Global stock markets and the single currency shared by 16 European nations soared after the biggest international intervention since the 2008 banking crisis was agreed at all night talks in Brussels.
The euro shot up above 1.30 dollars from 1.2755 on Friday. The London stock market surged more than five percent in morning trade and Tokyo closed up 1.6 percent.
European leaders said they were determined to defend the euro and struggling governments, but many analysts were still asking however whether it would be enough.

Investors grew wealthier by over Rs 1.73 lakh crore in a single day today as the stock market saw a rebound, with the benchmark Sensex surging over 500 points.
Investor wealth, calculated from the combined market capitalisation (m-cap) of all listed companies on the Bombay Stock Exchange, expanded by over Rs 1.73 lakh crore during the day to settle at Rs 61,90,652 crore.
The combined market valuation of all the listed companies was Rs 60,16,990 crore on Friday, last week.
The valuation of companies increased on positive momentum in the market, with the benchmark index Sensex gaining 561.44 points to settle at 17,330.55 points on the Bombay Stock Exchange.
The combined market capitalisation of 30-Sensex companies, which accounts for 41.63 per cent of the entire market, rose by Rs 81,150.82 crore during the day.
Total market capitalisation rose to Rs 25,77,378.84 crore today from Rs 24,96,228.02 crore on Friday.
Among the heavyweights, Reliance Industries, the country's most valued firm, added Rs 15,161.89 crore to its market capitalisation, which stood at Rs 353,247.20 crore today.
RIL's shares gained as much as 4.48 per cent to end at Rs 1,080.20 on the Bombay Stock Exchange.
IT major Infosys also added Rs 3,181.86 crore to its market cap of Rs 1,53,503.98 crore, with its scrip climbing up 2.12 per cent.
Other Sensex companies which were among the top gainers include Reliance Infrastructure (gained 8.49 per cent), Tata Steel (7.7 per cent), Hindalco (7.7 per cent) and DLF (6.68 per cent).
India may gain from moderate debt crisis in Europe: Basu
Economic Times reports quoting PTI that Chief economic advisor Kaushik Basu has said the ongoing sovereign debt crisis in Europe may, in fact, turn advantageous for the country's capital markets if it is contained at the present level.But if the crisis snowballs into an overall global meltdown, then we cannot remain immune to its impact as the country is now integrated with the world, Basu told PTI in an interview.
"If a crisis in another industrialised country is a relatively small crisis, in fact, we get some very unusual advantage. More money flows into India," Basu said, adding people look for safer havens to park their money.
However, if the trouble gets very big, people get nervous about the world economy itself and there may be an outflow of money as people then put money into gold and other assets, rather than into stock markets anywhere in the world, he pointed out.
Basu's views are corroborated to a large extent by the movement of foreign capital into the country since the start of 2010, the time when fears of sovereign debt crisis in Europe, particularly in Greece, began to come appear.
There was net inflow of foreign institutional funds into the domestic capital markets since the start of 2010 till April-end, which was Rs 54,606 crore and the stock market barometer Sensex rose 93.9 points in the four months to close at 17,558.71 on April 30.
The fears of worsening crisis, however, led to the announcement of a massive USD 147-billion bailout package for the debt-stricken Greece last week by the Eurozone nations and the International Monetary Fund. And following this the domestic market, too, started feeling the heat and began to tumble down.
The domestic markets got battered last week as sentiment was hit due to the reports of worsening sovereign debt crisis in two other EU nations-- Portugal and Spain-- on the one hand and the Greek problem escalated on the other.
The Sensex fell all the five days last week, shedding a whopping 789.6 points to close at 16,769.11 on Friday, 4.5 percent down over the preceding week.
In the first week of May, the FIIs were net sellers in the market, decreasing their exposure by Rs 840 crore. Though the net outflow may not be large, the impact on the domestic market was massive.

Acharya Mahapragya is the is the superme head of Jain Swetembar Terapanth group. He was born on June 14, 1920 to Tola ram Choraria and Baluji at the village of Tamkor in the Jhunjhunu district. He was called Nathmal by his family. His father died when he was two and half months old. Her mother always took great care of her. From his early age, he was very interested in studying but he did not receive any formal education as there was no school in Tamkor. He died at Sardar Shar of Rajasthan. The 10th Acharya Mahapragya have been promoting non-violence and lead Ahimsa Yatra movement. He walked 100,000 km on foot and went to more than 10,000 villages and preached people about harmony and peace. He walked all over India. Prior to him it was Acharya Tulsi who also traveled by foot and Acharya Mahapragya continued it.

India to figure among top three economies by 2030: Anand Sharma
Speaking at a seminar on the 'Impact of Congress on Foreign Policy', organised to commemorate the 125th anniversary of the Indian National Congress, he said that the Indian economy had recovered fast from the economic recession. Its policy of non-alignment had helped build business and commercial relations with more than two dozen countries, Sharma added.
He said that the Congress had led the struggle against colonialism and started the process of decolonisation across the world.
Sharma said that while the first half of 20th century belonged to Mahatma Gandhi, the second was influenced by Nelson Mandela, who led the freedom movement in South Africa and inspired other countries under the colonial rule to fight for their independence.
AMU Vice Chancellor Prof Abdulrahim P Bijapur said that that even before Independence, the Congress had made its views known on all important issues. Its decision on foreign policy in 1921 was a landmark one, he noted, adding that the party was alway conscious of the importance of having a consistent foreign policy.
Prof Bijapur said it was India that started the process of decolonisation, which resulted in many countries gaining independence by the end of the century.
Former Indian diplomat Pascal Alen Nazareth said that the Pokharan-II nuclear tests did not have the desired impact as Pakistan had also come out with series of nuclear tests and eventually made intrusions in Kargil.
He expressed concern over nuclear weapons landing in the hands of unstable countries.

International Monetary Fund Managing Director Dominique Strauss-Kahn has postponed a planned visit to India this week, an IMF spokesperson in New Delhi said on Monday.
"Due to unexpected events, IMF Managing Director Dominique Strauss-Kahn has had to reschedule his planned visit to India this week, and will set a new date with the Indian authorities as soon as possible," the spokesperson said in a statement.
Environment Minister Jairam Ramesh was in the eye of a storm today with Prime Minister Manmohan Singh pulling him up for his comments against the Home Ministry.Opposition BJP is demanding action against him.
During the telephonic conversation, Singh told Ramesh that it was "advisable for Cabinet colleagues not to make comments on the functioning of other ministries, especially with regard to relationship with important neighbours like China," the PMO sources said.
The Prime Minister's blunt message to the Environment Ministry came two days after Ramesh said in Beijing that the Home Ministry was "overly defensive" and "alarmist" in its approach towards entry of Chinese companies in India.
"There is no confusion in our policies towards China and we continue to strive for constructive engagement with Beijing," Singh told Ramesh.
Ramesh, while talking about the India-China warmth developed during the Copenhagen Summit on Climate Change, had suggested that the Home Ministry needed to be "much more relaxed" in its approach to Chinese investments in India.
He had said that the security establishment was putting "needless" restrictions on Chinese investments in India as "we are imagining demons where there are none".
The Home Ministry also snubbed Ramesh, saying, "It is wrong to say that the security establishment was biased against the Chinese companies."
"Chinese companies are already present in India in a big way. They are working in a variety of sectors, including in telecommunications sector. I don't think there is any discrimination happening from the government's side," Home Secretary G K Pillai said.
The Congress is also unhappy over Ramesh's remarks, with a senior leader saying, "An adverse comment against the policy and functioning of a ministry as sensitive as Home Affairs, that, too in a foreign land, cannot be justified."
BJP slammed Ramesh and asked the Prime Minister to take "action" against him.
"The comments of Ramesh in a foreign country which were critical of the Government are highly objectionable...it is unbecoming of a Union Minister. The Prime Minister owes an explanation the internal squabbling within ministers and take action against him," BJP spokesperson Prakash Javadekar told reporters here.
When asked whether BJP will seek Ramesh's resignation for his comments, Javadekar said "definitely, if the PM does not act (against him)."
Meanwhile,US stocks rocketed higher Monday after European leaders agreed to a nearly $1 trillion rescue plan to avoid a major debt crisis and the US Federal Reserve said it would also provide loans overseas. ( Watch )

