. Exchange of letters on China-Aided Project of Nepal National Armed Police Force Academy [grant assistance of RMB 200, 000,000]
III. Exchange of letters on Logistic Materials of Office Supplies for the Constitution Assembly Election. [RMB 10 million]

Hon. Mr. Madhav Prasad Ghimire, Minister for Foreign Affairs of Nepal, held bilateral meeting with H.E. Mr. Yang Jiechi, State Councilor of the State Council of the People's Republic of China, in Kathmandu today evening. The Secretaries and Senior Officials of the Office of the Prime Minister and Council of Ministers, Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Finance, Ministry of Commerce and Supplies, Ministry of Physical Infrastructure and Transport, and Election Commission of Nepal were present from the Nepalese side. The Chinese delegation included Vice Ministers looking after Foreign Affairs, Public Security, Commerce and Office of Foreign Affairs of Communist Party of China, senior officials of the Ministry of Foreign Affairs, and the Chinese Ambassador to Nepal, among others.
During the meeting, various issues of bilateral relations and matters of mutual interest were discussed. The Hon'ble Minister mentioned about the close and historical ties between Nepal and China and emphasized on Nepal's longstanding One China Policy including the principled position of not allowing its territory to be used against China.
The Hon. Minister touched upon the excellent bilateral relationship subsisting between Nepal and China for years based on goodwill, understanding and mutual interest. Appreciating Chinese economic and technical assistance to Nepal for the overall development of Nepal, he expressed happiness that the ambit of bilateral cooperation has been extended to various international fora, most importantly at the UN.
During the meeting, both sides highlighted the importance of the exchanges of high level visits in further strengthening the existing bilateral relations. In this connection, they referred to the recent visit of Rt. Hon'ble Parmananda Jha, Vice President of Nepal to China in connection with the participation at the inaugural ceremony of the First China South Asia Exposition and the official visit of then Chinese Premier Wen Jia Bao last year. The Hon'ble Minister expressed confidence that the current visit of the State Councilor would further reinforce the existing links of mutual goodwill and friendship.
The Hon. Minister admired the spectacular progress made by China, considering it a source of inspiration, support and encouragement for developing and the least developing countries.
While informing about the tremendous potential of foreign direct investment in Nepal in the areas of hydropower development, tourism, agriculture and so on, he invited the Chinese dignitary to encourage potential Chinese entrepreneurs to invest in Nepal for mutual benefit. He expressed happiness over the increasing number of Chinese tourists visiting Nepal and stated that there is a need for linking more cities of the two countries through increased flights with a view to promoting tourism. The Hon. Minister mentioned the need of Chinese assistance in reducing Nepal's increasing trade deficit in the bilateral trade. He requested the Chinese government for trade facilitation measures to entrance Nepalese exports.
The Hon. Minister briefed the visiting Chinese delegation on the recent political developments in Nepal. He expressed appreciation of the Chinese government and people for their understanding and support for the peace process in Nepal. He mentioned that the Government of Nepal, in consultation with the Election Commission and the political parties, has already announced November 19, 2013 as the date of election to the Constituent Assembly and efforts have been made for holding the election in a free and fair manner and in fear-free environment. He expressed appreciation of the moral and material support of friends and well-wishers in the international community, particularly China.
The visiting State Councilor expressed that China would like to see peace and development in Nepal and informed that China is always ready to help in the socio economic development of Nepal. Referring to the election, he said China welcomes the announcement of the election date and extends full support to the decision of the government and expressed confidence that the election would bring stability in Nepal. He expressed sympathy and support to the flood victims of Nepal.
The meeting was followed by the dinner hosted by the Hon. Minister for Foreign Affairs in honor of the State Councilor and his delegation.

