In yet another shift on revamping the core committee of his team, Anna Hazare today said he planned to give representation to all sections of society such as religious minorities, tribals, Dalits and the youth.

"When the core committee was formed, there were complaints from some sections that they were not given representation. With the new core committee, there will be no room for such complaints," Hazare said in Ralegan Siddhi.

At the time of his Ramlila protest, SC/ST groups had complained that Team Anna's agenda had no space for minorities.

Hazare declined to give a time frame for the new core committee. It was more important to have people of high integrity as members than concentrating on the time taken to formulate it, he said.

A week ago, amid talk of a revamp in the core committee following allegations against several of its members, Team Anna had said that the current panel would stay, that they would formulate a new "constitution" and that changes would be made in accordance with it.

Over the weekend, there was a war of words between Hazare and his blogger Raju Parulekar, with the latter posting an 'earlier' post in which the activist said he wanted to revamp the panel. Hazare said these were not his final views.

Today, Hazare said he wanted the new committee to also be a lot "younger" than the present one. His aide Dada Pathare said the situation had changed from two and a half months ago when the core committee was formed. "They did a very good job, but the situation has changed. The goals have widened and there is a need to increase the scope of the core committee," Pathare said.

Hazare said the Congress was targeting his team out of fear. "Unka khaana band ho jayega (They will not be able to continue taking bribes)."

Man who cheated a Dalit woman not traced yet

Despite lodging two complaints with the Venoor Police about a man who had allegedly "cheated" a Dalit woman and abandoned her, the police are yet to trace the accused, Dalit activists told the Superintendent of Police Labhu Ram on Sunday.

The matter was raised at the monthly meeting held by the Superintendent of Police to hear the grievances of Scheduled Castes and Scheduled Tribes people.

Shekar L. said a person from Parlanda had a sexual relationship with a 19-year-old woman under the Venoor Police Station limits on the pretext of marrying her. The woman, who delivered a baby on September 10, had lodged two complaints with the police since then but the police had not taken action, Mr. Shekar said.

Mr. Shekar said the man was in town when the woman was admitted to the hospital, but had been reported absconding since then.

Mr. Ram said the case was no longer with the Venoor Police Station but was being investigated by the Additional Superintendent of Police Prabhakar.

Mr. Prabhakar said as the complaint had been filed late, the police were finding it difficult to trace the man. The district police had even gone to Mumbai after receiving a tip off that the man might be hiding there, he said.

A demand was voiced by Dalit activists on Sunday related to the district administration.

The leaders of several Dalit rights groups told Mr. Ram that it had been many months since the district administration called a meeting to discuss the problems of Dalits and tribal people. Mr. Ram said he would write to the district administration about the demand.

Dalit Sangharsha Samiti (Bhimavada) district convenor P. Keshava said land belonging to Dalits in Barya in Belthangady taluk had been encroached by others.

Mr. Keshava said in 1979-80, Dalits had been granted one acre of land, but it had been encroached by others. Mr. Ram said he would write to the tahsildar requesting a survey of area and try to sort out the matter.

A study by the Samajawadi Adhyayana Kendra (Centre for Socialist Studies), Bangalore, in 2005 on the socio-economic problems in the naxal-affected Malnad area says that the feudal system, which gave rise to naxalism elsewhere in the country, is not prevalent in the Malnad region.

The study says that economic disparity, which is also a reason for the birth of naxalism in some parts of the country, is not alarming in Malnad region.

The issue surrounding the Kudremukh National Park – such as forest dwellers' apprehensions that they will be evicted or not allowed to collect forest produce gave scope for naxalism in the region.

A team of 15 persons representing different organisations conducted the study on March 11 and March 12, 2005. The team in three groups visited Kuthugodu, Dyawagodu, Menasina Hadya, Nemmar, Bukkadibail, Mundodi, Kigga, Salavanthi, Kudige, Hulugarubail and Kere Katte areas and met the local people, according to its 44-page report, a copy which is with The Hindu, submitted to the State government in April, 2005.

The team, which included playwright Girish Kasaravalli and G.N. Nagaraj of CPI (M), said there were 2,028 families within the purview of Kudremukh National Park spread in Sringeri, Koppa, Mudigere, Karkala and Belthangady taluks. In that, 1,425 were tribal families.

It noted that skilled labourers in the region who work in arecanut cultivation and processing-related activities got decent wage. Arecanut farmers and tribal people in the region led a cordial life and tribal people had no complaints against farmers. Most tribal people owned land but the Dalits were considered untouchables.

With regard to daily wages, the study found that skilled labourers got decent wages when compared to labourers in other parts of the State. But when compared to the tribal people, the condition of Dalits left a lot to be desired. Socially, they were still untouchables and they lived outside the village limits. And Dalits could not even think of owning property.

Meanwhile, a senior Indian Police Service official who was involved in anti-naxal operations in Malnad region in 2003 has gone on record that a survey by the People's War Group (PWG) in the early 1990s found that while there is no acute poverty in the region, there is a class division in society and the poor are mainly tribal people and those from the Scheduled Castes.

They survey, named `Socoma' (Social Conditions in Malnad), concluded that the PWG could expand its operations in the Western Ghats for "strategic reasons". They found an "issue" in the Supreme Court judgment directing the authorities to evict encroachers from the Kudremukh National Park area, he said.

NOIDA: The Noida Authority is fast rushing towards completion of another dream project of chief minister Mayawati - the Rs 40 crore Dr Ambedkar SC/ST hostel. Meant exclusively for working women and girl students belonging to the Scheduled Caste and Scheduled Tribes, the hostel is expected to be ready for use by November 30. The Authority has invited applications from interested candidates that need to be submitted by November 20.

Construction of the SC/ST hostel is nearly complete and the Authority has asked the construction agency, Uttar Pradesh Rajkiya Nirman Nigam, to wrap up all finishing work before the month end. Located in sector 62, this first-of-its-kind hostel boasts of infrastructure and facilities "matching those of any renowned private college hostels."

The six-storey hostel complex has a capacity to accommodate 500 people. "With 200 double and 100 single occupancy rooms, the Ambedkar hostel is also equipped with security measures including CCTV cameras, round the clock surveillance by a fleet of security guards, etc to ensure safety of all inmates," said Noida Authority DCEO Anil Raj Kumar. The eligibility for getting a hostel seat have already been advertised by the state government and admission procedure for selected candidates will begin from November 20. The state of the art hostel will provide accommodation to needy women at subsidized costs. The list of selected candidates will be finalized by the Greater Noida Education Committee.

The proposal for the hostel was first made in January 2009 on Mayawati's 53rd birthday along with a host of other projects totalling Rs 3,500 crore. Construction of the girls' hostel began in March 2009 and was supposed to be completed within a year. However, due to technical glitches in the original architectural plan, the project got delayed and construction was finally completed earlier this month. Another such hostel meant for male SC/ST students and working professionals is being readied in Greater Noida.
