Rightful share in jobs eludes Chhattisgarh tribals

RAIPUR: A river of bows and arrows slid through the urbane lanes of Raipur civil lines, coming to a startling stop outside the chief minister's gated and guarded residence in the autumn air of November 1st, the founding day of Chhattisgarh. As the police whisked them away, the tribal protestors told journalists they were asking for the most basic constitutional right: proportional reservation in government jobs.

Eleven years ago, the sprawling state of Madhya Pradesh was trimmed to create a new state, which barring India's North East, had the highest chunk of tribals in its population. With 32 % of its people tribal, Chhattisgarh outstripped Jharkhand (26%), and Orissa (22%). Politicians proclaimed the new state would give voice to central India's tribals, but eleven years later, it is a measure of their voicelessness that Chhattisgarh's indigenous communities have not managed to wrest their share in government jobs, unthinkable for a social group as large anywhere else in India.

Like a falcon in the skies

Karukku enabled me to build my confidence and hope, Bama Faustina tells Tulsi Badrinath. Excerpts from a conversation.

bama_JPGIn Karukku you described yourself thus 'I am like a bird whose wings were broken'. Twenty years later, in the second edition of the English translation, you describe yourself as 'a falcon that treads the air, high in the skies'. Could you tell us about the healing process that transformed you?

In 1992, I felt that I was victimised by this caste-ridden society. That is why I described myself as a bird with broken wings. During these 20 years, Karukku has vibrated with the lives of the Dalits, witnessing the consciousness of the people. The popularity, recognition, appreciation and solidarity evoked and created by Karukku enabled me to build up my confidence and hope, to strengthen broken wings and to protest against everything that dehumanises me and others. This resistance and resilience healed me, renewing me with fresh energy and power which enabled me to soar in the sky. This is possible due to the tireless and committed labour of Ms. Mini Krishnan, editor, and Ms. Lakshmi Holmstrom, the translator of Karukku.

If we have to put an end to communalism, the idea of two-nation theory should be buried. RSS and Jana Sangh are the largest banner bearers of Jinnah's two-nation theory in this country. So I have been emphasising on the matter that all parties, functioning on communal ground, should be legally banned whether these are RSS, Jana Sangh, Jamaat-e-Islami or Muslim League. But I do not think that mere legal ban on communal parties will solve the problem....a country-wide movement is needed along with ban on communal parties.

"The original citation of the Gandhi International Peace Award when it came, was a surprise, as I on my own had never claimed to be a representative of the tribal people of India. However, I had always proudly claimed the heritage of a vernacular and indigenous life-world that was egalitarian and sustainable, and since the awarding body was free to make its own ascription, I humbly accepted the responsibility being put on me. I was fully aware that there could be many views about my fitness to undertake such a task, but it never occurred to me that my ethnic identity, in that I was not ethnically a member of the tribal people of India, would stand in my way.

Why reservation is necessary

skthoratWITH a rapid scaling down of our tiny public sector due to privatisation and increasing withdrawal of the state under the impact of liberalisation, serious concern has been expressed about the fate of the present public sector reservation policy. Because of indirect and backdoor de-reservation, there is a growing demand for some sort of affirmative action policy for the private sector which so far has remained outside the purview of any kind of anti-discriminatory measure and in which more than 90% of dalit and adivasi workforce is engaged. The issue found a place in the election manifesto of political parties and in the Common Minimum Programme of the present government. Drawing from theoretical and empirical literature on the issue of economic discrimination, I will try to provide reasons for a reservation policy for the private sector as a remedy against discrimination in labour, capital and other markets and indicate general guidelines for framing such a policy.

The Self-creation of the Brahmans

[An excerpt from the chapter 'The Background to Buddhism' in her book, 'Buddhism in India: Challenging Brahmanism and Caste']

Indian Brahmans as they have evolved over the centuries represent one of the most unique elites thatn any society has produced. They trace their origins back to Vedic times, where they were priests of the sacrifice, and it was as priests, intellectuals and possessors of the Vedas that they appear in the middle of first millennium BCE society. However, it would be a mistake to see the Brahmans, identified as a social group in the first millennium BCE, in 'essentialist' terms, as lineal descendents of Vedic priests, just as it is a mistake to take the Khattiyas as descendents of Vedic warriors or rajanyas. Both claimed purity of descent, but this was a self-serving mythologising.

Thapar has argued that Brahmans of non-Aryan origin were attested to in legends of sages such as Agasthya and Vasistha who are said to have been born from jars and of a Rig Vedic seer being described as dasiputrah or 'son of a slave' (Thapar 1984: 52). Some Pali texts, for example the Ambattha Suttanta (see Chapter 3) indicate that they may also have included illegitimate offspring of the Khattiyas. Even the Upanishads show that an occasional man of questionable birth could be accepted as a disciple and taken into the line of 'Brahmans'; for instance, in the Chandogya Upanishad, Satyakama Jabala's mother tells him, 'Darling, I do not know what lineage you belong to. I got you in my youth, when I travelled about a great deal as a servant' (Upanisads 2000: 174).