नेपाल भ्रमणका लागि सोमवार काठमाडौं आएका जेइची नेतृत्वको चिनियाँ प्रतिनिधिमण्डलले मंगलवार कार्यवाहक राष्ट्रपति झा र मन्त्रीपरिषद रेग्मीसँग बेग्लाबेग्लै शिष्टाचार भेटवार्ता गरेको थियो । जेइचीले कार्यवाहक राष्ट्रपति परमानन्द झासँगको भेटमा नेपालको भौगोलिक अखण्डता र स्वतन्त्रतालाई चीनले महत्व दिएको बताएका थिए । 'नेपालको एक चीन नीतिको सराहना गर्दै जेइचीले नेपालको सार्वभौमसत्ता, स्वतन्त्रता र भौगोलिक अखण्डतालाई सम्मान गर्ने र नेपालको आन्तरिक मामिलामा हस्तक्षेप नगर्ने चिनियाँ नीति उहाँले उल्लेख गर्नुभयो' परराष्ट्र मन्त्रालयद्वारा जारी गरेको विज्ञप्तिमा उल्लेख छ । जेइचीले मंसिर ४ गते संविधानसभाको निर्वाचन गराउने सरकारको निर्णयकोसमेत समर्थन गरेका थिए ।
उपराष्ट्रपति कार्यालय बहादुरभवनमा भएको भेटमा परराष्ट्रमन्त्री माधव प्रसाद घिमिरे, उपराष्ट्रपति कार्यालयका सचिव, परराष्ट्रसचिव तथा नेपाल सरकारका उच्च पदस्थ अधिकारीहरु सहभागी थिए । भेटमा विदेश मामिला, वाणिज्य तथा चिनियाँ कम्युनिष्ट पार्टीको विदेश मामिलासम्बन्धी उपमन्त्रीहरु, नेपालका लागि चिनिया राजदूत ऊ चुन्ताई लगायत उच्च चिनियाँ अधिकारीहरु सहभागी थिए ।
काउन्सिलर जेइचीको उपथितिमा 'चिनियाँ सहयोगमा चक्रपथ सुधार परियोजना' उद्घाटनका क्रममा कार्यवाहक राष्ट्रपति झाले नेपालको विकास प्रयासमा सघाउन आग्रह गरेको जानकारी दिएका थिए । पछिल्लोपटक आफ्नो चीन भ्रमणको उल्लेख गर्दै झाले चीनले प्राप्त गरेको उपलब्धीबाट त्यसबाट नेपालले सक्दो लाभ पाउनुपर्ने बिषयमा पनि छलफल भएको जानकारी दिए । चिनियाँ स्टेट काउन्सिलर याङले संविधानसभालगायत नेपालको विकास प्रयासमा चीन हरतरहले सहयोग गर्न तयार रहेको बताएका थिए । नेपालले अङ्गिकार गरेको एक चीन नीतिको प्रसंसा गर्दै उनले चीनको सुरक्षा चासोप्रति नेपालले अपनाएको अडानप्रति पनि धनयवाद दिएका थिए ।
सिंहदरबारस्थित प्रधानमन्त्री कार्यालयमा मन्त्री परिषद अध्यक्ष रेग्मीसँगको भेटमा स्टेट काउन्सिलर जेइचीले नेपालको आर्थिक सामाजिक विकासमा सहयोग गर्ने बचन दिएका थिए । अध्यक्ष रेग्मीले नेपाल एक चीन नीतिप्रति प्रविद्ध रहेको र नेपाली भूमि चीन विरोधी कुनै पनि गतिविधिका लागि प्रयोग हुन नदिने प्रतिवद्धता व्यक्त गरेका थिए । परराष्ट्रका अनुसार रेग्मीले शान्ति प्रक्रियासहित नेपालको सामाजिक आर्थिक विकासमा चीनले गर्दै आएको सहयोगको सराहना गर्दै चीनबाट भविश्यमा पनि नेपाललाई थप सहयोग प्राप्त हुने विश्वास व्यक्त गरेका थिए ।
