प्रिय संघर्षशील मित्रों और साथियों,

जिंदाबाद !

आज देश एक चौराहे पर खड़ा है | प्राकृतिक, मानवीय, तकनीकी, सांस्कृतिक रूप से समृद्ध एवं विस्तृत होते हुए भी आज संविधान प्रदत्त आज़ादी और समता, न्याय आबादी के बड़े हिस्से के लिए बिलकुल असंभव दिखती है | हम बहुत ही मुश्किल दौर से गुजर रहे हैं। देश की जनसँख्या के एक छोटे से तबके के लिए यह कभी इतना अच्छा नहीं था : उच्च स्तरीय बुनियादी ढांचे, निजी तौर पर संचालित हवाई अड्डे, अपेक्षाकृत सस्ती हवाई यात्रा, फर्राटेदार कारें, उच्च वेतन एवं 9 फीसदी का विकास दर। किसानों की आत्महत्या, व्यापक स्तर पर विस्थापन, आदिवासियों की जमीन, जंगलों एवं संसाधनों को हड़पने के लिए पुलिस एवं अर्धसैनिक बलों का प्रयोग और किसी विरोध पर उनकी हत्या, बुनियादी ढांचों के कारण शहरी गरीबों से आवास तथा रोजगार छीनना, हरेक विकास परियोजना में व्यापक घोटाले,इत्यादि एक नयी कहानी गढ़ रहे हैं जो की वास्तव में केवल मीडिया के प्रचार की वजह नहीं हैं |

आज हमारे यहां 'जीवित लोकतंत्र', 'निष्पक्ष अदालत', 'स्वतंत्र मीडिया', 'मजबूत विपक्ष' का विरोधाभास मौजूद है, जब की इसके अलावा सरकार व कंपनियों के गठजोड़ से नियमगिरी या जगतसिंहपुर उड़ीसा में, या महुआ और मुंद्रा, गुजरात में, या पोलावरम, सोमपेटा आन्ध्र प्रदेश में, फर्बेस्गंज, बिहार में, या मुंबई की झुग्गी झोपड़ी बस्तियों में, या तमाम अन्य जगहों पर, जबरदस्त हिंसा जारी है | जबरन भूमि अधिग्रहण, संसाधन हड़पने या पर्यावरणीय मंजूरियों के मामले में कानूनों का तथा संवैधानिक अधिकारों का भी जबरदस्त उल्लंघन हो रहा है। इन सब के कारण पूरे देश लोग अपनी जान को दाव पर लगा रहे हैं और विरोध प्रकट कर रहे हैं | निश्चित तौर पर वहीँ हिंसक प्रतिरोध भी हो रहा है जिससे की सरकारी और गैर-सरकारी पक्षों द्वारा हिंसा और एक दूसरे को जायज ठहराने का दुखद तमाशा दिखाई देता है। इस बात पर अचम्भा होता है कि क्या इस 'लोकतंत्र' में असल हकदार, अर्थात आदिवासियों, दलितों, किसानों, खेतिहर मजदूरों, फैक्टरी कर्मचारियों, कारीगरों,मछुआरों या अन्य मेहनती लोगों के लिए कोई जगह है? सच्चाई तो यह है कि आज की सरकारे सशस्त्र संघर्ष कर्मियों के साथ वार्ता की इच्छा का दिखावा तो करती है पर अहिंसक आंदोलनों से सही निर्णायक संवाद नहीं चाहती है।