The Dow Jones industrial average rose about 430 points. The Dow and broader stock indexes rose more than 4 per cent. Markets also barreled higher in Europe.
The 16 countries that use the euro and the International Monetary Fund have agreed to create a nearly $1 trillion rescue fund to support European nations burdened by heavy debt. Markets around the world plummeted last week as fears escalated that Greece's debt problems would spread throughout Europe and upend a global economic recovery.
Investors also feared that if Greece didn't get a bailout, the fate of the euro, which is used by 16 countries, could be in trouble. The euro rose Monday against the dollar.
"Europe has unequivocally said, 'We will defend the euro's integrity,'" said Oliver Pursche, executive vice president at Gary Goldberg Financial Services in Suffern, N.Y.
Pursche noted the actions taken don't mean European leaders will ensure its current value, but that they will do what is necessary to ensure its existence.
The US Federal Reserve and other central banks also stepped up with financial support to help head off what some analysts believe could have been a broader financial crisis.
The Fed reopened a program launched in 2008 during the credit crisis under which dollars are shipped overseas through the foreign central banks. Those central banks can then lend the dollars out to banks in their home countries.
Aside from the Fed, other central banks, including the Bank of Canada, the Bank of England, the European Central Bank, the Swiss National Bank and the Bank of Japan are also involved in the dollar swap effort.
In the first half-hour of trading, the Dow rose 447.86, or 4.3 percent, to 10,828.29. The Standard & Poor's 500 index rose 53, or 4.8 percent, to 1,164. The Nasdaq composite index rose 113.01, or 5 percent, to 2,378.65.
Stocks were incredibly volatile at the end of last week as investors shrugged off signs of an improving U.S. economy and focused on European sovereign debt problems. The Dow fell 5.7 percent last week to erase its gains for the year, while broader indexes fell even further. On Thursday alone, the Dow was down nearly 1,000 points late in the day before recovering some of those losses.
Mercedes-Benz targeting tier II and III Indian cities
Luxury-car makers Mercedes-Benz is eyeing the tier II and III cities to increase its market share in India this year, an official said on Monday."Growth in India will come from across the country. There is sales growth in major metros but there has been a change as far as the tier II and III cities are concerned," Mercedes-Benz India, Managing Director and Chief Executive Officer, Dr Wilfried G Aulbur told reporters here.
About 25 to 30 per cent of Mercedes-Benz share in India comes from these non-metro cities, he said adding, "we are excited about the potential in tier II and III cities."
After having their full fledged facility in Goa, the company has plans for Indore, Bhubaneshwar and Jaipur, Aulbur said.
The company, which had taken a beating from its market rival BMW last year, is targeting a double-digit growth this year, he added.
Stating that wealth generation in India is enormous post-liberalisation, Aulbur said the customer profile of the people buying high segment car in India cannot be classified.
"Anybody can be a customer for us," he said pointing out that over 100 customers had bought the Mercedes at the same time from a place like Aurangabad.
India's April car sales rise 39.5%, best in a decade
10 May 2010, 1340 hrs IST,ECONOMICTIMES.COMSales figure for the month of April 2010 are out and the growth registered by the automotive industry in various segments is impressive. Passenger vehicles sales in April 2010 grew by 33.93% to 1,82,181 units, reports Society of Indian Automobile Manufacturers (SIAM). The growth within this segment was largely driven by a 39.48% growth witnessed in passenger car sales.
Commercial Vehicles segment recorded a significant growth of 64.49% at 49,086 over 29,842 in the same period last year.
Three wheelers segment witnessed a sales increase of 20.41% over April 2009. Two wheeler segment also continued the growth trend registering an upswing of 22.07% at 8,55,670 compared with 7,00,987 in the corresponding period of last year. Scooters managed to make a comeback posting a sales increase of 52.63% compared with April 2009.
Exports continue to grow stronger for the industry as overall exports posted a growth of 87.61% as reported by SIAM.
Passenger vehicles segment and two wheeler segments posted a healthy growth of 28.63% and 96.91% respectively while commercial vehicles and three wheelers posted a strong growth of 132.68% and 202.47% respectively.
EU counters market 'wolves' after Greek crisis
9 May 2010, 2033 hrs IST,REUTERSBRUSSELS: European Union finance ministers promised to counter the "wolfpack" of the financial markets and defend the euro before talks on Sunday on ring-fencing Greece's debt crisis to stop it spreading.
The European Commission is presenting to the ministers a proposal for a stabilisation mechanism intended to provide a multi-billion euro safety net for other euro zone countries with bloated public finances such as Portugal, Spain or Ireland.
Financial markets have been punishing euro zone members with high deficits or debts as well as low economic growth, threatening to plunge them into Greece's plight.
"We now see ... wolfpack behaviours, and if we will not stop these packs, even if it is self-inflicted weakness, they will tear the weaker countries apart," Swedish Finance Minister Anders Borg told reporters on arrival for the meeting.
British finance minister Alistair Darling stressed the need to stabilise the markets, while ministers from France, Spain, Finland and other euro zone states said they would defend their currency. "We are going to defend the euro... we have to give more stability to our guarantee," Spanish Economy Minister Elena Salgado said before the emergency meeting held before markets open on Monday.
An EU summit on Friday approved 110 billion euros ($147 billion) in emergency EU/IMF loans to Greece over three years to help it over a budget crisis in exchange for austerity measures so sharp that they have already caused violent protests. Economists estimate that if Portugal, Ireland and Spain eventually come to require similar three-year bailouts, the total cost could be some 500 billion euros.
EU sources said the European Commission would ask the bloc's finance ministers to extend an existing aid mechanism for non-euro zone countries to nations in the single-currency area. The Commission will also ask them to raise the existing amount available under the mechanism, called the balance-of-payments facility, by 60 billion euros ($80.5 billion).
The maximum available now is 50 billion euros. The 60 billion top-up would be guaranteed by all 27 EU members and the loans, if paid out to an EU member, would carry conditions set by the International Monetary Fund, one EU source said. As an additional measure for euro zone countries only, the Commission will propose a separate mechanism of intergovernmental loans, the source said.
Sunday's talks come on the heels of accusations that the 16 countries that use the single currency have heightened market uncertainty through lack of action.
Fears that a euro zone debt crisis could rock banks and the global economy like the September 2008 collapse of US bank Lehman Brothers swept through markets last week, pushing global stocks to around a three-month low. Last week's euro zone summit asked for a European Stabilisation mechanism. Some economists said the move was welcome news, but it would cure the symptoms, rather than the disease.
"By putting in place additional safeguards for the euro area financial system, governments finally appear to be rising to the challenge of the sovereign debt crisis," Morgan Stanley said in a research note to clients. "But, like the measures taken before - for the benefit of Greece - a stabilisation fund is just buying time for distressed borrowers," the bank said.

New Delhi, May 9: India plans to overhaul its policy for awarding oil and gas blocks, with different norms for proven and unproven reserves. Competitive bidding will occur for the proven reserves, for which the government will seek a hefty profit share. The unproven blocks will be given on the principle of open acreage licence — bidders have the right to survey for a couple of years and then decide on taking up exploration work, without having to pay any share as profit to the government during the survey period. Last Friday's Supreme Court judgment on the ownership of gasfields in the Ambani brothers' case has given an added impetus to the moves to go in for a twin track bidding policy. The fact that government can set prices and decide on buyers — vindicated by the Supreme Court verdict — coupled with the lack of data on many fields make India an even more unattractive destination for oil and gas investment, say officials. As evidence, they cited the weak response from foreigners to the last round of bidding for oil and gas fields, and the Supreme Court verdict may make them even more wary of investing in India. The Supreme Court had decreed that all oil and gas acreages essentially belonged to the Indian state, and operators merely had the right to sell oil and gas only to those whom the Indian government chose and at prices fixed by the government. Officials said the new policy should be more flexible and, hence, more attractive to foreign investors. "We need foreign investment in the sector not only to raise the bidding amounts but also infuse the domestic sector with new technology and best practices." New strategy Under the twin-track approach, competitive bidding for proven reserves will be conducted in a manner similar to the current bidding process. Unproven areas, on the other hand, will be given to any firm interested for a few years of initial survey without any profit-share commitments. If the acreage is found to have proven reserves, bidding will follow. The entity which invested initially will have the first right of refusal of matching the top bidder. Other formats such as giving the acreage at a bid price similar to another acreage would also be considered. The government also wants to set up a database of oil reserves, comprising new data as well as data from the blocks that have been awarded previously. As part of this exercise, the Directorate General of Hydrocarbons will conduct studies of sedimentary basins to categorise them under twin criteria: the depth of the basin and how prospective the basin is. Investors will not only be able to assess the extent of reserves but also have an idea of drilling costs from the depth of a block. This data repository should have sufficient safeguards to protect proprietary information provided by operators. Price issue Officials said besides overhauling the bidding policy, they would recommend that the government gave up gas pricing altogether. "This job was assumed by the government on fears that the operators may underprice the gas and transfer it to related parties who would make a profit, without giving the government its rightful share," officials said. In reality, global gas prices are often higher than government prices. |