नेपालको पछिल्लो राजनीतिक परिस्थितिवारे जानकारी दिँदै रेग्मीले आगामी ४ मंसिरका लागि चुनावको मिति घोषणा भएको तथा स्वतन्त्र, निस्पक्ष र भयरहित वातावरणमा निर्वाचन सम्पन्न गर्न सबै प्रयत्न जारी राखिएको बताएका थिए । सबै दललाई बार्ता र सम्वादमार्फत चुनावमा समावेश गराउन आफूले प्रयास गरिरहेको पनि रेग्मीको भनाई थियो ।
जबाफमा चीनले नेपालमा शान्ति र विकास भएको देख्न चाहेको जेइचीले बताए । उनले मंसिरमा निर्वाचन हुन लागेकोमा पनि खुशी व्यक्त गरेका थिए । निर्वाचन गराउने सरकारी निर्णयको स्वागत गर्दै जेइजीले त्यसका लागि चीन सरकारको पूर्ण सहयोग रहने पनि आश्वासन दिएको परराष्ट्रद्धारा जारी विज्ञप्तिमा उल्ल्ेख छ । उनले नयाँ निर्वाचनबाट नेपालमा राजनीतिक स्थिरता कायम हुने पनि विश्वास गरे । सबै राजनीतिक दलहरु जनताको अपेक्षा पूरा गर्ने दिशातर्फ अग्रसर भएर काम गर्ने पनि जेइचीको विश्वास थियो ।
जेइचीले दुवै मुलुकको विकासका निम्ति नेपाल चीन विस्तृत साझेदारी बृद्धि गर्ने चीन सरकारको इच्छा रहेको पनि रेग्मीलाई बताए । उनले नेपालको सामाजीका आर्थिक विकासका लागि सहयोग गर्न चीन सधैँ तयार रहेको पनि बताए । मध्य तथा सुदुरपश्चिममा भएको बाढीबाट भएको जनधनको क्षतिप्रति चीन सरकार र जनताका तर्फबाट उनले सहानुभूतिसमेत व्यक्त गरेका थिए ।
मंगलवारै चक्रपथ सडक विस्तार परियोना उद्घाटनपछि प्रमुख दलका नेतासँग जेइचीले समसामयिक राजनीतिक परिस्थितिवारे छलफल गरेका थिए । चिनियाँ प्रतिनिधिमण्डलसहित स्टेट काउन्सिलर जेइची मंगलवार विशेष विमानबाट बेइजिङ फर्किएका छन् । उनलाई त्रिभुवन अन्तराष्ट्रिय विमानस्थलमा परराष्ट्रसचिव दुर्गाप्रसाद भट्टराई, चीन डेक्स हेर्ने परराष्ट्र सहसचिव अम्बिकादेबी लुईटेलगयायतले विदाही गरेका थिए ।
चिनियाँ सहयोग सम्झौतामा हस्ताक्षर
चीन र नेपालबीच तीनवटा सम्झौतापत्रमा मंगलवार हस्ताक्षर भएको छ । मन्त्री परिषद अध्यक्ष खिलराज रेग्मी र चिनको राज्यपरिषदका स्टेट काउन्सिलर याङ जेइचीको उपस्थितिमा अनुदान तथा भौतिक सहयोग सम्बन्धी दुईपक्षीय सम्झौतापत्रमा हस्ताक्षर भएको हो । अर्थ सचिव शान्तराज सुवेदी र चीनको वाणिज्य मन्त्रालयका सचिव जियाङ जेङवेइले सम्झौतापत्रमा हस्ताक्षर गरेका छन् ।
सम्झौता अनुसार चीन सरकारले नेपाललाई राष्ट्रिय सशस्त्र प्रहरी बल प्रशिक्षण प्रतिष्ठान निर्माणका लागि करिब तीन अर्ब ६० लाख रुपैया" अनुदानस्वरुप उपलब्ध गराउने भएको छ । त्यसैगरी, संविधानसभाको निर्वाचनका लागि १५ करोड ४१ लाख रुपैया" मूल्य बराबरको भौतिक एवम् कार्यालय सामग्र प्रदान गने समझदारीमा पनि हस्ताक्षर भएको परराष्ट्र मन्त्रालयले जनाएको छ ।
चीनको जोड निर्वाचन
