Advani mulls apology for NSCN truce limit

Imphal, Nov. 12: BJP leader L.K. Advani is all set to tender an "apology" to the people of Manipur for clearing extension of the NSCN (I-M) ceasefire "without territorial limits" that triggered a violent agitation in Imphal, leading to the death of 18 people during the upheaval in June 2001.

Sources here told The Telegraph that Advani would be coming to Imphal next month to attend a party conference to be held on December 10 during which he might say "sorry" for declaring extension of the NSCN (I-M) ceasefire without any territorial limits.

The ceasefire extension agreement, which took place on June 14 in Bangkok between representatives of the Centre and NSCN (I-M), popularly known in Manipur as "Bangkok Declaration", triggered a violent upheaval in the state capital because the ceasefire boundary was extended without any territorial limits. Eighteen people lost their lives in the government crackdown on mobs who burnt the Assembly building, chief minister's secretariat and many other government buildings on June 18 the same year.

People of Manipur felt the extension of the ceasefire to Manipur was a threat to the state's territorial integrity as the NSCN (I-M)'s agenda was to bring all contiguous Naga-inhabited areas under one administrative unit.

The upheaval forced the then NDA government to roll back the Bangkok Declaration and United Committee, Manipur and All Manipur United Clubs Organisation, influential citizen bodies, have been commemorating the uprising on June 18 every year to remind New Delhi of trouble if any move is made to bifurcate Manipur. Presidents of all the BJP state units in the Northeast, national general secretaries, spokesperson of the party and leader of the Opposition in the Lok Sabha Sushma Swaraj and leader of the Opposition in the Rajya Sabha Arun Jaitley would gather in Imphal on December 10.

Party general secretary Tapir Gao termed the gathering as a "special meeting" and said here today that about 40 party delegates would come to the state capital to discuss about the forthcoming Assembly election in Manipur.

"This meeting is the first of its kind in the Northeast. The agenda of the meeting is elections in Manipur. Party units in the region would extend full support to the Manipur unit during the election campaign," Gao said.

The BJP is at present consulting non-Congress parties in the state for an electoral alliance. However, any alliance is yet to materialise.

"Responses from parties to the idea of an alliance for bringing development and peace in the state are positive. We are keeping the doors open," Gao said. He, however, was unwilling to name the parties with whom the talks are on.