The Dow Jones industrial average soared 332.61 points, or 3.20 percent, at 10,713.04. The Standard & Poor's 500 Index was up 36.31 points, or 3.27 percent, at 1,147.19. The Nasdaq Composite Index jumped 98.43 points, or 4.34 percent, at 2,364.07.
The Bombay Stock Exchange (^BSESN : 17330.55 +561.44) benchmark Sensex recovered by over 260 points in opening trade on Monday, snapping its week-long losing streak on emergence of buying by foreign funds, driven by a firming trend in Asian markets.
The 30-share index, which had lost over 788 points in the previous five sessions, bounced back by 260.06 points, or 1.55 per cent cent to 17,029.17 points.
Likewise, the wide-based National Stock Exchange (^NSEI : 5193.6 +175.55)'s Nifty rose 86.05 points, or 1.71 per cent, to 5,104.10 points.
Stocks of oil and gas, metals, realty, capital goods and banking sectors were back in the positive zone.
Brokers said trading sentiments turned better largely on the back of a strong recovery on Asian bourses on reports that the European Union had agreed on a 500 billion euro (USD 638 billion) emergency fund to prevent Greece's debt-crisis from spreading to other countries.
Among gainers Reliance Industries (RELIANCE.NS : 1079.4 +46.6) was up 1.80 per cent to Rs 1,052.50, Infosys Technologies (INFOSYS.BO : 2675.1 +55.45) rose 0.66 per cent to Rs 2,637, State Bank of India (SBIN.NS : 2307.85 +81.7) gained 1.87 per cent to Rs 2,268, ICICI Bank (ICICIBANK.NS : 922.1 +45.5) 2.12 per cent to Rs 895, Sterlite Industries 2.57 per cent to Rs 732.70, Tata Motors (TATAMOTORS.BO : 762.5 -52.1) by 2.81 per cent to Rs 783.95 and DLF Ltd by 2.16 per cent to Rs 291.20.
Meanwhile, Japan's Nikkei was up 1.30 per cent, while Hong Kong's Hang Seng gained 1.11 per cent in the morning trade on Monday.

Investors prefer MF debt funds, put in Rs 1.86 lakh cr in April
Investments in mutual funds gained traction in April, with the industry seeing an inflow of nearly Rs 1.86 lakh crore as investors parked their cash in fixed income schemes, seen as safe havens.By the end of April, investors had pumped in funds worth Rs 185,956 crore into several mutual fund schemes, as against an outflow of Rs 1,62,165 crore in the previous month, a monthly report by the Association of Mutual Funds of India said.
This was mainly driven by investments in fixed income or debt funds, which saw net inflows of Rs 177,773 crore during April.
Furthermore, liquid or money market funds, which invest in safer and short-term instruments like treasury bills, certificates of deposit and commercial paper, saw inflows worth Rs 9,275 crore.
Experts said institutional and retail investors are putting their money into fixed income schemes.
Volatility in the equity market also saw investors pulling out from such funds.
During April, equity funds saw outflows of Rs 1,133 crore.
"Some old investors are booking profits in the equity market, while some fund houses are also seeing new investors in equity schemes," L&T MF Chief Executive Sanjay Sinha said.
However, most investors stayed away from equity schemes as the debt crisis in Europe rattled global markets, which in turn spooked domestic stocks.
Balanced funds, which invest in debt and equity, saw pull outs to the tune of Rs 57 crore during April, while funds witnessed outflows valued at Rs 49 crore.
"In May, we would continue to see the same trend in investment, as rather than rushing in with fresh investments in equity funds, investors would rather adopt a staggered approach," Sinha added.
The entire 2009-10 fiscal saw investors putting funds worth Rs 83,081 crore into various schemes, with the maximum inflow in fixed income schemes.
Analysts are of the view that investments in debt schemes would continue as banks, which are one of the largest investors in liquid funds, are currently flush with funds.
During April, the mutual fund industry saw its average assets under management (AAUM) rising to Rs 7.68 lakh crore, an increase of nearly Rs 21,000 crore, or 2.71 per cent, over the previous month.

Posted: May 10, 2010 at 0342 hrs ISTNew Delhi If the UPA thought the days of its sitting ministers publicly criticising government policies were behind it with Shashi Tharoor, it found itself in a familiar spot today trying to live down Environment Minister Jairam Ramesh's attack on the Union Home Ministry while on a trip to China.
In Beijing to attend an international conference on climate change, Ramesh called the Ministry's policies towards Chinese companies as "alarmist" and "paranoid", and said these could harm the post-Copenhagen warming of ties between the neighbours.
Taken completely by surprise, the Union Home Ministry today clarified that New Delhi's policies have always provided a level-playing field to all foreign investors.
"Chinese companies are already present in India in a big way. They are working in a variety of sectors, including in telecommunications sector. I don't think there is any discrimination happening from the government's side," Home Secretary G K Pillai said.
Home Ministry officials added that it was wrong to say that the security establishment was biased against Chinese companies coming into India.
Ramesh's comments on Saturday, accusing the government of being "overly defensive and alarmist" in dealing with Chinese companies, have taken everyone by surprise. He said the "suspicious attitude" of the security establishment of India was spoiling the bonhomie between the two Asian neighbours, created as a result of the close collaboration on international negotiations on climate change.
Ramesh's comments came in the backdrop of reports that India had barred the import of telecom equipment from Chinese firm Huawei for installation in border areas because of security concerns.
The Environment Minister said the government needed to adopt a more relaxed approach and get rid of "needless restrictions" on Chinese investments.
"Even in the power sector there have been controversies about Chinese participation. So unless we become much more relaxed in our approach to Chinese investments in India, I am afraid the Copenhagen spirit may not last long," he was reported by PTI as having said during a conversation with Indian journalists.
"Huawei is creating assets in India, hiring Indian professionals. Over 80 per cent of its employees are Indians," he is reported to have said.
A senior Home Ministry official said telecommunications no doubt was a sensitive sector and it was normal for security agencies to take interest in companies in this sector. But he pointed out that several Chinese companies and workers were engaged in India's telecommunications sector and it would be completely wrong to suggest that the government was discriminating against them.
Sometime back, India had sent back thousands of Chinese unskilled workers, employed mainly in big engineering projects, because they were staying in India on business visas.
However, the official insisted that even the visa regulations for working in India were uniform for nationals of all countries and that there was no attempt to target Chinese workers.
He said the Chinese seemed to have been affected by this the most only because they were present in India in large numbers.

Mahapragya --- the man and the monk
He got lessons on Jain philosophy from monks who visited the village. Regular contact with monks nourished the spiritual urge in the child. Nathmal expressed his wishes of becoming a monk to his mother and in 1931, he became one at the age of 10.
Acharya Kalugani, eighth Acharya of Jain Swetambar Terapanth, initiated Nathmal to monkhood in Sardarsahr town. Incidentally the mahapragya died at the same place where he was initiated into monkhood and became Muni Nathmal.
Under Muni Tulsi, Nathmal had memorised thousands of sermons and verses in Hindi, Sanskrit, Prakrit and Rajasthani. His education at the monastery included history, philosophy, logic, grammar. He made an in-depth study of Jain scriptures became a scholar of Jain Agamas and a critic of Indian and western philosophy.
Mahapragya played an instrumental role in the Anuvrat movement of his guru. The aim of the movement is to create a non-violent socio-political world order with the help of a worldwide network of self-transformed people. Since its inception it has inspired millions to practice purity and self-discipline in personal life.
In his late twenties, Mahapragya started to realise the wonders of meditation. He was open to experiment with spiritual techniques. He exercised deep meditation, experimented with various techniques. He made a indepth research of Jain Aagam, ancient scriptures and conducted hundreds of camps all over the country.
In 1978, his appellation Mahapragya' was converted into his new name by Acharya Tulsi and he was also made Yuvacharya', the second highest position after the Acharya himself.
In a mammoth public meeting in 1994, Acharya Tulsi declared that Mahapragya would now have the title of Acharya' also and that the former was renouncing this position forthwith. Subsequently, on February 5, 1995, Mahapragya was formally consecrated as the 10th Acharya the supreme head of Terapanth religious order at a big public meeting in Delhi.
Acharyaji created awareness on the broad perspective of non-violence, unemployment eradication, leading a life free from drug addiction, communal harmony, living healthy and harmonious social and personal life. Mahapragya was himself a great practitioner of meditation, spirituality, mantras and nonviolence. He has written extenively on these topics.