असार १० गते परराष्ट्रमन्त्री माधवप्रसाद घिमिरेसँगको दुईपक्षीय वार्तामा छिमेकी चीनले मंसिर ४ मा संविधानसभाको नयाँ निर्वाचन हुनुपर्नेमा जोड दिएको छ । सरकारले निर्वाचनको मिति घोषणा गरेलगत्तै स्वागत गरेको चीनले निर्वाचनमार्फत नेपाल स्थायित्व र विकासको बाटोमा अग्रसर हुनुपर्ने जनाएको छ । सोमबार नेपाल भ्रमणमा आएका चिनियाँ स्टेट काउन्सिलर याङ जेइचीले परराष्ट्र मन्त्री माधवप्रसाद घिमिरे नेतृत्वको नेपाली टोलीसँगको दुईपक्षीय वार्तामा निर्वाचनका लागि सहयोग गर्नेसमेत वचन दिएका छन् ।
चीनले निर्वाचन घोषणा भएकोमा स्वागत गरिसकेको उल्लेख गर्दै काउन्सिलर जेइचीले निर्वाचन गराउने सरकारी निर्णयलाई दृढ समर्थन गरेको परराष्ट्र मन्त्रालयद्वारा जारी विज्ञप्तिमा जनाइएको छ । मन्त्रालयका अनुसार जेइचीले निर्वाचनमार्फत नेपालमा स्थायिŒव कायम हुने विश्वास गरेका थिए । 'चीनले नेपालमा शान्ति र विकास हेर्न चाहेको छ र नेपालको सामाजिक आर्थिक विकासमा सहयोग गर्न सधैं तयार छ,' जेइचीको भनाइ उद्धृत गर्दै परराष्ट्रका एक उच्च अधिकारीले जानकारी दिए । जेइचीले नेपालको राजनीतिक घटनाक्रममा चासो राखेका थिए भने बाढीपीडितप्रति सहानुभूति जनाएका थिए ।
स्टेट काउन्सिलर जेइची १८ सदस्यीय चिनियाँ टोलीको नेतृत्व गर्दैै विशेष उडानमार्फत सोमबार काठमाडौं आएका हुन् । म्यानमार भ्रमणबाट काठमाडौं आउँदा चिनियाँ टोलीलाई त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलमा परराष्ट्र सचिव दुर्गाप्रसाद भट्टराई, चीन डेस्क हेर्ने परराष्ट्र सहसचिव अम्बिकादेवी लुइँटेललगायतले स्वागत गरेका थिए । यस वर्ष सत्तारुढ कम्युनिष्ट पार्टी र चीनको नेतृत्व परिवर्तन भएयता नेपाल आउने जेइची पहिलो उच्च अधिकारी हुन् । गत वर्ष तत्कालीन प्रधानमन्त्री वेन जियाबाओले नेपालको एक दिने भ्रमण गरेका थिए । पछिल्लोपटक नेपालबाट भने उपराष्ट्रपति परमानन्द झा चीन भ्रमणमा गएका थिए ।
राजधानीको होटल याक एण्ड यतिमा परराष्ट्रमन्त्री माधव घिमिरे र चिनियाँ स्टेट काउन्सिलर जेइची नेतृत्वको दुईपक्षीय प्रतिनिधिमण्डलबीच वार्ता भएको थियो । वार्तामा परराष्ट्रसहित प्रधानमन्त्री तथा मन्त्रिपरिषद्, गृह, अर्थ, वाणिज्य तथा आपूर्ति, भौतिक पूर्वाधार तथा यातायात, निर्वाचन आयोगका सचिव र वरिष्ठ अधिकारीहरू सहभागी थिए । चिनियाँ पक्षबाट जेइचीसहित परराष्ट्र, पब्लिक सेक्युरिटी, वाणिज्य मन्त्रालयका उपमन्त्री एवं चिनियाँ कम्युनिष्ट पार्टीको विदेश विभागका उपमन्त्रीसहित वरिष्ठ अधिकारीहरू थिए । नेपालका लागि चिनियाँ राजदूत ऊ चुन्ताई सहभागी थिए ।
परराष्ट्रमन्त्री घिमिरेले नेपाल र चीनबीच ऐतिहासिक निकट सम्बन्ध रहेको बताउँदै एक चीन नीतिप्रति प्रतिबद्धता जनाए । उनले नेपाली भूमि चीनविरुद्ध प्रयोग गर्न नदिने नीति दोहो¥याएका थिए । नेपालको समग्र विकासमा चीनको सहयोग सद्भाव रहँदै आएकोमा मन्त्री घिमिरेले प्रशंसा गरे ।