उन लोगों के लिए भी लोकतंत्र के सभी स्तंभ विफल रहे हैं, जिन लोगों ने हमारी आजादी के लिए संघर्ष किया कुर्बानी दी और जिन्होंने संविधान बुनियाद रची। वे भूमिहीन किसान, वनवासी एवं मेहनती लोग ही हैं जिन्होंने न सिर्फ अपने जीवन के लिए बल्कि अपने घरों, जमीनों, जंगलों, नदियों एवं समुद्रों की रक्षा के लिए निरंतर जीवन स्वीकारा और संघर्ष किया है और आज जो लोकतंत्र कायम है उन्हीं लोगों की वजह से है। इस अभूतपूर्व निराशा के बावजूद, कार्यकर्ता, संबंधित नागरिक समूह भी एवं जन संगठन बदलाव के लिए संवाद रचना और संघर्ष करते जा रहे हैं और वे ही इस बाजारवादी, पश्चिमी नियंत्रण वाले विकास की अवधारणा और सही लोकतंत्र के न्यायपूर्ण विकास के लिए सीना ताने खड़े हैं। इस पृष्ठभूमि में, गैरबराबरी, अन्याय एवं राजनितिक आज़ादी के बावजूद 'जनतंत्र' में आयी विकृति, भ्रष्टाचार- अत्याचार अदि से बाहर निकलने के लिए हम जमीनी स्तर में एक ऐसे लोकतान्त्रिक राजनीतिक वैकल्पिक मंच का प्रस्ताव करते हैं जो कि लोगों को प्रत्यक्ष रूप से भागीदारी का अवसर प्रदान करे, उनकी समाज सोच, सपने ही नहीं ठोस निर्णायक दिशा और आर्थिक सामाजिक राजनितिक विकल्प जाहिर करे और उसकी ओर बढ़ने के लिए उन्हें सशक्त बनाए। इसी दिशा में 'जन संसद' एक विशेष पहल है |

आमंत्रण और आपसे सहयोग की अपेक्षा

जुलाई २००९ से NAPM देश में 'जन संसद' पर चर्चा विचार और उसे स्थापित करने की प्रक्रिया में रहा है | हंमने इस बाबत दिल्ली, वर्धा, भोपाल और अन्य जगह मीटिंगे भी आयोजित की और चर्चा भी किये | इस विचार को आखिर संघर्ष के बहुत सारे साथियों के बीच इलाहाबाद की एक बैठक में समर्थन भी मिली और उसके NAPM और अन्य कई संगठनों ने मिल कर अल्मोड़ा, भद्रावती, मुंबई, नेल्लोर, मुलताई में जन संसद आयोजित किये | पिछले जून २०११ से हमने एक बार फिर जन राजनीति के मुद्दों को स्थापित करने के लिए कई जगहों पर चर्चा की और फिर जन आंदोलनों के राष्ट्रीय समन्वय ने अन्य कई संगठनों के साथ मिलकर दिसम्बर महिने से उत्तर प्रदेश, हरियाणा, आन्ध्र प्रदेश, मध्य प्रदेश, बिहार, पश्चिम बंगाल, झारखण्ड, महाराष्ट्र, कर्नाटक, गोवा राज्यों में लोकशक्ति अभियान के तहत एक पूर्ण बदलाव के मसौदे को लेकर देश के हर कोने से लोग स्थानीय संघर्षों से कंधे से कंधे मिलाते हुए चले | देश के अन्य राज्यों ओडिशा, पंजाब, तमिलनाडु, केरल, उत्तराखंड और दिल्ली से लगे हुए क्षेत्रों में भी अभियान के मुद्दे पहुंच रहे हैं जन संगठन तथा विचारशील नागरिकों के बीच, इन मसौदों को लेकर |

प्रस्तावित कार्यक्रम मार्च १९ : दिल्ली में तीन स्थानों पर लोकशक्ति अभियान और जन संसद के मुद्दों पर चर्चा | मार्च २० – २२ : ऊपर अधोरेखित मुद्दों पर तीन दिनों का जन संसद - बहस, प्रस्ताव, रणनीति | मार्च २३ : जंतर मंतर, संसद मार्ग पर देश भर से हजारों की संख्या में जुटे लोगों के समक्ष जन संसद के प्रस्ताव का अनुमोदन, (राजनैतिक पार्टियों के प्रतिनधियों के साथ संवाद) और संसद पर कूच |

इसी सिलसिले को आगे बढ़ाते हुए NAPM एक राष्ट्रीय जन संसद का आयोजन मार्च १९ से २३ तक (सोमवार से शुक्रवार) को दिल्ली में आयोजित कर रहा है, जिसका विस्तृत कार्यक्रम संलग्न है | हम आपको,व्यक्तिगत तथा अपने संगठन के साथ आमंत्रित करते है | आप इसमें शामिल हों और इसे बल दे, अपनी भूमिका अदा करें :

1. पूरे कार्यक्रम और उसके प्रस्तावों को अपना समर्थन देकर इसमें शामिल हों और परिचर्चा में भाग लें |

2. अपने संगठनों से कुछ प्रतिनिधियों को मार्च २० से २२ के 'जन संसद' कार्यक्रम की परिचर्चा में जन प्रतिनिधि के तौर पर मनोनीत करें|

3. भारी संख्या में मार्च २३ की जंतर मन्तर पर रैली में शामिल हो कर |

Dear Friends, Colleagues, Comrades,

Zindabaad !