PM reprimands Jairam Ramesh for his Beijing remark
New Delhi: Prime Minister Manmohan Singh today pulled up Environment Minister Jairam Ramesh for his critical comments against Home Ministry in relation to China as he asked him not to speak about functioning of other ministries.
In Beijing to attend an international conference on climate change, Union Environment Minister Jairam Ramesh called the Ministry's policies towards Chinese companies as "alarmist" and "paranoid", and said these could harm the post-Copenhagen warming of ties between the neighbours. REUTERS
Singh spoke to Ramesh and emphatically told him that there was "no confusion" in the government over its approach towards China with which it wanted to have "constructive engagement".
Singh told Ramesh that it was "advisable for Cabinet colleagues not to make comments on the functioning of other ministries, especially with regard to relationship with important neighbours like China," the PMO sources said.
The Prime Minister's blunt message to the Environment Ministry came two days after Ramesh said in Beijing that the Home Ministry was "overly defensive" and "alarmist" in its approach towards entry of Chinese companies in India.
"There is no confusion in our policies towards China and we continue to strive for constructive engagement with Beijing," Singh told Ramesh.
Ramesh, while talking about the India-China warmth developed during the Copenhagen Summit on Climate Change, had suggested that the Home Ministry needed to be "much more relaxed" in its approach to Chinese investments in India.
Taken completely by surprise, the Union Home Ministry today clarified that New Delhi's policies have always provided a level-playing field to all foreign investors. REUTERS
Cong distances itself from Jairam's remark
Congress today distanced itself from the remarks of Environment Minister Jairam Ramesh, who was critical of the Home Ministry for allegedly stalling import of Chinese telecom equipment and raising security concerns.
"Let the minister come back and throw light on what he has said. He can tell whether there was any confusion about what he said," Congress spokesperson Shakeel Ahmed said.
Sources in Congress admitted that there is disquiet in the party circles over the remarks by a Congress minister against the approach of another ministry of its own government. "It is something that is not encouraging," a senior leader said.
"An adverse comment against the policy and functioning of a ministry as sensitive as Home Affairs, that, too in a foreign land, cannot be justified. If there are differences of opinion over an issue, these have to be resolved at party and government fora," he said.
Ramesh had said in Beijing on Saturday that the "overly defensive and alarmist" approach in the security establishments in India which are raising telephone tapping concerns will not help in sustaining the Copenhagen spirit.
He had said that India should be much more relaxed in its approach to Chinese investments into the country and get rid of "needless" restrictions adding "we are imagining demons where there are none."
Suggesting that India should be more open and receptive to investments and technology from the neighbouring country, Ramesh said the spirit of cooperation evolved at Copenhagen between the prime ministers of the two Asian giants should be taken forward.
Ramesh had made the remarks in the context of recent reports that India had barred import of telecom equipment from major Chinese firm Huawei, especially in the border areas following security concerns.
Home Secretary G K Pillai has, however, rubbished reports of a bias against China saying there was no discrimination from the government's side and it was wrong to say that the security establishment was biased against the Chinese.

The Bharatiya Janata Party (BJP) today said it would seek resignation of Union Minister Jairam Ramesh if Prime Minister Manmohan Singh did not take action against him for his "unbecoming" comments against the Home Ministry over Chinese investments in India.
"Definitely, if the PM does not act (against him)," BJP spokesperson Prakash Javadekar told reporters here, when asked whether BJP will seek his resignation for the comments.
"The comments of Ramesh in a foreign country which were critical of the Government are highly objectionable...it is unbecoming of a Union Minister. The Prime Minister owes an explanation on the internal squabbling within ministers and take action against him," he said.
He claimed that Ramesh has given the "most bizarre" explanation for his comments that ties between India and China developed post Copenhagen summit will suffer if security guidelines on import Chinese telecom equipment are not revised.
"It is a known fact that Chinese hackers have targetted Indian websites, therefore, the Home Ministry has rightly issued the the guidelines," the BJP MP said.

Govt may tweak gas policy to power Anil's Dadri plant

An oil ministry official involved in gas pricing and allocation confirmed that the EGoM could review its decisions periodically.
"The requirement of natural gas for plants to be completed beyond 2009-10 would be
reviewed from time to time by the EGoM for making firm allotments to such new plants from the fallback quantity available," a statement issued by the ministry had said on November 16.
The EGoM has allocated 61.61 metric million standard cubic meters per day (mmscmd) of gas to various industrial users on firm basis. About 30 mmscmd is allotted under fallback option, the ministry official said citing the EGoM decision.
The EGoM on natural gas is headed by finance minister Pranab Mukherjee. Its members include oil minister Murli Deora, power minister Sushilkumar Shinde, law minister Veerappa Moily and home minister P Chidambaram.
Spokespersons of RIL and RNRL didn't respond to an email from ET asking for the timeline for the negotiations. RIL's spokesman said the company had expressed its intentions regarding re-negotiating the gas deal on Friday after the Supreme Court verdict.
"RIL will renegotiate the gas supply agreements with RNRL in the manner and within the timeframe stipulated by the Hon'ble Supreme Court," the statement had said.
Fuel supply key to project viability
On the same day, RNRL chairman Anil Ambani had said: "RNRL looks forward to an expeditious and successful renegotiations with RIL within the stipulated period of six weeks to secure gas supply for the group's power plants in line with the Supreme Court order."
A fuel supply agreement is the foremost requirement for setting up any power project. It makes the project bankable and helps the promoter organise funds. Reliance Power's (RPL) Dadri project has been unable to achieve financial closure pending a gas supply agreement between RIL and ADAG's RNRL, which was created to supply KG-D6 gas to the proposed Dadri plant.
The arrangement was made during the undivided Reliance group. After division, while the KG gas remained with Mukesh Ambani-promoted RIL, RNRL was transferred to the younger brother to facilitate fuel supply to ADAG power plants. The gas supply deal between RIL and RNRL landed in a legal dispute as RIL didn't have right to sell gas to any company without government approval.
On Friday, the Supreme Court upheld the government's position that the sovereign has full rights over the natural resources and asked RIL and RNRL to re-negotiate the gas supply deal within the parameters of the existing policies.