दुवै पक्षले दुईपक्षीय सम्बन्ध थप सुदृढ गर्न उच्चस्तरीय भ्रमणहरू हुनुपर्नेमा जोड दिएका छन् । दक्षिण एसियाली पहिलो व्यापार मेलामा उपराष्ट्रपति परमानन्द झाको चीन भ्रमण र गत वर्ष भएको तत्कालीन चिनियाँ प्रधानमन्त्री वेन जियावाओको भ्रमणको समेत चर्चा भएको थियो । नेपाली पक्षले चीनबाट थप उच्चस्तरीय सरकारी भ्रमणको अपेक्षा गरेको जनाएको थियो । मन्त्री घिमिरेले जेइचीको भ्रमणले दुई मुलुकबीच आपसी सद्भाव र मित्रता वृद्धि भएको बताएका थिए । परराष्ट्रका अनुसार मन्त्री घिमिरेले दु्रतगतिमा भएको चीनको प्रगति नेपालजस्तो अतिकम विकसित मुलुकका लागि प्रेरणाको स्रोत भएको भन्दै चीनको प्रोत्साहनको अपेक्षा गरेको बताए ।
नेपालको जलस्रोत, पर्यटन, कृषिलगायतको क्षेत्रमा प्रत्यक्ष वैदेशिक लगानीको सम्भाव्यतामा जोड दिँदै परराष्ट्रमन्त्रीले आपसी हितका आधारमा यी क्षेत्रमा चिनियाँ लगानीका लागि आग्रह गरे । चिनियाँ लगानीकर्तालाई लगानीका लागि प्रोत्साहन गरिदिन पनि नेपाली पक्षले आग्रह गरेको थियो । परराष्ट्रमन्त्री घिमिरेले नेपालमा चिनियाँ पर्यटकहरूको संख्या वृद्धि भएकोमा खुशी व्यक्त गर्दै पर्यटन प्रवद्र्धनका लागि दुई मुलुकका शहरहरू जोड्न हवाई उडान वृद्धि हुनुपर्नेमा जोड दिएका थिए । नेपालको वैदेशिक व्यापारघाटा घटाउन चीनको सहयोग प्रस्ताव गर्दै मन्त्री घिमिरेले नेपाली निर्यातजन्य बस्तुमा सहुलियत दिने मापदण्ड बनाउन आग्रह पनि गरे ।
घिमिरेले नेपालको पछिल्लो राजनीतिक विकासक्रमबारे चिनियाँ प्रतिनिधिमण्डललाई जानकारी गराएका थिए । उनले नेपालको शान्तिप्रक्रियामा चीन सरकार र जनताले गरेको सहयोग र समर्थनप्रति सराहना व्यक्त गरे । मन्त्री घिमिरेले राजनीतिक दल र निर्वाचन आयोगसँगको छलफलमा संविधानसभाको निर्वाचन घोषणा भएको जानकारी दिँदै निर्वाचन स्वतन्त्र, निष्पक्ष र भयरहित वातावरणमा गराउन सरकार लागिपरेको बताएका थिए । उनले चीनको सहयोगप्रति सराहना गरेका थिए । 'दुईपक्षीय बैठकमा आपसी हित, दुईपक्षीय सम्बन्धका विविध विषयमा छलफल भयो,' परराष्ट्रले जारी गरेको विज्ञप्तिमा भनिएको छ । उनीहरूको सम्मानमा परराष्ट्रमन्त्री घिमिरेले रात्रिभोज आयोजना गरेका थिए ।

H.E. Mr. Yang Jiechi, State Councilor of the State Council of the People's Republic of China paid a courtesy call on Rt. Hon'ble Mr. Parmananda Jha, Vice President of Nepal. On the occasion, they touched upon the bilateral issues, political process in the run upto the election and other issues of mutual interest.