India, our country is at the crossroads today. The Constitutional endowment of freedom , equity and justice appear to be a distant dream, inspite of our human, natural, cultural and technological resources with intensity and diversity. A small section of the people have never had it so good. Top class infrastructure, privately run airports, relatively cheap air travel, fast moving cars, obscenely high salaries and promise of a 9 % growth. Farmers' suicides, large scale displacement, use of police and para military forces to appropriate adivasi lands, forests and resources and killings in case of any resistance, dis-employment of the urban poor due to infrastructure projects, mega corruption scandals in every development project are of course unworthy of media attention! Corruption seems to be so institutionalised in character and monstrous in proportion as to make past scandals look like petty deeds. Are these stories of some other land or of our own?

Today we have the paradox of a 'vibrant democracy', 'transparent investigation of corruption', 'fair courts', 'free media', 'strong opposition' as well as blatant violence unleashed by the State-corporate nexus, be it in Niyamgiri or Jagatsinghpur (Orissa), or Mahuva and Mundra (Gujarat), Forbesganj (Bihar) or Polavaram, Sompeta (AP), in the slums of Mumbai (Maharashtra) witnessed or numerous other places. Rampant violation of the intent and letter of law is where land acquisition, resource-grab or environmental clearances are concerned. What follows is a spate of movements big or small resisiting the attacks staking nothing less than lives. Martyrdoms pay but not always. There is also violent resistance by alleged 'Maoists. In those areas we see the tragic spectacle of the State and non-State violence feeding off and justifying each other.

One is left to wonder if there is any place for people in this 'Democracy', real people, be they Adivasis, Dalits, farmers, farm labourers, factory workers, fisher people or other toilers. The crude reality is that the Government of the day puts up a pretence of willingness to talk on in the face of extreme violence, but doesn't enter into a decisive dialogueeven with the non-violent struggles

All existing institutions, the reliable pillars of democracy have failed the people, as well as all those who struggled for our freedom and the founders of the Constitution. It is the landless peasants, forest dwellers and toiling masses who struggle not only for a living but to protect their homes, lands, forests, rivers and sea who in fact sustain our natural resources. Activists, concerned citizens and their organisations striving for change amidst this gloom continue to grow like never before and they are at the forefront in our battle against the sham of corporatised, West-controlled democracy, that is rich in pomp and glitz but bereft of substance. It is in this backdrop that we propose that a way out of this morass is for people's grassroots democracy to be organised in a way that allows self assertion of rights propositioning a decision on aleternative perspectives, plans, budget to processes of planning and empowering themselves. JAN SANSAD seems to be the way to attain this.

An Invitation and Seeking Your Cooperation

Since July 2009, NAPM has been intending to start a process of organising Jan Sansads across the country. We held meetings in Delhi and other places. The idea was widely accepted and received attention in March 2010 in a meeting in Allahabad and since then NAPM and other organisations have together hosted Jan Sansads at different places – Almora, Bhadrawati, Mumbai, Nellore and Multai. We have held several meetings since June 2011 discussing ways to strengthen our collective struggles and work towards strengthening people's politics,agenda and strategies. After several meetings in 2011, we started Lok Shakti Abhiyan in December, which has travelled through Uttar Pradesh, Haryana, Andhra Pradesh, Madhya Pradesh, Bihar, West Bengal, Jharkhand, Maharashtra, karnataka and Goa in four phases. Tamil Nadu, Kerala, Punjab and Orissa are to be covered soon.

NAPM is now hosting RASHTRIYA JAN SANSAD in Delhi between March 19^th to 23^th.. Please see the schedule below. We invite you to join the Rashtriya Jan Sansad along with your organisation and members to do the following :

1. to endorse the agenda and participate in the People's Parliament / Jan Sansad and to make decisions through intense deliberations.

2. to nominate members of your organisation to the Jan Saansad / People's Parliment as Jan Saansads on March 20^th to 22^th.

3. Join us in large numbers in the concluding rally on March 23^rd at Jantar Mantar.