ULFA rules out talks without sovereignty!
Two top ULFA leaders today asserted that the banned group will not budge from its stance on sovereignty while opting for talks with the government, saying it was not "chasing a dream aimlessly". In an e-mail to the media, elusive ULFA ''commander- in-chief'' Paresh Barua said, "ULFA and sovereignty are two sides of the same coin and there can be no negotiation on this issue." He said the group would not sit for talks "just for the sake of peace but we want a permanent solution of Assam''s problems. We are not chasing a dream aimlessly.
" Earlier in the day, ULFA advisor Bhimakanta Buragohain too asserted that the group would not compromise on the issue of sovereignty and ruled out any immediate talks. "The possibility of talks in the present scenario appears to be remote as all prominent leaders of the group are either in jail or outside the country.
And it were to give up this demand (sovereignty), we would have come for talks much earlier," he said. The central executive committee members of the group had to meet together and decide on the issue of talks but "being either in jail or outside the country, this was not possible at present," he said.
Naveen Jindal comes out in support of Khap Panchayats
Congress MP and industrialist Naveen Jindal has reportedly come out in support of the Haryana Khap Panchayats, who have been demanding an amendment to the 'Hindu Marriage Act'.It has been reported that Jindal, who is currently abroad, sent a letter to the Khap Panchayats on Sunday affirming his support to them on the issue.
The self-styled Khap Panchayats gathered in Kurukshetra on April 13 and demanded a ban on marriages within the same 'gotra' or sub caste.
They also protested against a Karnal Sessions Court verdict that awarded death sentences to five accused and a life-term to the leader of a Khap Panchayat for the murder of a newly-married couple.
Representatives of at least 20 Khap Panchayats from Haryana challenged the court ruling and said they would raise money to help the killers of the newly married couple.
They said they wanted the 'Hindu Marriage Act' to be amended, to include a law that bans marriages within same sub caste or the same village.
They issued an ultimatum for a firm decision within two months, adding that they would form a panel to protect their traditions.Support for Khap Panchayats swells
Khaithal/New Delhi, May 10 (PTI) After their threat to lay siege to his house, Congress lawmaker Navin Jindal today attended a Khap Mahapanchayat in Khaithal as support for the caste councils swelled with INLD supremo O P Chautala backing their demand for a ban on marriages within the same lineage. Chautala, the former Haryana Chief Minister, met Home Minister P Chidambaram in New Delhi and requested him to amend the Hindu Marriage Act with a view to banning marriages within the same lineage or clan.
"We are opposed to inter-caste marriages which are not right scientifically and medically. The INLD was the first to support this view," he told reporters.
Notorious for their diktats prohibiting wedlocks within the same clan or villages, the Khap panchayats, often flayed for handing out medieval justice, yesteday received support from Congress MP and industrialist Navin Jindal. Jindal told a Mahapanchayat in Kaithal today that he would vigorously take up their demands with the Congress High Command and Bhupinder Singh Hooda government in Haryana.
His assurance came after the Mahapanchayat handed over a memorandum to him listing their demands. Jindal, who is elected to Lok Sabha from Kurukshetra, yesterday showered praise on the Khap panchayats for rendering yeoman service to society by resolving people''s problems even before the present day system came into existence.
In a letter to Khap representatives, he acknowledged the existence of these panchayats since the time of great rulers like Ashoka and Harshvardhan and said these had always given a new direction to society. On Jindal observations vis-a-vis Khap panchayats, the Congress said it was an expression of opinion by an honourable Member of Parliament and there was no change in the party''s stand on the matter.
"The Congress'' stand is crystal clear. No customary law or practice can possibly be excused or condoned in any manner if it involves killing of any kind in the name of honour, tradition or heritage," spokesman Abhishek Singhvi told reporters here.
Jammu and Kashmir Chief Minister Omar Abdullah on Monday said an amnesty policy would be announced once it is finalized after discussion with the Central Government.
Talking to reporters here, Abdullah said: "The proposal is being fine-tuned. There is some discussion on the points of entry from across the line into the state. As soon as we have finalised the policy no doubt it will be announced."
Meanwhile, the Civil Secretariat, which constitutes the office of chief minister and his colleagues including ministers and bureaucrats, opened today amid tight security in the Srinagar.
Abdullah was presented a guard of honor in the secretariat premises prior to the resumption of work in the offices.
According to an official spokesman, the offices in Srinagar will function until the last week of October.
India-controlled Kashmir is the only region to have two capital cities- Srinagar and Jammu.
Adequate security measures were put in place in the Srinagar ahead of this move.
Manmohan Singh conveyed his displeasure to Ramesh and told him to avoid commenting on the working of other ministries in public, sources in the Prime Minister's Office (PMO) told IANS.
The sources pointed out that the prime minister told Ramesh that there should not be 'any confusion' over India's policies towards China.
Ramesh created a flutter when he criticised the home ministry and the security establishment of India during a trip to Beijing, saying their policies towards China were 'alarmist and paranoid'.
'The suspicious attitude of the security establishment of India is spoiling the bonhomie between the two Asian neighbours, created as a result of the close collaboration on international negotiations on climate change,' Ramesh had said.
The prime minister's rebuke came amid demands by the Bharatiya Janata Party (BJP) that Ramesh should be made to resign for making such remarks, specially in a foreign country.
Ramesh, who was in Beijing to attend an international meet on climate change, said there was danger that the cooperation with China at the Copenhagen spirit would not last long unless India changes a needlessly restrictive, alarmist approach to Chinese investment in infrastructure.
The Congress leadership too has taken a dim view of Ramesh's remarks about the home ministry's policies towards Chinese companies.
The party, however, officially said that it will react to the issue after the minister's return from Beijing.
'Let the minister come back to the country. Things will be clear and we will respond to the issue,' Congress spokesperson Shakeel Ahmed told IANS.
Privately though, party leaders expressed annoyance at the minister's remarks. 'The leadership is unhappy with his remarks,' a senior Congress leader said.
He said ministers on foreign soil were expected to present a united picture of the government. 'There are meetings of cabinet to air views on any policy,' the leader added.
He said Ramesh would have to explain his position to the party leadership on his return.
The rupee ended stronger on Monday as investors took comfort from the $1 trillion emergency rescue package aimed at preventing Greece's debt crisis from spreading through the euro zone.
The announcement of the rescue plan led to dollar's weakness against major currencies globally and helped the local stock market to rebound.
The European Union leaders agreed on a emergency package of $1 trillion to stabilise the euro and euro zone central banks began buying local government bonds to prevent the Greece debt crisis from spreading.
Global stocks rallied over 2 percent and emerging stocks gained more than 2.6 percent on Monday. Indian shares ended up 3.4 percent, after five straight days of fall.
Most Asian currencies jumped against the dollar. The index of the dollar against six major currencies was down 1.04 percent.
"Some people were holding long dollar position around 45 level. But once rupee breached 44.95, they started selling those long positions," said a dealer at state-run Union Bank of India (UNIONBANK.NS : 295.2 +4.4).
The partially convertible rupee ended at 44.8450/8550, snapping its five-straight days of fall, compared with Friday's close of 45.48/49. The Indian unit moved in a band of 44.82-45.15 during the day.
"Some importer dollar buying was seen at 44.90 levels," said a dealer at a foreign bank in Mumbai.
Last week, the rupee fell 2.5 percent, its biggest weekly fall in 14 months as concerns over Greece's debt crisis hit sentiment in the currency market.
"Risk appetite is returning as there is increasing assurance on the bail-out package in the euro zone," said a senior dealer at a British bank.
The euro rose above $1.3000 against the U.S. dollar on Monday, after touching a 14-month low as policymakers in European Union agreed on a massive rescue package to stabilise the euro and euro zone central banks began buying local government debt.
Rupee is expected to open stronger on Tuesday amid confidence on the bail-out package in the eurozone. Dealers expect the Indian unit to touch 44.50 on Tuesday.
"Earlier there was expectation of cash-dollar shortage. But now the funding risk is over. The fundamental direction of the rupee is to appreciate," the Union Bank dealer said.
One-month offshore non-deliverable forward contracts ended at 44.85/95, almost at par with the onshore spot rate.
In the currency futures market , the most traded near-month dollar-rupee contracts on the National Stock Exchange (^NSEI : 5193.6 +175.55) ended at 44.9250 and MCX-SX at 44.9200, with the total traded volume on the two exchanges at about $8.07 billion.

RBI working on 3-year financial inclusion plan
By fe BureauIn its platinum jubilee year, the Reserve Bank of India (RBI) wants to connect every Indian to the country's banking system. RBI is currently working on a three year financial inclusion plan and is discussing this with each bank to see how to take this forward, KC Chakrabarty, deputy governor, RBI said.
Nearly forty years after nationalisation of banks, 60% of the country's population does not have bank accounts and nearly 90% do not get loans, he pointed out . "What forty years of nationalisation of banks could not achieve could be done by technology which can help connect banks to the common man," he said.
RBI will encourage new models of banking that are more connected to people, he said. Chakrabarty was referring to the success story of the Mann Deshi Mahila Sahakari Bank, an urban cooperative bank operating in Satara district that provides micro finance facility to women. He was at Mhaswad in Satara on Sunday to launch an e-Card that would enable the bank automate its existing processes and to reach out to more customers.
"If banks are connected to people, banks will get more business. In the future, we want banks to go everywhere and what is required is a good management capability and delivery mechanism like the kind that HSBC has provided MannDeshi, he said.
"RBI wants banks to do more business and in a viable manner. Conventional brick and mortar branches will soon be a thing of the past. Instead technology will play a major role in helping banks to intensify coverage," he said. RBI will encourage such new models of banking and will play the role of a facilitator.
"Financial services will evolve as a new business model and therefore financial inclusion should become integral to banks, he said. While cooperative banks could play a major role in financial inclusion, it must be realised that consolidation in this sector is not really a bad thing. Those who do not scale up shall not survive," he said.
The MannDeshi Mahila Bank with support from The Hong Kong & Shanghai Banking Corporation (HSBC) launched an e-card for its account holders. The e-card read through a handheld device will help individual customers access basic information such as account balance, loan account status as well as repayment history at their doorstep. The e-card initiative is supported by Atyati Technologies, Intel and Sidbi. The bank intends to service its customers in remote areas with its agents carrying GRPS-enabled hand-held devices with a card reader, a biometric sensor camera and printer. MannDeshi currently has six branches has deposits worth Rs 29 crore, advances of Rs 19 crore and Rs 3 crore of its own funds.
The bank totally has around 170,000 account holders. In the first phase the card would be offered to 7,000 account holders, Chetna Sinha, founder & chairman, MannDeshi Mahila Sahakari Bank said. The bank plans to approach RBI seeking permission to permit delivery of money at the customer's doorstep soon.
Indian overnight call money rates eased slightly on Monday, amid comfortable liquidity conditions and despite strong demand for funds at the beginning of the fresh reporting cycle.
The overnight cash rate ended at 3.75/85 percent, lower than Friday's close of 3.90/4.0 percent. The overnight weighted average call money rate was at 3.89 percent. Volume in overnight cash rates were a high 126.44 billion rupees.
Banks parked only 294 billion rupees with the central bank at its reverse repo auction on Monday, compared with 417.85 billion rupees on Friday.
"Cash is ample and people prefer to see how liquidity pans out for the week. So they don't prefer to park the entire surplus in reverse repo," said a dealer.
The CBLO rate was at 3.65 percent and the weighted average rate was at 3.73 percent.
Dealers said there are no concerns on liquidity as government is expected to spend in a big way, as reflected in its borrowings under the ways and means advances from the Reserve Bank of India (RBI).
The government borrowed 288.68 billion rupees from the central bank in the week ending April 30 from the bank's ways and means advances and in the previous week it had borrowed 313.49 billion rupees, central bank data showed.
RBI deputy governor Subir Gokarn also assured that there will not be any significant pressure on liquidity in the first half of the current financial year despite high government borrowing and credit offtake.
"Liquidity situation is under control. Taking into consideration government's borrowing schedule and credit offtake, we don't see any excessive pressure on liquidity situation in first half of fiscal," Gokarn said in Kolkata.