While appreciating the long standing 'One China Policy' of Nepal, the visiting State Councilor H.E. Mr. Yang Jeichi expressed the view that China is also firm in its policy of giving importance to sovereignty, independence and territorial integrity of Nepal and reiterated its policy of non interference in the internal affairs of Nepal. His Excellency Yang Jeici also supported the decision of the Government of Nepal to hold elections to the Constituent assembly on 19 November 2013.
Hon'ble Mr Madhav Prasad Ghimire, Minister for Foreign Affairs, Secretaries of the Office of the Vice President and the Ministry of Foreign Affairs and other high officials from the Government of Nepal were present from the Nepalese side. The Chinese delegation included Vice Ministers looking after Foreign Affairs, Public Security, Commerce and Office of Foreign Affairs of Communist Party of China, senior officials of the Ministry of Foreign Affairs, and the Chinese Ambassador to Nepal, among others.
Later in the afternoon, the inauguration ceremony to start the work of the Ring Road expansion Project was also held.
State Councilor H.E Mr Jiechi along with his delegation left for Beijing late afternoon by Chartered Flight. He was seen off at the airport by Mr. Durga Prasad Bhattarai, Secretary of the Ministry of Foreign Affairs and Ms. Ambika Devi Luintel, Joint Secretary of the Ministry of Foreign Affairs.

H.E. Mr. Yang Jiechi, State Councilor of the State Council of the People's Republic of China, met with Rt. Hon'ble Mr. Khil Raj Regmi, Chairman of the Council of Ministers, at the latter's office today.
Matters relating to bilateral relations, political process, including holding of the election in Nepal and other issues of mutual interest were discussed during the meeting. The Rt. Hon. Chairman expressed satisfaction at the ever-growing Nepal-China relationship and expressed belief that it would be further strengthened in the days to come. They also emphasized on the importance of the high level visits in strengthening the existing relations.
The Rt. Hon. Chairman stated that Nepal is firmly committed to One China Policy and reaffirmed its stand that the territory of Nepal will not be allowed to be used for any activities against China.
The Rt. Hon. Chairman expressed appreciation of the Chinese assistance to Nepal in various sectors of socio-economic development, including support to the peace process, and expressed hope that an enhanced cooperation from China would continue in future as well.
The Rt. Hon. Chairman briefed on the current political situation and mentioned that the Government of Nepal has already declared the date of election to the Constituent Assembly as 19 November 2013 and is making all efforts towards making it free, fair and fear-free, involving all the political parties through dialogue and cooperation. He expressed thanks to the Government of China for its logistic support to the elections.
The visiting State Councilor expressed that China would like to see peace and development in Nepal and is happy to know that the election is taking place in Nepal in November this year. Welcoming the decision of the government to hold the election, he expressed the willingness of the government of China to extend full support to the government. He said that election would pave the way for political stability and expressed confidence that the political parties will work towards that direction to fulfil the aspiration and expectation of the Nepalese people. He also expressed the desire of the Government of China to work together to enhance the Nepal-China Comprehensive Partnership of Cooperation for the mutual development of both countries. He also informed that China is always ready to extend its help in the socio economic development of Nepal.