Q+A - Will India's slow pace of reform deter investors?

NEW DELHI (Reuters) - A lack of progress on reforms during India's just-ended parliamentary session may have disappointed investors, but accelerating growth and hopes for eventual liberalisation will keep foreign funds flowing in.
Hobbled by a socialist old guard, allies wary of reforms and a belligerent opposition, Prime Minister Manmohan Singh's Congress party coalition opted to go slow on much-awaited reforms during the February-May legislative session as it fended off a no-confidence vote and was distracted by a cricket scandal.
Despite the lacklustre performance by government, foreigners have not stopped pouring in funds.
Below are questions on the fate of reforms and on why India will remain favoured despite slow progress on liberalisation:
WHAT IS THE GOVERNMENT'S RECORD ON REFORMS?
When the reformist Singh's government was returned to power in 2009 with a stronger mandate, investors cheered in the hope of a stronger push for further opening up the economy.
The record since then is uneven. The government has moved to sell stakes in state-run firms, auction 3G mobile phone spectrum and is on track to roll-out nationwide tax reforms in 2011, although a Goods and Services Tax is behind schedule.
But there has been no move to liberalise the banking, pension and insurance sectors and allow greater foreign stakes in them.
India has not freed controls on prices of fuel and on trade in farm commodities, and foreign multi-brand retailers remain all-but shut out of the fast-growing market.
Even on bills close to Congress' heart the government has failed to deliver, raising questions about its ability to marshal allies and reach across to opposition in parliament.
It deferred introducing in the lower house a bill to reserve places for women in parliament, an initiative personally backed by powerful party chief Sonia Gandhi.
A bill to set caps on operator liability in case of a nuclear accident, key for General Electric and Toshiba's Westinghouse to enter the $150 billion sector, was introduced on the last day of parliament and now heads to a parliamentary standing commitee where it faces further delay.
WHAT AILS THE PROCESS?
The Congress party includes a strong leftist lobby, which remains suspicious of any kind of opening up of the economy and which could trump the ambitions of Singh and his reformist aides.
They argue India must keep a strong hand on industry and markets to ensure growth trickles down to the country's nearly 450 million poor, and the government must spend more on welfare schemes for the poor.
The leftists have often been backed by Gandhi, who is seen as the last word in the party. Underscoring her leanings and influence, in March she returned to chair a government super think-tank, which had in its earlier version framed a scheme to guarantee 100 days of work for rural poor.
"It's got this constant debate between the left of Congress and the reformers," said Robert Prior-Wandesforde, senior Asian Economist at HSBC. "The reformers might get a few things through, but for the really big things the left of the party will put its foot down."
WHY IS INDIA STILL FAVOURED BY INVESTORS?
Simply put: size and growth. Asia's third-largest economy clocks the second-fastest rate of economic expansion in the world, and growth is set to accelerate.
India's GDP is seen growing at 8.5 percent in the year that began April 1, and at 9 percent in the following year. Policymakers are confident 10 percent is just around the corner.
Its 300-million strong middle class, with large disposable incomes, is a lucrative market for everything from cosmetics to cars and consumer demand remains strong.
Car sales figures offer an insight into the market and its potential. They have been growing in double digit percentages for 10 straight months, and global auto firms like Toyota and Nissan are stepping up investment in the country.
WHAT IS THE SIZE OF THE INVESTMENT?
Between Jan. 1 and late April, foreign investors poured over $6 billion into Indian stock markets, which amongst Asian economies was topped only by Japan's $34.4 billion and South Korea's $9 billion, according to investment bank Macquarie.
Foreign direct investment into India in the first two months of this year dipped by 11 percent to $3.76 billion.
BUT WHAT OF REFORMS?
Despite the setbacks and halting pace of progress, investors continue to live in hope.
"I think maybe part of it is a religious hope that reforms will come through," Prior-Wandesforde said. "I don't think they will come, in any significant way, in several years."
The immediate window for pushing through reforms may be closing. Later in the year and in 2011, Congress faces voters in key state election, dampening enthusiasm for painful reforms.
WILL LACK OF REFORMS SOUR THE MOOD?
Not in the near term, with most investors having factored in the slow progress. For now, concerns are focused on the record $100 billion government borrowing programme for the year and of the central bank tightening monetary policy to fight inflation.

New gas deal will be tough to reach
By Indu BhanThe Ambani brothers may this week begin to negotiate a fresh deal for gas supply as per the Supreme Court's directions on Friday, but legal experts who FE spoke with opine that it might not result in anything much for ADAG's Reliance Natural Resources Ltd (RNRL (RNRL.NS : 50.15 -2.5)).
Some lawyers point out that the judgment itself could come in the way of clinching a deal. This is because the SC made it clear government policies including the Production Sharing Contract (PSC) and the Gas Utilisation policy (GUP) would override any other commercial obligations including the 2005 family MoU between the Ambani brothers. The GUP clearly spells out that existing plants would get priority in gas allocation compared to future plants like Anil Ambani group's Dadri power plant.
"The state-set price of $4.2 per mmBtu will be binding. The price is unlikely to rise or fall because of the ruling. So, the negotiations won't mean anything and could end up a useless exercise. If the government doesn't provide for gas allocation, then the whole thing goes," said a lawyer who is a retainer for one of the groups, wishing anonymity.
As per the SC judgment, the price, buyer etc are to be decided by the government, rather than RIL (RELIANCE.NS : 1079.4 +46.6), making any negotiations with the Mukesh Ambani group infructuous. The MoU is not legally binding on RIL, but an "external aid" for them to resolve their differences over this issue.
RIL counsel Sameer Parekh said since the government has already set the gas price, it has to allot the gas and therefore decide the quantity and tenure. "Tenure becomes irrelevant as gas can be allotted only to a running plant. Apart from these issues, we have to negotiate many other things like the cap on liability, take or pay obligations, gas pressure, maintenance period etc."
Parekh said the government price of of $4.2 per mmBtu is "misnomer." The price can change depending on international crude prices and the government's (revisable) formula. Negotiations will also have to take these variables into account.
RNRL counsel Mahesh Agarwal said: "We are confident that things will work out. There can be no question of disagreement as the apex court has given directions for renegotiations." He said though the government has approved the $4.2 price, RNRL can negotiate for a lower price as the tenure of contract is for 17 years as against 5 years in case of other contracts. "We need a firm commitment from RIL for supply of gas so that we can execute a bankable gas supply agreement on the basis of which a gas-based power plant can be set up," he said.
About whether the relations between the brothers can become better and they are able to sort out their differences, the counsel said: "We are looking forward for normalisation of relations; at least try to make them better." Last year, Anil had offered to reconcile with Mukesh and resolve differences, but RIL had argued the row goes beyond a family squabble, suggesting Mukesh is not inclined to sort out matters across the table.
Says Ajay Bhargav, partner, Khaitan & Co.: "There could be another round of litigation, which ultimately would adversely affect the shareholders of both RIL and RNRL." The (SC) verdict should be an eye opener for the government to re-look at its policies so that such situations can be avoided in future, he added.
Says another senior lawyer who does not want to be quoted: "The court has not looked into what is the legal hold for RNRL. Negotiations mean nothing keeping in view the terms of MoU, which provided for gas to RNRL at a committed price."
Additional solicitor general Mohan Parasaran said the government has the final say on the terms of sale between RIL and RNRL. "The government will have its say and give its views. Possibly, an order by the court will be passed. It (government's say) will include everything pricing, quantum and tenure," said Parasaran.
However, lawyers for both the groups are taking the public view that the way forward is to meet and work out a new agreement, within the framework of government policy and using the family MoU as a guide.

The Road Ahead For RNRL Is Difficult
By Noor MohammadThe Supreme Court's judgment in RIL (RELIANCE.NS : 1079.4 +46.6)-RNRL (RNRL.NS : 50.15 -2.5) gas dispute might not have any material impact on Anil Ambani's power generation business given that fuel cost can be passed through for the determination of electricity tariffs. However, this is a big setback to Reliance Natural Resources Ltd, which was floated by the Group for undertaking gas marketing business.
RNRL seems to have been caught in the cross-fires. It has no gas to sell. It was banking on allocation of 28 million standard cubic meter gas (mmscmd) from Reliance Industries Ltd's (RIL) D6 block in the Krishna-Godavari (K-G) basin at a concessional price of $2.34 per mmBtu. Even if gas finally comes, it would be available only at the price determined by the government.
Anil Ambani had once expressed fear that RNRL would become a shell company if it was denied allocation of 28 mmscmd gas from the D6 block.
While public sector entity GAIL India (GAIL.NS : 427.75 +7.9) is a well-established player in gas marketing business, late comers like Gujarat State Petronet Ltd have also moved fast. Competition is intensifying in gas marketing business. Ambani needs to do serious introspection about why RNRL has failed to take off.
There is a possibility that the $4.2 per mmBtu price fixed by the government for D6 gas might become a benchmark price for future gas production as well. That clearly calls for a drastic change in the Group' business strategy relating to RNRL.
RNRL, a public listed company with some 25 lakh shareholders, should not be allowed to become a casualty of corporate legal battles. It deserves more an opportunity to grow as a business entity.
As for the Group's power generation business, the SC judgment might have an impact. Reliance Power, the Group company for developing power projects, is doing a good business. It already has portfolio of 25,000-mw power projects even if we exclude the 7,840 mw gas-based Dadri power project in Uttar Pradesh.
The real trouble for the Dadri project is land acquisition and not gas price. The project can still take off even if it gets gas supply at $4.2 per mmBtu. In any case, many power projects are already using D6 gas at the government-determined price. So fuel pricing hardly matters for the Dadri power project.
However, if the Dadri power project finally fails to take off for whatever reasons, Ambani will have to find another location to fulfill his dream of setting up the world's largest gas-based power project.

Organised Crime Intelligence unit for TN
The Tamil Nadu police will soon have an ''Organised Crime Intelligence'' unit to tackle extremists-related crime, the state government said today. Deputy Chief Minister M K Stalin made the announcement in the Assembly while replying to the debate on grants for the Home Department.
The proposed unit will focus on tackling and controlling extremists-related crimes, he said without elaborating. Among other announcements for the year 2010-11, Stalin, replying on behalf of his father and Chief Minister M Karunanidhi, who holds the Home portfolio, announced that cyber crime wings would be created at Coimbatore, Madurai and Tiruchirappalli.
Nirupama death: AIIMS experts say 'probable cause' hanging

Adding to the confusion over the death of journalist Nirupama Pathak, allegedly in an honour killing, forensic experts at the All India Institute of Medical Sciences (AIIMS) have not ruled out the possibility that she died because of "hanging".
They had been contacted by the Delhi Police for a "second opinion" on the autopsy report. While Nirupama's mother Sudha, who was today released on bail for three days to attend her daughter's shraddh ceremony, had said that she hanged herself, the doctors who conducted the postmortem had concluded that the journalist was suffocated with a pillow pressed to her face.
The Pathaks were opposed to Nirupama's affair with a fellow journalist, Priyabhanshu Ranjan, as he belonged to another caste, and Sudha was arrested on the suspicion that she killed her daughter because of it. Her body was found on April 29.
The police on Sunday issued a notice seeking explanation from three doctors who had conducted Nirupama's autopsy for not preserving her viscera and foetus and for not mentioning the time of her death, Koderma SP Kranthi Kumar said.
AIIMS experts believe this is a serious lapse, as the above evidence could have helped the police crack the case faster. "Their explanation is required since they committed serious lapses," said SP Kumar. Koderma Civil Surgeon Dr P Mohan, under whom the doctors — Shiv Kumar, Ashish Kumar and Kriti Kumar — worked has also sought an explanation, warning that "we will take strict action if we do not get satisfactory replies".
AIIMS experts have also suggested a forensic examination of the pillow allegedly used for smothering Nirupama as well as the cloth with which she is said to have hanged herself. According to them, while the evidence present did not rule out hanging, this could be confirmed only after having a detailed discussion with the doctors who had conducted the autopsy.
Dr Sudhir Gupta, AIIMS Associate Professor and a leading forensic expert, who was asked for his opinion by the police, told The Indian Express: "Keeping in view the postmortem report, I can say that neither smothering nor hanging can be ruled out. In fact the report supports hanging as the probable reason for death and not smothering. It is necessary to also ask for the comments of the doctors who conducted the autopsy to come to any conclusion. The case doesn't look very complicated however."
According to sources in the AIIMS Forensic Department, had Nirupama been smothered, there would have been signs of her putting up a resistance and injury marks on her body.
While the omission of the time of death in the autopsy report is a serious lapse, a police officer told The Indian Express that the doctors had submitted a "supplementary" postmortem report stating that her death had taken place "12 to 36 hours" before the autopsy.
Nirupama worked as a sub-editor with The Business Standard in Delhi and had met Ranjan while they were both studying in Delhi's Indian Institute of Mass Communication. Ranjan works for PTI (Bhasha).
Her family has filed an FIR accusing Ranjan of fraud, rape and abetment to suicide, saying he had gone back on his promise of marriage, and that a pregnant Nirupama had killed herself as a result.
Earlier, Delhi Police Special Cell had seized Ranjan's laptop as well as phone to examine the messages and e-mails they exchanged. According to a late-night report, Jharkhand Police DGP Niaz Ahmed said all the data on Nirupama's laptop, which they had seized from her boybriend, was missing.
Ranjan has apparently told the police that on April 27 night she had told him to download all their photographs on the laptop onto a pen drive and delete the same. Ahmed called it a serious matter that would be investigated seriously.
Speaking in Darbhanga to PTI, Ranjan's father Ramashankar Kanth said his son was innocent and that there was pressure on Nirupama to break off the relationship.
"My son had informed me on the day Nirupama died that he received an SMS from her saying her mother, father and brother had bolted her inside a bathroom in their house."
A state government employee posted at a block office, Kanth added: "We believed that nothing would happen as both of them were journalists. But what happened thereafter has shocked us."
Released today morning so that she could attend Nirupama's shraddh, Sudha Pathak said: "We trust the court and hope we get justice."

Police Saturday filed a case of cheating, rape and abetment to suicide against the boyfriend of journalist Nirupama Pathak who was found dead in her Jharkhand home April 29.
A first information report (FIR) has been filed at the Tilaiya police station of Koderma district, around 200 km from here, a police official told IANS.
'The role of Priyabhanshu (Ranjan) is being investigated. He might have tried to play foul with Nirupama,' the official said.
'He will be further interrogated and asked to come to Koderma to cooperate in the investigation. We will take the extreme step of arresting him if he does not cooperate,' the official added.
Both Nirupama, 23, and Ranjan were journalists based in New Delhi. She was a reporter in a business daily and had come home in Koderma April 19 and was due to return to New Delhi April 28.
But her reservation was cancelled and she was was found dead April 29.
Nirupama's family insists she committed suicide. But her post-mortem examination showed she was smothered to death and that she was 10-12 weeks pregnant.
Her mother Sudha was arrested Monday in connection with the death but has been allowed to perform Nirupama's last rites.
A Ranchi court Friday directed the police to lodge an FIR against Ranjan on a petition by Nirupama's mother.
She has accused Ranjan of sexually exploiting Nirupama by promising to marry her.
As soon as the order came, a joint team of Jharkhand and Delhi Police questioned Ranjan in New Delhi for over seven hours about his relationship with the dead journalist.
According to police sources, Nirupama sent 33 SMSes to Ranjan between April 19 and 28.
He has allegedly deleted all SMSes. During interrogation he denied receiving any SMS except one. He also allegedly took away the laptop and diaries from Nirupama's Delhi house when she went to Koderma.
The family has admitted they were opposed to Nirupama's planned marriage with Ranjan, her former batchmate at the Indian Institute of Mass Communication (IIMC).
According to police sources, the three-doctor team that conducted Nirupama's autopsy did not mention the time of death. They also did not preserve the viscera and foetus.
Nirupama's father Dharmendra Pathak and brother Samrendra are government officers in Gonda and Mumbai respectively. They have also been questioned in what some believe to be a case of 'honour killing'.