He also expressed sympathy from the Government and people of China for the loss of lives and property caused by the recent floods which hit the Mid and Far Western region of Nepal.
The meeting was followed by the signing of agreements. Mr. Shanta Raj Subedi, Secretary of the Ministry of Finance of the Government of Nepal and H.E Mr. Jiang Zengwei, Vice Minister of Commerce of the People's Republic of China signed the following agreements:
I. Agreement on Economic and Technical Cooperation
II. Exchange of letters on China-Aided Project of Nepal National Armed Police Force Academy [grant assistance of RMB 200, 000,000]
III. Exchange of letters on Logistic Materials of Office Supplies for the Constitution Assembly Election. [RMB 10 million]

Hon. Mr. Madhav Prasad Ghimire, Minister for Foreign Affairs of Nepal, held bilateral meeting with H.E. Mr. Yang Jiechi, State Councilor of the State Council of the People's Republic of China, in Kathmandu today evening. The Secretaries and Senior Officials of the Office of the Prime Minister and Council of Ministers, Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Finance, Ministry of Commerce and Supplies, Ministry of Physical Infrastructure and Transport, and Election Commission of Nepal were present from the Nepalese side. The Chinese delegation included Vice Ministers looking after Foreign Affairs, Public Security, Commerce and Office of Foreign Affairs of Communist Party of China, senior officials of the Ministry of Foreign Affairs, and the Chinese Ambassador to Nepal, among others.
During the meeting, various issues of bilateral relations and matters of mutual interest were discussed. The Hon'ble Minister mentioned about the close and historical ties between Nepal and China and emphasized on Nepal's longstanding One China Policy including the principled position of not allowing its territory to be used against China.
The Hon. Minister touched upon the excellent bilateral relationship subsisting between Nepal and China for years based on goodwill, understanding and mutual interest. Appreciating Chinese economic and technical assistance to Nepal for the overall development of Nepal, he expressed happiness that the ambit of bilateral cooperation has been extended to various international fora, most importantly at the UN.
During the meeting, both sides highlighted the importance of the exchanges of high level visits in further strengthening the existing bilateral relations. In this connection, they referred to the recent visit of Rt. Hon'ble Parmananda Jha, Vice President of Nepal to China in connection with the participation at the inaugural ceremony of the First China South Asia Exposition and the official visit of then Chinese Premier Wen Jia Bao last year. The Hon'ble Minister expressed confidence that the current visit of the State Councilor would further reinforce the existing links of mutual goodwill and friendship.
The Hon. Minister admired the spectacular progress made by China, considering it a source of inspiration, support and encouragement for developing and the least developing countries.
While informing about the tremendous potential of foreign direct investment in Nepal in the areas of hydropower development, tourism, agriculture and so on, he invited the Chinese dignitary to encourage potential Chinese entrepreneurs to invest in Nepal for mutual benefit. He expressed happiness over the increasing number of Chinese tourists visiting Nepal and stated that there is a need for linking more cities of the two countries through increased flights with a view to promoting tourism. The Hon. Minister mentioned the need of Chinese assistance in reducing Nepal's increasing trade deficit in the bilateral trade. He requested the Chinese government for trade facilitation measures to entrance Nepalese exports.
The Hon. Minister briefed the visiting Chinese delegation on the recent political developments in Nepal. He expressed appreciation of the Chinese government and people for their understanding and support for the peace process in Nepal. He mentioned that the Government of Nepal, in consultation with the Election Commission and the political parties, has already announced November 19, 2013 as the date of election to the Constituent Assembly and efforts have been made for holding the election in a free and fair manner and in fear-free environment. He expressed appreciation of the moral and material support of friends and well-wishers in the international community, particularly China.
The visiting State Councilor expressed that China would like to see peace and development in Nepal and informed that China is always ready to help in the socio economic development of Nepal.