Vedanta buys Anglo zinc assets for $1.34 billion

LONDON/MUMBAI (Reuters) - India-focused mining group Vedanta Resources Plc bought Anglo American Plc's zinc assets for $1.34 billion on Monday to boost its exposure to the metal and expand its presence in Europe and Africa.
Vedanta will become the world's largest zinc producer with 11 percent of the global market after buying the assets, including the Skorpion mine in Namibia, Lisheen in Ireland and Black Mountain in South Africa.
Investors in both firms applauded the deal, with Vedanta shares surging more than 11 percent and Anglo American up more than 9 percent.
Vedanta becomes the latest in a string of Indian companies buying access to resources, beating several global contenders for the assets as zinc -- used in the construction, carmaking and white goods industries as a protective coating for steel and iron -- experiences a surge in spot prices this year.
"The deal clearly signals Vedanta's bullish view on the future of the zinc market," Liberum Capital said in a client note, calling the deal a good strategic fit.
Vedanta, with about about 1.46 ktpa (kilo tonnes per annum) of mined production, will overtake rivals Xstrata and Teck Resources in the metal.
Xstrata, its biggest shareholder Glencore and a Chinese bidder were believed to have been vying for Anglo American's zinc assets, sources have said.
Vedanta will acquire the assets through Indian unit Hindustan Zinc Ltd (HINDZINC.NS : 1119.8 +39.7), which houses the group's zinc business and whose shares gained 3.6 percent.
Vedanta said it will fund the deal from about $2.3 billion of cash reserves that the Indian unit has accumulated.
The deal values the assets at an enterprise value of 3.0 to 3.5 times EBIDTA (earnings before interest, tax, depreciation and amortisation) and was made on the basis of long-term zinc prices, which are lower than spot prices, Vedanta said.
"It should be value-accretive because global demand for both zinc and steel will remain strong," said Shraddha Shroff, metals analyst at Mumbai-brokerage KR Choksey Shares.
LME zinc has risen more than a third from the $1,595 a tonne it averaged last year.
Analysts had earlier estimated Anglo American's assets could fetch between $1.1 billion to $1.5 billion.
Lazard & Co acted as financial adviser to Vedanta.
HUNT FOR RESOURCES
Vedanta joins a growing list of Indian firms hunting for deals in natural resources, with an eye on rising domestic demand in Asia's third-largest economy.
Reliance Industries (RELIANCE.NS : 1079.4 +46.6), India's largest listed company, last month agreed to pay $1.7 billion to form a joint venture with Atlas Energy at one of the most promising natural gas deposit regions in the United States, and said it was evaluating further opportunities in shale gas.
Coal India, the world's largest coal miner, also aims to firm up deals with overseas groups, including U.S. miner Peabody Energy, which could give it access to supplies from the United States, Australia and Indonesia.
The Anglo American acquisition would raise Vedanta's total reserves and resources by 76 percent, Vedanta Vice Chairman Navin Agarwal told analysts in a conference call.
He said it was too early to talk about lowering the cost of production at Anglo-American assets, but Vedanta believed it had an opportunity to use its expertise to bolster efficiency.
Hindustan Zinc currently operates at a cost of production of $850 a tonne, less than half the global average, analysts said. "We think Hindustan Zinc will be the right vehicle because it is in the same business and holds substantial cash," Agarwal said.
The company expects to close transactions for all three assets within 12 months.

During the afternoon trading session at BSE, Reliance Infra reported the top gainer from the Sensex pack, as the stock is now trading higher by (9.44 per cent) while Cipla dipped by (5.94 per cent).
At 2:30 PM BSE SENSEX was at 17,281.66 up by 512.55 points or by (3.06 per cent) and the NSE Nifty was trading at 5,181.40 up by 163.35 points or by (3.26 per cent).The BSE Sensex touched intraday high of 17,306.99 in the afternoon session.
The BSE MIDCAP was at 6,997.46 up by 163.21 points or by (2.39 per cent) and the BSE SMLCAP was at 8,939.75 up by 230.40 points or by (2.65 per cent).
The BSE Metal index was at 16,848.34 up by 886.52 points or by (5.55 per cent). The market breadth showing overall strength was strong at the moment. On BSE, out of 2,853 stocks traded so far, 2,175 stocks advanced whereas 609 stocks declined and 69 stocks were unchanged.
At 1:31 PM, the BSE Sensex is trading higher by 450.42 points or 2.69 at 17,219.53 while the NSE Nifty was at 5,163.20 up by 145.15 points or by 2.89 per cent.
The BSE MIDCAP was at 6,978.64 up by 144.39 points or by 2.11 per cent while the BSE SMLCAP trading at 8,917.60 higher by 208.25 points or 2.39 per cent.
On the economic front, a study ''FDI in defence - a case for review'', released on Sunday by Confederation of Indian Industry (CII) has concluded that the Indian and foreign industries in defence sector are divided over raising the foreign direct investment (FDI) to 100 per cent.

SC allows Reddy brothers to resume mining in Bellary
The Supreme Court on Monday allowed Obulapuram Mining Company (OMC), belonging to the Reddy brothers, to resume mining in the undisputed region of the Bellary reserve forest in Karnataka.A bench comprising Chief Justice K G Balakrishnan and Justices Deepak Verma and B S Chauhan allowed OMC to start mining operations within 150 meters of the Karnataka border.
The apex court, however, clarified that mining by OMC should be carried out only in the undisputed area of the lease granted by the Karnataka government and would have to be stopped if the Survey of India says so.
The apex court had on March 22 banned mining of iron ores by OMC and appointed a committee comprising officials of the Survey of India, the forest, irrigation and revenue departments of Andhra Pradesh, besides representatives of the Reddy brothers to look into allegations of illegal mining and violation of leased areas.
In its ruling today, the court also directed Karnataka to appoint officials from forest and mining departments to assist the committee in demarcating the boundary between Karnataka and Andhra Pradesh. The court has asked the committee to complete the final survey within two months.
The Reddy brothers, who own mining leases for over 136 hectares of land spread in Andhra Pradesh's Anantapur district, are accused of encroaching on reserve forest lands.
Rahul slams CPM for its 'politics of violence'
Kasargode (Kerala) Taking on the CPI-M in its bastion, Congress leader Rahul Gandhi on Monday slammed it for indulging in "politics of violence" and asked Youth Congress workers not to get provoked by it ahead of civic and Assembly elections in the state."The CPI-M should end its politics of violence and Youth Congress workers should not get provoked by attempts by that party at a time when elections to civic bodies and the state Assembly are drawing closer," he said.
Interacting with YC workers from four northern districts, he said there would be attempts by CPI-M to provoke and create violence but Youth Congress activists should not fall in the trap.
CPI-M was trying was to impose things found in "pages of old books", he said, seeking to convey that its ideology was out of sync with the changing times.
Asserting that groupism would not be tolerated in the Youth Congress at any cost, Gandhi said factionalism and right to express opinions were different.
Suppressing freedom of expression was the policy of the Communists and not that of a democratic party like Congress, he claimed.
He, however, cautioned that freedom of expression should not be at the cost of organisational stability and should be helpful to solve problems amicably.
Gandhi said a system for conduct of regular organisational polls in Youth Congress would be evolved so that imposing of leaders on workers through "parachute system" was eliminated.
Paying rich tributes to Keralites' "creative potential, dedication and hard work", Gandhi said Malayali youth could play a dynamic role in Indian politics.
The AICC General Secretary said he had a first hand experience of the potential of Malayali youth during a visit to Dubai recently.

Posted: Jul 24, 2009 at 1308 hrs ISTPatna Farmers in Bihar have asked their unmarried daughters to plough parched fields naked in a bid to embarrass the weather gods to bring some badly needed monsoon rain, officials said on Thursday.Witnesses said the naked girls in Bihar state ploughed the fields and chanted ancient hymns after sunset to invoke the gods. They said elderly village women helped the girls drag the ploughs.
"They (villagers) believe their acts would get the weather gods badly embarrassed, who in turn would ensure bumper crops by sending rains," Upendra Kumar, a village council official, said from Bihar's remote Banke Bazaar town.
"This is the most trusted social custom in the area and the villagers have vowed to continue this practice until it rains very heavily."
